Phosphate clay wastes, as currently produced, leave montmorillonite clay in a highly dispersed and disintegrated form. Alternative processing, where the extent of swelling and self-disintegration of such clays is controlled or limited, may result in improved settling and consolidation behavior. In this study, a method to control montmorillonite dispersion, through preservation of clay tactoids, was examined. Through this process, significant improvements in settling rates and sediment solids concentrations were achieved in both pure clay systems and on simulated phosphate clay wastes.

In 1888 the writer had the honor of submitting to the Institute a paper on " Steel Rails and Specifications for their Manufacture."* In his judgment the specifications were sufficient for "that day and generation." In that paper I said: '' The first duty falls upon the railroad engineer in designing his section. If that is bad, the steel-maker will be heavily handicapped in trying to furnish a satisfactory rail. I suppose it is hopeless to expect the adoption of standard sections."

The principal talc deposits in California are in a 200-mile belt paralleling the state's eastern border. The southernmost deposits represent selective alteration of early pre-Cambrian (?) carbonate strata, and are associated with granitic rocks. Deposits in the Death Valley area are at or near contacts between late pre-Cambrian carbonate rocks and diabase sills. Those in the Inyo Range area are chiefly alterations of Paleozoic carbonate rocks and silica rocks. Most of the state's talc output is used in ceramics.

PURE metallic tantalum, from a practical standpoint, is one of the newer developments in the metal field. Although it was used as filament in incandescent lamps in 1906, only within the last five years has the metal been available in sufficient quantity and suitable form for more general application. In addition to corrosion-resisting properties and high melting point, the metal has an ability to withstand unusual amounts of cold working. It affords some striking demonstrations of block movement during plastic flow.

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners-all of them cattle ranchers-sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum.

The Howe Coal Co. is mining the Oklahoma Lower Hartshorne bed which ranges in seam thickness from 38 to 42 in. and pitches approximately 7° to the northeast. The raw feed to the cleaning plant averages about 20% ash and 1.10% sulfur, being reduced in the cleaning process to 4.8% ash and 0.9% sulfur with a free swelling index of 8 or 8%. This coal rivals the Pocohantas seam in chemistry and coking characteristics but has better fluidity than the Pocohantas seam coal. The coal is presently being prepared for the Japanese steel market in an 85-tph pilot plant designed and constructed by Roberts & Schaefer. The cleaning-plant flowsheet is discussed in detail.

THE Cuajone porphyry copper deposit is the northernmost of a group of three deposits in southern Peru controlled by the Southern Peru Copper Corp.-Toquepala, Quelleveco, and Cuajone- all within a 20-mile belt. Although small pockets of high-grade copper oxide ores were worked in the Cuajone area in the 19th century, it was not until 1939 that its potentialities as a disseminated deposit were recognized by O. C. Schmedeman. An exploratory drilling program was begun in December 1942 and continued until early 1945. The program was revived in November 1952 and completed early in 1954. Early exploration was by diamond drilling. Later exploration was predominantly churn drilling, with diamond drilling used only for wildcat holes.

Herasymenko (New York University, New York) —The authors' experiments on equilibria between water vapor and liquid synthetic slags represent a valuable contribution to our knowledge of the nature of liquid slags. They can be regarded as a proof of ionic splitting of water molecules dissolved in slags. The assumption that water dissolved in slag was com- pletely ionized was made in my report on hydrogen equilibria in steelmaking as early as 194010. In that paper, the first systematic data were given on the content of ionized hydrogen in acid and basic open-hearth slags. In recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, differences in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann, who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. The Lake Superior region contains extensive deposits of potential iron ore in the form of fine-grained oxidized taconite. To help assure utilization of this resource in an environmentally sound manner, the U.S. Department of the Interior, Bureau of Mines, is conducting bench- and pilot-scale research using wet high-intensity magnetic (WHIM) separation. The advantages and disadvantages of WHIM separation in comparison with other feasible beneficiation methods are discussed. Pilot plant results are given for a flowsheet in which WHIM scavenging is used in conjunction with selective flocculation and flotation. A mathematical model for use in process optimization is given. Practical aspects of matrix selection and separator design for WHIM separation of fine particles are discussed.

