HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

Development and exploratory work in Mississippi during 1934 was rather active, resulting in the expansion of the proven area and the drilling of a number of important wildcat wells. Mississippi showed a decrease in drilling operations during 1934. There were 36 completions from 18 counties during this period compared with 58 completions from 22 counties during 1933. There was a considerable decrease in activity in the Jackson gas field in Hinds and Rankin counties with only 9 completions, resulting in 8 gas wells and 1 dry hole compared with 17 gas wells, 2 oil wells and 7 dry holes during 1933. Leasing and geophysical work was reported from several sections of Mississippi last year. Extensive exploration and drilling were carried on in Lamar, Hancock, Pearl River, Greene and Stone counties and on the flanks of the Jackson anticline. Exploration will be continued in these areas during 1935. Four important wildcats were completed during 1934, all of which were reported as being structurally high, but without having important shows of oil or gas. These tests were: Hix and Germany's, J. J. Newman Lumber Co. No. 1, sec. 21-4N.-15W., Lamar County, abandoned at 3520 it. in the Wilcox; United Gas Public Service Company's Davis No. 1, sec. 30-1N.-5W., Greene County, abandoned at 7439 ft.; Gulf Refining Company's May L. Williams No. 1, sec. 33-5S.-17W., Pearl River County, abandoned at 4800 ft.; and Clarke County Oil Company's S. B. Kirkland No. 1, sec. 10-2 N.-16E., abandoned at 4002 ft. in the Eutaw. Another interesting wildcat was Gulf Refining Company's Dantzler Lumber Co. No. 6, sec. 22-4S.-llW., Stone County, abandoned at 7700 ft. (according to reports below the Selma chalk). A total of 114 of the 132 gas wells completed in the Jackson gas field are still producing and have a combined open-flow capacity of 4,145,-696,000 cu. ft. Four of the abandoned gas producers were never connected to the lines. The open-flow capacity of three wells in the Amory field is approximately 1,000,000 cu. ft. Producing against a line pressure of 50 lb., the demand during December greatly exceeded the capacity.

The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. IN 1947 the steel industry rebounded from its wartime effort and produced a record-breaking peacetime tonnage of steel ingots. During the first six months of the year the industry produced 42,000,000 tons of ingots and expected to produce 85,000,000 tons for the year. With a rated capacity of some 91,000,000 tons, production was at a rate of about 93 per cent of capacity. Credit must be extended to the steel producers who have maintained this steady state of operations while faced with many problems, not the least of which was a continued shortage of satisfactory scrap. Furthermore, the steel industry started a record-breaking peacetime expansion program at a total cost of more than $1,000,000,000. This program will increase the ingot-making capacity of the country by 2,500,000 tons and should be completed in 1948.

THE discovery of oil in 1901 on the Spindletop dome, Texas, inaugurated a new industry on the Gulf Coast, an industry which has grown with the discovery of successive fields, until today it engages the services of thousands of workers and employs enormous capital. New fields are being discovered from time to time and doubtless some still remain to be found, though of late years discoveries have become more infrequent. Nowadays several hundred dry holes are drilled each year in a fruitless and blind effort to discover new fields, for as yet geologic science has developed no effectual method of locating the coastal oil deposits in advance of drilling. Moreover, despite the occasional discovery of new fields, the total production of the Gulf Coast is today no greater than it was in 1906, for the added production of the new fields has been offset by the rapid decline and more or less complete exhaustion of some of the older ones. Careful geologic work within the fields has in some cases increased the production temporarily, but has developed no really new supplies. The Gulf Coast oil industry seems to have passed its period of greatest expansion and to be declining at a fairly steady rate, and this condition is naturally viewed with alarm by the more farsighted operators. In my opinion, the time has come for the adoption of radical and aggressive methods of prospecting, and a fraction of the money wasted yearly in drilling shallow wells in hopeless locations might well be devoted to this purpose. IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.

COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

MINERALS and mineral resources are recognized as one of the things that nations are prone to quarrel about. The territory that was arbitrarily incorporated into the Polish Republic after the World War produces a variety of essential minerals on a substantial scale. The accompanying table has been compiled to give some idea of the relative importance of this production. Poland, before the recent war started, had an area of 150,000 sq.mi., just a little larger than the State of Montana. Its population was 32,000,000, equal to that of New York, New Jersey, Pennsylvania, Connecticut, and Massachusetts. Though not a highly industrialized country it nevertheless has important mines, steel plants, petroleum refineries, and sundry metal-fabricating manufactories. Coal, petroleum, iron and steel, zinc, lead, pyrite, potash, and salt are produced in excess of the country's domestic consumption. It has no appreciable production of copper, chromium, tungsten, nickel, tin, mercury, manganese, aluminum, magnesite, fluorspar, or graphite.

