The Second Pan-American Scientific Congress will be held under the auspices of the United States Government in Washington, D. C., Dec. 27, 1915, to Jan. 8, 1916. The organization officers are John Barrett, LL. D., Director General of the Pan-American Union, Secretary General; Glen Levin Swiggett, Ph. D., Assistant Secretary General; the headquarters of the Congress are the Pan-American Union, Washington, D. C. Sublevel caving techniques at Luossavaara-Kiirunavaara AB (LKAB) in Sweden have undergone significant modification over the years as management strives to maintain mine viability amidst rising costs and erratic iron ore prices. LKAB, which is 96% state-owned, is Sweden's principal iron ore producer and operates three iron mines north of the Arctic Circle. By far, the largest of LKAB operations is the Kiirunavaara (Kiruna) underground iron mine which extracts an estimated 30 million t/y of ore, Other iron mines include the Malmberget underground nine, rated at 12 million t/y of ore, and the Svappavaara open-pit mine, rated at about 4.5 million t/y. Mined ores from Kiirunavaara and Svappavaara are shipped by rail to the northwestern harbor of Narvik, while Malmberget ores are sent to Lulea, located to the southeast. LKAB iron ores are marketed by Malmexport AB, which is owned jointly by LKAB and Granges, Sweden's base metal producer.

A SEMI-AUTOMATIC hoist has been installed at the 2966 station of the Copper Queen mine, since neither the bulk of supplies handled nor the number of men engaged in developing the 3100 level justifies the constant attendance of two cagers and two hoist operators. The connecting service shaft between the 2966 and 3100 levels is actually a two-compartment raise. Below the 2966 level the shaft is 7x13 ft-slightly oversize to permit downcast ventilation and provide space for the 16-conductor flexible control cable. The raise extends 52 ft above the 2966 level for a 3-ft diam head sheave. Another 3-ft sheave is mounted as an idler between the hoist and head sheave, eliminating the need for an inclined cableway. The main compartment serves as a cageway; the other compartment provides a manway and space for service lines. Since vertical travel is limited, rope speed is of minor importance.

Longyear, who gave a most interesting talk about his work in exploring for coal on the islands of Spitzbergen, 400 miles north of the North Cape of Norway. A LITERATURE survey1-' of sintering metal pow-A ders and powder compacts indicates that studies have so far been confined primarily to the latter stages of sintering in relatively coarse powders. Presumably this is due to the difficult techniques associated with studies of the early stages of sintering. Recent experimental and theoretical investigationsL-" on the preparation and the magnetic properties of ultrafine ferromagnetic powders suggest the possi- bility of following the sintering process from a very much earlier stage than has previously been considered. It is now well-known that ferromagnetic powder particles which are below a critical size behave as single domains and exhibit permanent magnet qualities characterized by a very high coercive force. When the same particles are fully sintered, the coercive force decreases to very low values corresponding to those of the solid metal. Many studies have been made of the microflotation of quartz (de Bruyn, 1955; Fuerstenau, 1957; Somasundaran, 1964; Smith, 1973; Fuerstenau, 1976; and Smith and Akhtar, 1976) and alumina (Somasundaran, 1964; Smith and Akhtar, 1976; Fuerstenau and Palmer, 1976; Fuerstenau and Akhtar, 1976; Fuerstenau and Yamada, 1963; Modi and Fuerstenau, 1960) using various anionic and cationic heteropolar hydrocarbon surfactants as collectors. A few studies have been made on these materials using amphoteric hydrocarbon collectors (Wrobel 1969 and 1970; Smith. Haddenham, and Schroeder, 1973; Gupta and Smith, 1975) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors Cooke and Talbot, 1955; Somasundaran and Kulkami, 1973). The present investigation compares microflotation response of the two minerals in hydrocarbon and fluorocarbon collector systems of the anionic, cationic, and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.

