THE labor policy, of the Standard Oil Co. (New Jersey) is founded. first of all on paying at least the prevailing scale of wages in the community; on, the eight-hour day, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; cooperation with employee in promoting thrift and better social and housing conditions; and assurance for a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co., is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this, principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer.

SEVERAL investigators1-8 have reported evidence of the existence of native or connate water in oil-and-gas-bearing strata. Both water and salt have been detected in cores of oil sands that yielded oil and gas exclusively when produced. Electrical logs often reveal unexpectedly low resistivity through oil and gas sands, indicating the presence of some material that is a considerably better conductor of current than oil and gas. Furthermore, calculations9 of the oil and gas content of reservoirs based upon production and reservoir-pressure decline data indicate appreciably lower values than are arrived at under the assumption that the pore space is occupied completely by oil and gas. ORIGIN AND OCCURRENCE OF CONNATE WATER IN OIL-AND-GAS-BEARING FORMATIONS The view has been expressed,10-15 and is generally agreed upon, that the expulsion of oil and gas material from source beds and the subsequent migration and accumulation occurred in the presence of salt water. As the strata that usually form reservoirs for oil and gas were laid down by, or in the presence of, ancient seas, the pore space within the strata must have been saturated with salt water before the entrance of the oil and/or gas. Thus, the accumulation of oil and/or gas in the upper regions of structures suitable for reservoirs must have required displacement of the connate water therefrom. In the absence of any forces other than gravitational, it would be expected that the displacement of the connate water out of the zones finally occupied by gas and oil would be complete, and that the vertical distribution of gas, oil, and water in a reservoir would be strictly in the order of their densities. Apparently, however, surface and interfacial forces that will not permit complete segregation of the fluids are active within the capillary spaces comprising a reservoir. The effects of these forces on both accumulation and production of oil and gas have been the subject of study by a number of investigators. 16-37

NEARLY all of the present schemes for treating complex (i. e. lead¬silver-zinc-copper) ores are based on the idea that lead holds, and will hold for some time, the strongest economic place from the viewpoint of supply and demand of all the non-ferrous metals. Copper, it is thought, will come back to its own when European affairs are stabilized, although at that time competition from Chile, Peru, and Katanga, in particular, will be more severe than in pre-war days. The future for silver and for zinc is uncertain. New uses are developing for zinc, and the market has remained better than many expected, but the stabilization of world markets will bring in foreign competition instead of relief. The cost of producing zinc from simple zinc ores, by the retort process, will, from the nature of the labor required and the increasing cost of fuel, increase steadily. As a result, the small producers of purely zinc ores around Joplin are shutting down their mines, even with a good market price for zinc; on the other hand, the producer of lead from complex ores, in the Rocky Mountain states, is confident of a profit from the sale of his lead, and is seeking means to make the zinc in his ore pay some part of the cost of treatment. However, the tonnage costs for mining and ore dressing are much higher in the Rocky Mountain states, as may be seen by comparing tax-return statements from the various states. Even before the recent drop in the price of silver, many mines were operating on a very slender margin of profit; labor and supplies cost more. Mining at greater depth has shown most orebodies to grow increasingly more complex, so that improvements in mining and ore-dressing practice have not been sufficient too compensate for the additional expense involved in beneficiating these ores. CHINA now leads the world in antimony production, having contributed during recent years something over 60 per cent. of the world's production. The history of the antimony industry of China dates back to 1897 when the Tai Shing Co. was formed, under contract with the Hunan. Bureau of Mines, for the smelting of the ore to crude; and in 1908 the Wall Chang Mining & Smelting Co. was formed for the smelting and refining of the ore and crude to regulus. The writer was then asked to take charge of the erection and control of this first plant for regulus production in China and has, since then, been more or less connected with the antimony industry in this country. This paper contains the results of many years' experience in connection with the Wah Chang Mining & Smelting Co., Changsha; the Pao Tai Mining & Smelting Co., Wuchow; the Loong Kee Smelting Works and the To-Cheng Smelting Works, Hankow; as well as information gathered from various other small smelters, scattered in different parts of the Provinces of Hunan, Hupeh, Kwangsi, and Kwangtung. An idea of the growing importance of regulus production in this country can be gleaned from the fact that, within a period of about 8 years, the export of regulus from Hunan alone jumped from 3 tons in 1908 to about 6000 tons in 1915; that a production of about 23,000 tons of regulus per year could easily be effected from all the smelters, as tabulated below, most of which were erected a year or two ago under the stimulus of the war booms, if the price at Hankow were to stay somewhere about $900 (Mexican) per ton, half of what it was at its height, thus enabling the utilization of ores from the hinterlands of the provinces; and even under the present ruling of prices and the closing of the less-favored smelters, the production of regulus should not be less than 12,000 tons per year.

