IT is now well established that quenched and tempered titanium alloys have much better ductility when the quenching is from a two phase a-B structure, rather than from an all B structure. The corresponding microstructural differences, however, have not been shown in previous publications. Accordingly, specimens were cut from a % in. rod of commercial RC-130A, containing 7.9 pct Mn and 0.12 pct C, which had been previously hot rolled, heated 1 hr at 1100°F, and air cooled. (The same heat has been studied by others." 7 Samples about 1/4 in. cube were heated in helium 1/2 hr at 1450' or 1700°F, quenched in brine, tempered in helium 1 hr at various temperatures up to 1250°F, and quenched in brine. They were then sectioned and metallo-graphically examined, using an etchant of HF-HNO, in glycerine. As quenched from 1700°F, the microstructure observed was clear /3. (Probably also present was U, as the hardness was 400 Vhn, but w is not yet reliably revealed by any metallographic technique.) A DETAILED description of the many variations in iron mining and transportation practice in Minnesota would require much space. Since a fairly detailed description of the practices then in use was published in the guidebook issued in connection with the meeting of the Institute on the iron ranges in 1920, and subsequent developments have been described by E. E Hunner,1 M. H Barber,2 and A. E. Anderson, J. M. Riddell and G. J. Holt,3 it will not be necessary here to do more than review the highlights of current practice Details on any points of interest can be obtained through correspondence with the operators involved.† The iron ores of Minnesota, which have been formed through enrichment, of the iron formation in which they occur, largely by the removal of silica, are usually covered by a blanket of glacial drift known locally as "surface." Surface material, including sand, clay, hardpan and boulders, makes up the greater portion of the stripping in open-pit operations. In some instances, stripping also includes taconite and "paint rock," directly below the surface material and overlying the ore. Taconite is the iron formation, a ferruginous chert with interbedded slate layers. "Paint rock" is a local term for oxidized slate layers interbedded in the iron formation, high iii phosphorus, alumina and moisture The iron ores fall into two classes- (I) direct shipping (merchantable ores or ores requiring no treatment except possibly crushing or screening to make an acceptable sized product), and (2) ores requiring beneficiation (such as sintering, drying, washing, jigging, high-density treatment, or magnetic separation in the case of magnetite) The Mesabi Range produces chiefly soft Bessemer and non-Bessemer ores. The Cuyuna Range produces mainly low-manganese brown ore and high+manganese black ores, with some iron ore. The Vermilion Range yields mainly Bessemer and non-Bessemer iron ore, with some hard or lump ore that finds use in the open hearth. Open-pit mining is limited to the Mesabi and Cuyuna Ranges but underground mining is done on all three. The choice of mining methods is determined by the relative economics of overburden-removal and shaft-mining costs. STRIPPING PRACTICE Common practice has been to remove the bulk of the overburden during the winter season and to mine during the summer. In the present emergency many operators are forced to forego the economies attained by year-round utilization of equipment and to equip for, and carry on, stripping and mining simultaneously. In the normal years or lean years to come, most properties probably will be overequipped and high depreciation charges will have to be absorbed

The elite group of companies below represent the mining sector of Fortune magazine's June Directory listing the 500 U.S. industries that chalked up the largest dollar sales volume in 1966. The companies are listed according to their 1966 sales rank, which is given along with their 1965 rank for comparative purposes. All of the firms except two-Freeport Sulphur and Texas Gulf Sulphur-were in the Fortune Directory last year, and both these exceptions have been counted among the top 500 in former years. The one mining name that is missing from last year's list-Consolidation Coal-has actually jumped from number 217 to 4 by virtue of its merger with Continental Oil. As can be seen from the Industry Medians, the mining industry as a whole boosted its sales 17.8%, in 1966, making it the seventh largest gainer among the 22 industrial classifications covered in the Directory. By comparison, 1965 mining sales increased 10.2%, a gain which was surpassed by 13 other industries. In two other comparative tables, mining leads the field, topping the entire list in return on sales and in assets per employee.

