WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

AT our meeting in October last we saw in operation at Pittsburgh, the comparatively modern process of the utilization of small coal by washing, by an arrangement similar to that of Bérard or Morrison. The small coal washed was that of an old pile, the refuse of the mining of the Pittsburgh bed, and which had long lain uncared for. Value was thereby restored to it when it was converted into a very good coke. This circumstance led to comments on the mountains of broken coal lying wasted, and in its present condition worse than useless, in the neighborhood of the mines of the Wyoming Valley, though they are not confined to that district. Some things were said condemning the course which produced it, some were left unsaid. Of a system that destroys one-half the coal-bed in producing the other half there can, however, be but one opinion. Schemes have been suggested for the utilization of present accumulations which, if successfully applied, would in so far be beneficial. More than ordinary attention is now being given to the same subject in England; a Mr. Barker has invented a means by which he amalgamates the "dust," too fine to burn in ordinary grates, with a composition he calls "diamond cement," producing blocks of coal said to resist water, both hot and cold, and which a smart blow will only break to pieces, not cause to crumble. But any scheme less than the one which will prevent the wasting of coal, which still goes on, though that involves the abandonment donment of the breaker, will only be one of expediency; and the latter can only be done by the aid of the consumer. But the wasting of coal is not alone with the breaker ; much is made in the mine. The cause is not far to seek ; the remedy is with capitalist and owner. Owners and consumers then are alike interested, and they have it in their power, in the one case, to mitigate, in the other, almost entirely to remove the cause of the evil. In presenting this paper to the Institute I beg to mention, first, the results which I have obtained and the apparatus which I have employed, and to follow this with a brief description of the steps by which I hare perfected this process. My present mode of testing is as follows: I obtain, either from the furnace or from the finished product in any stage in which it may chance to be, a small test-piece, usually about 3/4 of an inch square by 3 1/2 inches in length. I place this test-piece upon the poles of an ordinary electro-magnet, for about one minute, and thus magnetize it to its extreme limit. I then place it upon an indicator (which I will shortly describe), on which indicator there is already placed a piece of steel of similar form which has been magnetized in the same manner, the percentage of carbon of this second piece being definitely known. I then, by means of a scale, which forms part of the indicator, marked in degrees of carbonization, read the exact percentage of carbon contained in the piece under examination. My apparatus consists of an ordinary electro-magnet, connected with a suitable battery of moderate power, by which I magnetize the pieces as before described, and of an indicator which consists of a magnetic needle suitably mounted or suspended, so that it is free to deviate a few degrees only from the zero point, and having a rest, which is used to check the vibrations when in use, and to support its weight when not in use. At a right angle to the natural position of the needle I have a scale about 3 feet long, the zero point of which coincides with the natural position of the needle. This scale is marked in each direction from the zero point in degrees of carbonization. THIS country was faced with the possible necessity of utilizing nonbauxitic ores for producing aluminum during World War 11. Construction of four experimental plants to treat such ores by four different processes was authorized1-4 including one at Salt Lake City, for the conversion of Marysvale alunite to metal-grade alumina and potassium sulphate by the Kalunite process.' An aluminum reduction plant in Tacoma, Wash., with a capacity of 50 tons of aluminum per day, was constructed to handle the Kalunite alumina produced at the Salt Lake City plant. The alumina and aluminum plants were Defense Plant Corp. projects operated by Kalunite, Inc. and Olin Industries, Inc., respectively. Kalunite alumina differs from Bayer alumina in several respects, particularly in that the former contains potash instead of soda. The presence of potassium in the alumina feed to the cryolite bath was stated by aluminum technologists to be undesirable under the usual operating conditions of aluminum furnaces. In 1940, about 20 tons of Kalunite alumina produced in the Kalunite pilot plant, were reduced electrolytically in a 10,000 amp furnace at Battelle Memorial Institute and at the aluminum reduction plant at Neuhausen, Switzerland. These relatively small scale tests indicated that satisfactory commercial aluminum could be produced in a practical manner. The Tacoma plant reduced about 2,500,000 lb of Kalunite alumina to produce more than 1,200,000 lb of aluminum, in accordance with the accepted gractice for reducing Bayer alumina. It was desired to determine whether commercial aluminum could be produced on a large scale and to establish the technological differences in commercial reduction practice between Kalunite and Bayer alumina. In the course of collecting data, the effects of the abnormal chemical composition and physical properties of Kalunite alumina were observed wherever possible. Tacoma Reduction Plant The reduction plant had two pot lines, each with 120 cells in series, operated at approximately 32,000 amp. Each cell was provided with a single rectangular Soederberg continuous anode, with side-pin electrical contacts. Each cell was hooded and ventilated through a stack connected to 14 other cells, with 25,000 cfm blower. When the plant started operation in 1942, all of the cathode linings were of block construction. Rebuilt cells were of rammed paste construction.