Discussion of the paper of WILLIAM G. Bethlehem, Pa.-At the present time I believe there are 35 electric steel furnaces under construction in the United States, and many more in operation. The United States Steel Corporation, for example, is putting up for one firm a plant of eight electric furnaces. The principal increase in use of the electric furnace at the present time is based on its superiority for making steel for shrapnel and for munitions of war. I understand that electric steel has been found far more reliable and suitable than ordinary steel for these purposes in Europe.

Experiments on single particles show that the amount of material created during impact that is finer than any chosen size is proportional to the energy of the impact. As the underlying principle of comminution, it might be stated that each unit of energy input to a given comminution system tends to add to the system an identical assembly of new particles and subtract an equivalent volume of larger particles. Thus, two of the consequences of the fact that each unit of energy tends to add identical assemblies of new particles to the system are: 1) on continued application of energy the total charge in any batch comminution system tends to assume the characteristics of this assembly, and 2) the process of comminution may be described by a relationship such as E = Ak-a. Recently Schuhmannl presented a theory of comminution which puts rational perspective on the extensive controversy surrounding most of the existent theories of comminution. With hindsight the origin of controversy can be ascribed to a relatively simple circumstance. In general, a progressive shift of a size distribution curve towards finer sizes is observed as energy is added to a comminution system. It is also observed that, with continued grinding, the size distribution curves usually change and appear to approach some constant shape. Inves-tigators generally felt that an appropriate method of relating and generalizing such data would be to consider the hypothetical case where particles in the system were uniformly subjected to comminution such that each of these particles, receiving its proportion of input energy, was transformed into a number of smaller particles of uniform size. Since the changes in shape of the size distribution curves during size reduction were clearly associated with the coarse particles in the system, it was also assumed that these changes accounted for little of the input energy and one could deal solely with the equilibrium shape towards which the size distribution curves tended. Although the unrealistic nature of the foregoing points of view was realized some justification was felt for such treatments since, in most cases, the resulting mathematical formulae could, by the adjustment of at most two parameters, satisfactorily describe experimental observation. Difficulties arose, however, in that the formulae required a specific influence of the feed size on the comminution process. In actual fact, the application of a feed size term in fitting experimental data was often found to be unnecessary or contrary to the above formulae. Secondarily, much discussion arose concerning the appropriate energy number that would relate the size change of one particle to the amount of comminution energy it received. As has been previously shown3 all the above theories that treat comminution as a continuous process of size reduction may be related to a proposition of the following form: dE = -Cfn [1] where dE is the increment of energy, dx is the size change, x is the particle size, and C and n are constants. It is now clear, as pointed out by Schuhmann, that Eq. 1 is inapplicable to comminution processes, since comminution cannot be considered other than as a discontinuous mixing process in which the overall size distribution of the product results from mixing, in various proportions, finished material with unfinished, and sometimes untouched, material. A striking illustration of this mixing phenomena may be obtained by comparing the size distributions of grinds in a typical batch ball mill with size distributions calculated on the basis of mixing various proportions of feed material with a ground material which obeys a power law size distribution relationship. Figs. la and lb illustrate such a comparison and the similarity of these figures indicates that mixing plays an important role in determining the overall shape of the product size distributions. Figs. la and lb illustrate, additionally, the underlying basis of the comminution theory presented by Schuhmann.' In the preliminary grinding of relatively close sized feed particles in a batch ball mill, one may visualize that, when a successful encounter of a ball with a feed particle occurs, then the particle undergoes severe size reduction and the size range in which the resultant particles reside is far removed from the size of the feed particles. Two comprehensive papers have appeared regarding the forms of copper that occur in smelter slags, one by Frank E. Lathe1 and the other by C. G. Maier and G. D. Van Arsdale.2 These authors comment on other published results and draw conclusions from their own investiga-tions. The development of X-ray examination of minerals and improve-ment in high-power microscopic methods make it possible today to get additional evidence by means that were not available to earlier investi-gators. The present work was confined to reverberatory slags obtained from five different plants. Some definite conclusions were reached regarding the forms of copper present in these slags. In most cases these agree with some of the findings of Maier and Van Arsdale but new methods of attack were used in the investigation.

