MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

Practically all tin-base babbitt metals used in engine bearings are made to customers' specifications, which are many and varied. The copper ranges from 3 to 8 per cent. and the antimony from 4 to 13 per cent.; generally, the babbitt with lower copper content will contain from 4 to 8 per cent. antimony and that with higher copper will have from 7 to 13 per cent. antimony. The allowable lead content varies from 0.20 to 2.00 per cent. If a solder is used as a bonding material instead of tin, the resulting material in the finished bearing will have a higher lead content, but it would not be enough to bring the lead above specifica-tional limits. Impurities such as iron, arsenic and bismuth should be determined in the tin before using to insure a uniform and high-grade product. These points must be considered when segregating and grading the waste that comes from the finishing operations on lined bearings. Classification of SCRAP Because of the extremely rigid nature of most of the specifications for bearing linings it is necessary to use the purest of materials as a base for all compositions. The problem of handling secondary metals is confined almost entirely to the recovery of drosses, spills and turnings incident to the manufacturing operations. As a matter of convenience the waste or scrap may be divided into 10 grades, as follows: 1. Tin from pots where tinning operation is carried out. 2. Tin and babbitt spatters from babbitting operation. - 3. Tin skimmings combined with burned zinc chloride. 4. Borings and reamings. 5. Gates from die-cast bushings and bearings. 6. Drosses from die-cast pots, babbitt foundry pots, and pots in babbittiug room. 7. Babbitt with small amount of bronze from machining operations. 8. Babbitt and bronze borings. 9. Scrap bronze-back babbitt-lined bearings. I 10. Scrap die-cast bearings and bushings. A few of these grades of salvaged material have compositions that make it possible to determine beforehand where they may be used to

This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, Ill. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation was removed. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow readings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through wet washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main was fabricated from riveted sheets led us to discard the idea of using Pitot tubes for this service. The Venturi tube was then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made.

RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the " official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

THE problem of the utilization of the low-grade red iron-ores has peen before the iron-mining industry of the South for several decades. the experiments by W. H. Coghill1 of the U. S. Bureau of Mines to determine the degree of liberation of minerals in the Alabama low-grade red iron-ores after grinding interest the writer very much because 10 fears ago, while a member of the U. S. Bureau of, Mines, he experimented similarly on the same ores using a heavy solution .2 Extensive experiments were made in the nineties by W. B. Phillips3 in association with H. A. J. Wilkens and H. B. C. Nitze. The ores were rushed to pass 15 mesh and were separated by magnetic machines into concentrates, middlings and tails. The experiments were made with carload lots in an experimental mill. Most of the ores tested, however, were soft, whereas the main problem is the utilization of the low-grade hard ores. Phillips gives the results of only four tests of hard ores; two of these are of self-fluxing ores of the grade now utilized and two of ower grade and less amenable to concentration than the average low-grade ore that underlies the self-fluxing ore of the Big Seam. The average of these least favorable samples shows the production, from an ore analyzing 32.30 per cent. Fe, 10.34 per cent. CaO, 33.40 per cent. insoluble, of a concentrate with 43.82 per cent. Fe, 8.90 per cent. CaO, 18.48 per Sent. insoluble with a ratio of concentration of 2 and an iron recovery of 39.2 per. cent. The grade of this concentrate compares favorably with the average grade of washed brown ores of the district which is given by Burchard4 as 45 per cent. Fe, 14.6 per cent. Si02. (written discussion?).-The author of the paper has given an excellent description of the appliances used to cool parts of an open-hearth furnace, and some of the reasons why the refractories fail in service. Personally, I favor water-cooling, but to a limited degree. At one time I advocated more universal cooling than is now practised, but believe I must change my mind. Water-cooled, thin-lined blast furnaces have not proved as satisfactory as anticipated. While this may retard the building of many such furnaces, it will not prevent the use of regular tuyere- and bosh-cooling appliances. Water-cooling any furnace may be easily carried to the extreme. In an open-hearth furnace, excessive port or roof cooling, or cooling the working floors may preserve the lines of the furnace, lower the cost of refractories, acid to the comfort of the workmen, and necessitate fewer shutdowns for repairs, but it may not be good economy on account of the high first cost, the cost of cooling water, maintenance of cooling appliances, and the immediate reflection in a higher fuel cost. The question becomes a financial one, and is answered by using water-cooling devices up to the point at which they cease to show true economies. Open-hearth furnace bulkheads, roofs, and ports fail rapidly in about the order named. If they could be made to last indefinitely by water-cooling, the furnace would still have to be shut clown periodically for cleaning the slag pockets, regenerator chambers, and flues. Extra, or spare, pockets and regenerator chambers have been advocated to permit of continuous operation, but the space required, the cost of installation, and the fuel required to initially heat such cold chambers will largely prevent their adoption. Some particular fuels, as high-ash powdered coal, require frequent stoppages for cleaning, but for this particular fuel a special provision can' be made.

