THE data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the, grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries' 1 hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that the grains of a "slug of pressed pure electrolytic iron powder"were coarser, perhaps 12,000,000µ2, after a 3-hr. exposure to 1000° C. than after a 3-hr. exposure to 1250-1300°, when they were about 35,000µs. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000° heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950° or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state.

In many lines of engineering, much excellent standardization work had been done before the war but the war emphasized its importance and showed most clearly the need of cooperation to prevent the confusion caused by the promulgation of overlapping standards by independent bodies. The American Institute of Mining and Metallurgical Engineers, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Society for Testing Materials, recognizing the value of what had been done, invited the Government Departments of War, Navy and Commerce to appoint representatives to act with them to continue this work; the body so formed is the American Engineering Standards Committee. It has required time to definitely formulate its objects and to arrange methods for accomplishing them that would be effective without interfering with the many organizations that have been doing such excellent work in this line. The American Engineering Standards Committee has just completed and adopted a revision of its Constitution, which has been sent to the Governing Boards of all the Departments and Societies represented on the Committee with a request for its ratification. The new Constitution changes the name to American Engineering Standards Association as more fittingly indicating the wide scope of the interests involved. The objects of the association are stated as follows: 1. To unify and simplify the methods. of arriving at engineering standards, to secure cooperation between various organizations and to prevent duplication of standardization work. 2. To promulgate rules for the development and adoption of standards, 3. To receive and pass upon recommendations for standards submitted as provided in the Rules of Procedure, but not to initiate, define, or develop the details of any particular standard. 4. To act as a means of intercommunication between organizations and individuals interested in the problems of standardization. 5. To give an international status to approved American engineering standards. 6. To cooperate with similar organizations in other countries and to promote international standardization.