The World War I1 spread to Russia on June 22, 1941, when the German Armies began their invasion. The Soviet industries, which were already engaged in a tremendous armament program, further accelerated the flow of munitions, and equipment and supplies for all purposes not directly military were either entirely eliminated or reduced to an absolute minimum. With the occupation by German armies of the Dniepr and Kharkov industrial regions, this trend was necessarily further accentuated. The oil industry of Russia, in consequence, was left to rely more and more upon itself, its own very limited manufacturing facilities, extensive repair shops and probably much used equipment out of order stacked in the warehouses. All evidence available to date points to the fact that the new situation not only did not affect the production either quantitatively or qualitatively, but, on the contrary, caused a larger flow of much needed fuels to the country's war machine, primarily by renaissance of both management and labor. The oil industry of the Soviet Union, left to depend entirely upon itself for equip ment and supplies, and even for new workers and technicians to replace those called into the services, did and is still doing a good and effective job. Since it could not hope for new equipment and parts and could not blame any other industry for the delays in delivery, it dragged out old machines from storage and repaired them in its own machine shops. Often such stored and used equipment was but slightly defective, waiting for some small part from factories in Central Russia, plants that now were either in German hands or entirely converted to the manufacture of munitions. More particularly, instead of the pipe that could not be taken to the Caucasus from Central Russia, casing reclaimed from abandoned or submarginal wells was used, or pipe from the abandoned or but slightly used pipe lines; and this practice is being continued even now on a large scale, to create an ample reserve for the duration of the conflict. Indirectly such a development was even an improvement on pre-war days, when many wells about to be completed had to wait for weeks, even months, for the arrival of new pipe, all blame then being placed outside of the industry on the factories in Central Russia. For the purpose of reclaiming equipment and pipe still usable, special crews were organized. The war also caused much quicker adaptation of certain American practices and introduction of many emergency measures, such as: removal of derricks upon completion of wells and the use of drilling equipment mounted on skids for rapid transfer from location to location—both of these practices, while standard in the U.S.A., being new in Russia; installation of simplified surface pumping units; substitution of wooden bearings in the surface pump equipment; completion of wells in the Ural-Volga district, where formations are hard and tight throughout the sedimentary column, without either casing or

