Ik presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent, from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel. Physically sound steel, as I would classify it, must be free from blow-holes as well as pipe. The line of demarcation between harmless and harmful blow-holes is exceedingly difficult to define. It is certainly the better and safer practice to eliminate blow-holes from the saleable portion of the ingots and to form a well-defined shrinkage-cavity or pipe at the upper crop-end of ingot. THE United Eastern Mining Co.'s property is located in the Oatman, Gold Roads mining district of Mohave County, Ariz. The mine and mill are some 26 mi. (41.8 km.) southwest of Kingman, the nearest railway connection. The ore consists of a mixture of calcite and quartz with some andesite. The values, which are mainly gold, alloyed with approximately 34 per cent., by weight, of silver, are extremely fine so that fine grinding is a most important factor in extraction. The milling process, briefly, consists of single-stage, coarse-crushing, two-stage ball milling in cyanide solution, followed by combined mechanical and air agitation, and by straight counter-current decantation. The Merrill zinc-dust precipitation method is used to recover the values, and is preceded by the Crowe vacuum treatment of the solution. The most notable features of the plant are the absence of filters, and the use of short peb mills loaded with steel balls, for fine grinding. As originally designed, the capacity of the mill was to be 200 tons per day, although the grinding end was to be capable of handling double that amount. By adding extra agitators and thickeners and by some alterations to the grinding end, the daily capacity has been raised to 285 tons. This, it is hoped, may be increased to 300 tons during the warm months of the present year. The electrostatic process of fume precipitation is an excellent example of the successful application of scientific knowledge to an industrial operation. Originally proposed for the precipitation of sulfuric acid mists, it has been extended until at present there is practically no fume-carrying gas to which the method cannot be applied. Among the more common applications are: the recovery of non-ferrous smelter flue-dust, iron blast-furnace dust, cement dust, and potash fume. It should be borne in mind that the process is restricted to the precipitation of suspended particles, either liquid or solid, and does not separate gaseous constituents. However, by proper temperature control, mixtures of vapors having different temperatures of condensation to either solids or liquids may be selectively precipitated. The process consists essentially of subjecting suspended particles, including those too minute to be effectively acted upon by centrifugal or gravitational forces, to such an electrical force that they are driven from the gas stream, acting as a conveyer, and deposited upon a suitable receiving surface. This directional impulse is obtained from the interaction of charged particles and an electrostatic field of definite intensity gradient existing between two dissimilar electrodes, known as discharge and receiving electrodes. In principle, the equipment is equally simple. As shown diagrammatically in Fig. 1, it consists of: (1) A source of high-potential direct, current,, requiring: (a) Source of alternating-current energy. (b) Means of transforming from low voltage to high voltage. (c) Means of converting alternating to direct current. (2) Precipitation chamber having: (a) Transmission tubes for fume-laden gases. (b) Suitably designed and disposed electrodes. (c) Means for affecting removal of deposited solids. The history of the mining region of Custer county has been somewhat peculiar. Although, in the broader features of geological structure, it bears a strong resemblance to its newer and now more famous neighbor, 40 miles to the northward, the Cripple Creek mining district, it has been noted for failures rather than for successful mining ventures. Yet it has a number of mines that have proved themselves to be remarkably rich, and many others that have well-defined veins and very rich ore, though they never have been worked to any great depth. A few of the deposits seemed to the early miner so anomalous in form and manner of occurrence that they were popularly described as " contrary to all geological laws." The region has had several " booms," succeeded by more than usually violent reactions, the latter having proved more permanent than the former. It was, for a long time, the favorite resort of patent-process mongers, and the ground is now strewn with relics of various unsuccessful reduction-plants. Mismanagement, ignorance and disagreements among mine-owners seem to have been quite as responsible for the want of success in the region as the quality of the ores or the form of the deposits. In the early eighties, when the booms had not entirely died out, a division, then under my charge, of the U. S. Geological Survey, undertook an examination of the region for the purpose of making a study of its ore-deposits. The areal survey was carried to completion by Mr. Whitman Cross, but the study of the mines could never be completed for the reason that most of them were closed, for one reason or another, before we had time to visit them. C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

