THE major metal mine operations of the United States Smelting Refining and Mining Company in Utah are in the Bingham area. The Company also owns and operates metal mines in the Ophir district, twelve miles south of Bingham, and in the Tintic district, 28 miles south of Ophir. Operations of the Company in the Park City area have been idle since early in World War II. These mining camps, lying at moderate elevations, serviced by railroads, hard-surfaced highways, in close proximity to mills, smelters, cities and towns, fertile valleys, winter and summer vacation areas, and airports are probably as favorably situated as any mining camps in the world. I. INTRODUCTION. THE general drift of the discussion as to the relative merits of pressure- and exhaust-fans has resulted, if we may judge from the prevailing practice, largely in favor of the latter. The subject has been hitherto treated, however, with special reference to highly gaseous mines, the effect of the form of ventilation upon dust-explosions having been too little considered. Even in mines containing practically no gas, dust-explosions may occur; and if, as I believe, pressure-fans are to be preferred for their effect upon dust, it may be worth while to reopen the debate, and to challenge the advisability of exhaust-ventilation under certain conditions. There are several forms of colliery-ventilation, which may be described as follows: Plain or simple pressure-ventilation, in which the fan acts as a pressure-fan, and the movement of coal is unobstructed at the surface by doors or equivalent devices in drifts or shafts, the traveling and haulage thus being in the return-current. Plain exhaust-ventilation, in which the fan acts as an exhaust-fan, the movement of coal being likewise unobstructed at the surface, and the traveling and haulage being in the intake. Obstructed pressure-ventilation, in which the movement of coal is obstructed at the surface, in order that the traveling and haulage may be in the intake. Obstructed exhaust-ventilation, in which the movement of coal is obstructed at the surface, in order that the traveling and haulage may be in the return. THE extreme effect of the depression on the steel industry is well illustrated by the fact that the amount of iron ore shipped from the Lake Superior district was the lowest in 47 years. Something over 3 1/2 million tons of ore was shipped in 1932, compared with over 65 million tons in 1929. It is not surprising then that practically no advancement in iron ore beneficiation has been made. Improved research and development work, however, was continued at the Michigan College of Mines in the survey of the lean iron ores of Michigan with reference to the possibility of their concentration; at the University of Minnesota in its large-scale jigging studies of Lake :Superior ores; and at Battelle Memorial Institute in the development of improved jigging of iron ores. The successful operation of the new Hadsel mill at a gold property in California gave such low grinding costs on a quartz ore as to give much encouragement in the iron ore industry for a cheapening of the cost of grinding lean ores for concentration.

The effect of impurities on the flowsheet in the smelting and refining circuits for copper, lead and zinc is reviewed and the interflow of by-poduct metals from copper, lead and zinc plants is pointed out. The principal points of separation of all impurities in the circuits are indicated and the additional steps added to these circuits in order to effect impurity separation me shown. In this day and age, when difficult metallurgy is mentioned, one thinks of the extraction of more refractory or possibly the alkaline earth or rare-earth metals. It is true that the extraction of metals having a high affinity for oxygen and deleterious solubility for that element in the liquid metal, affords some of the most difficult extractive metallurgy problems. When this is coupled with an affinity for hydrogen, nitrogen, and carbon a devious approach is required that sometimes rivals the complexity of the metallurgy with which this paper deals. THE meeting of the A. I. M. E. at Wilkes-Barre, Pa., Sept. 12 to 15, inclusive, celebrated the fiftieth anniversary of the Institute. It was at Wilkes-Barre, in 1871, that the foundation was laid for the great institution that now includes in its roster the greatest names. in mining engineering in every civilized country of the world. The founders of the Institute, with rare prescience, established a common ground upon which all mining engineers, whatever particular branch they might consider most pertinent, could stand securely, assured of a deep-seated interest from their brethren similarly minded in other localities. So wise and clear was the vision of the founders that every engineer connected with mining has found it beneficial, not to say indispensable, to maintain his connection with the Institute and to increase his technical enthusiasm through the medium of the valuable technical publications. The little coterie of 1871 has grown to a strong body of more than 10,000 members in 1921, reflecting the glory of the founders in the record of the accomplishments written on the pages of the fifty years of the

I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. The placer gold occurrences at Sart Çayl, Manisa, Turkey, the legendary River Pactolus of King Croessus, were evaluated in this study to determine if this deposit contains sufficient recoverable value to justify development and exploitation. The gold occurs both in the upper Neogene conglomerates and the alluvium derived from these conglomerates. The total reserve in the whole region is estimated to be 500 million cubic metres. Samples were taken of the upper conglomerate and in the alluvium in an attempt to determine the amount and the physical nature of the gold. The gold in samples was recovered by screening out barren oversize followed by washing the sand and gravel through riffled sluices. The resulting sluice concentrate was later panned and amalgamated at site. Laboratory cyanidation testing of some samples for control purposes was also done. The average calculated free gold was found to be about 90-100mg/m3 and the size of gold flakes found was quite small. The field as well as laboratory testing of the samples of Sart Çay1 indicated that the potential reserves in this region could only be developed as a sand and gravel operation and the gold could be recovered together with the heavy minerals as a byproduct.

TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

(Glen Summit Meeting, June, 1911,) DURING April, May, and June, 1910, I was in charge of an examination of the greater part of the Moa iron-ore area in Oriente Province, Cuba, on the north coast, near the east end of the island. My instructions, on arrival at the properties, were to check former estimates of tonnages and grades, and to re-examine the ore comprised in claims covering 44,727 acres. This work included .the running of lines dividing the properties into co-ordinate planes, the boring of many thousand feet of holes spaced at the intersections of these co-ordinates, the taking of samples of the ore penetrated, the analysis of these samples for their various constituent minerals, and the determination of the results as to tonnages, depths, and grades, both for individual properties and for the entire group. Each section of every one of the thousand holes drilled was to be compensated for depth and grade with every other, a series of simple arithmetical calculations of no slight magnitude, the mere mechanical labor of which consumed much time, but finally resulted in giving a complete average of all the essential facts for the entire area of 18,000 hectares. Had it not been for the more than willing, active, and able co-operation of the officers of the Spanish-American Iron Co., from Charles F. Rand, President, and Jennings S. Cox, General Manager, down to the most humble water-carrier, the work would have consumed far more time than it did. Papers prepared by others, and to which my present paper may be considered an addendum, elucidate, more fully than I could hope to do, the origin and geological character of these ores. I will confine myself to the situation, method and expense of exploration, and to probable courses of development and mining, with some attention to the cost of the ore delivered in the United States.

THE object of this paper is to present a theory of the formation of fissures which seems to be supported by all available data. The investigation is, in the main, an exact one, and irregularities of the rock-structure are generalized. From the conclusions drawn a general classification of fissures is made, and this should be of practical use in the comparison of mineral deposits. The theory also throws some light on the equilibrium of the earth's crust and the depth of action of surface-waters. Incidentally, additions are made to the theory of earthquake-slips. Former Theory. It has been previously pointed out that the '"jointing" of homogeneous rocks occurs in two sets of planes, at right angles to one another, and making angles of 45° with the directions of greatest and least principal stress.' The theory by which this fact is explained does not, however, account for fissures and faults, because normal faults are usually more vertically, and reverse faults more horizontally, inclined than 45°. The "jointing law" is based on the following axiom: "In a homogeneous mass under pressure, rupture must take place on the lines of maximum tangential stress." 2 This law applies, with fair approximation, to the tests on jointing which can be made in the laboratory, and as nearly as can be expected to the natural jointing-planes in rock-masses, where the stresses are not very great; but it entirely fails to account for fissure-fractures.

THE first fall meeting of the new Coal Division started on time on Thursday morning, Sept. 11, at Pittsburgh, with Paul Sterling of the Anthracite Section presiding and over a hundred members and guests in the room. The attendance increased from session to session, the total registration being 248. Excellent arrangements had been made by the officers of the Division covering all features of the meeting, the only drawback being that more papers-were listed for presentation than could be discussed in the time available. Howard-N. Evensong, chairman of the Division, explained this situation as sore and sore papers case in by likening it to the case of the small boy who wanted a second niece of pie at the end of a large seal. When his mother remonstrated that if he ate any more he would certainly burst, the young man replied, "Well, you just hand over the pie and then get out of the way." With that Mr. Evensong turned the meeting over to Mr. Sterling, who handled it so well that with ample discussion it was still possible to adjourn at lunch time, all but the group of junior papers having been heard. This series of papers, the output of the .very lively Junior Section organized last spring by the younger men of the Division was regretfully put over until Friday morning, when that on "Heat Drying" by S.. M. Parsley was read.

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,1 2 3 and the method has been applied to the concentration of various iron ore 4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution. Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared for these tests by high-temperature methods, especially by crystallization from borax melts.

LONG regarded as nearly worked out, the anthracite region still shows promise of a hundred years of life, for means are being found to get bottom, top, pillar, and other coal that earlier generations disregarded as too expensive to mine. Rock drivages and, still more, machinery are making it possible to get such coal. Mechanical methods enable the owner of thin beds to mine these with profit, and the miner recognizes that he must permit the use of machinery or the inexorable laws of economics will deny him opportunity to work. E. L. Dana, Jr., well outlines this situation, which in the past year became definitely established. Stripping also is recovering, safely and inexpensively, coal that past generations regarded as too hazardous and costly for mining.

The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

(Pittsburg Meeting, March, 1910.) NICKEL has always been a fruitful mother of problems. Previous to the year 1906 nickel was regarded as an element replacing iron in copper-mattes, and it was believed that the same laws which governed the elimination of iron could be applied-to nickel. This conception has lately undergone a complete change, and nickel in all its stages is now regarded as an element replacing copper; in other words, copper-nickel is considered now as two elements, but as one metal. When we commenced our investigations on Monel metal we made a great many experiments on the conversion of mattes, both high copper and high nickel. We studied closely the composition of the mattes and the changes produced by the blow. We found in all cases certain agreements which we believe are due to some law. Briefly stated, our conclusions are as follows 1. Nickel is not an element replacing iron in matte. 2. Nickel-copper alloys act in the matte-blow like one metal. 3. Nickel-copper alloys follow, during the matte-blow, exactly the same laws as govern. the behavior of copper alone. This brings up the question : What are the laws governing the production of metallic copper, and what are the relations copper to sulphur and iron during the Bessemer blow ?