APPLICATION of diffusion laws in the customary form to experimental studies in binary metallic solid solutions has shown the diffusion coefficient to vary with concentration for all systems investigated. The factors determining this variation have not been ascertained. However, the question of whether the diffusion coefficient would become a constant, independent of concentration throughout a single phase if the concentration gradient in the diffusion equation were replaced by an activity gradient has been an attractive subject for speculation. Wagner1 derived an expression for the force acting on a diffusing particle in terms of the chemical potential. This was also the approach chosen by Jost2 in his monograph. From a somewhat different point of view, Eyring3 and his co-workers have used activity gradients when dealing with diffusion in concentrated nonideal solutions. The only actual test with experimental data is that given by Darken,4 though this is more qualitative than quantitative. Many others opposed the application in any way of thermodynamic concepts to kinetic phenomena, including diffusion processes. A rigorous examination of this principle requires good data expressing the relationship between activity and concentration for solid solutions for which reliable diffusion work has been done. The literature provides such information only for the interstitial solution of carbon in gamma iron (austenite) and for the substitutional copper-zinc solutions (alpha brass). Activity data for carbon in austenite at 800°C and 1000°C are available from the recent work of Smiths on the equilibrium of hydrogen-methane and carbon monoxide-carbon dioxide mixtures with gamma iron. Combining these with the diffusion studies of Wells and Mehl6 makes possible a quantitative test for this interstitial solid solution. The vapor-pressure determinations for zinc over brass by Hargreaves7 allowed the calculation of activities in this system over a wide range of temperatures and concentrations. Extensive investigation of diffusion in this substitutional solid solution has been carried out by Rhines and Mehl.8 ACTIVITIES IN BRASS9 If the vapor phase of zinc is assumed to behave as an ideal gas, any solid or liquid solutions that are in equilibrium with the same partial pressure of zinc at the same temperature have the same thermodynamic activity of zinc. In order to assign a numerical value to the activity azn, it is necessary to choose some standard reference state to which an activity value of unity is arbitrarily assigned. It is customary to choose the liquid or solid state of the pure material. Then azn is defined numerically by azn = Pza/Pzn° [I]

THE solidus line above the solid solution field in the lead-antimony system was originally determined by Dean and his associates1 from heating curves. They did not regard this line as having been accurately fixed and in their more recent publications2 the curves drawn do not follow closely the original data. The precise location of the solidus line is of importance in the extrusion of lead-antimony cable sheath, as the temperature of the metal in this process must be less than the lowest temperature at which any part of the alloy in the lead-press charge becomes liquid. It is very desirable, however, to operate at as high a temperature as possible, as the rate of extrusion for a given pressure is approximately doubled for an increase of 10° C. in temperature. The precise location of this line is also important, in the investigation of ternary systems of lead, antimony and a third metal. For these reasons, and because of the differences reported in the literature, data were secured on the lead-antimony solidus line by the classical quenching-test procedure.

STRIP mining during 1943 increased considerably with further extension of mechanical loading in mines already partly mechanized; with the considerable introduction of mechanical loading into hand-loading mines; and with improvements in the use of loading equipment. Extension of the use of machinery both in strip mining and underground is due to reduction in labor supply and increased cost of labor, together with the increased demand for coal during the period of labor shortage.

The production of petroleum in Germany during 1932 totaled about 1,608,558 bbl., a slight increase over the 1, 602,517 bbl. produced in 1931. A decline, as shown in Table 1, occurred chiefly in the Volkenroda (Thuringia) field. The total production of the other fields (salt domes), however. reached a new record, about 21 per cent above 1931. During the early hours of Sunday morning last (the 6th inst.) there passed from our midst one of the most affable and estimable officers who, during our brief connection with the Depob, it has been our fortune to meet. Sidney A. Lang was born in Ontario in the year 1884 and lived in Toronto for a number of years. He ahtended Toronto University, where he displayed remarkable ability, and after graduating followed the profession of mining engineer. Being young and endowed with the spirit of adventure, he followed his profession in the mines of Chile and Peru; he could speak Spanish fluently. Always a reserved man, of refined tastes, it was difficult to induce him to relate some of his adventures in those countries so shrouded in mystery and romance. He joined the Canadian Engineers in Toronto as a sapper and shortly after came to this Depot.

