THE following statement is contained in an article entitled "Mortgaging the Future." by Walter C. Teagle, president of the Standard Oil Co. of New Jer-sey, appearing in the current issue of the Lamp, the official organ of the Standard Oil Co.: "During the last eight months the domestic daily production. of crude oil has risen 300,000 bbl.. which means that no less a volume than 2,500,000 bbl. now are coming to market each day. . . . Every twenty-four hours 250,000 bbl. more than the consumer required are being added to our surplus oil storage. The temporary advantage of cheap petroleum products and the availability of fuel .oil, for a widespread use as a substitute for coal are not being weighed against the time when scarcity may follow on the heels of plenty and the public of tomor-row may have to pay for today's excesses. The over-production of crude and its consequences constitute a problem of national import which far outweighs the temporary advantages either to a part of the industry or to sections of the public.

Mr. Shaw's work showed the dodecyl mercaptan as a very good collector compared with other collectors on Cu-Mo ores, Mo ores, and for Au and Au-Ag ores plus Pt ores. However, as one who has had extensive experience on Cu-Mo ores, the work is not complete in making only a rougher concentrate with a collector; the work must be carried on in making a Cu-Mo separation. Did Mr. Shaw do any of this work? Before trying the dodecyl mercaptan as a Cu-Mo collector for the Cu-Mo ore it would be well to have any new work conducted knowing how the reagent acts on the Mo. Will it allow a good separation? The use of the collector at Palabora was also mentioned. From some earlier literature I thought that the reagent has been used as an oxide Cu collector after the sulfide mineral was floated out. I thought the pH at this point was about 1.5-3.0. I would like to have this point clarified.

There were present eleven Directors, the Institute's Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.

In 1981 Ertec Rocky Mountain, Inc. completed a significant development in contemporary planning support; MINEPAK was completed, tested on various properties and offered for license. MINEPAK was one of the first computer systems for ore body analysis and mine planning that - Was designed as an interactive and completely integrated system - Was portable so that it can run on many hardware systems - Was really user friendly - Can run on minicomputers and on some microprocessors - Was built around a data base management system MINEPAK was designed to be a completely general block modeller and it achieved that goal. Since it contained a gridded file type, surfaces could be easily modelled but the system needed extensions to allow layered deposits to be modelled with the same ease as block models. So COALPAK was designed. COALPAK is an extension as well as a modification of MINEPAK. A 'layer' file type was defined and retrofitted into the existing system, new software tools were developed for modelling layered deposits, and tools for strip mining were written.

FRENCH steel makers are ready to support the Schuman plan. Pierre Ricard, vice-president of the French Steel Chamber syndicate, announced the industry's readiness to cooperate with the plan, which is aimed toward giving Europe an integrated steel industry. Steel men appear to have decided in favor of the plan because of its promise to unify the continent. Behind approval is the emphasis placed by French steel plant operators on continuation of the Franco Saar economic union. The French have an, abiding fear of German steel production potential. France is currently producing at an annual rate of 11 million tons, while Western Germany is producing 15.5 million tons of steel. The Saar output is placed at 3 million tons. French industrialists feel that as long as the marriage of French and Saar steel production continues, France can compete reasonably well with Germany. If Saar production should suddenly become part of the Western Germany total, it could result in an unequal competitive situation, giving Germany a production level of 18.5 million tons of steel annually, or 60 pct more than France.

