A NATIVE son of Salt Lake City. David Douglas Moffat has contributed greatly to both the mineral industries and civic progress in the State of Utah. He was born in 1880 and his whole life bas been intimately associated with mining and milling. His father, one of Utah's pioneer mining men, was superintendent of a mill at Park City. When Moffat was only 18 years of age he went to Philipsburg Mont., where he spent several years as a machinist, and later as master mechanic for the Granite Bi-Metallic Mining Co. He returned to Park City in 1903 as master mechanic and night mill foreman for the Ontario Silver Mining Co. After a few years of varied experience he became, in 1910. general foreman of the Boston Consolidated Will at Garfield, Utah.

THE PETROLEUM DIVISION of the A.I.M.E. continued with its diversified activities during 1.935. Sessions at the New York meeting in February were devoted to production engineering, domestic and foreign oil production, and petroleum economics. The symposiums on domestic and foreign production proved their increased usefulness. The data accumulated for 1935 were added to those published during prior years in "Petroleum Development and Technology." A joint session on the use of metals in the petroleum industry was held by the Institute of Metals, Iron and Steel, and Petroleum Divisions. W. S. Farish, chairman of the board of the Standard Oil Co. (N. J.), was the principal speaker at the annual dinner. The October meeting, held in Hous¬ton, was characterized by an excellent program and large attendance. Four sessions were devoted to problems in estimating reserves, reservoir energy, properties of drilling muds, electrical logging, water flooding, and other subsurface studies. Foreign representatives of the Anglo-Persian Oil Co. presented a paper on surface tension and specific gravity of crude oil under reservoir conditions. September 20, 1917. As this meeting terminates the year's agreement under which the Engineering Foundation has appropriated its income to the National Research Council, a brief summary of what has been accomplished seems called for. The Research Council was organized Sept. 19, 1916. The Executive Committee was appointed at that meeting; since that date two other meetings of the Council have been held, one in Boston, on Nov. 13 and 14, the other in Washington on April 19. During the intervals between the meetings of the Research Council, the Executive Committee has conducted all of the business of the Council. There have been 29 meetings of the Executive Committee, 13 in New York up to the first of May, 15 in Washington subsequently, and one in Boston. The meetings in New York were devoted to the organization of the Research Council and especially to appointment of committees. At the outset, the Council had no very clear idea of the way in which it was to organize; there were several other groups of scientific men at work, among them, the Research Committee of the American Association for the Advancement of Science and the Engineering Committee of the Advisory Commission to the Council of National Defense. Time was spent in straightening out these two principal complications, both of which were satisfactorily adjusted. The upshot of these negotiations is to leave the Research Council as the only representative, national body of research men, assisting the Government. During the period up to May, the Executive Committee in New York selected carefully the personnel of some 25 principal committees, and of a large number of sub-committees; so carefully were these chosen that of the entire number, several hundred, there have been only one or two declinations. Some of the important steps in the development of the Research Council are the establishment of the Military Section, composed. of the members of the Council connected with the Government and resident in Washington. This Section put the Research Council into close contact with the most important officials of the Army and Navy. From it has grown the Washington office of the Council, and the recognition of the Research Council as the "Department of Science and Research of the Council of National Defense; " and the establishment of the Washington office after the Council of National Defense had officially recognized the Research Council. About this time Dr. Hale, Chairman of the Council, appointed Dr. Millikan to be Vice-Chairman to represent the Council in Washington, and Dr. Millikan has since then been in charge of the work of the Council. At the request of the Secretary, Dr. Millikan has prepared a brief report of some of the work of the Research Council during its first year, which is appended to this report. It shows that the Research Council has been active in much of the important work. under way in our preparations for war, and that it has rendered effective services to the Government.

