During the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table, stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also Iisted in the table, was said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed a new oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20' and 100" C. As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.

THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

MONAZITE has had a Cinderella-like history. Although nearly go per cent pure rare-earth compound (rare-earth phosphate) it was sought at first not for the rare earths but for the sake of a minor constituent-thorium. The thorium, essential for the Welsbach gaslight mantle, was present in only small quantities and the principal constituents, the rare earths, were largely discarded. Gradually, however, the rare earths have developed uses of their own and today have left the thorium far behind in value. OCCURRENCE Monazite was first produced commercially about 1886, in North Carolina, where it was collected in small sluices by farmers who found it in stream beds on their land. The deposits were later exploited on a larger scale, but were mostly abandoned in a few years, when monazite from Brazil came upon the market in far larger quantities. Domestic production ceased entirely in 1906. The Brazilian source is still active, together with Indian, Dutch East Indies, and Australian deposits. Several other localities in the United States have yielded monazite, but none of these has produced commercially as yet. Monazite occurs originally in pegmatites and gneisses, through which, unfortunately, it is scattered in highly dispersed form. All commercially useful deposits consist of transported monazite sands liberated by erosion and concentrated by the action of water, which has sluiced away lighter materials and concentrated the heavy (D = 5.0 to 5.2) grains of monazite, together with ilmenite, zircon, garnet, and other dense minerals. The Carolina deposits were in stream beds; most of the other deposits mentioned are on or near the seashore, where the action of the waves has served to concentrate the monazite. In most cases today, the sands are worked to obtain the ilmenite and zircon, as well as monazite. The minerals are separated by means of sluices, dry tables, and magnetic separators, and each is finally obtained nearly pure. No crushing or grinding is necessary. The concentrates are shipped in fiber bags. COMPOSITION OF MONAZITE As Table I illustrates, monazite is the anhydrous orthophosphate of the cerium [ ] group of rare-earth elements. The soda-ash method for eliminating arsenic from a molten copper bath has been described previously in some detail.' Briefly, the process consists in blowing powdered sodium carbonate under the surface of the partially oxidized melt and in removing the slag formed, which will contain a certain proportion of the arsenic formerly in the bath. Sodium carbonate melts readily at the temperature of molten copper, and when molten it dissolves arsenic oxide rather rapidly. In the process, sodium arsenate is formed which is removed along with the excess of molten soda ash. In order that arsenic may be eliminated in this way, it must first be oxidized to the pentavalent condition. This, however, is easily accomplished by blowing air into the molten copper until a fair excess of cuprous oxide is present. The manner in which soda ash is introduced into the furnace has a considerable effect upon the efficiency of the process. In the earliest attempts at arsenic removal, soda ash—often in combination with slaked lime, for sodium carbonate is not the only solvent that will remove arsenic—was thrown upon the surface of the bath, was allowed to melt, and was removed after it had dissolved a sufficient amount of arsenic. At present powdered soda ash is generally blown in under the surface of the melt with the aid of compressed air. Melting immediately as it comes into contact with the molten copper, it can react with considerably more of the bath than by the former method, and thus can remove arsenic more rapidly and more completely. Since the resulting slag is removed at once, its very destructive effect upon the furnace refractories is minimized. The effectiveness of the soda-ash method may be gathered from the results of the following test. A 900-lb. charge of copper was melted in a small, oil-fired reverberatory furnace, and sufficient metallic arsenic was added to the bath to bring the concentration of that element to about 0.5 per cent. Air was blown into the melt until its oxygen content was just under 1 per cent by weight. The bath was then sampled and soda ash was blown in under the surface in 5-lb. batches. After each addition