Under sponsorship of NIOSH, Eastern Associated Coal Corp., with the Harvard School of Public Health acting as a subcontractor, has determined for the first time the effective protection provided to working underground coal miners wearing approved half-mask dust respirators. This was done by conducting 187 man-shifts of in-mine testing in four different coal mines; included in this testing were 37 different test subjects representing 11 different job classifications and 5 different models of respirators. Presently available respirators on average provided significant protection levels to working miners even though on an intermittent use basis. However, "average" protection values were well below those achieved under laboratory conditions. Protection levels varied from man to man in a given work crew and from day to day for a given man. In addition, some of the factors affecting use and effectiveness of presently used respirators are discussed, as are areas in which improvements are needed, and the need to consider these improvements in context of a systems approach.

In many areas surrounding the orebodies in mining districts rocks have been bleached and altered by the ore-forming solutions and have been oxidized during later weathering processes. A number of the rock-forming silic-ates have been broken down to clay, sericitic micas and chlorites have been developed, and pyrite may be found hundreds of feet outside the economic limits of the orebody. These halos of altered ground are prime targets used by geologists in many districts to delineate promising sites for drilling. Both in the field and in the laboratory it is often difficult to map these mineralogical changes in the halos in detail without numerous petrologic examinations. The secondary minerals are generally fine-grained, and since conversion of one mineral to another is often progressive, many alteration processes have not proceeded to completion (feldspars to clay to sericite mica). Qualitative detection of these minerals is difficult; quantitative determination is frequently impossible.

Insoluble residues from three sequences of Paleozoic marine evaporates (Retsof salt bed in western New York, Salado Formation in southeastern New Mexico, and Paradox Member of the Hermosa Formation in southeastern Utah) are rich in trioctahedral clays. Chlorite (clinochlore), corrensite (mixed-layer chlorite-trioctahedral smectite), talc, and illite (the only dioctahedral clay) are the dominant clay minerals; serpentine, discrete trioctahedral smectite (saponite), and interstratified talc-trioctahedral smectite are sporadically abundant. These clay-mineral assemblages differ chemically and mineralogically from those observed in most continental and normal marine rocks, which commonly contain kaolinite, dioctahedral smectite (beidellite-montmorillonite), illite, mixed-layer illite-dioctahedral smectite, and, in most cases, no more than minor quantities of trioctahedral clay minerals. The distinctive clay mineralogy in these evaporate sequences suggests a largely authigenic origin. These clay minerals are thought to have formed during deposition and early diagenesis through interaction between argillaceous detritus and Mg-rich marine evaporate brines.