FLAKING or hair-line crack formation has been a major problem confronting the producer of large alloy steel forgings.' Today it is generally conceded that hydrogen in one or more forms in alloy steel sections is a requisite for flaking. Hence an obvious remedy is a thermal cycle that reduces the hydrogen content to some low level. This paper presents an investigation of the accuracy of population balance model predictions for ball mill scale-up. Experiments performed in 25.4 x 29.2 cm (10 x 11.5) batch mill are used to estimate linear grinding rate parameters that, in turn are scaled according to specific power draft to predict performance in 381 x 292 mm (15 x 11.5 in.) and 762 x 457 mm (30 x 18 in.) batch and continuous ball mills, respectively. Results are presented for wet and dry grinding of two homogeneous solids, limestone (soft) and quartz (hard), and one heterogeneous solid, a complex molybdenite ore. In all cases good agreement between predicted and experimental product size distributions was obtained.

Today numerous ores contain valuable minerals in finely disseminated form; and although the recovery of these fine mineral particles is generally exceedingly difficult, diminishing raw material resources necessitates the recovery of such mineral values. In many systems, the efficiency of recovering fine particles is still extremely low and often fine particles must be discarded as slimes. However, in recent years, various advances have taken place in the recovery of mineral particles in the very fine size range. In this paper, the background and performance of a number of processes for fine particle processing and separation are reviewed and discussed, particularly from the point of view of how fine particle recovery might be improved.

IN striking contrast to American mining engineering schools, in Europe a new president, known as the Rektor Magnificus, is elected each year or alternate year. An exception is Italy, where election is for a period of three years. The Rektor, who is elected by the full professors, must also be a professor and full-time member of the faculty. In most cases there is a Senate, composed of 5 to 14 full professors, some elected and some appointed, which controls the Rektor in policy decisions, but in some institutions there is no such controlling body. In the same way deans for each faculty or college are selected at the same intervals from among the full professors concerned.

Due to falling metal prices and depletion of ore reserves, lead- zinc mining in the Leadville, Colo., area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Co. and Asarco, with Asarco being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Co. of Salt Lake City in conjunction with the central engineering department of Asarco. The plant was constructed by Stearns-Roger Corp. Construction began in the spring of 1970 and the plant went onstream in April 1971.

PRESIDENT Truman's economic report to Congress calls for an increase of 40 billion dollars in the value of goods and services produced in the United States by 1955; this is an increase of 16 percent over our 1949 production. If such an increase is to be realized, it will be possible only by a comparable increase in the production of steel-the keystone of our economy. Going one step further, since the raw materials of steel are iron ore, limestone, and coal, the President's goal can be reached only through the efforts of the mining industry. Coal and limestone reserves are not critical at this time, but the abundance of iron ore reserves has been subject to controversy. In this issue we proudly present "Cerro Bolivar--Saga of a Crisis in Iron Ore Averted" (a story which has been seven years in the making and three years in the getting).

One of our members, in Colombia, has written the following interesting account of his experience in trying to remit his dues to the Institute. "Last year I was away at the end of the year and on my return I was unable to obtain a draft in Honda until April, I believe. To avoid delay this year I remitted cash, early in January, to a friend in Bogota who I imagined could sell or procure for me various small drafts to cover my annual subscriptions. After many weeks' delay, I was informed that he could not get them for me and was remitting the cash to Honda where they were obtainable. After another long delay, I was informed that no one in Honda would sell drafts or checks for small amounts. Eventually I found a friend who was willing to oblige me in the matter and at once forwarded the amount."

The Sub-committee on Safety of the Industrial Organization Com-mittee of the Institute has been asked to cooperate with the National Safety Council, and has made certain recommendations to the Board of Directors of the Institute regarding ways and means of bringing about this cooperation. The National Safety Council has been in existence seven years. Its inception was at a meeting of the American Iron and Steel Electrical Engineers held in Milwaukee in 1912. The first annual congress was held in New York City in October, 1913, at which time the Council was definitely organized. Its membership now consists of nearly four thousand members, representing industrial plants, railroads, public utility companies, insurance companies, state labor commissions, Chambers of Commerce, manufacturers' organizations, etc. These members are in all states of the Union and in eleven foreign countries, and through them the National Safety Council reaches more than six million workers.