(Butte Meeting, August, 1913.) IN giving my opinion of the importance of Colombia as a field for investment for those interested' in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of them all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. .Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the . total production of the precious metals of Colombia, dating from the Spanish conquest in the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance, being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating. A glance at the map of Colombia shows the territory somewhat in the shape of an outspread human left hand extended palm downwards on the paper, with the wrist adjoining the Republic of Ecuador, the bones of the hand, fingers, and thumb representing the divisions of the great Andean mountain chain known as the Cordilleras of Colombia. The purposes of this statement are to define a problem that exists in regard to the estimation of developed petroleum reserves, to analyze the problem in an abstract manner, and to discuss it as an introduction to certain papers that follow. The problem is to devise and develop a suitable procedure to permit more accurate estimates of developed petroleum reserves. Part of the problem is to make such estimates available earlier in the life of any particular pool. The problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became acute, some of the more prominent reasons being as follows: 1. The standard method of estimation depended on production-decline curves. This method is inapplicable while curtailment prevails and available methods arc insufficient. 2. The retarding influence imposed by wide open flow conditions upon overdevelopment is absent. Great losses of capital by overdevelopment can now occur before realization of the true situation occurs, or before effective steps can be taken to stop such wastage. This increases the need for early, accurate estimates. 3. Above-ground stocks have diminished and the equivalent of such supply tends more and more to be retained underground in the natural reservoirs. It becomes increasingly necessary to know accurately the amount of these stocks. To direct attention to an additional point of different nature: improved accuracy of reserve estimation can be obtained only by closer scrutiny of the factors that determine recovery. This examination and the resulting efforts to measure the effect of these factors in terms of ultimate recovery must tend to improve ultimate recovery. The statements regarding the acute nature of the problem also indicate to some extent the importance of the problem and the necessity of finding a solution. I have frequently stated that while the chemical composition of steel is important, yet even greater importance is connected with the mechanical and heat treatment of the metal. During the past year I encountered such a positive example of that fact that I deem it worth putting upon record. A prominent railway system divided an order for open-hearth steel rails between two steel works, both of which are under the control of the same corporation; giving to one about 18,000 tons, and to the other 7,500 tons of the same section and to be made under the same specifications. The rolling results obtained in the two mills varied so widely that a study of the figures is intensely interesting and serves to illustrate the advantages obtained by carefu1 ingot casting, and, quite as pertinently, the possible benefits of careful subsequent heating and rolling with moderate reductions in the rolling process. The smaller order was rolled complete in four installments during the same months that the larger order was being made in six separate installments; but, to permit of exact comparisons, the totals of the four installments (completing the order with the mill which I will call A) are given with the totals of the first four installments of the larger order, made by the mill designated as B. [In discussion of the paper of Mr. J. C. Bayles, read at the New York meeting of September, 1890, Trans., xix., p. 18.1 It is often so difficult to locate the causes of failures of machinery and apparatus which can be examined and studied at leisure, that it is not surprising that the causes of explosions should escape detection. Usually the explosion is the first evidence that anything is amiss, and the time for observing the conditions is necessarily brief. An incident in a welding-works near Essen, Germany, might be cited as exemplifying what trifling causes may lead to disaster, and how difficult, under the most favorable conditions, it may be to discover them. A blowing-engine was arranged with two suction-pipes at each end of the blowing-cylinder—one leading to the air, and the other to the gas-holder. Each pipe was provided with a valve, and all were so adjusted that the cylinder drew in gas and air in the proportions found most advantageous. The gases from the cylinder were carried directly to the furnace through suitable pipes, and while the cylinder was provided with relief-valves, every effort was made to prevent explosions, principally by compressing the gases to a point where the rate of efflux of the mixture was greater than the velocity of combustion, if the expression is here allowable. It was found that the apparatus would work satisfactorily for some time, and then the relative proportions of the mixture would change, and an explosion might have been the result. Experiments consuming days were made to discover a method of averting this danger, but they were unsuccessful, until it was observed that the change in the composition of the mixture of gas and air took place when the gasometer began to rise or fall—the back-pressure due to friction when the holder was rising or its absence when falling being sufficient to change the conditions. In the recent litigation for the possession of franklinite by one party and of zinc-ore by the other party, it was shown by the evidence of experts familiar with the original condition of the outcrops that at Mine Hill a more or less disticctly defined layer of red zincore underlay the heavier and larger body of the franklinite, so-called ; this layer or bed of zinc-ore dipping under the franklinite upon the western cropping, while at Stirling Hill, two miles south, the conditions were apparently reversed, the zinc-ore overlying the franklinite. An explanation being required, it was shown, first, that at both places, at Mine Hill on the north and at Stirling Hill on the south, the ore-bed lies in a synclinal or trough-like fold with the red zincore under the franklinite; and secondly, that at Mine Hill, we see chiefly the outcrop of the western part of the folded bed and at Stirling Hill the eastern part; the Mine Hill cropping being on the western slope, and the Stirling Hill cropping on the eastern slope of the hill. Thus the ''back vein" at Stirling (the western outcrop) corresponds with the front-vein at Mine Hill, and, like it, has the red zinc-ore on the foot-wall, while the front-vein or eastern cropping at Stirling corresponds to the back-vein or eastern cropping at Mine Hill in the part of the bed generally known as the " buckwheat-field vein." If the ore-bed were continuous in one synclinal trough between the two localities, no further explanation would be required. But it is not so ; and the synclinal folds at both places pitch steeply to the north, bringing the beds to the surface in horseshoe-like curves at their southern ends or croppings, and carrying the beds far below the surface northwards. Copper has frequently been recommended as an alloying element for steel and the precipitation-hardening of steels containing from 1 to 2 per cent copper has been studied by a number of investigators. The straight copper steels, however, have not been used extensively and little advantage has been taken of the precipitation-hardening of complex steels containing appreciable amounts of copper. It is difficult to produce a satisfactory surface on the straight copper steels and undoubtedly this has discouraged their use. During recent years a number of steels containing enough copper to make them susceptible to precipitation-hardening have been put on the market. These steels belong to the group usually referred to as "low-alloy high-tensile " steels. They were designed for use in the " hot-rolled" condition; transportation equipment and large structures that cannot be readily heat-treated have been their chief application. Little emphasis has been placed on the possibility of strengthening those containing substantial amounts of copper by precipitation-hardening. The present investigation was undertaken to determine the precipitation-hardening characteristic of one of the "low-alloy steels." Previous Work The first complete study of the effect of time and temperature on the precipitation-hardening of plain copper steels was made by Nehll in 1930. At about the same time Bucholtz and Koster2 studied copper-chromium steels but did not determine the relation between time and temperature to produce maximum hardening. Later, Smith and Palmer3 determined the rate of hardening at various temperatures for two I per cent copper steels containing different amounts of carbon. Their tests indicated that the higher carbon content decreased the rate of hardening. They made tests on many steels containing other alloying elements in addition to copper, but did not determine the time-temperature relationship for maximum hardening for any of the complex steels. Norton,4 in studying the limit of solid solubility of copper in iron, determined the time for maximum hardening of a 2.06 per cent Cu iron