A STUDY of the kinetics of embrittlement in engineering alloy steels during tempering has indicated that the presence of alloying elements may define two distinct regions of embrittlement: 1) at 800° to 1000 °F, termed low temperature embrittle-ment, and 2) in the temperature range 1150 ° to 1250°F, termed high temperature embrittlement.13 It has been suggested that embrittlement in each region may be due to a different mechanism. At intermediate temperatures and extended times the course of embrittlement may be influenced by the superposition of the embrittlement occurring in the two regions. Furthermore, low temperature embrittlement has been known to decrease as the temperature is raised slightly above the maximum embrittlement range.' Jaffe and BuffumV ave presented data for a Ni-Cr steel illustrating the removal of the em-brittlement occurring at 932°F by reheating to 1250°F for an hour. Their data further shows that embrittlement proceeds continuously with increased time at 1250°F, becoming pronounced at long times. They interpreted this behavior as a retrogression phenomenon involving the solution of the small nuclei of precipitate formed at 932°F as the temperature was increased, and reprecipitation of larger nuclei stable at 1250°F, with the reoccurrence of embrittlement. It appears desirable to reconsider this explanation in the light of the two regions of embrittlement proposed by the authors1 for some alloy steels. In addition, it appears desirable to determine any influence of a preconditioning treatment in each temperature range upon subsequent development of low and high temperature embrittlement. It is thus the object of this investigation to study the characteristics of the two modes of embrittlement proposed in a commercial Ni-Cr alloy steel (AISI 3140). Experimental Details Material—The material used in this investigation was commercial AISI 3140 steel bar stock, received as % in. hot-rolled rounds. The steel analysis was as follows (in percentages): C, 0.39; Mn, 0.79; Si, 0.30; S, 0.028; P, 0.015; Ni, 1.26; and Cr, 0.77. PETROLEUM has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and." burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D:, the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.1 (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first. of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the. Japanese, however, still dug the wells by hand. Toward the end of the '80s, an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. RefineRs of lead by the Parkes process have always been solicitous of recovering the zinc used in the desilverization, and justly so, as the loss in zinc constitutes one of the heavy costs in this method of refining. Part of this loss is due to the absorption of zinc by lead, and in the present state of knowledge is not recoverable as metallic zinc. The remainder of the zinc, which finds its way into the precious-metal-bearing crust, is recoverable and naturally engages the operators' most exacting attention. Careful elimination of the impurities in base bullion has enabled the refiner to produce a zinc crust better adapted to retorting, which reflects favorably in the zinc recovery;- and to produce a richer crust, thereby lowering the zineking cost, as the increased efficiency of the zinc results in less of it being in circulation. It is obvious that if the ratio of concentration be increased, a lessening of the amount of crust formed will ensue, throwing less work on the retorts and diminishing the amount of retort metal sent to the cupels, thus making an actual money saving in all these operations. In the effort to obtain a rich crust, the metallurgist has increased the heat to a considerable degree, upon the assumption that at the higher temperature the zinc-dver alloy could be squeezed free from the adhering lead. A further possibility for improvement suggested itself in the freezing-point curve of Prof. H. C. Carpenter, upon zinc and silver. Study of this curve disclosed the existence of a definite chemical compound, Zn3Ag2, with a freezing point of 665" C., a promising compound for practical application. In the experiment undertaken it was endeavored to force this compound into the crust, hoping thereby to obtain a higher concentration than formerly. It was recognized that in bringing a large kettle of lead to such a heat, more fuel would be used, the life of the kettle would perhaps be shorter, and other disadvantages would be experienced. Lead mining has been carried on in several localities of the Province of Ontario in a desultory fashion for the past 60 years, but up to 1916 the results have not been of much commercial importance. The most ambitious attempt was made by an English company which built a lead smelter at Kingston, Ont., in 1880 to treat the concentrates from the Frontenac mines. After 2 years' operation, the mines and smelter were abandoned. Up to the present there has not been a sufficient tonnage of concentrates to support an efficient blast-furnace plant and as most of the small properties could not stand the heavy freight and duty charges into the United States, development work has not been carried on in a systematic manner. As a result the industry has languished. At Galetta, in southeastern Ontario, considerable prospecting and development work has been carried on in the last few years and very promising deposits of galena have been found in the Chats Island group by the James Robertson Co., Ltd., of Montreal. The chief deposit is that of the Galetta or Kingdon lead mine, located on Chats Island in the Ottawa River about 5 miles east of the town of Arnprior. The rocks1 in the vicinity of the mines consist of an interbedded series of crystalline limestone and biotite gneisses of pre-Cambrian age. This part of the Ottawa River basin has been severely faulted and the overlying Paleozoic limestones may be seen in normal fault cantact with the pre-Cambrian. The vein filling is of a very well-marked fault fissure type and although the amount of displacement is not determined at this point, similar faults to the east show a displacement of from 1,500 to 1,800 ft. which would indicate mineralized fault fissures of considerable depth. The ore occurs in a highly crystalline calcite with some barite and fluorite, and the galena occurs more or less richly disseminated in clusters and crystal aggregates. In some cases these masses weigh several hundred pounds. Small amounts of sphalerite are occasionally encountered.

