LARGE quantities of "midnight oil" have been consumed by researchers in attempting to develop a process to produce cold ductile zirconium at low cost. The tantalizing facts that zirconium is a bright, silvery, tarnish-proof metal and is 2 1/2 times as abundant in the earth's crust as copper, and thirteen times as plentiful as lead have resulted in much speculation on uses, ranging from automobile radiator grills to kitchen sinks. but unfortunately no low-cost process of producing it has so far been found. In the case of zirconium, we cannot say that "virtue is its own reward" for the principal virtues of the metal, namely, corrosion resistance at ordinary temperatures and ability to absorb gases at high temperature, are the very characteristics that defeat all of the usual recovery methods such as sintering, plating, or direct chemical reduction. The only method giving a pure metal sufficiently low in oxides, nitrides, etc. to be truly cold-malleable is the one developed by Van Arkel and DeBoer in 1925. PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

IT is found when floating oxidized lead ores by sulphidization, that the presence of calcium salts in the water is usually detrimental and lowers the recovery. This effect is particularly marked in dry countries such as North Africa, where the waters often carry large amounts of calcium sulphate and where the ore may even contain gypsum. Whereas in their absence cerussite is quickly stained brown and then .black by sodium sulphide, in their presence the mineral remains very light in color. A similar- effect is produced when barium sulphide is used as a sulphidizing agent instead of sodium- sulphide. Magnesium salts have little or no effect and even tend to reduce the detrimental effect of calcium salts. A study of this phenomenon indicates that it is due to the precipitation of calcium or barium carbonate in contact ,with the mineral simultaneously with the formation of lead sulphide.

A knowledge of the magnitude of the irreducible inter.;titial water in a porous medium is so important to petroleum engineering that its determination has become routine in core analyses. The method of determination, being a production problem, should encompass the basic requirements of simplicity in technique and calculations, with reproducible results obtainable in a short interval of time. The results of the evaluation tests outlined in this report indicate that the evaporation method for determining the irreducible water is a technique which meets the requirements. The procedure consists, as the name implies. of permitting the saturant in the pore spaces to evaporate until only an irreducible volume remains. The determination of this volume can be made either graphically or by a mathematical comparison of fluid flows; the time required for each determination being dependent on the fluid used. When fluids other than those having reservoir characteristics were used, a volume factor had to be calculated which was based on the relative volume of various liquids adsorbed on grain surfaces and retained in pores. This factor made possible the calculation of an irreducible water volume when more volatile fluids such as toluene and benzene were used as the saturants. Also presented is the theoretical discussion necessary for the calculation of the capillary pressure as determined from the evaporation curve. A comparison is made between the calculated values and those obtained by experimental means. INTRODUCTION In all geological formations there exists, in the pore spaces of the rock structure, water that is held in a state of equilibrium between capillary and hydrostatic forces. "Interstitial water" is the term given to this water and is defined as that water coexisting in the pore space with the oil prior to exploitation. The term ''connate water" has often been used synonymously with this term; however, this can be true only by a specific definition since, geologically, it means the water in place at the time the rock structure was formed. The quantity of the interstitial water is a variable factor in any formation, since it depends on the hydrostatic forces present in any multiple-phase system. These forces may become unbalanced by the introduction of an extraneous force such as the raising or lowering of the "water table" or the migration of oil into a water-filled formation. Any unbalanced force results in a change in the interstitial water. There exists, however, an irreducible interstitial water. for a particular sand, that is the fraction of the pore space occupied by water when the capillary pressure at the particular point in question is at an equilibrium with the hydrostatic head of the oil sand in the reservoir. For this discussion the term "irreducible water saturation" will be used in place of "irreducible interstitial water saturation" for the sake of brevity; however, they are understood to be identical. A great amount of work has been devoted to the theory and methods for studying the irreducible water saturation and its related capillary pressure. As a result of the publications of Leverett;' Hassler, Brunner and Deahl;2 Calhoun and Lewis;3 and others, the role of capillary pressure studies is being accepted by the industry as a tool for studying suhsurface phenomena. Many techniques have been developed and published for determining the capillary pressure and irreducible water. In general, these techniques may be grouped into three classifications. One of the first was the capillary pressure method described by Leverett1 and expanded by Bruce and Welge.4 The experimental results were compared with water saturation of cores obtained using oil-base mud. Thornton and Marshall compared the irreducible water saturation of core samples determined by the capillary pressure method and by salinity and reported good agreement between the two methods. The second classification for determining the irreducible water and capillary pressure may be referred to as the "centrifugal force method." The general technique is similar to the capillary pressure method except that the force driving the reservoir fluid from the sample is of a centrifugal nature. A complete description of this method was presented by J. J. . McCullough and F. W. Albaugh.6 A process, the reverse of the capillary pressure method, was presented by W. R. Purcell.7 Mercury under pressure is driven into the pores of the rock and the saturation of the core determined at each applied pressure. The resulting capillary pressure curve is used to evaluate the irreducible water saturation. The techniques mentioned are singular in their approach to the irreducible water saturation. In all cases. an external force was applied to the core. The forces employed in the evaporation method are the vapor pressure of the liquid causing evaporation, the kinetic diffusion forces. adsorptive forces and. to a lesser degree, the viscous forces resisting flow to the surface. The basic definition of irreducible water is that water held in a state of equilibrium between capillary and hydrostatic forces This water has been described by previous investigators as being held in the microcapillaries too small to support fluid flow. Actually, this fluid volume is made up of the water in the microcapillaries and as a film adhering to the surface of the crystals. All capillaries. therefore, possess some liquid as a film, the thickness of the film being dependent on the properties of the fluid and solid. A discussion of experiments with references pertaining to the measurement of this immobile layer next to the solid surface can be found in the text by J. J. Bikerman.8 Eversole and Lahr calculated the thickness of this layer to be in the order of 10 ' to 10' cm for aqueous solutions and glass. Between two quartz surfaces they found the thickness to be 2 x 10 cm. The work of Volkova, on the capillary movement of water and toluene in quartz grains, indicated the thickness of the Immobile layers to be near 10' cm. Since any measurement is an average value, it is easy to understand that an absolute value would depend on the roughness of the surfaces involved and the complexity of the system. A calculated effective pore radius of 2 x 10 cm is obtained at the, irreducible saturation of a porous media in a water-air system when a capillary pressure of 100 psi is applied. Since the separation of the sand grains is of the same approximate magnitude as the immobile layer.

