THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages of the list.

M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

(Chattanooga Meeting, October, 1908.) THE fire which occurred in the fall of 1906, at the works of the Boston & Colorado Smelting Co., Argo, Colo., destroyed entirely the gold- and silver-refinery of the plant; and in view of the development of modern practice in the refining of copper-mattes, etc., the management decided that it would be inadvisable to rebuild that part of the works for the continued use of the process which had been conducted therein for so many years as a metallurgical secret. This decision probably removes altogether from the sphere of practice the " Pearce " method for the separation of gold. At all events, it removes the business reasons which have prevented hitherto the publication of the principles involved. At the suggestion of Dr. Raymond, Secretary of the Institute, my father, Richard Pearce, the former manager of these works, has requested me to prepare a brief description of this process for the benefit of our members. Since I severed my connection with the Boston & Colorado Smelting Co. some time ago, I am indebted for some practical details to the present superintendent, Charles Rees, whose friendly assistance I would gratefully acknowledge. With regard to the history of the inception and development of this process by its inventor, Richard Pearce, I cannot do better than quote freely from his own notes and papers. HISTORY OF THE PEARCE PROCESS.' "In 1874 my entire time was directed to the improvements and additions to the plant at Black Hawk. INSTITUTE HEADQUARTERS, Hotel Statler. On Monday evening, Oct. 28, 1912, the visiting members and guests were informally received by the Local Committee at the Headquarters of the Institute at. the Hotel Statler. The evening was very pleasantly spent in renewing old acquaintances and friendships and in forming new ones. The first session, held Tuesday morning, Oct. 29, 1912, in the impressive Assembly-Room of the hotel, was called to order by David T. Croxton, Chairman of the Local Committee. Mr. Croxton introduced the Hon. Newton D. Baker, Mayor of Cleveland, who extended a cordial welcome to the members and guests present. James F. Kemp, President of the Institute, who subsequently presided at the meeting, responded in behalf of the Institute.

At the meeting of the Institute in Easton, October, 1873,I made a communication on the Ore Knob copper mine, in Ashe County, North Carolina (Transactions, vol. ii, p. 123), in which I called attention to the chemical decomposition alike of the pyritous lode and the inclosing gneiss rock to a depth of 60 feet, by which the feldspar of the latter had been converted into clay, and the whole rock very much softened. Such a decomposition is well known to be almost universal in the crystalline rocks of the Appalachians south of the Potomac; and if it is only seen in rare and exceptional cases farther to the northward, this, as I have elsewhere pointed out, is due to the fact that the decomposition began and ended in the ages anterior to the drift period, and that the decayed portions which still remained were at that time removed from the surface, except in some localities which were protected from the emding agency. I have lately had an opportunity of studying a remarkable instance of this kind in an examination made last month for the corporators of the Hoosac Tunnel.* The locality is at the western base of Hoosac Mountain, the western slope of which rises rapidly 1300 feet above the town of North Adams, in Berkshire County, Massachusetts, itself 700 feet above the sea level. Through this mountain, as is well known, a tunnel for the Troy and Boston Railroad has lately been opened, a distance of 25,081 feet from east to west. The rock of the mountain consists of mica schist and micaceous gneiss, including in its western half a great mass of harder feldspathic and quartzose strata in part a granitoid gneiss, the strata for the most part dipping to the eastward with variable angles, but with occasional western dips, apparently due to inversion. The crystalline strata of the mountain crest and sides are in many places exposed, and present rounded surfaces, often deeply grooved and striated, but with no appearance of decay. At the western base of the mountain, however, the gneissic rock is in a state of complete decomposition, which was well displayed in opening the tunnel, which, for a distance of several hundred feet, was driven through highly inclined strata so much decomposed that they were excavated with pick and shovel, and without the aid of blast-