IT IS impossible to speak in exact terms of the effect that selective flotation has had, is having, and may have on the State of Utah. Its results enter into the economic structure of the state in so many ways and its ramifications are so widespread, that every line of industry is affected. Some effects can be definitely determined; others can be reasonably approximated; but the effect as a whole can not be set out in exact figures. Utah is essentially a mining state; mining is its basic industry and always will be. Agriculture, equally a basic industry, and of course, equally vital, can be practiced on only 6 per cent. of the 85,000 square miles of its area. It follows, therefore, that the economic future of this state depends upon a development of its natural resources. About 6 or 7 years ago, the mining industry in Utah was at a low ebb. This condition was caused partly by postwar conditions and other temporary causes, but prevailed also, which was most important, because the direct-smelting ores of the state were being rapidly exhausted and the cost of treatment of complex ores was almost prohibitive. Furthermore, the wet concentration of low-grade ores was unsatisfactory and did not result in producing a good smelting product. On visualizing this situation, one of the large smelting companies in the valley had the courage, ability and faith to develop and expand the principles involved in selective flotation of complex ores. This example has been followed by other smelting and reduction companies and the result has changed the entire aspect of the mining industry in Utah. The utilization of the zinc in the low-grade, lead-zinc-silver ores was the principal problem to be solved. The average yearly production from the State of Utah for the 10 years beginning 1914 and ending 1923, was something less than 10,000 tons of zinc concentrates. This period includes the world war, when abnormal prices stimulated production. In 1924, selective flotation began to be practiced on a considerable scale, replacing concentration by gravity and bulk flotation which had been used generally until this time. THERE has been so much misinformation sent out through the newspapers, and I find so few people who are really acquainted with the true facts in regard to the coal strike, that I feel it would be advan-tageous to present the facts as I have been able to gather them. One of the great points that the miners are now mak-ing is the fact that the operators of the central competi-tive field, consisting of the states of Illinois, Indiana, Ohio and Pennsylvania, have refused to meet them in a joint conference such as has been customary in previous years. There are two reasons why the operators de-clined to hold such a meeting. In the first place, the last time they held a meeting of this kind they were all indicted under the Sherman Act for making an agree-ment in restraint of trade. In the second place, the miners at their convention did not authorize their dele-gates to negotiate a new contract, but instructed them that nothing less than a scale based on the present wage, with the addition that there should be a six-hour day, a five-clay week, time j and a half for over time, and double time for Sundays, would be accepted. These additions would very much increase the cost of coal over the present wage scale. The operators could not consider renewing a contract on the present scale, as it would mean ruin for them, and as the miners were not authorized to negotiate a new scale on a fair basis that would enable the operators to mine coal in competi¬tion, with the open-shop mines the operators did not feel that there was any use in meeting the delegates. Thirty per cent. of the output of bituminous coal comes from the open-shop mines of West Virginia, Alabama and Pennsylvania. During the strike, in 1919, this 30 per cent. was increased to 50 per cent. and it has affected the operations of the union mines to such an extent this year that they have been able to run only 15 to 30 per cent. of their time, while the open shop mines have run from 60 to 80 per cent. as the wages in these mines had been reduced to the 1917 scale.

A procedure of obtaining specimens of lead, tin, and cadmium with a moderately equiaxed structure and a smooth surface suitable for etching without grinding and polishing is described; the advantages of general oblique illumination (as opposed to vertical illumination) in the photomicrography of pure metals .are stated. Using these methods, a statistical study of the changes brought about in deformed lead, on annealing, has been made. The common mode of structural change was found to be recrystallization. Cases of growth of one original grain into another were rare; but if a totally recrystallized specimen was annealed above 200° C., a few large grains appeared and spread over the whole area, except for a certain number of small grains which remain unabsorbed. The temperature needed to produce structural change in lead was found to be lower, the greater the degree of deformation. With tin, an extension of 28 per cent. caused practically no recrystallization at ordinary temperatures, but recrystallization occurred if the specimen was heated to 100° C. In cadmium at low temperatures, the grain size decreased in marked manner as the deformation increased; but at high annealing temperatures, the grain size was comparatively independent of the degree of deformation. IN many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive, areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. . The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrop. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexico, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rocks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the .chance for a continuous supply of air to the fire; but when the coal bed clips heavily into the ground, or even if level, if it, passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which, a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it.