ALL, strangers visiting this district are struck with the peculiar manner in which the pig-iron is graded. There are eleven regular grades, besides which, when gray forge is ordered, one-half of Nos. 1 and 2 Mill are shipped. Occasionally there is another grade Known as Silver Mill, which is made so seldom that I cannot describe it, and have no sample to exhibit. Most of you have found it difficult to grade properly and uniformly under the simpler system which obtains elsewhere, and can consequently readily imagine the increased difficulty with us. Each furnace employs an " expert," and even with this precaution, the system is not conducive, at all times, to amicable relations between buyers and sellers. I am told that it was adopted at the time Southern irons were seeking a market; but it still remains, although the time has come when our iron is sought for and has obtained for itself a place in the markets of the country. Over the years, the rope changing procedure on the two double-drum San Manuel ore hoists has been streamlined and improved, so that a job that once required eight hours to complete is now finished in four. The ropes, constructed of improved plow steel, 6 x 25 filler wire, pre-formed, right lay, Lang lay with a fiber core and weighing 8 ½ lb per ft, have a 2 ¼ in. diam and are 3200 ft long. They have widely varying lives, but on the average a rope change on one of the two hoists is required every six months. When a rope change becomes necessary, the ropes on both drums of a hoist are replaced. Thorough planning and preparation are essential for efficient rope changes. A briefing session is held on the day prior to the change, during which the entire procedure is reviewed on a blackboard and discussed among the cable rigging crew. These discussions have led to many improvements that have been incorporated into the present rope changing procedure.

Los Angeles may well be host to one of the most historic gatherings of AIME members Feb. 16 to 19, 1953, when the 175th General Meeting is scheduled to take place. Plans in the formulative stage indicate that the meeting will be one of the largest ever held by AIME. Headquarters will be the Hotel Statler, now nearing completion of construction. The hotel will be one of the most modern hostelries of the century. The first technical session, of which there will be more than 75, will take place Monday, February 16. Mineral Industries Education Div. and the Board of Directors meet Sunday, February 15. Sessions will end with a meeting of the Council of Section Delegates on Thursday. Deadline for papers that may be preprinted for presentation at the meeting is Sept. 15, 1952. However, division program committees may list papers for presentation after that date if they choose. Various committees are engaged in formulating final plans for the meeting. Developments will be announced as progress is made.

As air-pollution regulations become increasingly more stringent, increased significance is being placed on the amount of sulfur present in coals used for steam generation. These regulations are aimed at minimizing the pollution of the atmosphere with noxious gases such as the sulfur oxides that are formed and emitted when coal is burned. Two meet these future requirements, a definite need exists to reduce the sulfur content of some of the coals used for steam generation. Reducing pyritic sulfur involves liberating the pyrite from the coal and then removing it. The specific gravity of pyrite is high (5.0) compared to that of coal (about 1.2, mineral-free), and standard coal-washing devices, such as wet concentrating tables, will efficiently remove pyrite particles larger than about 100 mesh. Particles below this size will be entrained in the table water and will be carried into the clean coal product. Techniques such as froth flotation are of little benefit for pyrite reduction because the flotation characteristics of pyrite are similar to those of coal.

Discussion of the paper of J. H. NEAD, presented at the New York meeting, February, 1916, and printed in Bulletin No. 108, December, 1915, pp. 2341 to 2357. E. D. CAMPBELL, Ann Arbor, Mich.-Any one at all familar with research work can at once see that Mr. Nead has condensed into his tables and curves the results of a carefully planned set of experiments which must have involved a great amount of work on his part. He deserves much credit for the way in which he has carried out these experiments, for it is to the results of such systematic experimentation that we must look for further knowledge of the underlying causes which determine the physical properties of steel. It will probably be many years before we have sufficient knowledge of all the factors of the problem of the constitution of steel, but every set of carefully carried out experiments such as Mr. Nead has made adds something to our knowledge and brings us a little nearer to the final solution of the problem.

Safety and health are no longer secondary responsibilities but must be of paramount concern to every mining operation, according to Anthony J. Thompson, an attorney with Hamel, Park, McCabe & Saunders of Washington D.C. The Mine Safety and Health Administration (MSHA) forecasts an estimated 19,000 inspections during 1979, and the economic and psychological impact of these inspections may he significant. To illustrate his point Thompson reviewed the experiences of a relatively large operation during a recent MSHA visit. The inspector was on the premises for two months, issuing between 250 to 300 "significant and substantial" (s&s) citations. During the most intensive period, about one month in duration, the operation experienced a production loss estimated between 2500 to 3000 tons; an accident rate up 30% over the previous month and 20% over the same month in the preceding year; 100% of the safety director's and safety engi¬neer's time was devoted to the inspection; 50% of top level management's time; and 90% of the mid-level or front line supervisory's time.

