R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one's it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

THIS method of melting with a little wind furnace is called by many melting with air. It is a method that is done with little labor. First a furnace is made with crucibles and charcoal. It is small or large as you wish, without blast from bellows, but not without a draft of air which proceeds from the place where it is made and from the arrangement of the furnace.* This, after a certain period of time, has the effect of melt- [ ] gin the thing in the quantity that you wish, provided, however, that you proportion it properly to the space, to the fire, and to the air which makes the wind. In order to make this, the aforesaid furnace is first made of bricks, or it is dug out of an elevation of stone or [106V] in a wall of clay. It can also be made portable with iron bars and loam as I shall tell you. However you may make it, you must place it in a spot that is windy, for instance, in some large room or opposite doors or windows. It is made round or square as is most pleasing to him who is to make it. But here we will now say that it is to be made square for greater convenience of building with bricks. One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. Nature: Man is but one of the creatures which in- habit the earth, a dust speck in the universe. Thinking man has been concerned with his place and purpose in the universe since the earliest Egyptian and Chinese philosophers. Ancient creeds, as well as modern religions and philosophies of life, were concerned with the same problem. While such considerations and concepts have been valuable, theoretical philosophizing and dogmatic concepts are inadequate for a satisfactory solution of world problems of today. The concepts of man and life and their ultimate purpose should be sought in the relations of intelligent man to man and their relation- ship to the physical world. The quintessence of nature's accomplishment-man- is also the greatest disturber of nature and the greatest enemy of his own kind. While his spirit and mind defy and overcome natural limitations, his physical self is controlled by the same basic biochemical laws that govern any other form of living matter. This paradoxical duality of human voluntary and involuntary relations to nature is the source of the perpetual conflict between mind and matter. Therefore, the higher the spiritual evolution and perfection of the individual's mind, the greater and deeper the conflicting elements in their expression; and conversely, the simpler the mind or the mental and spiritual heritage, the less is the individual concerned with the conflicting elements.

Arthur G. Metcalfe (SOLAR)—Three explanations to account for mechanical nucleation effects are considered in the paper, viz., theories based on fragmentation, agglomeration, and pressure-wave mechanisms. The authors show that none of these mechanisms will explain the results observed with tin and Sn-Pb alloys. A fourth mechanism of nucleation enhancement was developed during work at Armour Research Foundation on casting of beryllium and, although presented briefly on various occasions, the theory has never been discussed adequately. It is believed that this theory will explain many of the observations. Classical homogeneous nucleation theories assume that embryo nuclei are formed in the melt as a result of compositional and/or thermal fluctuations. Stable nuclei are formed when a critical size is reached such that the decrease in free energy for conversion of this volume of melt to solid offsets the increase of surface, energy. The assumption is made that the average properties of liquid and solid metal can be used. In practice this assumption is invalid and indeed is contrary to the postulation of thermal and compositional fluctuations in the melt. Actually the conditions favoring embryo formation bring the seeds of its own destruction—the thermal and compositional fluctuations leave the embryo surrounded by atoms of higher thermal energies and/or by solute atoms that depress the melting point. New York Meeting, October 16 and 17, 1913.-The One Hundred and Sixth meeting of the Institute for the reading and discussion of professional papers will be held in New York City, on Thursday and Friday, October 16 and 17, 1913. Headquarters will be at the Institute office in the Engineering Societies Building, 29 West 39th Street. The sessions will be held in one of the assembly rooms of the building. Because of the many valuable papers on iron and steel obtained with the assistance of the Iron and Steel Committee, which papers could not appropriately be presented and discussed at the Montana meeting, this October meeting of the Institute is held for the purpose of reading and discussing these papers, most of which will be printed and distributed in advance. The members of the following societies have been invited to attend the meeting, and several have accepted and declared their intention of taking part in the proceedings: American Society for Testing Materials, American Iron and Steel Institute, American Society of Mechanical Engineers, American Society of Civil Engineers, American Institute of Electrical Engineers, American Foundrymen's Association. The meeting will be conducted under the auspices of the Iron and Steel Committee, and the latest revised program of the proceedings will be found on page xi, under the notes of this Committee.

A METALLURGICAL process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the dis-tillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working block must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort -to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retort-ing plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the- introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties.