THE OLD Pueblo smelter is being dismantled after 43 years of continuous operation, from 1878 to 1921. It was built by Mather and Geist, on a bluff overlooking the Arkansas River just below the, city of Pueblo. At the time of its construction Pueblo was considered a most favorably situated town for a custom smelter. Coal, coke, fuel, limestone, iron ore, lead, silver, and, gold ores were plentiful. It was a "downhill pull" from all directions to Pueblo. Labor, both common and skilled, was plentiful and efficient. Leadville was in bonanza and there were not sufficient furnaces in Colorado to handle the ore offered. The plant prospered from the start. It soon required more capital; so the owners; with the assistance of Thomas Nickerson of Boston, at that time prominent in the affairs of the A., T. & S. F. railway, formed the Pueblo Smelting & Refining Co. About this time, also, very heavy shipments of rich silver ore from New Mexico began to come in. Agencies were established for the purchase of ores in the most important mining camps in the country from Kingman, Ariz., to Butte, Mont. Highly siliceous silver-bearing ores from Butte were shipped to Pueblo in train loads. This was used chiefly in the concentration of leady mattes. RECOLLECTIONS OF MR. GEIST, FOUNDER OF PLANT Mr. Geist is living in Guadalajara and has sent the following brief letter: "Early in 1878 the firm of Mather & Geist, which had been operating in Utah and had then closed their smelter there, after diligent search for a new location selected Pueblo. We erected the first smelter in the valley, blowing in the first furnace in 1878. Mather & Geist carried on until January, 1882, when they transferred all their business to the Pueblo Smelting & Refining Co., which had been organized in December, 1881. Full details of this transfer are given in the enclosed Report, which was issued early in 1882, for the purpose of interesting more capital, in which we succeeded admirably. "I personally did all the work of manager and super-intendent, some job in these days. My technical quali-fications were that I was a member of the class of 1866, Yale Sheffield Scientific. I was born in 1848, so was the youngest member of the class.

The zinc deposits of the Balmat-Edwards Division of the St. Joseph Lead Company in northern New York State provide some 10 per cent of the domestic zinc produced annually within the United States. These complex ore deposits are contained within marbles of the Precambrian Grenville series, in a repetitive sequence of dolomites and silicated units. The Balmat ore bodies are localized at various intervals throughout some 1800 feet of the stratigraphic column on the northwest side of a band of gneiss that has continuity to the Edwards area, some 10 miles to the northeast. The Edwards ore bodies are located to the southeast of this gneiss. The marble formations are thought to have included repetitive intervals of marine sedimentation that provided mineralized source "beds" and were subsequently folded, flooded, and injected with melts at great depth and were sheared, recrystallized, and reconstituted. Detailed structural and stratigraphic studies throughout the northwestern Adirondacks, in the Balmat-Edwards district, and at each mine in particular indicate the close dependence of the ore deposits on the enveloping structure whether it be local, district-wide, or regional in scope. Primary folding has developed a northeast regional trend with northwest dips. Secondary folding has been developed by an almost horizontal northeast-southwest-oriented shear couple in the plane of the regional trend. The secondary folding has produced crossfolds that intersect the regional northeast trend and plunge north to northwest at various angles. The ore bodies are found within certain stratigraphic horizons where repeated alternation of competent and incompetent beds encouraged unusually complex folding. Analysis of individual mine structures indicates that the location of each deposit is controlled by structural crossing of primary and secondary folding. The ore bodies, which are tabular, lenticular, or pod-like in form, have features that suggest parallelism to true bedding or modified flow banding, developed by northeast-southwest shearing stresses related to the development of the crossfolds. The ore deposits in general follow both structural and recrystallization trends within the wall rocks. Mobilization of the pre-metamorphic ore minerals is believed to have involved a combination of plastic flow under stress and solution of the sphalerite, minor galena, and pyrite. The ore fluids are thought to have been guided by secondary shearing and microbrecciation into structurally prepared areas where reprecipitation took place. The presumed premetamorphic mineralization now exhibits epigenetic high-temperature features related to late-stage metamorphism.

(Canal Zone Meeting, November, 1910.) THE death of Professor Blake removes the oldest of American economic geologists and mining engineers, and deprives this Institute of one of its, earliest and most illustrious members. To many of us it brings a personal loss also, the loss of a friend. William Phipps Blake was born June 21, 1826, in New York City. -His father, Elihu Blake, was a surgeon-dentist of eminence, a direct descendant of William Blake, who settled in the Massachusetts Bay Colony about 1630. He was prepared for college at private schools in New York, and entered the Sheffield School of Yale, where he was graduated as Ph.B. in the chemical course, class of 1852, the first graduating-class of the institution. In the same year he became chemist and mineralogist of the New Jersey Zinc Co., and chemist of chemical works at Baltimore, Md. In 1853, lie started the Department of Mineralogy of the World's Fair at New York City. In 1854, 1855 and 1856, he was mineralogist and geologist of the United States Pacific Railroad Surveys of Williamson, Pope, and Whipple, and for the War Department at Washington. His writings, during this period comprise reports on the geology and mineralogy of California and other parts of the Southwest, and constitute well nigh the earliest scientific accounts of the regions described. One of them. was a translation of the Resume and Field Notes of Jules Marcou, of Whipple's expedition. From 1856 to 1859, he was engaged in explorations of the geology and mineral deposits of North Carolina, :and other parts of the country. In 1859, he became editor and proprietor of The Mining Magazine. This was a monthly periodical, founded in 1853 by W. J. Tenny, who conducted it until 1858, when it passed into the hands of Thomas McElrath, a New York publisher, and appeared in May of that year as The Mining and Statistic Magazine, with the name of