When Marco Polo visited China in the 13th century, no one knew what black powder was except the Chinese; they knew enough to make dazzling fireworks with it. But the realization that black powder could also do useful work came much later and, like all important discoveries, it altered the course of history. It was in the 14th century that black powder was first used to break rock in a very crude way; there were no drills and the powder was simply poured into cracks and exploded by setting it afire. Because its energy value was pretty low, the need for something more powerful was felt when the industrial revolution began. In the 1850s, miners began experimenting with liquid nitroglycerine on a limited scale. This was a very sensitive and dangerous explosive. Fortunately in the 1860s, Alfred Nobel succeeded in stabilizing nitroglycerine by absorbing it in kieselguhr-and a new product, dynamite, was born. With it, miners were able to unleash the great energy of nitroglycerine for blasting purposes. But dynamite was still a very sensitive explosive. In subsequent years, other explosives of various strengths and characteristics were developed, such as blasting gelatin, gelatin dynamite, ammonia dynamites, (all containing some nitroglycerine or nitrostarch), and liquid oxygen explosives. These products and their variations supplied the blasting trade for many years. A grained ammonium nitrate product containing some carbonaceous material entered the market in the 1930s. This explosive had below-zero sensitivity-meaning: a No. 6 blasting cap imbedded in it would not detonate it. A more sensitive initiator, called a primer, was needed to detonate this mixture. From Rags to Primacord to Solid-State The first initiator for an explosive charge was probably a rag slowly burning its way to the charge; this method was quite unreliable. Then came the burning fuse, which was an improvement. Next was the nonelectric blasting cap initiated by a fuse. With these initiators, a miner needed quick reflexes and good legs; upon lighting the fuse, he had to run immediately for cover. Development of the electric blasting cap that allowed for accurate timing eliminated this hazard; the electric cap, however, introduced other safety problems because of its susceptibility to extraneous electricity, e.g., ground currents, lightning, and static electricity. These caps also became available in millisecond delays. Development in the mid-1930s of Primacord, a detonating fuse insensitive to electrical currents or impact, further reduced blasting hazards, and is generally acknowledged as the safest known means of initiation. Eventually, Primacord millisecond connectors also became available for delay patterns in blasting. In the mid-1960s, the Primadet delay was introduced; it is a practical nonelectric detonator system that offers the precise timing of electric blasting caps-and is immune to the hazards or effects of extraneous electricity. Recently, Research Energy of Ohio, Inc. introduced a new type of solid-state blasting machine that combines a sequential timer and delay caps. It enables the efficient breakage of rock with a minimum amount of shock, ground vibration, and noise. Improvements in Blast-Hole Drilling World War II created an enormous demand for coal and other minerals in the U.S. and elsewhere. Great efforts and large amounts of capital were spent to find new mineral deposits and develop better mining methods. But while mechanization in mining proceeded at a rapid pace particularly in open-cut work, there was a definite lag in developing new or improved machines for drilling blast holes. The industry continued to depend largely on horizontal, churn, and pneumatic drills. No better machine was available for large scale production. The need for improvement in this phase of mining became more acute in the post-war years. Despite efforts toward further mechanization, mining costs rose rapidly because of mounting inflation and increasingly high wages. In most operations, drilling and blasting the overburden became the principal item of cost. Therefore, whatever size holes were being drilled, the holes had to be spaced so that any foot of the bore hole could be loaded with the maximum load required for the number of cubic yards of material that each foot of the hole was carrying. Although the primary object of these changes is the production of a better product at a cheaper cost there are other considerations such as the improvement of conditions under which miners live and work. BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. The total oil production from Colombia during 1939 amounted to 23,774,151 bbl., constituting a new high record. Of this amount the Tropical Oil Co. produced 22,374,151 bbl. from its De Mares concession and the Colombian Petroleum Co. produced 1,400,000 bbl. from its Barco concession beyond the eastern Andes. The Socony Vacuum Oil Co. produced a small amount of crude from its Las Monas wells north of the Sogamoso River in the Magdalena Valley for consumption on its own property, but this is not included in the figures given above. The South American Gulf Oil Co. provided the outstanding development in the country by the completion, late in the year, of its 12-in. pipe line from the Colombian Petroleum Company's Barco concession to the coast at Covenas. This was a notable accomplishment, achieved in the face of tremendous natural obstacles. With the completion of this line there are now two crude-oil outlets from the interior of Colombia to the coast, the other being the Andian National Corporation's line down the Magdalena Valley from Barranca Bermeja. The Barco property becomes the second major producing area in Colombia. The acquisition of prospectivc oil lands continued at about the same level as during the prcvious year. Most of the lands taken up or applied for had their subsurface rights vested in the National Government. Relatively little interest was taken in the leasing of privately owned lands. Tropical surrendered its Putana concession on the Sogamoso River after finding it to he nonproductive. The status of applications for National lands that had been accepbed or on which concession contracts had been awarded at the end of the year is shown in Table 3. In the Magdalena Valley wildcat drilling in the search of new fields was conducted to the east of Puerto Berrio by the Compania de Petroleo Shell de Colombia, Compania Coloinbiaila de Petroleos El Condor and by the Sociedad Nacional del Carare; further down the valley to the cast of Puerto Wilches, the Socony T'acuum was drilling two wildcats. SIR HUMPHREY DAVY'S epoch-making treatise delivered on Nov. 9, 1815, before the Philosophical Society of London, first announced and demon¬strated a flame safety lamp for detecting methane in mine air. Coal mining was known in England as early as 1180, more than 600 years before the advent of a safe lighting and gas-detecting appliance. Mining, no doubt, took place first in outcrop coal, and danger from gas did not become apparent until the workings became deeper and more extensive. Davy's lamp did much to increase the safety of miners, and a modified Davy lamp is still widely used for detecting the presence and approximate amount of combustible gas in mine air. No factor in coal mining has improved more rapidly during the past 15 years than safety measures. This progress came about not only as a result of the work-men's compensation laws now in force in most of the states of the Union, but because the research work of the U. S. Bureau of Mines has demonstrated some dan¬gers incident to coal mining which were not considered to be serious matters prior to that time. Electric power and explosives are necessary but 1-potential hazards in American coal mines. A general mechanization program is now under way, while the mines are growing deeper and more extensive. Conse-quently ventilation problems are more complex and a demand has been created for positive detecting devices for carbon monoxide as well as methane. Scientists and manufacturers, working hand in hand during the past 10 years, have invented and developed appliances which make systematic and effective examination of mine air possible. The object of this paper is to describe briefly the approved testing devices in use today, with the hope that they may lead to the saving of life. Dangerous coal mine gases may be placed in two groups: (1) those that are dangerous because of their explosive properties, and (2) those that are dangerous because of their toxic properties. Methane (CHI) is the important gas of the first group, and in so-called gaseous mines constantly exudes from the coal and rock; it may accumulate and form an explosive mixture.