A paper by Rose1 has called attention to some of the problems of wetting-liquid relative permeability measurement. The premises and conclusions set forth by Rose, namely the applicability of the Hassler scheme of measurement, will be accepted. In addition, it will be concluded that certain electrical analog circuits can be used as a pattern for consideration of possible hydraulic systems of measurements. NEW SCHEME OF MEASUREMENT The object of this note is to propose a new scheme of wetting liquid relative permeability measurement. It is significantly different from those heretofore described, nonetheless it is based on Hassler concepts. The scheme is illustrated in Fig. 1 in terms of the corresponding electric circuit analog. It may be designated descriptively as the "comparison" method of wetting-liquid relative permeability measurement. In this circuit, R, represents the resistance of the core sample which is being studied for relative permeability characteristics, R represents a "standard" resistance, R represents the combined series resistance of the barrier pads, R R2 represent the combined series resistance of barrier pads in the manometer circuit, C, C represent the capacitance of the manometers, E is a constant voltage source, S is the switch or stopcock. The important question of the metallurgical value of the coals of the Rocky Mountains and the Pacific Coast is to be settled, of course, by practical experiment. Meanwhile, as I have had occasion to point out, the proximate analyses of these coals throws little light upon it, and is, indeed, likely to mislead the metallurgist, if he compares it with the results of similar analyses upon bituminous and semi-bituminous coals. With the view of showing how large a proportion of the material usually classed as(" volatile matters " consists of combined water, or oxygen and hydrogen presumably in chemical combination, I have collected a number of ultimate analyses from various sources, in the following tables. (New York Meeting, February, 1913.) THE Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per mouth. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p.. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political, conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate.

The habit plane of proeutectoid cementute precipitated from austenite was studied using a two-trace surface (analysis coupled with a direct X-ray back-reflection determination of the orientatzon of the parent Matrix. The results were the same as those obtained by earlier workers1 - 2 who used Indirect methods to determine the orientation of the matrix. The data indicate that a range or habit planes in the parent phase is operative which is not in agreement with accepted existing theories. In 1933, Mehl, Barrett. and smith1 obtained a non-unique result in a study of the Widmanstätten habit plane of proeutectoid cementite. Their data are shown in Fig. 1. These results were verified by Greninger and Troiano,2 although they did not pre-sent any data. Both of these investigations relied upon indirect methods of determination of the matrix lattice orientation. Theoretical considerations of Widmanstatten precipitates have usually proved or assumed an orientation relationship between matrix and precipitate; the habit plane expressed relative to the matrix is generally unique, although it may be irrational.3 Opinion is divided as to the factors influencing the choice of habit plane. Mehl4 felt that a nucleus which was plate shaped to minimize strain energy and surface energy during its formation could maintain this shape by the point effect of diffusion; the

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.

This paper presents the theoretical derivation of the distribution equation for single fracture. The equation is shown to accord with experiment. Several empirical size-distribution equations have been proposed to describe the size of broken materials. Among them are the Gaudin-Schuhmann equation and the Rosin-Rammler equation.3*4 The Gaudin-Schuhmann equation relates the relative fraction of undersize to relative size —. In this relationship Mo is the total weight of crushed sample, M(x) the weight of undersize contained, x the size considered, K a quantity called the size modulus, which together with the slope parameter, m, characterizes the product. The slope parameter is usually close to unity. The Rosin-Rammler equation relates the same relative fraction of undersize to the relative size modulus by an equation of different form In this relationship, e is the base of natural logarithms. In the fine size-range when m is unity both equations give Gilvarry and Berstrom have sought a size distribution equation having a sound theoretical basis. They have come to an equation taking into account the effect of volume, surface and edge flaws in fragmentation. If the effect of the volume and surface flaws is neglected, the equation taking only edge flaws into account has the form of the Rosin-Rammler equation. It is well known that many so-called free-milling silver arcs are so classed more from their value necessitating a cheap process than from a real adaptability to raw amalgamation. Such low--grade ores, carrying more or less sulphurets, are more profitably treated by a cheap rapid process than by the more effective but costly process of roasting arid amalgamation. The tailings are sometimes crudely concentrated, or, after lying and becoming partially oxidized, are again worked in pans. Of late years, by the use of improved methods of concentration, many old low-grade tailings-piles have been reworked to a good profit; and in some improved mills arrangements are made to concentrate before or after amalgamation, thus making a single treatment in mill suffice. It is self-evident that on a low-grade ore a small increase in percentage saved is of no commercial advantage if accompanied by a material increase in cost, and therefore a cheap and continuous system of work is the real necessity, if a fair saving be effected. As an illustration of the possibilities of combined concentration and amalgamation on some ores, the following results of a working test at the New York Ore-Milling and Testing Works will be of some interest.