Resources for Freedom, a report by the President's Materials Policy Commission, commonly termed either the Paley report, after its chairman, or the PMPC report, was issued in June 1952. The data collecting and assembly work for its preparation were done in 1951. The statistical base in most cases was 1950. It reviewed our economy and predicted what it will be in 1975.* The bases for the predictions were given. Consideration was given not only to statistical data and trends but also to technological changes taking place and likely to take place in the ensuing 25 years that will affect our economy. The supply of raw materials was studied and predictions made as to the availability of supply and the sources in 1975. One of the industries covered was iron and steel. For the most part the report did not attempt to provide a curve showing annual growth for any industry or commodity. It contrasted 1950 with the probable status in 1975. Interpolation between these dates is difficult and the Commission did not intend that it be used for short interim intervals. It is possible in 1958 to show the actual changes from 1950. The magnitude of the changes illustrates the agreement with some interpolation of the Paley report. Statistical comparisons can be general only because the Commission did not postulate a linear change. A study of the iron and steel industry will show if the general predictions have been realized or if gross errors were made. This paper is concerned with such an analysis. It is concerned with the production and consumption of crude, not fabricated products. It attempts to bring various facets of technical and statistical information on the industry up to date.

MARCH 31, 1922, undoubtedly will be long remembered as the ending of an important epoch in the coal-mining industry. On that date, contracts fixing the wages and terms of employ-ment at all anthracite mines and at approximately 60 per cent. of the bituminous mines of the country expired. For the past two years, the consuming public has been complaining bitterly against continued high cost of coal. Coal operators employing union labor have felt obligated to carry out contracts entered -into under the direction of the Bituminous Wage Commission appointed by President Wilson, and in order to do this, they have sacrificed millions of tons of business to non-union mines, and millions of dollars in wages that would have been distributed throughout unionized districts have been diverted to the non-union miners, many of whom never obtained the peak wages granted by the Bituminous Commission and others of whom accepted reductions early in 1921. Heretofore, wage contracts have overlapped as to expiration dates in different districts and renewals have had to take into consideration the competitive balance; the present situation is unique in that practi-cally every contract in the country expired on March 31, and the questions now confronting those responsible for the operation. of the coal mines of the country are: 1. Shall the operators that have heretofore employed union labor endeavor to continue contractual relations with United Mine Workers of America? 2. Shall they undertake to operate their mines with non-union labor? 3. Shall they encourage and endeavor to work out some plan of regulation or arbitration by a Government commission such as President Roosevelt appointed to settle the anthracite strike in 1902? 4. Shall the country give consideration to the demand of the miners that the coal-mining industry be "nationalized?"

INTRODUCTION MINERAL deposits that have formed by the various geologic processes, when exposed to air and water at or near the surface of the earth, break down and form new compounds that are stable under surface conditions. Mechanical disintegration of the ores proceeds along with chemical alteration which generally is attended by oxidation, carbonation and hydration. Essentially all minerals are affected-silicates, carbonates, native metals, sulphides, etc. Where iron sulphides are present, oxidation yields sulphuric acid, and in the presence of oxygen and iron, ferric sulphate, a powerful solvent, is formed. Above the water level, in the vadose or shallow zone, both air and water are present. Below the water level air is excluded and that which is carried down with water is removed from the solution by reactions with reducing materials. Above the water level, solution is the pre-dominating process; below the water level, precipitation generally is equally important. In some deposits, particularly above the hater level, valueless materials are removed from the ore, leaving certain metals in a more highly concentrated state. This type of alteration, which has been termed negative enrichment, is common in ores of iron, aluminum, manganese and certain other metals. Some gold deposits, particularly those in which the environment is unfavorable for solution of gold, have been enriched near the surface by removal of material other than gold. Certain metals are readily dissolved in an oxidizing acid environment. These include copper, silver and, under certain conditions, gold. In the presence of iron sulphides, deposits of these metals are likely to be leached above the water level. The metals are carried downward to depths where air is excluded, and where they may be redeposited, generally below the water level. Such enrichment by addition of metals has been termed positive enrichment.