The sudden death of Captain Jones, September 28,1889, became known to his fellow-members on the eve of the Ottawa meeting of the Institute; and at that meeting, Mr. Charles Albert Ashburner, of Pittsburgh, expressed with unaffected feeling and unpremeditated eloquence the sorrow of all. Mr. Ashburner subsequently undertook to revise and extend, for in in the Transactions, the remarks he had made at Ottawa; but death surprised him also, in the midst of his labors; and it has become my duty and privilege to prepare from the memoranda he left behind, the present brief and inadequate notice. To me, who knew and loved them both, this task of double sorrow recalls them both, with a peculiar sense of presence and of absence. They seem to speak from another land, not far away, yet not with human voices—like an echo and its echo. William Richard Jones was born in Luzerne county, Pennsylvania, February 23, 1839. His father was Rev. John G. Jones, a Welsh minister, who had immigrated to the United States in 1832. William was the eldest son, and his father's failing health made it necessary for him to begin early the work of self-support. At the age of ten, he was apprenticed to the Crane Iron company, of Catasauqua, and in this humble capacity entered upon the profession in which he was to become famous. Unquestionably, the thorough acquaintance with all details, acquired by working his way from the bottom to the top, was one secret of the conspicuous executive ability which characterized him in the height of his career. According to a letter from Mr. J. H. Geer, Assistant Chief Engineer of the Cambria Iron Company, Mr. Jones entered the service of that company in 1858 or 1859 as a machinist, and continued to work in that capacity until July, 1862, when he enlisted as a private in the 133d Regiment of Pennsylvania Volunteers, in which he afterwards commanded a company. In the states east of the Mississippi River, oil field operations were generally restricted during 1927. Active drilling was chiefly confined to the flood district of Bradford, and to the new areas in western Kentucky, Michigan, and southwestern Indiana. In spite of the general depression, production increased in every state, except Illinois. This unexpected increase is. due to several factors. First, in 1926 there was little flush production outside of Illinois, and the decline 'curves in all states are exceedingly flat. Second, the floods in Bradford, Pennsylvania, and Allegany County, New York, proceeded normally and increased production in those states for the fourth consecutive year. Third, new pools in Kentucky, Indiana and Michigan gave important flush production. Fourth, the general unsatisfactory market forced the operators to scrutinize carefully all their operations and improve efficiency and production in all possible ways. Increases amounted to approximately 2,000,000 bbl. Illinois lost, 900,000 bbl., leaving a net gain for the states east of the Mississippi River amounting to 1,100,000 bbl., or a total 40,268,000 barrels. Pennsylvania and New York In northern Pennsylvania and southern New York, the principal activity centered in the districts where flooding is being used to increase the recovery from the old districts. Once started, the flood cannot be shut off. The producer must drill wells and take his oil on schedule, or irrevocably lose it. Accordingly, in face of an adverse market Bradford and Bolivar operations increased 24 per cent. This area furnished more than 40 per cent. of the oil wells completed east of the Mississippi River last year, although the average initial production was less than 2.5 bbl. Unlike all normal fields, this production increases for several months until water appears in the well. For this reason, these wells will produce much more oil than would appear probable from the statement of initial production. AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

The term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 1934l. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner: . . . A similar explanation is given 49 years later, in patent No. 1953364: The sodium (Na) ions lose their charge at the cathode becoming sodium atoms, which do not react with the electrolyte, but follow the grounded electrical current through the mercury body producing in their passage sodium amalgam and liberate themselves in the amalgamation compartment when brought in contact with the fed

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time. THE object of this paper is to show the economic advantage of operating ball mills at relatively slow speeds. Although many operators know that grinding costs are reduced by operating mills at low speeds, they seldom do so for a variety of reasons. When capital is limited, first cost is of primary importance, and installation of the less costly, highspeed mill is favored. When materials are in short supply, as during a war period, capacity rather than economy is the primary consideration. Existing mills are then speeded up to provide the desired increase in capacity, and new mills are purchased without consideration of maximum grinding efficiency. When the mill speed is increased to secure more production, the increase in grinding costs is often obscured by the total benefit derived from the additional output. This increase in grinding cost is seldom recognized as being sufficient to be worth correcting. For these reasons one may be lead to the erroneous conclusion that slow-speed operation is only occasionally applicable. The effect of mill speed on grinding efficiency has been studied in laboratory tests."! The results of some of these tests are given in tables I and I1 and fig. 1. In these tabulations, batch tests using ore charges of 125 to 200 lb were considered comparable to high pulp-level operation and charges of 50 to 100 lb comparable to low pulp-level operation. For the high pulp-level operation, these tests indicate the existence of a maximum in efficiency for operation at a speed of 50 pct of critical, both for the soft (dolomite) and hard (chert) ore. In low pulp-level operation, a decrease in speed increases the efficiency of grinding dolomite; no maximum of efficiency appears in the range of speeds tested. EACH day, the fact becomes more evident that the ever-growing demand for oil is farther outstripping production, regardless of the increase in output throughout the past twenty years. The development of known oil fields and the prospecting for new ones along present lines are not resulting, in, and cannot bring forth, supplies large enough adequately to meet the oil needs of the country. The usual methods of prospecting-for new supplies are insufficient to meet the exigencies of the situation which threatens, in the not distant future, to reach a critical stage. Were it not that within the last two years new and prolific oil fields have been discovered in northern Louisiana, central Texas, and California, this crisis would undoubtedly be now at our door. Stocks are being exhausted in spite of the rapid growth of imports. The time is therefore fast approaching when some radical departures must be made in the method of prospecting and developing old and new fields in order to increase our oil supplies. Methods and chances, that have seemed unwarranted will not only be given serious consideration, but, according to the results promised, will be put to the test. Meanwhile, however, nearly all the oil fields are responding to the stimulus of higher prices, whereby enormously growing capital is attracted to this important industry, both here and abroad; the increase in our petroleum production at the present time is due to this circumstance. Yet, although a most active search is being made for possible sources of additional supply, one section of our country is not yielding the results that, in my opinion, it is capable of producing: I allude to the coastal dome belt of Texas, Louisiana, and Mexico. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. The rapid development of the Mesabi range has been a matter of much wonder to those familiar with ore-deposits elsewhere, and much skepticism was shown when " millions of tons of ore on the Mesabi" was first reported. Now, however, with over 8,000,000 tons to its credit at the close of 1896, a prospect of 3,000,000 more this year, and more ore " in sight" than ever before, it is evident that the first claims for the range were not so greatly exaggerated as perhaps even those who made them thought they were at that time. An explanation of the ease with which these deposits have been explored is found in their mode of occurrence. Lying in flat beds and near the surface, and only exceptionally occurring under a taconite " capping," the prospector had only to sink a few vertical test-pits on a fortyacre tract down to the rock to be reasonably sure whether his property contained ore or not. If he found ore in one or more of these preliminary pits, he would then fill in with more pits until the ore-area was entirely outlined by test-pits from 200 to 400 feet apart. In the early days of the range the testing was almost entirely done by digging pits with pick and shovel. When water was encountered, work had to be stopped, unless a steam pumping-plant was put in, resulting in greatly-increased expenses. Latterly, drills have been used with great success in continuing the exploration after water has been struck in the pit, rendering further progress with pick and shovel impracticable. There are several kinds of drills in use. The diamond-drill is largely used, and possesses the advantage of being in readiness to drill rock if thought advisable, the taconite being very hard and almost impossible to drill except by the use of diamonds. Some form of churn-drill has been much used. This may be either a steam- or a horse-power-drill. The principle is the same in each, the cutting being done by percussion instead of by rotation, as in the case of the diamond-drill. A churning motion is given by passing a rope from the top of the