Announcement was made in the spring of 1926 that the Boston & Maine R. R. Co. had contracted with the well-known German steelmakers, Messrs. Fried Krupp, for the manufacture of 15,000 tons of basic open-hearth steel rails at the Rheinhausen Works, for delivery to Boston, Mass. The manufacture of rails in the United States has for many years been almost a national pride, and as this feeling is chiefly the result of a long-time liberal and consistent patronage of American rails by American railroads, it is not strange that this somewhat unusual announcement should arouse more than ordinary interest. Since the end of the World War, the importation of foreign rail has been fairly large, principally because the newly created economic conditions have rendered some American competition more difficult, but the tonnage imported, for the most part, has been made up of small orders for miscellaneous use; and the contract referred to constitutes the largest single importation of foreign rail in over ten years. In 1915, the Algoma Steel Co. of Sault Ste. Marie, Canada, supplied the Illinois Central R. R. with 30,000 tons of rails,' and various other American roads with smaller amounts. In 1902, 1903 and 1904, large tonnages of rail from abroad were purchased, the Louisville & Nashville R. R. alone obtaining 30,000 tons from German mills. It is the object of this paper to present, in what is believed to be a new and concise form, figures showing the production and consumption of rails in the United States, and to record some of the testing and inspection results of the recent Krupp rails; also, to direct attention to two quite unique departures from American practice that were regular features of the Krupp process and which are worthy, it is thought, of careful study. No precise geographic limits can be given for the zinc- and lead-region of North Arkansas. In general terms it lies N. of the Boston mountains and W. of the St. Louis, Iron Mountain and Southern railway; but the prospecting and the development of the ore-deposits have not gone far enough to outline more than vaguely the areas over which workable deposits are to be expected. The tardiness of the development of the region is due in part to its topography, as a hilly and partly mountainous country, through which there have been no railways until recently. There is no longer any doubt, however, about the existence in that region of large bodies of zinc-ores. I. General Geology. The general geology of the region is, in the main, quite simple, but that of the ore-deposits is less so. The zinc-regions of North Arkansas lie about the southern flanks of the Ozark dome. The rocks are approximately horizontal, but have a gentle southward dip away from the axis of this dome. Figs. 1, 2 and 3 show the broad features of the to-. pography and geologic structure. South of the zinc-region, the sandstones and shales of the lower Coal-Measures form the north-facing escarpment of the Boston mountains. Beneath the Coal-Measure rocks are the limestones and cherts of the Lower Carboniferous; and these rest upon Silurian and Ordovician beds. The uppermost beds (Coal-Measures) have been cut into by erosion along the mountain-slopes so that their edges or outcrops have a meandering or dendritic form. The same thing happens with the Lower Carboniferous beds; but these, haying been more or less protected by the overlying Coal-Measured, have broader bases, and cover a much larger area. In places,

The copper deposit at White Pine, Michigan, from which a little more than 5 per cent of United States primary copper currently is produced, is a large stratiform orebody, 4 to 25 feet thick and several miles across. The present ore column, containing about 1.2 per cent copper as chalcocite and native copper, is confined to the basal beds of the Nonesuch Shale. This upper Keweenawan (Upper Precambrian) formation is a distinctive gray siltstone unit, about 600 feet thick, overlying and overlain by thick red-bed sequences. All these rocks contain abundant volcanic debris, but the latest known igneous activity within 50 miles antedated the Nonesuch Shale. The rocks are unmetamorphosed and only moderately deformed, mainly by tilting and faults. Pyrite, presumably syngenetic, is the only prominent sulfide throughout most of the Nonesuch Shale. The basal beds of the formation, however, contain disseminated copper minerals instead of pyrite and constitute the cupriferous zone. On a regional scale, the top of the cupriferous zone cuts across bedding, and ranges from an inch or so above the base of the formation in some areas to more than 50 feet in others. However, within the cupriferous zone the distribution of copper shows remarkable stratigraphic control. Certain beds are copper-rich compared to the beds that lie between them and the differences persist throughout the White Pine region. Several darkgray thinly laminated beds in the lower 10 to 25 feet of the Nonesuch Shale are rich enough and sufficiently close enough together to constitute a mineable thickness where they lie within the cupriferous zone. Pyrite is the characteristic sulfide of the Nonesuch Shale as a whole. The principal sulfide mineral of the cupriferous zone at the base of the formation is chalcocite. The succession of minerals outward and upward from the center of the cupriferous zone is native copper-chalcocite-bornite-chalcopyrite- pyrite. The bornite and chalcopyrite are confined to a narrow fringe at the margin of the cupriferous zone. This pattern of mineral zones is believed to represent reaction between syngenetic pyrite and introduced copper. The main copper mineralization is independent of structure and apparently antedates deformation. Details of the geometry of the cupriferous zone indicate the possibility that copper was introduced from the underlying sandstone prior to lithification. The source of the mineralizing solutions and their copper is not known.