During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

GROUND waters-hot or cold-containing small amounts of the more common earth acids, such as carbonic acid, silicic acid, hydrogen sulfide, sulfurous acid and sulfuric acid, have only a very limited "solvent effect on dominantly siliceous rocks, whether of igneous or sedimentary origin, but in limestone they often form extensive cavities; and such "limestone caves" are the only openings of considerable size and continuity in rock formations that do not owe their existence directly and almost wholly to dynamic action. Limestone caves such as are developing at the present time must have been formed in all past geological ages in which limestone beds existed and where suitable conditions for the development of such caves prevailed; hence it would seem a reasonable expectation that, in the course of geological history, a certain number of ancient limestone caves must have been utilized as channels for the passage of mineralizing solutions, during portions of their course, at least, and that, in consequence, orebodies must have been deposited in such caves. Such a conception is not novel; it was proposed many years ago, but its possibilities, as explaining certain types of ore deposits, have been rather lost sight of in the development of the theory of the metasomatic replacement of rocks by minerals. It is the purpose of this article to assemble evidence to show that many of the orebodies found in limestone beds have been deposited in pre-existing caves; to discuss the criteria whereby such orebodies can be distinguished from others which have been formed along fissures and fracture zones traversing limestone, by the more common method of metasomatic replacement, analogous to orebodies in other formations; and to describe certain orebodies-particularly the "ore channels" of the Tintic district, Utah-as illustrative of the principles discussed. Limestone caves may be divided into two classes: those formed by cold, descending surface waters, which emerge again at some lower elevation as cold springs; and those formed by hot, ascending waters of deep origin or circulation, which attain the surface as thermal springs. Although these two classes are similar in many respects, there are certain characteristic and inherent differences whereby they can usually be distinguished.

THE arrangement of a flow of cyanide-pulp through Pachuca tanks in agitation, so as to permit a continuous process, instead of alternate filling, agitation, and emptying, has been proposed by various writers within the last two years, and more particularly by A. T. Grothe, agent for the Brown patents on Pachuca tanks in Mexico. It was first put into practice, I believe, by M. H. Kuryla at the Esperanza mine in El Oro, Mexico. The starting of agitation in Pachuca tanks after filling may offer no serious difficulties with ores which do not settle rapidly in such tall tanks; and the adaptation of the tanks to continuous agitation under such conditions may give simply a somewhat more convenient method of treatment and greater agitation-capacity for a given number of tanks, because of the saving -of time lost in filling and discharging. But in the treatment .of pulp which tends to settle rapidly, as in the cyaniding of concentrates or of the whole pulp of ores containing heavy sulphides, the packing of the slime at the bottom may, cause much trouble. The use of the radial air-pipe attachments near the top of the cone and of the air-valve outside of the air-lift .tube at the bottom may obviate the difficulty to some extent; but the action of the radial air-pipes on the cone-sides is that -of a sand-blast, and their continuous use cuts through the tanks. Moreover, even when these pipes are used, some pulps will pack tightly below them in the cones. Under such conditions the use of Pachuca tanks with intermittent filling and discharging becomes a troublesome process. Time is lost in ,starting agitation; large quantities of compressed air are wasted; pulp is blown over the tank-tops; and not infrequently it may be necessary to dig out the bottoms of tanks by hand. This trouble is the only important one occurring in the use of Pachuca tanks; and, since it is caused by intermittent filling, the .arrangement of a continuous flow of pulp from tank to tank,