Petroleum production in the Mexican fields during 1932, estimated at 32,400,000 bbl., was only 564,000 bbl., or about 2 per cent less than the 1931 total. Production in the northern fields declined approximately 1,100,000 bbl., the Tehuantepec output showed a drop of 340,000 bbl. and the South fields gained 865,000 barrels. Wildcatting continued at a reduced rate, the only successful completion being Presa No. 2 well which at a depth of 1535 ft. produced about 7,000,000 cu. ft. of gas. This well is an offset to Alberca No. 1 completed during 1931. General conditions in the petroleum industry coupled with the additional burden of the 21c per bbl. duty on oil imported into the United States further discouraged development activity in Mexico during 1932. The secondary metals industry might well be defined as the group of remelters, smelters, refiners, and manufacturers that convert scrap metals or residues to commercial forms. In this industry, scrap metals and residues are processed to pro- duce refined metals, ingot alloys, fabricated shapes, and chemical products. Secondary metal is defined as metal recovered from commercial scrap, that is, scrap that has entered the processor's plant in scrap form. Metal recovered by a manufacturer from "home scrap" generated in his own plant is not considered to be secondary, because it represents part of the original stock that simply requires additional treatment before emerging as a finished product. In any economic study, a basic point of measurement must be chosen, and in the case of secondary metals, the melting pot or its counterpart represents the stage in which metal is converted from scrap to some more usable form. Beyond this point there is often no means to distinguish between secondary metal recovered from scrap and virgin metal produced directly from ore. In the last fifteen or twenty years the secondary metals industry has grown to major importance. Some consumers distrust secondary metals, but frequently this distrust serves only to prove an inability to keep up with the times. IMPINGEMENT attack, as one of the types of corrosion suffered by condenser tubes, has been given a prominent place in corrosion literature of recent years. It has been reproduced and studied in carefully controlled laboratory tests. Much has been learned of its mechanism, and of the effects of variables such as temperature, amount of air, size of bubble and water velocity. Incidentally the technical public has been given comparisons between the behavior of some few metals under various conditions of impingement attack. The tests recorded here were undertaken in an effort to find at least some sort of qualitative answer to questions which arose occasionally as to the relative resistance of various alloys to impingement attack, and which could not be answered by reference to the literature. The final decision to start work on the problem was influenced in large measure by the nature of the water available in this particular place. The mill of the Bridgeport Brass Co. is located on the Pequonnock River at Bridgeport, Conn., within two miles of its mouth. The water is much like many other estuarine sources which are used in condensers, and which cause particularly severe corrosion. It seemed a most suitable water to use in such tests. As the work progressed an important seasonal variation was noted. The purpose of this note is to record this seasonal effect. The results of individual tests are given only incidentally.

Micro-crack formation zones developed near a crack tip in rocks and ceramics play a significant role in fracture behavior of these materials. In order to study micro- crack formation near a crack tip and its effects on crack behavior, a mica-epoxy composite material was developed. Multi-layer mica flakes were embedded in an epoxy matrix. Under high stress in the vicinity of a crack tip the mica delaminated, simulating the micro-cracking along grain boundaries or crystal planes in rocks and ceramics. A compact tension specimen was fabricated from mica-epoxy composite material. During the test the load and crack opening displacement were measured following the ASTM E561 (R-curve determination) procedure. Through the compliance calibration method the effective crack length and the KR were computed. The experiment clearly demonstrates the formation of micro-cracks and their effects on the overall behavior of the specimen. The paper discusses the significance of micro-crack formation on fracture toughness characterizations, and the advantages of the use of mica-epoxy composite for detailed studies of interaction between the micro-crack formation zone and the specimen geometry and size.