THE subject of the flow of air through a mine under the influence of natural ventilation has proved an elusive one. To my knowledge only cut and try algebraic solutions have been used where multiple paths are involved. The object of this paper is to present a method for the graphical determination of the flow induced by the natural ventilation pressure (N.V.P.) alone or in combination with a fan. The N.V.P., measured in pounds per square foot, induced by two columns of air between two horizontal planes at different elevations, is equal to the difference in weight of the two columns, assuming each to have a cross-sectional area of 1 sq. ft. Pressure in pounds per square foot is converted into inches of water by dividing by 5.19. Methods of calculating the N.V.P. have been discussed in the literature. In this paper, for simplification of exposition, the change in pressure due to the weight of superimposed air will be assumed directly proportional to the length of the column. The actual methods of calculating the N.V.P. do not affect the solutions to be presented. It must be realized that the precision to be obtained from the small- scale, inked diagrams presented is not as great as would be obtained from large-scale, penciled curves that would be used in practice. The accuracy of the curves does not warrant reading "volumes" closer than the nearest thousand cubic feet per minute. CASE I. DUCTS IN SERIES The simplest type of problem is to determine the flow when two shafts are connected by a crosscut, as shown in Fig. 1. In this example, the resistance of the shafts is to be taken as 0.0001 in. of water for a flow of 1000 cu. ft. per minute for a length of 1000 ft. The resistance of a crosscut is to be taken as 0.0005 in. of water for a flow of 1000 cu. ft. per minute. The small pressures necessary to cause changes in velocity will not be considered, because the accuracy of other obtainable data does not warrant their consideration.

Having been occupied in inspecting and testing iron and steel these twenty years in England, and previous to that having served on the Board of Iron Masters in Sweden, I have naturally been very much interested in the subject of the use of steel for structures. I regret that I can offer but comparatively small experience on that had, having had principally to do with steel for railway plant and rails, but granting these to be a kind of "structure," and also that steel for rails has similar duties to perform in many respects, and is generally manufactured in the same way and at the same works as steel for stuctures, properly speaking, I may be entitled to offer an opinion on the use of steel in construction. In a paper recently presented to the Institution of Civil Engineers in London, Mr. Ewing Matheson has recommended that the Board of Trade rules should be amended so as to allow of a maximum straining of 8 tolls per square inch instead of 6 1/2 tons. But it is equally necessary to fix the amount of ductility or elongation of the metal for such a strain as 8 tons. Strength and ductility should always be spoken of together. Mr. Matheson says that steel can be manipulated in the factory in the same way and with the same tools as are used for iron. This can only be granted for mild steel; for hard steel would be spoilt by the rough mechanical treatment which iron can stand, such as punch ing, for instance; and the remedy for regaining the strength lost by punching hard steel, viz., annealing, cannot always be applied. Noth ing proves this fact better than the punching of steel rails of consid erable hardness, which caused fractures at an early period of steelunaking, and which resulted in the stipulation for drilling instead of punching the bolt-holes, which had been formerly applied to iron rails without any damage.