INTRODUCTION The trend in the coal industry for many years has been to make every- thing "bigger and faster." This also holds true for loading and storage facilities. Where once a 1 million st per yr (910,000 mt/yr) mine was rare, 3-5 million st per yr (2,730,000-4,550,000 mt/yr) mines are not uncommon today in the bituminous industry. This great increase in production, made possible through mechanization, requires greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend to- ward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw-coal storage and blending facilities. The development of the unit train with its attendant economics has contributed more than any other factor to the widespread construction of storage and high-speed loading facilities. Since the development of dispersion-hardenable lead-antimony alloys' in the laboratories of the Western Electric Co., Inc., studies have been made of the effect of various third constituents on these alloys.2 This paper covers a study of the effect of small amounts of arsenic. This element is important since it occurs as an impurity in many commercial antimonial leads and the results obtained are particularly interesting as indicating a class of addition agents which exert a stabilizing effect on dispersion-hardened alloys. Experimental In order to study the effect of increasing amounts of arsenic, a series of alloys were made up containing 1 per cent. antimony, and arsenic varying from 0. to 0.10 per cent., the balance Doe Run lead (99.997 per cent. lead). The alloys were cast into bars 1 1/2 in. wide by 3/4 in. thick and cold-rolled to about 1/8 in- thickness. Three samples of each composition were annealed 1 hr. at 225" C. and quenched in water. THE modulus of elasticity is defined as the ratio of stress within the proportional limit to corresponding strain. This property, as thus defined, is a constant for each kind of material; and in tension or compression is usually designated by the symbol E. The modulus of elasticity serves as an index of the stiffness of a material or a measure of its ability to resist change of shape under stresses not higher than the proportional limit. In view of the frequency with which the modulus of elasticity is used in engineering calculations, it is surprising to note the uncertainty that exists as to authentic values, and the marked lack of published information relating to the variation of the constant E within individual alloy systems. A value of 10,000,000 lb. per sq. in. has been quoted as representative of aluminum and its alloys. This value has been found to be approximately correct for pure aluminum and aluminum alloys in which the total percentage of the alloying elements is low, but seriously in error in the case of alloys that contain relatively large amounts of the alloying elements.