For some time I have been using with great advantage, for the purpose of determining rapidly and accurately the chemical composition of gases from Siemens producers, an apparatus arranged generally like that proposed by Prof. Eggertz; * and I now take pleasure in laying before the members of the Institute a description of the apparatus and its use, hoping that some of them may find it. of practical advantage. At the end of the paper are given some results obtained and heat calculations, with the necessary data for the same. COLLECTION OF GASES. Fig. 1. Shows the arrangement for taking a sample of gas. The funnel F, which may be made of tin plate, is made to fit the test-hole. The gas passes up through the funnel and through the rubber-tubing with the glass tube K, filled with asbestos for retaining dust,, and is drawn into the upper flask by means of water flowing from the same into the lower flask. The upper flask must be completely filled with water from the beginning, so that no air remains. When filled with gas the screw-compressors are securely fastened on, and the flask disconnected from the funnel and receiver. Quart flasks, with openings at the bottom, are very suitable, and easily obtainable. COMPOSITION OF THE GASES. The ingredients found in producer gases are: carbonic acid (CO2), oxygen (0)) ethylene (C2H4), carbonic oxide (CO), hydrogen (H), and marsh gas (CH4). The nitrogen is taken by difference. CO2,O,C2H4, and CO are determined by absorption in various liquids and by observing the resulting diminution of volume. H and CH4 are determined by combustion with oxygen. Carbonic acid.—For this gas is used a solution of 16 grams of potassium hydrate in 100 C.C. of water. 4 or 5 C.C. of this solution absorb 100 C.C. of CO2.

The feasibility of multistage heavy liquid cyclone beneficiation of spodumene was successfully demonstrated in this investigation. The indicated recovery for the multistage circuits was mathematically estimated as continuous test runs would be necessary to determine the true influence of a middlings recycle. In the three-stage circuit, both the concentrate analysis and spodumene recovery exceeded 90%. The two-stage circuits were unable to simultaneously yield an acceptable produce with a satisfactory recovery. With the Nation's growing industrial mineral requirements, the U.S. Bureau of Mines has undertaken the task of investigating new mineral dressing techniques and improving the existing concentrating methods of ore beneficiation. One such project is the gravity concentration of minerals using heavy liquid separation (HLS).1-3 Heavy liquid separation is based on the simple principle that a material, whose specific gravity is less than the density of a solution, will float on top of the liquid and a material with a greater specific gravity will sink. Heavy liquid separation techniques were developed in the laboratory over half a century ago but the process has yet to be commercially adopted. In the past, commercial operations have failed because of numerous problems.4 Industrial interest has recently been reactivated because of engineering advances. The number and quality of the heavy liquids suitable for mineral processing has increased while the cost has sharply dropped. New and improved liquid recovery systems5,6 are under consideration with present emphasis on 1) solvent extraction, 2) thermo-evaporation, and 3) water washing. The toxicity of the heavy liquids7 presents a problem, but throughout the chemical and mining industries, many similar hazardous materials are safely handled. A distinct advantage of using heavy liquids is its ability to provide a near perfect separation of fine-sized mineral particles even when the specific gravities are close. ClameR,* Philadelphia, Pa.—Unfortunately, prior to the war no serious attention was given to the conservation of tin, notwithstanding that this country is practically dependent upon outside sources for its entire tin supply. Tin is of vital importance in many industries, but it is surprising how many and how excellent are its substitutes when we become acquainted with them. Tin has always been a relatively high-priced metal, and it is part of the human attitude to associate high prices with high standards; it is not until the price of a commodity becomes well-nigh prohibitive that we hunt for substitutes, because the idea of substitution seems always to involve an assumption that the substitute must necessarily be inferior. The history of the development of bearing bronzes is a striking example of this policy. In the early days, copper-tin alloys were almost universally used, the idea then being prevalent, which is still held by many, that a bearing to resist wear must be hard, and the harder the better. The favorite bronze bearing contained 90 per cent. copper and 10 per cent. tin; frequently, in service which was considered severe, even higher proportions of tin were used. Such hard alloys have great resistance to compression, but as a rule they had a very wide factor of safety in this