Alfred E. Hunt, Pittsburgh, Pa. (communication to the Secretary): My experience has been similar to that described by Mr. Sperry, regarding a 50 per cent. alloy of nickel and aluminum. Moreover, the same phenomena occur with a 50 per cent. alloy of iron and aluminum, manganese and aluminum, chromium and aluminum, or tin and aluminum. It seems that there is a narrow limit of composition of these metals, within which, when they are alloyed, they crumble down into a powder after standing for any considerable time. The resulting powder does not seem to be a separation or disintegration into the elements composing the alloy, but simply a powdering down of the alloy itself. The physical properties and utility of any of these alloys in pondered form have not been carefully investigated as yet, and offer a field worthy of further investigation. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The Institute of Metals and Iron and Steel divisions of the Institute are then to meet jointly at the Hotel Statler, and the American Society for Steel Treating, the American Welding Society, the Society of Automotive Engineers and the Iron and Steel Division of the American Society of Mechanical Engineers present carefully planned programs at their respective sessions. The late Alexander Holley said, on returning from a careful study of the relative merits of the Bessemer and the open-hearth processes, as shown in the best European practice, that, in this country, the open-hearth process would live to attend the funeral of the Bessemer ; and he said this several years ago, when in this country the Bessemer plant and practice had been developed to far outstrip that abroad, and when, proportionately, it had reached an advancement much beyond the improvements in open-hearth plants and practice. At the same time, the prevailing idea in the metallurgical world, a few years ago, seemed to be in favor of the substitution of Bessemer for open-hearth steel for most of the higher qualities, and Bessemer enthusiasts loudly proclaimed, that as good steel for all purposes could be obtained by their favorite process as by the open-hearth. It was, in fact, confidently prophesied that very soon tool-steel and similar grades, which consumers had learned to specify, in ordering, to be made by the crucible process, would by common consent be made by the Bessemer, as best adapted to give the desired results. But these expectations have failed to materialize; not only do the crucible people keep on in the even tenor of their way and talk with pride of their comparatively large outputs of " hundreds " of tons per month, as usual, but the open-hearth people have kept fast hold of their original domain of nearly the entire amount of sheared plates, of locomotive tires, of large forgings, spring-steel, agricultural steel, steel castings and the like. Further, owing largely to one of the great advantages of the Bessemer process, which is also one of its inherent dangers, namely, its large output, it has also fallen into considerable disrepute for structural purposes. Not a few experienced engineers are now stipulating in their specifications that Bessemer steel will not be allowed to be used, especially for tension-members.

Except in the old Catalan forge, or its modifications, attempts to make iron and steel directly from ore in a practical and economical manner have failed so frequently and completely that such schemes are looked upon with justifiable distrust. Without exception, all have failed from one cause or another, although in some instances every indication of a practical success was manifest in the beginning. It is, therefore, necessary to carefully examine and consider every detail affecting the process, or more properly, furnace, under consideration. This I have done to the best of my ability during a long visit to Russia last summer, and after satisfactorily observing the practical success of the furnace in the iron works of Count Stroganoff at Dobriansky in the Government of Perm, I decided to investigate as completely as possible the history of similar furnaces in Finland and Russia. These data, sifted and verified with the greatest possible care, form the substance of the present paper.* An illustration on page 321 of Percy's Iron and Steel shows the old type of Osmundssmide or harkugnar, which has been in use in Northern Europe since pagan times. Fig. 1 shows a furnace of this kind. It should, perhaps, more properly be called a high-bloomary furnace or forge, the Swedish word hark meaning bloom or loupe. It was with this type of furnace that Mr. Husgafvel began his experiments at Porsaskoski in 1875. Attempts to obtain better results with larger furnaces of this type were failures, as every bloom or loupe obtained necessitated blowing out the furnace with a consequent large waste of fuel. A larger furnace of course increased this waste with no corresponding advantage. A movable hearth of threeeighth inch iron, lined with a mixture of clay, quartz and lime, was next tried, but in consequence of the frequent repairs of this lining,