The effect of using an anionic collector, Reagent 308, a sodium petroleum sulfonate, with a cationic collector, Armac T, a tallow, fatty acid amine acetate, was studied in a series of monomineralic flotation trials with the alkali feldspars and heavy minerals, ilmenite, rutile, garnet, and monazite. This combination of cationic and anionic collectors is employed to float feldspar and heavy minerals from quartz in the beneficiation of sand in Normanville, South Australia, to produce a suitable quartz sand for glassmaking. In the alkali feldspar trials, Armac T additions were held constant, while the 308 additions were varied. In the heavy mineral trials, the 308 was held constant while the Armac T was varied. Peak enhancement of the feldspar recovery was noted when the 308 additions were between 25% and 150% that of the Armac T additions. At higher 308 addition, depression of feldspar flotation occurred. This appears to be due to a neutralizing effect in the combined collector system and to the formation of a nondissociating complex of both collectors. This variability in flotation response when Armac T is used with 308 suggests that the two collectors do not act independently of each other.

THE phase Ti2Ni has been described by Laves and Wallbaum,1 who found the phase to be face-centered cubic with 96 atoms per cell, by Duwez and Taylor,2 who confirmed these observations and reported a lattice parameter of 11.333A, and by Rostoker,' who reported the structure to be isomorphous with the double carbide Fe,W,C, type E93, and to have a lattice parameter of 11.29A. In this study a group of isostructural phases has been found among alloys of certain second and third long-period transition elements. The systems investigated included all the combinations of zirconium and hafnium with the Group VIII elements rhodium, palladium, iridium, and platinum. There is evidence that many of these new Ti2Ni-type phases require oxygen for their stability in the temperature ranges in which they were studied. EXPERIMENTAL PROCEDURE Alloy samples weighing 5 g were prepared by arc-melting metals whose purity is indicated in Table I in a helium-argon atmosphere. The St. Joe Minerals Corporation Lead Smelter and Refinery have been in continuous operation at Herculaneum, Missouri since 1892 as the Herculaneum Lead Smelting Division. Over the years, the plant has undergone many changes to increase production, improve the technology, reduce the cost of operations, and produce the highest grade of primary lead. The latest alterations were begun in 1950 and completed in 1970 and have resulted in the Herculaneum Smelter capacity being increased to in excess of 200,000 tons per year (180,000 metric tons). This increase has made the Herculaneum Smelter the largest in the United States, and second largest in the world. This paper will describe the Herculaneum Smelter equipment, processes, and material balances. Particular emphasis will be given to the McDowell-Wellman 10' x 100' (3 x 30 meter) up-draft sinter machine and ancillaries; to the new Heavy Smelting Department (blast furnaces and drossing section); to the new Lead Refinery and its automatic casting equipment and to the gas handling system including the 340 tons per day (305 metric) Sulfuric Acid Plant utilizing a -four pass converter. The description will include photographs, flow sheets, tonnages and assays where applicable.

AN unprecedented expansion of the mineral industries began in mid-1950. There are few minerals on the strategic list for which some source of supply here at home has not been found. All types of inducements have been utilized, ranging from RFC loans to guaranteed-price purchase contracts. No one can deny that tremendous progress toward mineral self-sufficiency has been made. Despite the greatness of these accomplishments, made' in the name of national defense, one cannot help but. have a feeling of uneasiness over the price which has been paid-in indebtedness, in freedom, and in the sacrifice of private enterprise. The people of the Soviet have been enslaved by a military state which attempts complete control of the economy. A similar yoke has been imposed on the business life of this nation. Of course, there is a difference in degree of control and in purpose. We are dedicated toward defense and the resistance of aggression. And, our personal liberties have not been usurped. The realization of the extent to which this nation has been forced by Communist aggression to adopt the practices of the socialized state is appalling.