The Committee on Technical Nomenclature, of which John T. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States. THE low-temperature carbonization of coal involves the carrying out of the coking process under conditions wherein neither the coal mass nor any of the passageways through which the volatile products pass are heated above 700° or 800° C. For convenience in this discussion, the single number 750° will be used to designate the maximum range. This temperature is not selected arbitrarily; it is the result of certain natural conditions that are inherent in the substances involved. Two of these conditions arc sufficiently pronounced to suggest a line of demarcation at this point as follows: (1) Below 750°, all the heavy hydrocarbons are expelled, which means that, at these lower temperatures, the illuminants, the gases of high calorific value, and the condensible oils are discharged; above 750°, there are given off the lean, non-illuminating gases consisting for the most part of hydrogen and marsh gas and having no condensible constituents present. (2) Below 750°, there is substantially no secondary decomposition; above 750°, the volatile products are readily decomposed, forming tars, naphthalene, free carbon, etc. It is not intended to maintain that no secondary decompositions occur below 750°. Many recent studies have demonstrated the practicability, especially in the presence of catalytic substances, of cracking certain of the hydrocarbon compounds; but at these lower temperatures the step is a moderate one, as, for example, from xylene to toluene or from toluene to an anthracene. These changes are moderate in amount. Not only do the reactions proceed slowly but they are subjected to the decomposing conditions for only a short time. This is evident when it is recalled that at these initial temperatures the decomposition, of the coal is very rapid and, if anywhere near a neutral pressure is maintained, the movement

IT is well known that most of the materials entering into the manufacture of thermocouples are subject to variations in their thermoelectric characteristics, the chief causes of which are: differences in chemical composition; the previous .history, which includes mechanical working, ageing, oxidation, and contamination; and mode of use, such as depth of immersion, etc. In the case of a very extensively use thermoelement, the iron-constantan couple, neither iron nor constantan are absolutely uniform, and a number of checks are made during the process of manufacture. As both are subject to diversion from a standard value, neither, can be used for checking the other. It is, therefore, necessary to find a third metal against, which iron and constantan maybe checked. It was to find such a metal; that the present investigation was undertaken. To be a reliable, checking standard, the metal must possess a fairly high melting point? it must be obtainable in sufficient purity, and it must be uniform and constant with respect to its thermoelectric qualities. The choice is, as a result, limited to a few metals, such as copper, gold, and silver. Copper has the advantage of low cost, which makes it possible to use each wire only once and thus avoid any variations due to continued use, although previous investigators have found1 that continued use does not affect the calibration of a copper-constantan thermocouple. Copper also has the advantage of a large thermal electromotive force against constantan and would be desirable as a checking standard if it could be shown that it possessed the proper thermoelectric characteristics. The investigation, accordingly, resolved itself into three phases: the uniformity of commercial electrolytic copper, the effect of aging and method of annealing, and the calibration of the copper-constantan thermocouple.

Early last March Mr. Jerome Coldren, an old miner add prospector, undertook a prospecting tour through the western part of Kansas, and discovered a very peculiar bed of rock, which yielded a white metal on fusion with soda. Mr. W. D. Church, city chemist at Topeka, examined the metal and found it to contain nickel. This discovery created much excitement, and was at first doubted. Many samples of the material, from a range of twenty miles, were sent to the Smithsonian Institution for examination ; and in every instance a qualitative test showed the presence of nickel, although the amount appeared to vary greatly. The ore is quite different from any other nickel-ore. It consists of a quartzose conglomerate from bean-size down, with much decomposed material between the pebbles, and the whole cemented by a more or less manganiferous limonite. In the qualitative tests, the nickel appeared to vary with the manganese. In all the tests, simple treatment with HCI dissolved a great deal of AI2O3. The principal deposit is near the top of a small hill on the divide between Smoky Hill river and Butte creek. The surface-rock is the conglomerate, and, at varying distances, stains of the limonite appear and gradually increase ; so that the ore is simply the lower portion of a bed of conglomerate which has been heavily charged with the manganiferous limonite. Below the conglomerate is a layer of selenite; below this, a soft sandstone, containing well-preserved fossils, and below the sandstone, a shale. From 2 to 6 per cent. of nickel in selected samples has been reported by different chemists; but the following two analyses on large samples show the average composition of the material:

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

OIL-WELL depletion curves, to be of value, should show when a well or lease may no longer be operated at a profit. The difference, at any time, between the total expenditures and the total income of a lease or well may be called the lease status. Plotting this lease status against time will give a curve subject to more accurate and different interpretations than the barrels-time curves. According to the hypothetical barrels-time curves shown in Fig. 1, well A, at the end of 16 mo., is producing twice as much oil as well B and will continue to produce for another year whereas well B will cease producing in about 6 months. DuriNG the sinking of the Needmore shaft, on one of the leases of the Eagle-Picher Mining and Smelting Co north of Webb City, Missouri, a very strong flow of water was encountered at a depth of 140 ft. Because OF the speed at which the water rose in the shaft after pumping was discontinued, and in order to speed up sinking operations, a new type of shaft bar and drilling equiprnent was devised, which saved approximately one hour on each shift This bar is made of an ordinary scren type shaft bar with a common drill arm attached to the bar by clamps and welded Into place To this drill arm is attached an ordinary arm clamp with set collar below Through this clamp is attached another drill bar of ordinary length so constructed that it slides back and forth and rotates around the perimeter of the shaft on the set collar A tripod saddle with legs removed is welded to the rotating bar, which enables the drill operator to drill holes at any angle completely around the shaft and also, after an arm extension, permits the drilling of the corner holes without removal of the rig from the saddle Upon completion of the drilling of a shaft round, all that is necessary for the complete removal of the drill machine and shaft bar is to engage the hoist hook through a. ¾-in. eye provided for that purpose on top of the bar and disconnect the air and water lines from the machine, thereby making it possible to pull the whole apparatus out in one piece. At no time is it necessary to remove the machine from the saddle Screw jacks are installed on the vertical bar to further ensure the rigidity of the shaft and bar arm. The accompanying sketch illustrates the details and method of setting up.

AN earthquake caused an upheaval in Japan, started fires which destroyed large parts of Tokio, Yokohama and Hakone, and with tidal waves and other consequences extinguished some 68,000 lives and much property right at the beginning of September." Also on Sept. 1, the Italians, offended by the murder of members of the Albanian frontier commission by Greeks, occupied the Island of Corfu, which was viewed as an act of war by Italy against Greece. An appeal by the Greeks to the League of Nations was flouted by the Italians. One of the consequences of these affairs was to throw discredit upon the League of Nations and to excite doubts whether it would be able to survive. On Sept. 19, Greece made the formal apology to the Allies collectively and following that the Italians with-drew from Corfu. During this month also the embroilment between Italy and Jugoslavia over the matter of Fiume came again into prominence. In Bulgaria there was a communist uprising which was promptly put down by the government. The whole country was put under martial law. On Sept. 13 there began a military revolution at Barcelona, in Spain. On Sept. 14 the king of Spain accepted the revolution and charged the leader with the formation of a new government. Cosgrave was reelected president of the Irish Free State, without there being any disorder. Great Britain paid the remainder of her silver debt to the United States, thus writing finis to the Pitman Act. The position of Germany went from bad to worse during September. The mark has become valueless and the business that is being conducted is largely on a gold basis once more, in terms of dollars and pounds sterling. Chancellor Stresseman announced Sept. 24 that the German government had decided to abandon pas-sive resistance to the French and Belgians immediately and unconditionally.

The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

This paper first pictures the economic phase of evaporation losses and the actual evaporative conditions in handling and storing crude and gasoline in the United States; then follows a discussion of some of the theories of physics involved in evaporation loss and lastly an application of these theories to handling oil and gas on producing properties. GRANTING that about 600,000,000 bbl. of light oil will be produced in the United States this year and taking the Bureau of Mines' statement that 7 1/2 per cent. of the total crude production will be lost before the finished gasoline is shipped from the refinery, the volumetric evaporation will be 45,000,000 bbl. of the cream of the gasoline. This is a conservative figure and is equivalent to 1,890,000,000 gal. The real value of this liquid is at least 150 per cent. of the value of an equal volume of motor fuel. At only 10 c. per gal., the value lost is $189,000,000; at 15 c. per gal. the loss is $283,000,000. If 750,000,000 bbl. of light and heavy oil are produced here this year and the average price per barrel is $1.333, the gross return to producers will be $1,000,000,000 and the net returns about $200,000,000, if the cost of production is only $1 per barrel. Thus, the evaporation bill is about 20 per cent. of the gross income and is equal to the net income of the crude-oil producers. Two other comparisons with popular phases of the petroleum industry will help give an adequate conception of the evaporation problem. These are: cost of preventing evaporation compared to cost of cracked gasoline and volume of gasoline evaporated compared to volume of gasoline manufactured from natural gas.

Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding.