Much has been said and written on the shortcomings of the open-flow and restricted potentials of oil wells to determine their relative ability to produce. The oil industry in general is agreed that the open-flow potential in particular is grossly inequitable, wasteful and expensive, but that potential is still used in many pools. This is partly because no thoroughly satisfactory substitute has been found and partly because operators are reluctant to adopt other methods that have been suggested; or, as Hamlet would say, we would rather "bear those ills we have than fly to others we know not of." In a great many pools the use of tubing potentials has been substituted for open-flow potentials, but open-flow potentials through casing are still being used in many pools, particularly. in Oklahoma, although the expense of such potentials has been pointed out many times. In one of the most recent pools in Oklahoma it is the practice to take open-flow potentials through the casing with the tubing out of the hole. The well is usually tubed after it is drilled in for the purpose of washing it in and cleaning the hole. After preliminary tests are run the tubing is pulled under pressure preparatory to taking the potential. After the potential is taken the tubing is rerun, under pressure. In order to accommodate the large capacity of the wells, it is customary to set three separators, six vent lines and large oil-storage tanks. It is conservatively estimated that the equipment not needed for producing the well currently but which is installed solely for the purpose of establishing large potentials costs the operator at least $5000 per well—approximately 35 per cent of the cost of equipping a well for production. Such needless expenditure constitutes an economic waste in addition to the gas that is wasted in taking potentials. Meaning of Productivity Index A method of measuring the relative ability of wells to produce without open flow that shows considerable promise is the Productivity Index. Petroleum has been known in Japan since at least 668 A. The region to which I have the pleasure of calling your attention, though limited in area, is remarkable for the quantity and purity of its mineral deposits, and in these respects it would be difficult to find its equal anywhere. IRON ORES. The red and brown hematites, pipe ore, and semi-magnetites, from which is made in charcoal furnaces the highest quality of iron for car-wheels, extend through the counties of Giles, Montgomery, Pulaski, Wythe, Smyth, Washington, Bland, Tazewell, Russell, Scott, Lee, Floyd, Carroll, and Grayson, Virginia, and run over into Ashe County, North Carolina. One locality of semi-magnetite, in the centre of the great Giles County basin, has in sight, by actual measurement, 50,000 tons of ore, which, according to Prof. Fesquet, contains 69.74 per cent. of iron and no phosphorus. In the great brown-ore belt, which passes through the counties of Montgomery, Pulaski, Wythe, Smyth, and Washington, there is an extraordinary deposit of more than a million tons. A small section of this very long vein, on Cripple Creek, in the County of Wythe, yields an ore which, analyzed by Mr. James Aumann, gave the following results: Metallic iron,........58.15 Water,.........12 96 Alumina,........2.32 Silica,.........1.09 Phosphorus,.. none. At one point towards the western end of Red Land Mountain, in Pulaski County, New River section, I measured a body of ore in this belt which will yield, to a depth of 150 feet, over 8,000,000 tons, and the deposit extends far below the 150 feet measured at the upper part. Again, at Rich Hill, near the mouth of Reed Island Creek, these veins show extraordinary surface development, giving an ore of very great purity. At numerous places, also, in the counties of Giles, Bland, Tazewell, Russell, Scott, Wise, and Lee, these brown and red iron ores are exposed in such vast quantities as to baffle both description and measurement. That of Chestnut Flat, in Giles County, back or west of the Angel's Rest Mountain, is an easily reducible ore, blood-red when crushed, of which there are fully 300,000 tons in sight. JOHN BIRKINBINE was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm. name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philadelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or improvements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several European corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango, before railroads were established in that portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

Lucien Eaton, Ishpeming, Mich. (communication to the Secretary *):—I began to use water Leyner drills at the Cliffs Shaft mine at Ishpeming, Mich., over four years ago, and now have over 20 in use. The ore in this mine is hard specular hematite, and is mined by the room-and-pillar system, the rooms being driven as breast stopes. For many years only 3 1/4-in. piston drills were used in the mine, each machine ordinarily being able to drill from 15 to 25 ft. of holes in a shift. In the hardest ground, however, it was often, impossible to drill more than 2 or 3 ft. in a shift. When water Leyner drills were used the footage drilled was materially increased, especially in the hardest ground, but it was found that in very hard ground the breakage of machine parts, and especially of drill steel, was very high. At this time round steel with lugs forged on the shanks was used, and most of the breakage occurred at or near the lugs. Many experiments were made in an endeavor to overcome this breakage, and it was finally decided to do away with the lugs altogether, and use hexagonal steel. Accordingly I designed a chuck to use hexagonal steel without luge, a