Few Canadians realize the role of their domestic industrial minerals industry because it is over-shadowed in production value by a large metallic minerals industry. But since 1960, Canada has had a reasonably well balanced, mature industrial minerals industry; and although the nation's sparsely scattered population has not been able to support an industrial minerals industry in a manner comparable to the domestic and foreign support given the metal mining sector, Canada is, nevertheless, exporting large quantities of higher priced nonmetallic minerals. Production of many of the basic minerals had been firmly established long before 1960, but it was not until the late 1950's that the output of cement, salt, titanium dioxide pigment and slag, sulfur, gypsum and sodium sulfate reached relatively high levels. Shortly after 1960, the significant potash and lithium chemicals industries were established and their effect is just now being realized.

In accordance with the requirements of our By-Laws I beg leave to submit herewith the report of the Library Committee for the year 1915. The activity shown by the sale of the institute publications during the year continues satisfactory, although not as large as last year. The total sales amount to $6,666.81, distributed as follows: Sale of Transactions...:: :. $4,585.42 Sale of Special Editions 553.17 Sale of Pamphlets and Bulletins 2,028.22 It should-be borne in mind that the sale of special editions was only begun last year,, and most of the members who did not have the special editions immediately bought them for their libraries. This year only a little less than half of the same number have been disposed of, and it is more than probable that from now-on the number will be considerably lessened.

Discussion of the paper of Willis T. Burns, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2011 to 2049. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-I think Mr. Burns spoke of two unusual conditions which he has at his plant, namely, that he uses directly converter anodes and very high current density. He did not mention another condition : the very low cost of power, which circumstance, I believe, is responsible for some of the peculiarities of his plant noticed by us from the East. I am struck by the rather low ampere efficiency which Mr. Burns obtains, and in looking over the plant thought that there was a considerable leakage from one tank to the other, and that the ampere efficiency could be increased by looking after the leakage of electricity front one tank to the other.

Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

TOO early spring may be the explanation for the poor turnout of mining and metallurgical engineer candidates at a large New York guidance conference, but it would be wiser to take a more serious view of this occurrence. Held a few weeks ago, the meeting was preceded by weeks of preparation and publicity in which many engineering societies participated. The meeting was the First Greater New York University downtown campus for splitting up anticipated to draw about 20,000 high school students from the New York area and environs. Seven of the theatres in the Paramount chain were avail- able to hold the audience for a panel program on career opportunities which was to be televised and piped into the theatres. Following the morning theatre session, students were to adjourn to the New York University downtown campus for splitting up into workshop sessions devoted to seventeen different branches-of the profession.

“The mining industry can do more to alleviate world poverty, hunger and human misery, more to close the widening gap between advanced and developing nations and more to achieve international peace and understanding than any other single force in the world," Charles W. Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

Handling and storing ore at transfer points underground are encountered frequently. An ideal solution to these troubles is probably still to be found, but at the Mather mine "B" shaft a method incorporating scraping trenches has been developed giving better service, from the standpoint of safety and simplicity, than obtained from other schemes. When shaft pockets are used for storage, the size of the ground opening required to assure capacity is often prohibitive, and shaft depth below the last level can become excessive, particularly if a crushing station is used. Also, if the material being handled contains large amounts of wet fines, it is difficult, if not impossible, to hold the material with regular chute gates. In order to remedy these problems Cleveland-Cliffs' Mather "B" has utilized three types of trenches. Types I and I1 are now in service and the third is under construction.

The Pine Creek mine, owned by Union Carbide Nuclear Co., Div. of Union Carbide and Carbon Corp., is one of the world's largest producers of tungsten. The mine is located on the eastern slope of the Sierra Nevada Mountains, about 25 miles north- west of Bishop, Calif. Prior to 1948, production from the property came either from surface pits or from underground workings above A level haulage tunnel. The tunnel is at an elevation of 10,900 ft, which left 500 to 600 ft of vertical backs to the surface outcrops. Heavy production demands during World War II hastened the planning for long range development of orebodies below A level. A 7000-ft haulage tunnel, 1500 ft below A level, was started in 1943 and completed in early 1947. This haulage tunnel is at an elevation of 9400 ft and is known as Zero tunnel.

Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

The importance of the recovery of precious metals, specifically platinum group metals, was recently expressed by Robert McNamara, former head of the World Bank, who stated that the United States should stockpile strategic metals. More than 90% of the platinum metals are imported into the United States from South Africa and Russia. Mr. McNamara's concern is based on the possibility of a disruption of obtaining these metals due to any racial unrest in South Africa and a renewal of the Cold War with Russia. The United States has a platinum mine from coast to coast. Since 1974, the automotive industry has consumed 3 million ounces of platinum and palladium, and the recovery of these metals from auto catalyst converters is estimated to be 300,000 ounces of platinum per year. This would make the United States the 4th largest producer in the world.

(Read at the Amenia Meeting, October, 1877.) THE existence of iron ore and anthracite coal in the neighborhood of Providence, R. I., has long been known, chiefly as a geological fact; that these materials, so near to each other and to tidewater, are of such a good quality and are present in such large quantity, as to have seriously raised the question of establishing blast furnaces there, was a surprising fact to me; and I have thought that the few notes I have lately gathered on the subject would be of interest at this partly New England meeting. The coal field referred to has an area of above 400 square miles, and is found throughout the belt of transition rocks extending from Newport Neck to Mansfield, Massachusetts. The Surface Mining Control and Reclamation Act of 1977, as amended, and related regulations take blasting safety into consideration by requiring compliance with existing state and federal laws. The regulations are based on blasting practices developed by the industry, as well as research and experimentation by the US Bureau of Mines and explosive manufacturers. Residential areas in the proximity of surface mines have made it mandatory that blasting operations be conducted under restrictions and requirements designed to protect the public and structures located within 0.8 km (0.5 mile) of any surface blasting activities. Restrictions against blasting apply where dwellings, schools, churches, hospitals, or nursing facilities are within 305 m (1000 ft) of blasting operations. They also apply where wells, petroleum or gas storage facilities, municipal water storage facilities, fluid transmission pipelines, gas or oil collection lines, and sewage lines are within 152 in (500 ft) of blasting operations.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.

Maintenance costs comprise a large portion of total operating cost, 30% to 60% of the operating cost dollar not being unusual. Thus even a relatively small percentage reduction in this cost would represent a sizable increase to mining profitability. Mine and mill maintenance management is a complex problem. An effective maintenance manager must study the experiences of the past and make decisions based on that experience. Data Processing equipment-more specifically, the computer-can be an effective and economical tool to simplify the job of maintenance record-keeping and to aid in the formulation of many accurate and timely management reports. These reports will enable improved control to be established over day-to-day practices; permit comparisons of unit and component performance; spotlight inefficient maintenance practices; and further, better, more efficient cost control. The net result can be increased profits through reduction of operating costs.

(written discussion ?).- Mr. Neal's paper on the petroleum hydrology of the Mid-Continent district is a welcome contribution on a subject concerning which none too much is known; it is, I think, the first published description of the chemical character of the oil-field waters of the great Mid-Continent area. When studying the oil-field waters of the California fields several years ago, the differences in chemical composition between waters occurring at various horizons seemed to be sufficient to enable the operators to use water analyses as a basis for determining the source of the water flooding a well; and it is gratifying to find that, Mr. Neal has arrived at a similar conclusion. Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition and develoment planning follow. While prospecting for mineral deposits, geologists are frequently asked what they have found or hope to find. The response is usually descriptive, such as: "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time a financial analysis integrating the four analysis components-tonnage and average grade above cutoff grade, capital and operating costs, product value, appropriate profit or loss accounting-are completed.

In 1952, Hauffe and pfeiffer1,2 reported that parabolic rates of nickel oxidation are decreased by factors of two and four at 1100° and 1000°C, respectively, when Li2O vapor is present. Hauffe 's3 explanation was that monovalent lithium enters the crystal lattice of p-type NiO to decrease cation-vacancy concentration and, hence, diffusion of Ni2+ ions across the growing oxide. After first succeeding in adding lithium directly to molten nickel, the purpose of this investigation was to determine whether alloyed lithium is a more effective oxidation inhibitor than the external vapor. Seven 650-g heats were prepared by melting carbonyl nickel inductively under 1 atm of argon. Various amounts of lithium were added by dropping small chunks into the melt.
