With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

YVO4:EU, excited under 3650A radiation, shows a marked increase in total brightness with in~rease in temperature. At 25°C the response to 3650A radiation is about 48 pct of its maximum response which occurs at about 350°C, Fig. 1. In an attempt to explain the phenomenon, one of the present authors' (R.K.D.) investigated the diffuse reflectance spectra of the phosphor at different temperatures (up to -150°C) and was unable to observe any significant change to which the increased brightness could be reasonably ascribed. Since then diffuse reflectance spectra at elevated temperatures have been obtained in this laboratory using an improved device. A significant decrease in the diffuse reflectance of a phosphor in the ultraviolet region—especially in the longer wavelength region—at -300°C has been observed. The purpose of this note is to describe the device used for high-temperature reflectance measurements and to explain the increased brightness of YVO4:Eu phosphor at elevated temperatures under 3650A excitation. Experimental. YVO4 and YVO4:Eu samples were prepared as previously described.' The Lo Aguirre ore deposit of Sociedad Minera Pudahuel is expected to have a life of 12 years, producing 16,500 mt per year of copper cathodes. The total copper content of the ore ranges from 2% in acid-soluble form to 2% as sulfides. Sociedad Minera Pudahuel chose TL leaching, solvent extraction, and electrowinning as the processing steps to give low investment and operating costs. Design and operating criteria of the TL leach plant have been obtained in an experimental program carried out since 1974. Bench scale tests indicated that 90% of the oxidic copper and 35% of the sulfidic copper could be extracted to give 5 gpl copper by treating crushed ore with acid, curing, and rinsing in a column with a dilute acid solution containing ferric sulfate which is requllred to solubilize the sulfides. These results were verified in a pilot plant which combined leaching, solvent extraction, and electrowinning. Raffinate was recycled to the leaching circuit after oxidation to regenerate ferric ion. Refinements in the processing have resulted in significant improvements in extraction to give 95% to 98% recovery of the oxidic copper and 55% and 60% of the sulfidic copper. The plant is expected to give this degree of recovery. As a consequence, the original plan to include a concentrator in the plant has been abandoned.

THE importance, to geologists and metallurgists, of knowing the mineralogical forms in which the silver occurs in ores has increased during the past few years, and will continue to increase as long as working hypotheses are converted into proved theories and rule of thumb methods are supplanted by scientific data. The methods used for the determination of these silver minerals have been: (1) careful study of polished ore sections with the microscope, and more recently, (2) metallurgical separation of the ground ore by flotation, tabling and panning, supplemented by microscopic examination of these separated minerals, and chemical analyses. During the course of some experimental work carried on by the testing department of the International Smelting Co. and myself, it becomes important to determine, in a general way, the distribution of the silver values in the minerals, as they exist in Tintic Standard and North Lilly siliceous oxidized lead-silver ores. These mines are in the East Tintic Mining District, State of Utah. In this work the second method was used. Differential flotation tests were run, separating the sulfide from the oxidized minerals, and the products were assayed. Various concentrates were carefully panned and the separated products assayed; special samples of ore were selected and assayed. The microscope was used only for the purpose of determining whether the individual minerals were in the so-called "free" state.

NOTABLE advances have been made in the evaluation of oil-reservoir rocks from information furnished by core analysis. Among the physical data employed, per-meability is of primary importance. It may be assumed that the permeability of a core sample, considered as a property inherent to the nature of the porous medium only, is not markedly altered by the coring opera-tion, therefore some degree of accuracy is justified in the laboratory determination of permeability constants by means of homo-geneous flow media. To provide that such relatively simple determinations be sus-ceptible to duplication and consistent inter-pretation should prove advantageous in the prediction of subsurface flow conditions involving nonhomogeneous fluids. The air permeameter seems to fill most satisfactorily the need for rapid and fairly accurate determinations. Instruments that are similar in design and operation have come into general use. However, this has not resulted in an encouraging uniformity in the results obtained. Recognizing the value of reducing measured values to a common quantitative standard, the authors have sought to determine possible reasons for undue discrepancies and means for their elimination. This paper will be specifically concerned with three factors, which appear to be of some importance in the establishment of consistent permeability values: (I) design and operation of the permeameter, (2) preparation and mounting of the sample, (3) type of flow created in the sample.