tappet being interposed between the hammer and the shank of the' drill steel. The design of this chuck of the proper size for the No. 18 Ingersoll-Leyner drill is shown in Fig. I. The different parts are also shown photographed in Fig. 2. A is the barrel of the chuck, which revolves inside the front head. It is made of machinery steel. B is the bushing which screws into the front end of the barrel A, and in which the drill steel fits loosely. This is turned down from a steel casting, the hexagonal hole being cast and then broached out to the proper size. It is case hardened inside. MOST of the bituminous and semibituminous coals of this country Will coke, and all of them yield, on carbonizing, more or less marketable gas and byproducts. We need, however, a finer distinction as between various grades of coking coals and between coals of different degrees of byproduct and gas-making possibilities. There is required by the consumer or the coal producer a dependable test to show whether a certain coal or mixture of coals will make coke of good commercial value for blast, furnace, foundry, water-gas, or domestic use; whether any difficulties in operation may arise from properties inherent in the coal; and whether gas and byproducts may be expected of good quality and in profitable quantity. For determining coke quality, the most dependable test is in actual run in an oven, but for byproducts a coal may better and more accurately be tested in the laboratory or in a miniature oven or retort. As to what are the most desirable qualities in blast-furnace coke, the furnace men themselves are not in complete agreement. Soiree desire a hard, well-burned, "hot" coke, and others get better results from a "greener," less hardened product that burns somewhat more readily in the furnace. But certain qualities of cell structure and porosity are commonly agreed upon as desirable. Information as to what kind of coke a certain coal may be made to yield is valuable in advance, whatever may be the consumer's ideas as to the particular kind most suitable to his needs. The question arises, Can we predict coking quality with any degree of satisfaction from a small-scale test? It used to be said that coals could not be tested satisfactorily on a laboratory scale either for the coke they would yield or-the byproducts. On account of the mystery with which the coking quality of -coal has been shrouded and the large determining influences that many believe are exerted by mass, pressure, and the passage of carbonaceous volatile matter through the coking material, it has seemed difficult to reproduce in the laboratory the exact conditions of commercial practice. Petroleum has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and ('burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil, which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D., the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.' (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the Japanese, however, still dug the wells by hand. Toward the end of the '80s) an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. THAT lead and zinc deposits are the result of prolonged, slow deposition is the idea of most students of ore deposits, -and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital, conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened' in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. The ore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 75 to 95 ft. (22 to- 28, in.) and very wet, requiring three or four pumps to handle the water. The

Mine fires are a serious hazard; surveys show that the coal-mining industry lags considerably behind industry in general in planning and training for fighting fires, and providing adequate fire-protection facilities. The results of the experiments discussed in this paper emphasize that every effort must be made to extinguish a fire in its incipient stage. The research also demonstrated that extinguishing agents and techniques, superior to those presently used in most operating mines, are available. An underground coal mine fire, if not extinguished quickly, can develop rapidly, create a serious hazard, and cause loss of life and property. The problem of controlling a fire increases in direct relationship to the time interval necessary to initiate control measures; as the fire increases in size and intensity it becomes progressively more difficult to cope with roof control, visibility, ventilation, and explosion prevention. Despite the constant vigilance of the industry, the number of coal mine fires is increasing. During the eight-year period, July 1952 to July 1960, following enactment of the Federal Coal Mine Safety Act, the Bureau of Mines investigated 401 fires that caused 30 fatalities and 75 injuries. More than half of these fires burned for more than one shift; 20 pct could not be extinguished by direct attack and had to be sealed. Agents and techniques for extinguishing simulated mining-machine and underground coal fires have been investigated in the Bureau's experimental coal mine. The research shows that visibility in the fire area is a primary factor affecting control operations. Associated with good visibility is accessibility to the fire; the closer the attack can be made, the less time and quantity of agent are required for extinguishment. Approach to the fire and visibility are hindered by the smoke and hot gases backing up against the ventilating current. In open entries an increase in air velocity assists in driving smoke ahead; at low airspeeds approach can be made by placing a brattice across the lower two-thirds of the entry, pushing the smoke ahead with water sprays, or discharging rock-dust from a rock-dust distributor.