As far as rapid determination of oxygen in liquid steel by means of a galvanic cell is concerned, I should like to summarize in a few words the activities of Centre de Recherches Metallurgigues (CRM) in Belgium. This work has been conducted both in a laboratory (Tammann and Induction furnaces) as well as on an industrial scale (converter and ladle). The galvanic cells developed by CRM are of two kinds: one with an air reference and one with a solid reference. As far as galvanic cells with air reference are concerned, we have tested numerous solid electrolytes (zirconia, spinel, and alumina). We finally chose zirconia sheathed with quartz. In order to be in a position to accurately determine the time when thermal equilibrium is reached, it was deemed useful to fit the galvanic cell with a Pt/Pt, Rh thermocouple, so as to follow the temperature variations at the interface of the solid electrolyte, until the temperature becomes equal to that of the bath. In actual fact the solution is highly interesting since it is possible to determine both the oxygen activity and the temperature of the bath with a single cell.

This paper states that progress in blast-furnace engineering during the past five years is unimportant except for the advent of the electric precipitator for gas cleaning. It describes improvements in certain furnace details and in materials of construction. The paper is largely given over to a discussion of difficulties in operation due to disproportion between the diameter of the present-day furnace at the bosh and at the stock line. It is proposed to remedy this disproportion, and to restore relations in the diameter of stock line and bosh as they formerly existed, by a new method of filling. This method requires a double bell arranged to discharge towards the periphery or towards the center of the furnace. Coke is classified into two sizes, the small size going to the middle of the furnace, and the larger to the periphery along with the ore. By this means the resistance of the center of the furnace is increased, and the stock line diameter may be greatly increased. The writer believes that these modifications will result in a somewhat improved fuel economy and regularity of operation and also in a very greatly reduced production of flue dust.

The hacienda Sauceda is one of the largest and finest haciendas in the vicinity of the City of Zacatecas, Mexico, and is said to reduce ores by the Patio process more cheaply than any other establishment. It receives its supply of ore from the San Acacio mine. This mine has been for some time, like most of the Zacatecas mines, out of bonanza, and yields, at present, ore of rather low grade. The silver occurs principally as silver-glance, ruby-silver and native silver, associated with pyrites of iron and copper, and some galena and zinc-blende, in a gangue of pure quartz, which takes the form of amythyst whenever the ore is of high grade. All the ore, as it comes from the mine, is broken by hand into small pieces, and sorted before it is delivered to the hacienda. Here it is first crushed dry in Chili mills, and then ground wet in arrastras to an impalpable powder. The sulphurets not decomposed in the patio process are separated in the settlers from the tailings and concentrated by hand. By roasting them in a reverberatory furnace with carbonate copperores, "magistral" is obtained. All machinery is driven by mulepower.

I HAVE lately had occasion to examine sulphuretted ores of bismuth' both from Tudor, Ontario, and Latete, New Brunswick. The former consisted chiefly of bismuth-glance, carbonated at the outcrop, and within associated with some metallic bismuth, iron-pyrites and graphite, in a quartz gangue. In the second locality, where it appears to be present in considerable quantity, the veinstone is also quartz, but the associates of the bismuth-glance are chalcopyrite and galena. The treatment of such mixed ores in the furnace for the extraction of the bismuth could yield only a very impure product, and in view of the high price of the metal I tried with success a wet method for the treatment of the ore, which is based on well-known chemical reactions, and may, in some cases, be advantageously used. The pulverized ore is dissolved by heat in commercial nitric acid, and the remaining gangue washed by displacement, first with a little strong acid (which is used to attack a fresh portion of ore) and then with a moderate quantity of water, which is added to the first solution. LUTHER B. EAMES, Pueblo, Colo. (written discussion*).-In reading Mr. North's interesting paper, several points have been noted that appear to warrant discussion. With a feed all through 20 mesh, I feel inclined to question the use of steel balls as large as 2 in. in a tube mill. I have seen balls as small as-3/4 in. used for the dry grinding of cement clinker, and surely many more points of contact would result from smaller balls. This would seem to be desirable in a mill as short as 6 ft. The heavy load in the classifiers would also indicate a high proportion of returned pulp. I hope that some discussion by Mr. North -and others may develop this point. The flow sheet on page 1181 shows the solution returning from the dam valued at 40 c. per ton being added to the last decantation tank. Theoretically, this solution should not be added to that of a lower value. As I calculate it, if this solution were added to tank X the solution finally discharged from tank Z would be reduced in value by nearly 4 c. per ton.