AWRDED jointly by the four AW Founder Engineering Societies the John Fritz Medal is generally regarded as the most signal honor that American engineers can confer on a fellow engineer. The roll of 34 recipients contains the names of Lord Kelvin, George Westinghouse, Alexander Graham Bell, Thomas. A. Edison, George W. Goethals, Guglielmo Marconi, and Michael I. Pupin; and among members of the A.I.M.E. now living, Sir Robert A. Hadfield, Herbert Hoover, and Daniel C. Jackling. On the evening of March 1 7 the name of Paul Dyer Merica was formally added to this list of illustrious engineers when the medal was presented to him at a dinner at the Metropolitan Club in New York. The citation read. For important contributions to the development of alloys for industrial uses. Arrangements for the dinner were made by the following committee representing the four Founder Societies: R. C. Allen, George S. Davison, A. A. Potter, and J. B. Whitehead.

THE last decade of the 19th century was a peculiarly interesting one in. the annals of American metallurgy, especially as concerns the lead and copper- smelting industries; and it may be interesting to review briefly one of the outstanding incidents of that period, the development of the mechanical roasting furnace. I shall not pretend, in these reminiscences, to give with absolute accuracy the sequence of events or dates, nor to present a complete history of the period, but shall seek merely to 'sketch a more or less impressionistic picture with some of the underlying facts and causes as the recollection comes back to me and then point out how the present-day practice grew out of those activities. My acquaintance with the developments in Montana was based on occasional visits and general collateral information, but in Colorado I lived through the episode and was of it.

"Titanium is a widely distributed, dark grey metal1ic element found in small quantities in many minerals. It has no important uses." Happily, this early quotation proved to be wrung; titanium has, on the contrary, found a large number of very important uses. The error in the 1926 quotation illustrates the problems associated with forecasting the future development of any metal. 'The paper will nevertheless attempt to estimate what will happen to the European titanium industry over the coming decade with slightly more accuracy. It was not until 1955 that anything other than pilot plant facilities were installed in Europe. In 1955 IMI's plant in England, two plants in Germany, one in France and one in Sweden came into operation. All the companies associated with titanium installed melting furnaces but only IMI Titanium has forging and rolling facilities devoted solely to the production of titanium. The other firms rely on the use of equipment of their parent steel companies for processing the me1 ted titanium ingots.

TRINIDAD, which has never been. seriously consid-ered as a large oil producer, has recently taken a new lease on its oil life through active development work being carried on by a newly organized American company that has been conspicuously successful in the short time in which it has operated on the island. From an oil operator's point of view Trinidad pos-sesses numerous natural advantages which are not found in any other oil producing country. The climate, while tropical, is healthy. The nights are always cool. Deep-water shipping ports in protected waters are available within short pipe-line distance from the pro-ducing fields. The distance from Trinidad to the At-lantic seaboard of the United States is less than from the Gulf Coast or from Mexico. The labor supply is abundant and can be had at reasonable rates. The island enjoys a good, stable government under British rule and is traversed by a net-work of excellent govern-ment roads. From a production standpoint the fields being de-veloped by Trinidad Oil Fields, Inc., the company re-ferred to above, present interesting problems which are being successfully solved. The oil sands are extremely fine; some of them having over 50 per cent passing 100- mesh screen and, with the exception of the Palo Seco field, the sands are loose, with shale-breaks and shale capping and with rock pressures running up to 600 lb. per square inch. Rotary drilling is universal, as the formations encountered are soft Tertiary shales, clays, sandy shales and sands, with occasional sandstone and lime shells, which are easily drilled with the rotary. As high as 600 ft. of hole in 24 hr. has been made in some of this company's wells. Production is at present obtained at depths ranging from 500 to 2500 ft. but further development will probably result in deeper pro-duction being obtained. The oil being produced ranges from 21 deg. to 37 deg. Bé gravity and is all asphaltic base oil.

The purposes of composition are various; one purpose, for instance, is to make a record for the writer's own use, as in a diary. That does not involve responsibility to others. There is also the writing meant to influence opinion-to be persuasive, and pleasing. With such writing we need not concern ourselves at this stage of our study. The prime purpose of technical writing is to be informative-to convey information; therefore it must" be clear beyond the chance of misunderstanding. Such clearness is impossible if meaningless or ill chosen, words are sprinkled through the text. Discard the trivial phrases that are constantly at your elbow. Brush aside a host of vapid superlatives. Metternich exclaimed:' "The superla¬tive is the mark of fools". It is a false emphasis, like the underlining in a school-girl's letter. For example, the little word `very' can be deleted nine times out of ten; it is an impediment to terse and perspicuous writing, as 'the multitudinous hand-baggage of the British tourist is to his travel. 'Very' supposes comparison. A mine with a 1000-ft. shaft is very deep to the scribe who writes from the Joplin district', in Missouri, but it seems a shallow hole to a man living at Calumet, Michigan. A vein that is 10 feet across may be considered very wide at Cripple Creek, Colorado, but it is only a `stringer' to the miner at the Homestake, in South Dakota. Ore assaying $20 in gold is very rich at Juneau, Alaska, where .10,000 tons of $1 ore is crushed daily, but it is relatively low-grade to the pocket-miner at Alleghany, in California. It is all a matter of comparison; unless the reader knows your standards of depth, width, or richness, your `very' has no significance. "Where erosion was very rapid or oxidation very shallow"