THE rate, at which zinc ore can be sintered varies widely, depending on the characteristics- of the ore. A coarse table concentrate already roasted to a very, low sulfur content may sinter at the rate of-8.6 tons per hour per 100 sq.ft., of wind-box area. At the other extreme is a finely ground flotation, concentrate, with considerable sulfur remaining in the ore as delivered to the sinter plant, for which corresponding rate may be only 3.8 tons per hour, or 44 per cent of the first rate. A usual, size-of sinter machine in zinc plants is one with wind-box 3.5 by 33 ft., making 115.5 sq. ft. of area, and using a 100-hp. fan. Such a machine with the coarse concentrate described would produce 10 tons of sinter per hour; and with the fine, flotation concentrate would produce only 4.4 tons per hour. Ore of the latter class is -sintered at the plant of the Mexican Zinc Co. (subsidiary of the American Smelting & Refining Co.) at Rosita, Mexico. ; Consequently, an unusually large sintering capacity per ton of ore to be treated is required, and provision was made for treatment of 9000 tons concentrates per month, preroasted to. 5 to 9 per. cent sulfur. For this duty three of the usual 33-ft., 100-hp. sintering machines would have been needed.. Considering the auxiliary equipment. necessary for proportioning, handling, and mixing charge, as well as means for disposition of the sinter, a three-unit plant becomes-very complicated, especially if the capacity should be doubled later. After much study it was decided to build a single sintering unit of ample capacity for the work, the plant thus being much simpler and cheaper in construction as well as in operation (Figs. 1 and 2). The sintering machine was built with a wind-box 5.25 by 60 ft. (315 sq. ft.) and provided with a 300-hp. fan.

DEFENSE Materials Procurement Agency has been moving rapidly to encourage copper industry expansion programs. Although copper production is at a high level, a shortage exists on a world-wide basis as well as on the domestic scene. Projected expansion programs will not ease this current demand for most of them are 2 to 5 years off. Refining facilities are adequate but there is a shortage of ore and scrap, and it is for this reason that the expansion programs are directed at developing more sources of supply. The domestic expansion programmed thus far and understood to have been arranged with price escalation should the domestic price go to 271/20, were summarized by American Metal Markets as follows (dates of announcement are given in parenthesis: .1-Copper Cities Mining Co.'s, $15,000,000 expansion near Miami, Ariz., to be operating about 1954. DMPA will buy 22,500 tons of copper a year up to a given amount on an agreed price of 23¢ per pound, with some exceptions and depending upon salability at a higher price to other purchasers in the U. S. (September 25th). 2-An RFC loan of $60,000 to North Butte Mining Co. to be paid off on the basis of deliveries at a purchase price of 241/20 per pound (September 25th). 3-A $25,000,000 expansion program by Phelps Dodge to provide 38,000 tons per year by late 1954. DMPA would purchase it at a price of 22¢ per pound up to 112,500 tons providing other purchasers in the U. S. will not pay a higher price (September 26th). 4-Anaconda Copper Mining Co. $40,000,000 expansion in Nevada to provide more than 30,000 (might be increased to 45,000) tons per year. DMPA would purchase the copper at 250 per pound for a limited period of time if it is not salable to industrial users at above this price. Production would start around 1953 (November 14th).