IN THE congressional act establishing the Bureau of Mines one of the functions outlined was "to assist I the industry in the prevention of mineral waste." This had not only to do with the waste in mining but in milling and metallurgical practices, including smelting. The organization of the Bureau of 'Mines includes many divisions, each working in a particular field and charged with certain investigative work. The metallurgical division has the above duties under its immediate supervision, and the station located at Salt Lake City is directed by the chief of this division: There are ten experiment stations of the Bureau of Mines, located in various parts of the country, most of them being housed at state universities under cooperative agreements. Considerable care was exercised in locating the stations and in choosing the particular type of work to be investigated at each place. Inasmuch as the Bureau was designed to serve and cooperate with the industry it is only natural that the investigative work be of interest and importance to the territory immediately adjacent to the respective stations.

H. 0. Hofman, Boston, Mass. (communication to the Secretary*) :—The experimental demonstration by Professor H. Ries, of the fact that a mixture of clay and finely-ground flux will melt more readily than one in which the flux is less fine and therefore less intimately mixed, is very striking, and will be appreciated especially by those who have to discuss, before classes of students, fusions on a small or a large scale. The statement, that I " rather disputed" the influence of size of flux-particles on the ease with which fire-clay mixtures fused, is an erroneous inference from the paper written by Mr. B. Stoughton and myself in 1898.' We did not undertake to study the influence upon fusibility of the sizes of the particles, either of clay or flux. What we did try to find out was, whether the common practice of finely grinding raw or burnt clay, or a mixture of the two, before testing with Seger cones for resistance to heat and to fluxes, xould give the same results as if the materials were tested just as they were going to be