Many able men have contributed to the subject of coal classification, and recent publications on the subject have indicated a crystallization of opinion in that connection which promises the development in the near future of a scheme of coal classification which will be of real and increasing value to coal producers and users, as well as to those interested in coal on more exclusively scientific grounds. It is obvious that such a classification must be simple; must be based upon readily ascertainable factors; and if properly developed will apply to the whole range of coals between peat and anthracite and not merely to certain types of coal. Many of the numerous schemes of classification proposed in the past have given quite satisfactory results when applied to the higher rank coals, but have broken down when applied to the younger coals of higher moisture, and, as previously pointed out by the writer,' this breakdown has been due to the practice of ruling out "moisture" as an essential component of the volatile matter reported in the customary proximate analysis of coal, whereas a review of the mode of formation and natural history of coal satisfies us that moisture is a normal and natural ingredient among its volatile constituents; and a knowledge of analytical practice shows that the "moisture" and "volatile matter" reported are both mixtures of moisture and volatile matter, rather than sharply differentiated distillation fractions. After an extended consideration of the subject the writer regards the conventional proximate analyses of coals as affording the information essential for a both practically and scientifically satisfactory c1assification—assuming that the coal samples compared have been collected and analyzed according to standard methods. Two variables are required for a workable classification, and these appear to be afforded by the calorific value and proportion of volatile constituents (including moisture) credited to the coal on an ash-free basis. The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present. The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

The Captain mine came into being under the following circumstances: 1) Commonwealth Edison had need for fuel for the generation of electricity in their Chicago service area. 2) Southwestern Illinois Coal Corp. had an ample supply of coal in the Illinois No. 6 and No. 5 seams. 3) The Gulf, Mobile & Ohio R.R. had a one-line transportation system with the capability of transporting coal from the Captain mine to Commonwealth Edison. These fortuitous conditions permitted an effective three-way partner- ship to develop. Commonwealth Edison had built a new generating station at Joliet, Ill., across the Illinois River from the existing station, to supplement their power-generating capacity for the Chicago area (Fig. 1). The annual requirement of the Joliet station is approximately 4.5 million tons of coal. From large reserves of coal in the No. 6 and No. 5 seams, Southwestern Illinois Coal Corp. contracted to supply Commonwealth Edison with approximately 6 million tons annually from its Captain mine. The logical carrier was Gulf, Mobile & Ohio, whose mainline travels through this coal field and also passes by the Joliet station on its way to Chicago. This railroad has been moving Southwestern's coal from the Streamline mine for more than 30 years. The basic ingredients of timing, scheduling, moving, and handling were adopted by the three parties, the precise details being worked out jointly. To do this, each group had to know its requirements exactly. The initial schedule was drawn up and tentatively approved, with each party taking a hard look at its own requirements and commitments to make certain that the schedule could be met on a normal daily basis. With only minor changes, the final schedule was adopted, each participant feeling that it had a sufficient factor of safety to maintain steady operation. THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

In the paper the authors show [(Fig. 12)] in diagramatic form a "typical vacuum filtration system." This indicates a drum filter with two filtrate receivers-one for mother liquor and one for wash liquor. Have the authors ever found a drum filter that will adequately separate mother liquor from wash liquor? I recall in about 1957 being superintendent of a major copper leaching operation treating oxide flotation concentrates. The plan was being expanded, and filters installed to replace CCD following acid leaching and primary thickening of the pulp. The design of the expansion allowed the mother liquor to join the thickener overflow as feed for the electrolytic tankhouse. The water balance required that only pan of the wash liquor could be electrolysed direct, and the remainder had to be treated by lime precipitation. The design assumed the mother liquor would have the same copper content (about 50 gpl) as in the leach pulp solution, and the wash liquor about 50% of this (25 gpl from memory). You can imagine my horror when, on starting up, the solution from the mother liquor receiver contained somewhat under 40 gpl and, from the wash liquor receiver, somewhat over 40 gpl. The filters were provided by two of the most reputable manufacturers and, in the end I believe they agreed that never before had they supplied rotary drum filters that would segregate the filtrates. By changes to the valve design we made minor improvements, but eventually decided that insufficient segregation of the filtrates was possible to warrant trying to do it. On further consideration I concluded that, owing to the time delay between solution passing through the cake and entering the valve, segregation was impossible, though radical alteration of the internal piping of the filter might have improved it. I would be interested to know if anyone has found a solution to this problem using a drum filter. If not, why go on publishing information that infers that it is possible?