THE absence of paraffin and other oil hydrocarbons in the soil, although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that .are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. PRESENT-DAY EVIDENCE There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition, in the presence of an infiltration of sea water. EDWARD HART*, Easton, Pa. (written discussion?) .-In 1895 I visited the chemical plant of the Messrs. Chance at Oldbury, England, under the guidance of Mr. France, the manager. In the stock house I saw a pile of coal brasses with adhering coal and said to Mr. France, "I should think you would get dark acid." "Yes," he replied, "our acid has always been rather black. and our customers have grown used to it. Some time ago we ran out of brasses and could get only Spanish pyrite. Our product became white and the customers began to complain, so I put a little sugar in each carboy." E. A. HOLBROOK,* Pittsburgh, Pa. (written discussion?).-Mr. Davis says, "A very large tonnage of pyrite is annually being thrown in the waste in the coal mines of this country." This quantity is much larger than is generally realized by people not intimately associated with coal mining. At the beginning of the war this country seemed threatened with a short-age of pyrite. The U. S. Bureau of Mines conducted a general investiga-tion of the pyrite resources of the country in order to ascertain what material was commercially available. The general pyrite investigation was in charge of H. A. Buehler, with the subsection on coal pyrite in charge of E. A. Holbrook.

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

HAVING told you about steel in the previous chapter, it seems to me necessary to speak here of brass for the same reason, for it bears the same relation to copper that steel does to iron. It is the opinion of some concerning both of these that they are true minerals because Pliny in his Natural History calls it aurichalcum and says that it has its own ore; he does not say, however, where it is found, and I have not heard from anyone else that it has been found anywhere, and, surely, if it had been found when he wrote, it would also be found today. Since I have no knowledge other than that gained through my own eyes, I tell you as a certainty that just as steel is iron converted by art into almost another kind of metal, so also brass is copper given a yellow color by art. Surely it was a splendid discovery, for which we must praise the alchemists,* although perhaps whoever discovered it was deceived, thinking that he had made gold from copper. Inflow of ground water is an important engineering and safety consideration during construction of large openings underground. The initial step in predicting groundwater inflow involves hydraulic tests in exploratory drill holes. Zones within the area of interest are isolated in the drill hole by inflatable packers and are tested by measuring the water level responses to applied hydraulic stresses. These responses may then be translated into significant hydraulic characteristics of the tested rocks such as transmissivity, hydraulic conductivity, hydraulic potential, and storage coefficient by using a type-curve solution. Once the geometry and necessary hydraulic characteristics have been determined for the rock in the vicinity of the proposed opening, a model can be developed using certain assumptions that will lend itself to treatment with available mathematical methods. The mathematical method applied to the model considers conditions of partial penetration and nonsteady-state, leakyartesian, constant-drawdown discharge of ground water. A type-curve solution results in a curve that gives the variation of discharge (inflow) with time. This technique of predicting ground-water inflow has been used in planning construction of cylindrical chambers for use in underground nuclear experiments by the U.S. Atomic Energy Commission. These chambers have been constructed in low-permeability rocks at depths as much as 6000 ft and under hydraulic heads of thousands of feet.