The Iraq Petroleum Company, Ltd. continued its systematic exploration and exploitation of the Kirkuk field on a unitized basis. Pressures, gas-oil ratios, oil-water level and oil-gas level remained satisfactory. All wells were produced by flowing and more than two-thirds of the crude was stabilized. The only exports from Iraq during 1937 were from the Kirkuk field. Mosul Oilfields, Ltd., through its operating subsidiary, the British Oil Development Company, Ltd., inaugurated an exploratory program to find lighter oil than the heavy, black, sulphurous reserve proved in the Qaiyarah-Najmah-Jawan-Qasab field. Deeper drilling in this field found a small reserve of 17" to 19" A.P.I. black sulphurous oil in the Pilsner (Upper Cretaceous). Ten structures outside the proved field were tested or were under test at the end of the year. In spite of this intensive program no reserve of lighter oil was discovered. The reserve at Qaiyarah-Najmah-Jawan-Qasab averages 16" A.P.I. with 6+ per cent sulphur from the "continuous limestone" (Lower Miocene, Oligocene, Middle Eocene) and from the Pilsner (Upper Cretaceous). The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., conducted the normal exploitation of its Naft Khaneh oil field and supplied the local Iraq market requirements. Slightly more than 31,600,000 bbl. of crude was produced in Iraq during 1937. The following table gives the total crude produced by the I.P.C. for export during the last four years. Austria produced approximately 800 cisterns of 10,000 kg. each (56,000 bbls.) of crude oil of a 0.9428 sp. gr. during 1935. Of this Gosting II well near Zistersdorf, owned by the Erdolproduktions-Gesellschaft m.b.H., produced 86 per cent of the total, averaging a little over 1.8 cisterns, or about 125 bbl., per day. Gosting IVa of the same company was put in production early in December and produced a total of about 70 cisterns (4900 bbl.). Gosting IV was a failure, but a directional hole drilled from the same derrick produced Gosting IVa. Gosting I, a well owned jointly by the company above mentioned and the Raky-Danubia, was deepened late in the year and made about 2800 bbl. of oil at the rate of 70 bbl. per day. Completions during the year were as follows: In the Gosting pool, Gosting IV and IVa, drilled with rotary tools, the latter producing from Sarmat at a depth of 934 meters (3065 ft.); Kronberg I, of European Gas & Electric Co. with cable tools in Flysch at a depth of 566 m. as a dry hole; in the Oberlaa gas pool, one cable-tool well of the same company at a depth of 266 m. as a dry hole and one Fauck-Haiek system well of the Vacuum Oil Co. at a depth of 483 m. as a dry hole; one rotary hole of the European Gas & Electric Co. at Enzersdorf a/d. Fischa plugged and abandoned in Sarmat after a blow out and gas eruption at a depth of 699.5 meters. The status of drilling wells at close of the year is as follows: In the Gosting pool, Erdol Bohr- und Verwertungs G.m.b.H., north of the producing area, was drilling with rotary at 990 m., Raky-Danubia is rigged up to deepen the old Windisch-Baumgarten hole, Rohoel-Gewin-nungs A.G. (Vacuum-Shell combination) rigging up rotary south of the production, and Steinberg-Naphta G.m.b.H. (Musil) was deepened with light rotary to 830 m.; at Enzersdorf a/d. Fischa, the European Gas & Electric Co. E-2 rotary-drilled hole stood at 1533 m. in Miocene waiting

ATHOUGH turquoise mining was, so far as we know, the first large, well-organized mining operation,' gem mining, from the Roman con-quest of Egypt until the opening of the South African pipe diamond mines some 50 years ago, was largely carried on' by individuals 01' small companies in a relatively primitive way. Now" however" gem mining does not yield in efficiency or in scale of operations to the mining of other mineral products. In 1926 the diamond mines of the world milled some 9,000,000 cu. yd. and produced 0,43 cu. yd. diamonds, a remarkable example of concentration. The Premier Diamond Mining Co. up to Oct. 31, 1927, had milled 116,455,550 loads (each of 16 cu. ft.) from which 26,-217,144 carats of diamonds" worth £29,897,971 2s, 9d., were recovered. The Burma Ruby Mines, Ltd., operating sever-al alluvial mines in Burma in 1911-12, mined and milled 1,479,845 truckloads of gemmiferous earth for 15c. per load. We of the industry can there-fore, with good grace, disclose some of the myths and also describe some of the primitive mining methods of the, dark ages of our industry. The methods, so far as I know, were not patented, and if they were, the patents have expired, so that engineers in other branches of the art are free to use them if they see fit.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.