The proper transfer of roof loads from props and bolts to ribs and pillars can result in appreciable savings. The author shows how to plan such load reduction in underground mines. For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.&apos; This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.1 An underground opening overlain by a relatively thin immediate roof, and a thick main roof, is usually laid out as shown in Fig. 1. The total open span (T) between pillars or ribs is calculated on the basis of the main roof, and the secondary spans (L) on the basis of the immediate roof, so that a complete accounting of the existing loads is made. For this purpose the immediate roof is treated as a uniformly loaded continous beam, which is an indeterminate structure as shown in Fig. 2(A). The term systematic supports places the following two restrictions on the continuous beam: 1) Spans between all supports are equal: uniformity of spans. 2) Loads on all supports (excepting ribs) are equal: uniformity of supports. The usual mode of analysis of such a structure by beam theory is to divide it up into a series of simply supported beams with end moments as shown in Fig. 2(B)2 The problem now is to transfer a maximum roof load to the rib from the span immediately adjacent to it by permitting its support to deflect, and yet not fail the roof. Once this has been done, the load can be equalized on all other supports by permitting further degrees of relative deflection. It is necessary, therefore, to determine an expression for the constant load on each support, and the required deflections, in terms of properties of the roof. THE town of Jerome is located in Yavapai County in north central Arizona. It has a population of over 6000 people and the two important mines of the district, the United Verde and the United Verde Extension, lie almost within its limits. Perched high on the southwest side of the Verde Valley, at elevations of 4800 and 5500 ft.. (1463 and 1676 m.), both mines have long tunnels from their lower levels through which ore is hauled to their respective smelters. The two smelter towns of Clarkdale and Verde, out in. the center of the valley and about 2000 ft. (609 m.) below, form part of the wide panorama that meets the eye at Jerome. This panorama and the topographic and surface features and the geologic formations are shown in a separate pamphlet. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "the rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the, highest parts of the Black Hills, which bound the valley to the southwest. The two lava-capped mesas, known as Mingus and Woodschute Mountains, form the culmination of the Black Hills. That part of the old Black Hills mining district which lies between their crests -and the Verde River is now known as the Jerome or Verde copper district. However, if the smelters are not included, a strip about 7 mi. long and 3 mi. wide (11 by 5 km.) embraces practically all the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from about First View, 2 mi. northwest of Jerome, to the neighborhood of Allen Spring, near the south end of Mingus. Mountain. The rank of the district in copper production, as well as features of peculiar geologic interest in connection with the ore occurrences, entitle the district to much more consideration than it has received in the literature of copper mining. Arizona stands preeminent as a copper-producing state. In 1918, it produced four-tenths of the total amount produced in the United States, and nearly equaled the, combined production of its three chief competitors, Montana, Michigan, and Utah. IN the classical paper1 of Mehl and Rhines entitled "The Rates of Diffusion in the Alpha Solid Solutions of Copper", the authors state: "It has been mathematically demonstrated that the treatment of the data as though the diffusion were taking place between two flat plates instead of radially in a cylinder has no appreciable effect upon the results. Were the bars of a much smaller diameter, a modification of the analytical treatment would have been required." Unfortunately, the errors in the reported concentrations are much too large to neglect, as shown in the results below. A planar treatment of diffusion data assumes that the reference planes separated by a nominal distance (AX) have identical areas. An adjustment must be made on the concentration data should the successive diffusion planes differ in area. The Mehl-Rhines&apos; diffusion samples were cylindrical with copper electroplated onto copper-based alloys. Successive surface areas through which diffusion occurs are in the ratio ri/r1, where ri is the radial distance between the center of the sample and the center of the i th shell to which the host (alloy) atoms diffuse, and r1 is the radial distance between the center of the sample and the center of the innermost (i = 1) experimentally reported shell from which the alloy atoms diffuse. Hence, ri/r1 (i = 1, ..., n layers) is a dimensionless correction factor to be multiplied by the reported concentration data before planar-data analysis is attempted. In the forty-seven samples reported, the original interface between the copper alloys and the electroplated copper was located at a mean distance of 8.255 mm from the center of the samples. The successive layers, machined off the samples, were approximately 0.0762 mm thick. The distance (xi) at which concentration (ci) was reported was always a distance measured with respect to the original interface, that is, with respect to the fixed distance of 8.255 mm. Hence, the as yet undiscovered Kirkendall Effect was precompensated. The values of ri and r1 are therefore given by ri = 8.255 + xi and Y, = 8.255 + x,. The illustrative table below lists the position xi (mm), ri (mm), the value of ri/r1, the reported concentration (ci) in weight percent (only valid for radial analysis of data), and the corrected concentration [c&apos;i = (ri/r1)ci] in weight percent (only valid for planar analysis of data). Similar tables can be constructed for the remaining forty-six samples. The corrected data can be used to re-evaluate the diffusion coefficients for the reported systems.

THE mine operated by the United Verde Copper Co. is situated near Jerome, Ariz., on the eastern flank of the Black Hills, at an elevation of approximately 5500 ft. (1676 m.) above sea level. The mine and the town of Jerome are located on a steep hillside, which slopes rapidly to the valley of the Verde River. The smelter town of Clarkdale is situated in the Verde valley 4.1 mi. (6.5 km.) distant in an air line from Jerome, and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel & Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 mi. long and has a compensated 4 per cent. grade. At Clarkdale, it connects with the Verde Valley branch of the Santa Fe R. R. The narrow-gage (36-in.) line of the United Verde & Pacific Ry. was, until 1919, Jerome&apos;s only rail connection with a main trunk line. This road connects with a branch line of the Santa Fe system at Jerome Junction, after traversing 26 mi. of mountainous country. From the time of its location, in 1876, until its purchase by Senator W. A. Clark, of Montana, in 1889, the United Verde mine was worked on a small scale and shipments of high-grade gold-silver ore were made from the surface workings. Bugbee, of the Mining Department of the Massachusetts Institute of Technology, has been granted a leave of absence to accept the position of Assistant Director of Education for the S.A.T.C. of five southern states with headquarters at Raleigh, N. C.