A SURVEY of the literature on bottom-cast practice gives but scant information as to some of the real facts concerning this most interesting method of steel manufacture, and some of the information available is very misleading.1 An exceptionally good description of this method of pouring or teeming is to be found in an English publication2 on the heterogeneity of steel ingots. Quoting from this paper: (a) With bottom teeming, the metal rises steadily and progressively in the mold with the minimum possible agitation, the main force of the stream coming from the ladle being broken down or retarded by the down gate or runner. Further, the stream of metal from the ladle, under these conditions of casting, is invariably main-tained at a much more continuous rate and is steadier than with top teeming. (b) In view of the facts referred to in (a) it follows that with bottom teeming the metal is not exposed to atmospheric oxidation to anything like the same degree as with top teeming. In this paper it is intended to detail briefly some of the advantages of bottom-cast practice and to discuss the possibilities of iron-oxide control in the basic open-hearth furnace. A description of the type of charge, ingot mold set-up, etc., is found in detail in an earlier paper.3

DEWATERING is a major problem in the preparation and utilization of fine-sized coals now being recovered in increasing amounts from colliery effluents, refuse banks, and silt ponds. Of the various methods which have been proposed for dewatering fine coal, gravity drainage is probably the oldest and most widely used, and yet little information on this subject has been published. Consequently a laboratory investigation of gravity drainage phenomena was undertaken not only to provide basic data for predicting the drainage behavior of fine coals in cars, bunkers, basins, and silos, but also to obtain some understanding of the moisture retention properties of fine coal. Because of practical interest in the problem, a reproducible laboratory technique, which simulated plant conditions as closely as possible, was developed for the evaluation of drainage variables. The apparatus selected consisted of vertically-mounted lucite columns, nominally 4 to 8 ft in length and 2, 3 or 6 in. in diam; the bottom of the column was provided with a rubber stopper through which was inserted a ½ -in. diam drainage tube; a wad of glass wool was placed on the upper part of this outlet tube to retain the coal and a plug was temporarily located at the lower end to prevent drainage during charging of the column, see Fig. 1. There were no radical changes in the petroleum situation in the Russian Soviet Union during the 1926 to 1927 operating year. The developments of the previous year were continued, but the major undertakings were far from being completed. The pipe lines from Baku to Batum and from Grozny to Touapse, and the large refineries on the Black Sea are delayed in their completion by the insufficient authorizations; until their completion the changes in the general situation will be necessarily of a halfway nature. The marketing situation was subject to much controversy during the past year and, though certain statements are quite true, the bulk of the criticism against the petroleum industry hardly deserves mention. The home market in Russia is steadily growing, with the per capita kerosene consumption already exceeding the prewar figure and fuel oil consumption obviously gaining. The foreign trade is making rapid and well-grounded success, but continues to suffer from low world quotations. There is no apparent sacrifice of home consumers in favor of export trade. The production of all Russian fields increased by 13,750,000 bbl. as compared with the 1925 to 1926 operating year, and next year's program anticipates a further increase of 9,720,000 bbl. (Table 1). The increased and improved refining facilities will make the real gain in production in the next year even larger than these figures indicate.

IT is the he object of this paper to describe a Cottrell treater that was placed in operation, in April, 1919, at the Tooele plant of the International Smelting Co., for the purpose of recovering solids from the gases from the McDougall roasting furnaces. Fundamentally, the treater is simply a flue containing rows of vertical plates, forming the grounded electrode, alternated with rows of small horizontal pipes, forming the negative electrode, with proper provision underneath for taking away collected dust. There are advantages in construction over the more cumbersome types, both the vertical-tube and the vertical-box, particularly in the elimination of heavy supporting columns and massive foundations, giving a much lower first cost. There are no right-angle turns to interfere with gas distribution; consequently there is greater efficiency, or, in other words, a greater volume of gas per minute can be effectively treated. Another advantage of the horizontal installation over the vertical is that the principle of the selective precipitation of the various components of the dust and fume as they pass along the electric field may be utilized. Since the treater has been placed in operation, the results have been quite satisfactory and, in many ways, particularly in regard to the volume of gas that may be treated, have greatly exceeded expectations.

