CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

BOB VAN PELTS boyhood days in the mining atmosphere of Colorado apparently influenced him to direct hip college education first towards geology, at. Cornell College, then to mining at Michigan College of Mines and finally to graduate work in geology at the University of Chicago. He taught geology at his alma mater. Cornell College. served as geologist for the National Park Service then was on the staff of the Illinois Geological Surrey investigating and mapping mineral resources, and in 1928 because chief of the department of geology, mining, and metallurgy in the newly organized Rosenwald Industrial Museum (now the -Museum of Science and Industry,). He was made assistant director of the Museum in 1931.

The control of thickener operation has proved difficult due to a lack of understanding of thickener operation and the long retention times involved. This is particularly true in counter current decantation circuits where the interact ion between thickeners further complicates the control problem. In this paper, the control aims and controlable variables are identified, and the development of a control system is discussed. Models of the sedimentation process, as carried out in thickeners, have been primarily aimed at thickener design. These models are examined and utilized in a dynamic model development. A preliminary dynamic model of the thickener operation is discussed here with relation to control application and its use in CCD circuit control examined.

The study of the condensation of zinc from its vapor was undertaken to shed light on certain problems encountered in large-scale electric zinc-furnace work recently conducted. It is a matter of common knowledge that one of the disadvantages of the arc type, electric zinc furnace, is the production of a large amount of blue powder and proportionately little liquid spelter, for, as stated by Stansfield,1 "A notable defect in the electric smelting of zinc ores is the difficulty experienced in obtaining the distilled zinc in the liquid state; when zinc ores are smelted electrically, very little liquid metal is commonly obtained, nearly all of the zinc being in the state of powder."

PLANS for the World's Engineering Congress in Japan are rapidly taking shape. The Congress itself will be held in Tokyo in the week beginning Oct. 30, and will be followed by a second week of short excursions to points of interest, and this, in turn, by a two weeks' excursion through the Inland Sea and to Manchuria. Aside from the time each may desire to spend in Japan, from 30 to 42 days, according to route, must be allowed for travel from New York to Tokyo and return, with correspondingly' shorter time from intermediate points. 262. Parallel Grouping. - Connected with the subject of twin crystals is that of the parallel position of associated crystals of the same species, or of different species. Crystals of the same species occurring together are very commonly in parallel position. In this way large crystals, as of calcite, quartz, fluorite, are sometimes built up of smaller individuals grouped together with corresponding faces parallel. This parallel grouping is often seen in crystals as they lie on the supporting rock. On glancing the eye over a surface covered with crystals a reflection from one face will often be accompanied by reflections from the corresponding face in each of the other crystals, showing that the crystals are throughout similar in their positions.

X-ray fluorescence analysis can be profitably applied in the mineral industry by improving evaluation and control analyses, while offering lower cost and greater speed than conventional methods. Chemical analyses are not only a major item of cost in exploration and mining, as well as in milling and chemical treatment, but often cause evaluation and control of processing steps to lag behind operations. In the fields of geology and mining, the X-ray technique can be employed without destroying samples and, if necessary, specimens can be analyzed and then used, unchanged, in other evaluation techniques. Results are quickly made available for decisions on progress of exploration or sorting of waste and ore.

The flotation and, more importantly, the depression of calcite has been extensively studied, especially in terms of collector, pH, and metal ions. A basic laboratory study was undertaken to determine the effect of metal cation, pH, and hydrosol concentration on the flotation of calcite. Results indicate that at constant pH and soluble-silicate and metal-ion concentration, flotation of calcite decreases in the order: [ ] In the case of metal-silicate hydrosols, a higher pH of formation results in higher calcite flotation recovery. Data are insufficient to permit any conclusions regarding the behavior of mono- and trivalent ions. Possible theories to explain the foregoing observations are developed in the paper.

Because of U.S. Forest Service regulations and the consequent cost of leaving several diamond drill holes open at the same time, it was necessary to develop an electrical method that could be used in one hole at a time to extend known mineralization. This was achieved by balancing the surface current electrodes so that the two potential electrodes in the hole being surveyed were in the same equipotential surface. This condition eliminated stratigraphic response but enhanced any asymmetry due to ore between the hole and either current electrode. This method was successfully used in mineralized holes at West Fork, Reynolds County, Mo., to show the direction in which to extend the drilling into areas of better mineralization.

INTERACTION of dislocations on intersecting slip planes has long been considered a primary cause of work hardening in metals. Easy glide and low work-hardening rates have been observed experimentally only when single-crystal specimens were oriented so that one slip plane was initially favored. When single-crystal specimens have been oriented so that initially two or more slip planes were equally favored, high initial work-hardening rates have been observed. With oil consumption increasing more rapidly than known reserves in industrial countries, there has been a growing interest in the production of synthetic crude oil. The main starting materials for such production are coal, oil shale and tar sand, all of which occur in enormous quantities in North America. A process sequence suitable for all three of these starting materials incorporates a preliminary retorting step to produce oils for subsequent hydrotreating. For this retorting step, a technique known as the Lurgi-Ruhrgas process has proven highly efficient. The process has been commercially used for the flash carbonization of coal and has also been tested in pilot- plant experiments with oil shale and tar sand.

THE gravity concentrator of the Hecla Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. The results obtained for the selective flocculation of natural ores do not usually agree with the corresponding properties of the constituent minerals when present alone. This is mainly due to the presence of dissolved mineral species which can interact in many ways with other components in the system and alter their behavior. In this paper, the effect of dissolved species on the flocculation and electrokinetic properties of sulfide minerals is discussed. Dissolved iron, copper, and nickel (Fe, Cu, and Ni) species are found to affect the properties of natural chalcopyrite and pentlandite in certain pH range. The study of the mechanical properties of geologic materials was initiated in the Mining Research Section of the Fuels and Mining Practice Division in 1951 as part of a fundamental study of ground stress in Canadian coal mines.1 Early in the investigation of the mechanical properties of geologic materials, however, it was realized that the test results are influenced by the rate and the duration of loading. For this reason, laboratory investigations2,3 were undertaken to study the effect of long-period uniaxial stress on the deformation and failure properties of these materials. A literature survey indicated that work on the time-dependent properties of geologic materials had been very limited in the past.

The plant of the National Smelting Co., a corporation controlled by the Horseshoe Mining Co., was built during 1901 to smelt the dry siliceous ores of the northern Black Hills, extracting the gold- and silver-values in a matte of low copper-percentage which is shipped to Omaha and Denver for refining.