In the mining industry, there are two widely accepted methods of determining the investment worth of a contemplated project. One of these is the payback method and the other is the more recent discounted cash flow (DCF) technique known as the internal rate of return. Both techniques can be useful, but it is important to know the assumptions and characteristics of each procedure and how these may affect an investment decision. The Payback Period-A Shortcut to Yes or No The payback period is simply the time it takes for the cash inflows from an investment to equal that investment. Understandably, projects with short payback periods are preferred to those with longer ones. The payback period may be measured either from the time the initial investment is made or from the time that it begins to yield positive cash flows, but the latter approach is more realistic because it permits more accurate allowance for lost interest on the invested capital.

THE construction of Norris Dam, built by the Tennessee Valley Authority on the Clinch River, a tributary of the Tennessee River, involved the production of coarse and fine aggregate for approximately 1,000,000 cu. yd. of concrete; A hammer-mill plant for the manufacture of sand from quarried rock was indicated as the most economical method of providing this material. The abrasive character of the feed as compared to the average hammer-mill feed made it necessary to control operations rather closely, and this resulted in the accumulation of many data bearing on production and maintenance. This paper will deal only with three specific sets of data, accompanied by such general infor-mation as miry be necessary to explain the conditions under which they were obtained and followed by discussions on the relation of silica content to hammer wear, comparative costs of slugger and stirrup hammers, and comparative costs of tool-steel and n manganese-steel grate bars.

SUMMARY MERCURY is one of the strategic metals of which the supply has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributed substantially to increased production of mercury in the United States and to consequent accumulation of Government stocks. Other contributing factors have been higher prices for mercury and Government loans to operators. The Bureau has undertaken 13 exploration projects, 10 of which have been completed. This work has comprised 28,376 ft. of several types of drilling and 23,798 lin. ft. of surface trenching, and has indicated commercial ore containing 34,800 flasks of mercury and marginal ore containing 26,200 flasks, a total of 61,000 flasks; equivalent, respectively, to domestic production for 8 months, 6 months, and 14 months. As Government stocks are now adequate, domestic production (currently at the rate of 50,000 flasks per year) is gradually being curtailed through Government control of labor and operating supplies.

The Bureau of Mines devised a direct flotation method for treating low-grade carnallite (KCl*MgC12*6H20) and sylvinite (a mixture of KC1 and NaCl) ores characterized by a high content of water-insoluble impurities. The procedure consists of flocculation-depression of the insoluble slimes; decomposition leach (carnallite only); potash rougher, cleaner, and recleaner flotation; and final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid phase KC1 from camallite ore and 79.7% of the KCl from sylvinite ore in final products containing 60.5 and 60.9% K2O, respectively. A flowsheet incorporating the described flotation procedure is presented.

The isothermal section of the Mo-Ti-Zr-0 system at 1500°C was investigated using X- ray diffraction and mefallographic techniques. Up to 66.7 at. pct 0, the system contains ten four -phase regions. Isopleths at 10, 30, 45, 55, and 60 at. pct 0 were constructed. THE purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of molybdenum, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct o. PREVIOUS INVESTIGATIONS The Ti-Zr-0 system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by Hansen' and Levin, McMurdie, and Hall.3 Farrar, Stone, and Margolin studied the titanium-rich corner of the Ti-Mo-0 ternary. Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part. Ireland mine of Hanna Coal Co., which operates two production shifts and one maintenance shift per day, performs hydraulic maintenance with a plan that is geared to assure the bulk of work being handled on the midnight or maintenance shift. Production is thus allowed to continue without interruption from major hydraulic component malfunction. The plan is called selective maintenance because the specific part to be worked on and the time the work is to be accomplished are selected according to a definite plan.

TOTAL global war is making extraordinary demands on the oil industry. Huge quantities of 100-octane gasoline, extreme service lubes, toluene and other miscellaneous products are required. 100-octane gasoline is blended from isopentane, base stock, and alkylate. Isopentane is fractionated from natural or refinery gasoline; but since only limited quantities of base stock can be made in this way, catalytic cracking is rapidly becoming the major source of base stock. Alkylate, the most important component, is synthesized from isobutane and an olefin. Extraordinary demands are forcing the full utilization of all present sources and the development of new supplies of feed stocks. Fortunately, the United States finds itself with well-developed processes already available, and this is true of the manufacture of lubricating oil as well. Toluene is now being produced by new methods from special cuts fractionated from selected crudes or from catalytically processed naphthas. Designers of refinery equipment are modifying past practices to conserve every bit of material possible.