WHEREVER salt is extracted from the ground as an artificial brine produced by pumping down fresh water to dissolve the salt, subsidence of the overburden is a possibility, though apparently few cases of such subsidence have been noted and detailed records are wanting. This description is intended as a record of subsidence that may permit the forcasting of similar occurrences in other cases; the data were supplied largely by R. B. Lee, city engineer of Hutchinson, Kans. About eleven years ago, ground movement occurred at a neighboring salt plant, when the surface assumed the form of a shallow funnel. Movement was probably due to a flow of sand into a well through a poor seal or a broken casing. The salt deposit increases in thickness from the east until at Hutchinson, where the subsidence occurred, it is about 310 ft. think. The interbedded layers of shale vary in thickness from mere traces to about 7 ft. While knowledge of the shale content of the beds is not exact, the log of a shaft 3 miles east of Hutchinson indicates that shale forms about 25 per cent. of the total thickness. This shaft does not reach the bottom of the salt by about 60 ft., but there is no reason to think that the lower part of the bed is different from the upper. Logs of wells sunk to the bottom are not sufficiently detailed to be of much value. Above the salt is the shale of the well-known Red Beds. The thickness of this is variable, principally because of its eroded surface, but at the mine it is 340 ft. This shale is variable in character and strength, but contains no strong members of limestone or sandstone. If the support is removed, very probably it will subside. The Arkansas River flows across the salt district and Hutchinson is situated on the flood plain. Between the top soil, which is about 8 ft. thick, and the shale is 60 to 100 ft. of water-bearing sand and gravel.

This paper describes a separation coefficient Ks useful as a "measure of goodness" to be used in factorial and response surface methodology. The use and limitations of the separation coefficient is discussed, and a computer program for calculating the coefficient is presented (in Fortran). The application of the coefficient is illustrated in terms of electro-dynamic separation of Mesabi semitaconites. Present Mesabi wash ores and gravity concentrates with an iron to silica ratio of only 5 or 6 to 1 are no longer readily salable, for the steel industry now demands concentrates with an iron to silica ratio of at least 10 to 1 and a structure comparable to pellets. THE ELECTRODYNAMIC-FLOTATION PROCESS Wash ores and gravity concentrates consist largely of hematite, goethite, and quartz. Several methods of beneficiation are being tested at the University of Minnesota Mines Experiment Station with a view to improving the salability of these materials. A process that looks particularly promising from an economic view is the combination electrodynamic-flotation process shown in Fig. 1. This process is designed to upgrade gravity concentrates to a 5% silica content and to provide fines — from the flotation circuit —to permit agglomeration. Although electrodynamic concentration of specularite is an established and well-understood process, the electrodynamic concentration of Mesabi goethite-hematite gravity concentrates presents interesting and enigmatic problems. The gravity concentrates are by no means assemblages of clean, free mineral particles. Instead, the concentrates to be retreated consist of a great variety of middlings. More or less complete liberation would require grinding to minus 325 mesh, at which size only flotation could be expected to function, and even then grades and especially recoveries would not be satisfactory. A close examination of the gravity concentrates shows that grinding to 100% minus 48 mesh will produce a product which is approximately 70 weight % plus 325 mesh (see Fig. 1). The remaining 30 weight % can be deslimed and floated by conventional methods, but the resulting iron concentrate is

The rates of growth of pearlite in high-purity Fe-C alloys have been measured as a function of the transformation temperature. These and other data have been correlated in terms of a derived rate equation. Activation energies for the growth were found to be 24,200 cal per mol of austenite for the 0.78 pct C alloy and 27,600 cal per mol for the 0.93 pct C alloy. Theoretical implications are discussed. AN excellent review of the the theoretical and experimental studies on the mechanism and kinetics of the eutectoid reaction has been presented recently by Mehl and Dube.' They have pointed out that these investigations have followed two lines of approach: 1—experimental studies and derivations of expressions for the overall transformation characteristics, and 2—derivation of expressions for the nucleation and growth rates in terms of fundamental processes. Investigations of the latter type have been concerned for the most part with the nature of the growth at the austenite-pearlite interface in plain carbon and alloy eutectoid steels. They discuss two theories of the rate of growth of pearlite from aus-tenite—those of Brandt and of Zener. Both derive rate equations which are based on the assumption that carbon diffusion is the controlling mechanism. Mehl and Dube,' Zener,2 and Brandts. " have attempted to calculate growth rates by use of these equations together with thermodynamic and diffusion data. The results are encouraging, but agreement is not so good as to constitute verification of the theories. Furthermore, it Is not clear how these equations are to be used to study the effect of alloying elements which apparently exert little influence on carbon diffusion, but markedly decrease growth rates. It is not clear whether or not the addition to iron of an alloying element which does not diffuse during transformation can alter the rate of growth of body-centered from face-centered cubic iron. Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence. The safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because- the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must. pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. his fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossmentin earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