[Secretary's Note.—At the Spokane meeting of the Institute, in discussion of President Brunton's address on "Modern Progress in Mining and Metallurgy in the Western United States," and at the request of members present, Mr. Ayres gave an oral account of his new separator, which is here published as an independent paper, partly because of its inherent importance and partly because it describes an improvement which did not originate in the Western United States, and therefore does not fall, strictly speaking, under the title of President Urunton's address.—R. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. We are dealing with varying specific gravities, frictional difference, hardness, structure, and form in the pieces of coal and slate coming from many different veins, and

THE investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add-something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet it is extruded commercially. When the possibility of hot-working a new alloy is being considered a study of its drop-hammer test should help

The present paper comprises two parts, which have but little con nection with each other. The first is practically a continuation of the investigation on the specific gravity of gold liberated by means of acids from its alloys, on which subject I had the honor of presenting a brief note to the Institute in 1893 (Trans., xxii., 117); the second describes a series of experiments on the behavior of amorphous gold under the action of heat. By the kindness of Prof. W. C. Roberts-Austen, C.B., F.R.S., chemist to the Royal Mint, I have been permitted to conduct these experiments in the mint assay-office, all the splendid resources of which institution were freely placed at my disposal. I desire at the outset to express my obligations to Prof. Roberts-Austen and to all the staff of the mint assay-office for their kind assistance at all stages of my experiments. I.—The Specific Gravity of Gold in Alloys. In the note already referred to, I published my discovery that the gold left on dissolving out the silver from an alloy of gold and silver (which I shall here term " residual amorphous gold ") has a higher specific gravity than ordinary molten gold. I also pointed out that I had worked on very small quantities of material and with balances and weights on the accuracy of which I could not implicitly rely, and that in so far my numerical data were inconclusive, although I had but little doubt of the correctness of the broad fact. The experiments now recorded were made under the most advantageous circumstances and with various refinements. Particularly, I found that the ordinary form of specific-gravity bottle was responsible for several small sources of error; and I accordingly designed an improved form (Journal of the Society of Chemical Industry, April 30,1894, vol. xiii., p. 322), which I used for this work. The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present.. The meeting Was called to order by Vice-Chairman Albert Sauveur, Who introduced the speaker of the evening, Utley Wedge, of Ardmore. Pa. Mr. Wedge read a, paper on the chloridizing roasting of copper ores, Which lie illustrated With a stereopticon, and Which will be published in full by the Institute. After Mr. Wedge had closed his paper, Which was received with great interest by all the members. the following discussion took place: Professor Hofman said that iron was formerly thought to bo essential to the Henderson process, but that it is not absolutely essential. Mr. Wedge said that., as far as he knew, the presence of some sulphates Was an absolute necessity, and that lime ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel Was needed with the muffle furnace. By direct firing lie has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the uses from the upper hearth are not used. There is doubtless some tem-perature at Which the loss from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced.. The copper apparently does not become volatile at the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that Were needed in the former single-hearth Wedge furnaces.

THE FRENCH occupation of the Ruhr valley and other districts on the eastern side of the Rhine continued during March to be the pre-dominating feature in European affairs. There were sporadic troubles and disorders, but on the whole the Germans were passive while the French were consider-ate. However, it became more and more evident that France is not in this way going to succeed in collecting the reparations, to which of course she is entitled. It appears to be a case of Germany being unwilling to pay what is claimed from her and France being unable to make her do it. However, as the month drew on it became reason-ably clear that both the French and the Germans were becoming more and more disposed to get out of an impossible and dangerous situation. It was suggested that the basic principles upon which Germany now is ready to resume reparations payment are as follows: (I) appointment of a commission to establish Germany's ability to pay and to fix limits to the reparations; (2) a series of international loans; (3) the amount to be paid cannot exceed approximately 30,000,000,000 gold marks. From Russia came numerous reports reflecting economic and political changes there. One of these told of a Cossack insurrection in the southeast of European Russia. Another reported that the expatri-ated Russians recognized the solidity of the Bolshevik government and would contest it no longer, and would reunite with other Russians if they would recognize the rights of private property and validity of former debts. This is the same position that is taken by most of the foreign governments, and especially Great Britain and the United States, with respect to recognition of the present government of Russia. Secretary Hoover announced that it is no longer necessary to give famine relief to the Russians, their present need being for credit, not food. Lenine was reported seriously ill and probably incapacitated for further activity. Administration of the government, in succession to him, by a triumvirate was suggested.