W. H. BLAUVELT (author's reply to discussion *).-The prevention of smoke from byproduct-oven plants is not as simple as would appear from Mr. Moss's statement. All well designed byproduct-oven plants are equipped with ample exhauster capacity, and the suction on the ovens is controlled by highly sensitive pressure governors that control the pressure within a fraction of a millimeter. Of course, this apparatus can get out of order, causing the batteries to smoke, but this does not often happen. As stated by Mr. Thompson, the smoke produced is made almost entirely during the time of charging the ovens, when they are cut off from the hydraulic main. The amount of smoke that escapes at this time is extremely small, compared with -the amount produced by a beehive-oven plant, but the mechanical difficulties in preventing any escape of smoke at charging time are considerable. One hundred and twenty miles of hard travel over steep ridges almost due east from Fayetteville, on the St. Louis and San Francisco Railroad, about 100 miles from Eureka Hot Springs, or 75 miles northwest from Batesville, will bring the traveller to the waters of the Buffalo Fork of the White river, in a wild, thinlysettled, heavily-timbered country, now being prospected quite actively for zinc, and known as the Buffalo or Rush Creek district. Excepting here and there a piece of bottom land, patented before the discovery of zinc, the land is unoccupied Government land, and subject to entry under the United States mineral laws. Claims are now being taken, 600 by 1500 feet, but a movement made this summer, if successful, will largely modify the position of claim-holders. A few claims are now being filed under the Placer Act on the ground that as the zinc occurs as a horizontal, sedimentary deposit, etc., it can only be properly so classified. ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.

Zinc sinter plant fume is roasted to selectively sulfate the cadmium. Water leaching of the roasted fume recovers about 80% of the contained cadmium and produces solutions containing about 40 grams per liter cadmium and 10 grams per liter zinc. The solution is treated with sodium bichromate for lead removal. Cadmium sponge, precipitated with zinc dust, is briquetted, melted, and cast into commercial shapes. The residue from the water leach is acid leached with waste acid, solubilizing the zinc and residual cadmium. Impure cadmium sponge, precipitated with zinc dust, is separated from solution with cyclones and dewatered in a centrifuge. Air-oxidation- acid leaching of the impure sponge resolubilizes the cadmium. The resulting solution is neutralized, clarified, and treated for cadmium recovery with the water leach solution. The residue from the leached fume is water-washed and recovered in a centrifuge-thickener circuit. This residue contains lead sulfate and significant quantities of gold and silver. Manpower requirements are held to a minimum by automating operations within the Leach Plant.

W. M. Williams (McGill University)-The authors are to be congratulated on completing this detailed investigation of recrystallization behavior. The present writer has recently completed some research at the University of Toronto on the recrystallization and grain growth behavior of a number of "pure" irons, and he would like to take issue with the authors' contention that recrystallization cannot be followed by means of hardness measurements. Two series of specimens of Ferrovac E, a com- mercially available iron, were annealed to complete recrystallization at 525" and 620" C, measurements being made both of Rockwell hardness and of volume percent recrystallized as a function of annealing time. Good correlation was found between these two quantities and, following the earlier practice of Cook and Richards for copper, hardness measurements were used in an extensive investigation of recrystallization. No anomalous behavior was observed as a result of this practice. Specimens which showed complete softening always showed, (metallographically and by X-rays), completely re-crystallized structures. These observations do not, of course, detract in the least from the results of the work under discus-

ON Coal's Horizon one development rises above all others. That is the swift expansion of output to make Soviet Russia the largest coal producer on earth next to the United States. Few Americans are aware of the speed and extent of that expansion nor of the accompanying creation of a strong, resourceful mining machinery industry, nor of the extent and character of the mechanization of Soviet coal mining. Two initial clarifications are necessary for better understanding. First, we must keep in mind the sharp distinction between the Russian people and the communist Soviet dictators who rule them. The great mass of the Russian people are not members of the Communist Party as people here are Republicans or Democrats. They are not permitted to be members. There are, by various estimates, only 2 to 4 million members of that party in all Soviet Russia. The other 196 to 198 million are the victims of their tyranny and their terror. It is the activity of the Soviet rulers that concerns us here.