The Australian Broken Hill Consols mine is situated within a third of a mile eastwards of the famous Broken Rill Proprietory mine; but, so far as has yet been proved, the respective lodes have no connection whatever. The Proprietory line of lode, striking N.E. and S.W., is coincident with the bedding-planes of the inclosing gneiss, and, according to Mr. E. F. Pittman, A.R.S.M., government geologist, is undonbtedly a saddle-formation. This opinion, which met with much opposition at the time it was advanced, is now, I understand, being generally confirmed as the work of development opens out fresh areas for observation along the line of lode. The lode is of immense thickness—in places over 300 feet and though it has been found to contain sufficient quantities of secondary silver compounds to yield phenomenal outputs of silver, its principal constituents are various lead and other ores, and it would appear more correct to regard it as an argentiferous lead-deposit than as a silver-lode proper. The Consols lode differs from its gigantic neighbor in every respect. With an average thickness of not more than 18 inches, it has been worked along its course for upwards of 1300 feet, and at every point yet explored has been found remarkably well-defined and persistent. With a strike E. and W., it cuts obliquely across the bedding of gneiss and schist, continuing uninterruptedly through various bands of eruptive amphibolite. The dip, which is to the south, ranges from 24 near the surface to nearly vertical in the lower levels; but the alteration is not regular, as in places the lode is almost flat, and this at a vertical depth of over 300 feet. The possibility of deeper production in the Buena Vista Hills was first considered in 1933. At that time, however, the heavy state curtailment program served to deter any operator from drilling test wells, which, if successful, might upset the proration schedules. Because most of the acreage was held by several major operators and the remainder by substantial independents, the adoption of a plan of cooperative development was considered desirable. Such a plan was formulated for the development of any deeper oil and gas horizons that may be found to exist. This plan, which was signed by the Secretaries of the Navy and of the Interior on behalf of the United States on July 9,1936, is now effective for the development of lands within the area shown on Fig. 1. Unlike most unit plans, the present cooperative development plan permits each operator to drill and produce his own wells. For the purpose of this plan the Buena Vista Hills field is divided into two pools. The present production is classed as the " old pool,"' while any future production below a certain marker which roughly coincides with the bottom of the Santa Margarita formation is included in the "pool" to which the provisions particularly apply. Naval Petroleum Reserve No. 2 lies within the area and constitutes the major portion of the Federal leases subject to the plan. There are 39,040 acres and 27 operators within the area. Twenty-six operators controlling 99.5 per cent of the acreage have signed the agreement. Geology oF the Buena Vista Hills The Buena Vista Hills consist of a low range in the southern portion of the San Joaquin Valley, and are roughly parallel to the adjacent Temblor range to the south. For certain classes of electric railways a steel conductor is preferable to the oldcr atld more commonly used overhead trolley-wire. The third-rail presents a rather better appearance, because of the absence of an overhead structure; it is easily installed, cheaply maintai~ied, presents s large area for conducting and collecting the current, and is therefore particularly suitable for high speed and heavy service. With costs calculated on the basis of equal coilductirity in rail aud trollej-wire, the third-rail constrrictiol~ is cl~caper than thc overhead trolley. But the average interurban road will lise a trolley-wire of considerably less conductivity than would be obtained with the smallest size steel rail (about 60 lb. per pard) that mould ordinarily be used, and here the first clost of trolley construction would generally be less thau that of the third-rail. While no third-rail installation has jet bee11 in operation long enough to give figurcs of value, it ~vould appear that the cost of maintenance of the thirdrail construction should be less than that of the overhead trolley. This consideration, together with that of sightliness and adaptability (particularly in the case of terminals, yards and very heavy or high-speed service), will frequently off'set the higher cost of the third-rail construction and make it the preferable means of' conducting the current from thc generator to the car-motor. For the first third-rail installations, old track rails were used when obtainable, and these old rails were supple~rlented with new rails of standard T-section and composition. With the coming of the very heavy, high-speed service during the past few years, the resistance of these old and new standard T-rails was found to be so high that they mould not carry the high currents necessary without too great a drop in the line-potential.