While I thoroughly appreciate the United States testing-machine at the Watertown Arsenal, and regard it as the most accurate testing-machine that has yet been built, I wish that I could say that it is complete in all respects. I not only fully appreciate it, but I have given up advising thesending of material to be tested anywhere else. It is five or six times more expensive to use this machine than any of the others, but the results which are obtained from it are, I think, perfectly reliable, and of such a character that the tests are all comparable with each other. It has proved, beyond a doubt, that the system of testing specimens of' diminished area, and then calculating that the metal examined will be as many times stronger as its area is greater, is an absolutely vicious one. Application of the Charles and Bond Laws to batch grinding can be deduced as a special case of solution of the first-order batch grinding equation. With additional limitations on the feed size distribution, this special case also gives Rosin-Rammler distributions of constant slope, with the 36.79% retained point a simple function of time. In general, the assumptions concerning the breakage parameters S and B which are necessary to get Charles' and Bond's laws, are not valid except as a crude approximation. With less restrictive assumptions, it is still possible to get approximate Rosin-Rammler distributions, but the slopes change with time of grinding, and the 36.79% retained point is a more complicated function of time. An alternative form to Charles' law is suggested, which accomplishes the same result and has the same errors, but avoids the use of energy of grinding and deals with specific rate of grinding.

The design of a tailings dam is a geotechnical engineering project of considerable scope. For the design, it is necessary to establish the engineering properties of the soil or rock strata which will support the dam and the tailings or other fill which will be used to construct the dam. The various field and laboratory investigations which are necessary to obtain the required design parameters are discussed in the paper and the use of these parameters to compute stability, settlement, and seepage are considered. The designer of a tailings dam can never assume an absolute knowledge of the properties of the foundation strata. Further, initial design assumptions are often approximate, particularly with regard to the distribution of pore pressures through and beneath the dam. Thus, the installation of performance monitoring instruments is recommended, since data obtained from such instrumentation can be used to check the stability of the structure both during construction and after its completion.

A programme of work was initiated so that the possibility for the agglomeration of Transvaal chromite-fines by pelletization could be investigated. The use of cementitious binders did not yield promising results, binder additions of up to 10 per cent failing to produce an agglomerate that would be suitable as feed for an electric-smelting furnace. Further laboratory and pilot-plant studies showed that high-quality pellets could be made from chromite bonded with small amounts of bentonite and hardened by heat treatment at temperatures of the order of 1000°C. An investigation was also done into the reduction behaviour of pellets containing amounts of stoichiometric carbon up to that required for complete reduction. The results showed that the maximum degree of reduction that could be obtained was approximately 75 per cent, and that these pellets had the physical properties that would make them amenable to smelting in a submerged-arc electric-smelting furnace.

The objective of this investigation was to study the electrokinetic behavior of oxidized coals to indicate the feasibility of separating oxidized coals from ash materials and pyrite by an amine flotation process. The effects of soluble inorganic electrolyte products from coal oxidation were also examined. The electro-kinetic behavior of coals of different rank and degree of oxidation were studied by an electro-phoreses technique. Generally, increasing the oxidation increases the negative value of the zeta-potential and decreases the isoelectric point (IEP). Flotation results indicate that the flotation recovery increases with decreasing pH values, and that with ferrous sulfate at pH 6.5 the flotation recovery is optimum while the pyrite is depressed. Comparing the flotation results with the electokinetic results verified that in the presence of ferrous sulfate, the maximum hydro-phobicity of oxidized coal with dodecylamine and frother is near its IEP, which is around pH 6.5 to 7.0.