THIS paper describes the methods used to determine the rates of payment for contract work and the plan of contract supervision in the Elm Orlu mine. A discussion of the theory of wages and the eternal question-what is a just wage-are beyond the scope of this article. In the fall of 1920 the Elm Orlu was the largest mine in Butte using the day's pay system of payment for stoping operations. High labor and supply costs and a falling market for the product of the mine made economic mining difficult. The mining method had been changed from the square set stoping to timbered rilling to eliminate most of the shoveling. There was no opportunity to reduce the cost of supplies other than more rigid economy in their use. It was recognized, however, that the labor efficiency was low and that the reduction in costs depended on increasing the output per man. While in general, the low man efficiency was a resultant of the high wages paid and the shortage of men during the war and subsequent period of inflation, it was felt that the contract and bonus system used in the other mines was the main factor in that the most capable and energetic men had been attracted to those mines where more than average skill and dili-gence were recognized by more than average pay.

In casting a thermal balance of the heat generated and absorbed in a blast-furnace treating lead-, copper- and similar non-ferrous ores, assumptions have always to be made for the values of the heat of formation of slag. Considering that the larger part of the charge introduced into the furnace comes out in the form of slag, the significance becomes apparent of a lack of heat-values for the singulo-silicate, which is the type of slag commonly made. The aim of the present investigation is to supply these heat-values as far as possible with the apparatus and the time available. The heats of formation of the ferrous and manganous bi-silicates have been determined by Le Chatelier;1 those of some silicates other than iron and manganese by Tschernobaeff;' finally Richards3 gives a figure for a copper blast-furnace slag of known composition. The existing data and those resulting from the present investigation are assembled in Table VI. 11. Materials Used. The materials used in the experiments mere silica, ferrous oxide, and calcium carbonate. Silica.—The silica sold in the market as chemically pure usually contains small amounts of magnesia, lime, and alumina, and is therefore not suited for the work. This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. PROBLEMS in expressing, interpreting, and using size-distribution data recur in many phases of mineral dressing; therefore it is desirable that size analyses be ex-pressed in such a form, either numerically or graphically, that comparisons can be made readily. The size distribution of comminuted material is a result of a specific physical operation on the material and therefore should be governed by some definite physical principle, or cause-effect relation. Although this principle has not been dis-covered, it has been found that the size distribution of comminuted, homogeneous solids may be expressed by relatively simple mathematical equations. Two equa-tions in particular, proposed by Gaudin1 and by Rosin and Rammler,2 respectively, have stood out, both having wide demon-strated ranges of application. The form and the method of application of the two appear almost irreconcilably different on the surface, but, as will be shown, they are asymptotic in the fine sizes when expressed in the same units. This paper gives the results of a further study of the Gaudin and Rosin-Rammler relations, made with the object of develop-ing a form of size-distribution equation that will be more usable and more signifi-cant-particularly in comminution studies, both for interpreting the nature of size distribution and for evaluating surface. Norris, Patterson, and Crane has been from the standpoint of the mineral land-value owners, a few remarks in the interest of the "under dog"-the average taxpayer and citizen-may prove timely. In my discussion of Doctor Raymond's Paper1 and of the papers of Messrs. Gibson2 and Godson, 3 have endeavored to demonstrate, from both political economy and history, that our existing system of unrestricted private ownership of land is incompatible with equality of economic opportunity and, therefore, subversive of our democratic political institutions. In Mr. Graton's paper, the same land problem is important, though camouflaged by the failure of the Federal income tax laws to distinguish between land and capital, in the requirements for valuation, or between earned and unearned incomes in the levying of taxes. I disagree with Mr. Graton's statement, on p. 2967, as follows: The immense majority of mining ventures are failures. A multitude of disappointments is relieved by occasional success. Were it not for the chance of great rewards, all the vitally necessary but mainly unremunerative work of exploration would not be undertaken. In contrast with nearly all other fields of endeavor, it is altogether unlikely that, on the whole, the gains in the successful mining ventures suffice to offset the losses in the unsuccessful.
