INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. Pill Florida hard-rock field extends from Suwanee and Columbia Counties in northwest Florida to south of Croom, Florida, in Hernando County this area is approximately 100 miles long and varies from 2 to 30 miles 1n width Florida hard-rock phosphate was discovered at Hale Springs, about one mile northwest of the town of Dunnellon Marion County, in the year 1888, by Albertus Voight who lived within a few hundred yards of the spring Soon after this discovery there was a great influx of land speculators and wildcat operators into the vicinity of Dunnellon A few years later phosphate was found in Alachua, Levy, Citrus and Hernando Counties, and a great number of small crude plants were built from Newberry, Alachua County, all the way to Croom, Hernando County Phosphate was found in many places as "outcrops " Looking for outcrops was the first method used by the early prospectors in searching for deposits Several years passed before any systematic method of prospecting was used EARLY MINING The early method of mining hard-rock phosphate was with picks and shovels, wheelbarrows, mules and wagons The pick-and-shovel method was used altogether until about 1900, when some of the larger operators began to use railroad-type steam shovels of from 1/2 to 1-yd capacity Picks and shovels, with negro labor loading the phosphate ore (called "matrix") into wooden side-dump skip-cars, was continued until about 1907 From the discovery of hard-rock phosphate until approximately 1905, overburden was removed with mules and scrapers At some places, the overburden was loaded into side-du nip skip-cars by negro laborers and the cars were then pulled up an incline with a steam hoisting engine The maximum depth of overburden that could be economically removed by hand labor mules and scrapers was approximately 15 feet About 1905 one of the companies erected a producer-gas powerhouse near Dunnellon and generated its own electricity and about the same time the larger companies began using hydraulic methods for the removal of overburden From the year 1888 through the year 1939, approximately 75 companies were operating at one time or another in the hard-rock territory, on approximately 500 locations The hard-rock deposits are more irregular and have higher mining costs than the pebble-rock deposits, therefore they have not been competitive in the domestic market, but because of the higher grade of the hard rock it is in demand for the export trade Discovery of phosphate outside of the United States has made it increasingly difficult in recent years for the hard-rock companies to survive, so today only three companies are operating These

This paper outlines a series of tests carried out during the first six months of 1927, in the laboratory and mill of the Moctezuma Copper Co. The object of the tests was to determine whether the soluble salts present in the mill circuit water were having a detrimental cffect on the recovery made by flotation. To accomplish this object a series of water analyses were made, followed by flotation experiments in which definite quantities of the salts found were added as addition agents. Before proceeding to describe the results obtained in the course of the investigation, reference will be made to five articles that have appeared during the last two years in which the action of such salts is discussed. Two of these are by A. T. Tye1, 2 and describe flotation practice at Cananea and the way in which water high in ferrous and ferric salts is conditioned for differential flotation. Two, one by A. C. Munro and H. A. Pearse3 and the other by H. A. Pearse,4 outline Britannia milling methods, and the advantages that have been derived from ore washing; while in the fifth, A. W. Hahn5 summarizes the results of laboratory experiments in which ferrous, ferric and aluminum sulfates have been added in varying amounts. The mill of the Moctezuma Copper Co. has a daily capacity of 3000 tons, and is situated about 75 miles south of Douglas, Arizona, on the Rio de Nacozari, in the Mexican state of Sonora. The ore treated is mined from the company's mine at Pilares, about 5 miles southeast of the Concentrator. This ore contains about 2.5 per cent. copper— present almost entirely as chalcopyrite—and 10 per cent. iron, of which

The differentiation of oxidized forms of lead from lead sulphide in complex products by chemical analysis is of considerable importance to certain mining and metallurgical companies. A method for the separation of "oxide" lead, (non-sulphide), from sulphide lead, based on the solubility of the former and virtual insolubility of the latter in concentrated ammonium acetate solution, has been employed for many years in the industry.1,2 Unfortunately this solvent, while satisfactory for lead sulphate and carbonate, is without action on lead phosphates or vanadates, with the result that at .Rhodesia Broken Hill Development Co. where these latter minerals are present, they have counted as sulphides when using this procedure. For the control of operations in the new concentrator it became necessary to have a closer check on sulphide lead than could be obtained by the only current method of differentiating this constituent from oxidized lead. For some time this problem has engaged our attention, and after a large number of solvents had been tried, the following procedure was evolved. Like all methods depending on selective solution in a com- plex material, it will not give 100 pct separation into oxide and sulphide portions. Because of the ease of oxidation of galena this is almost an impossibility. Our procedure will, however, give a recovery of 99-100 pct of the oxidized lead, contaminated with very small quantities of lead sulphide, and a corresponding recovery of 97-98 pct of the sulphide lead. The procedure is simple and reproducible, and gives results quite .satisfactory for routine control purposes. Experimental For this work standard samples of the following pure lead minerals were obtained from Broken Hill, Northern Rhodesia. These were hand-picked specimens, and were carefully ground to —200 mesh. Since it was realized that a fair-sized sample would be necessary for this work to thoroughly test the large number of procedures we had in mind, a compromise had to be effected between a few grams of very pure minerals and a large sample of lower grade material. For this work the presence of gangue was not deleterious, so long as the oxide lead minerals did not contain lead sulphide, and vice versa. Table I shows the lead minerals used, and their total lead content, both theoretical and actual. Apart from the pyro-morphite the minerals are seen by analysis to be quite pure. IN the calculation of oil and gas reserves by volumetric methods, it is necessary to know the volume of the reservoir available for the storage of the oil or gas. To obtain this information, a number of methods for determining both total and effective porosity of reservoir rocks are used. For the determination of the total porosity, or the porosity that considers all of the pore spaces, connected and isolated, the Russell7,8,9 and the Melcher-Nutting1-6 methods are the best known and most- widely used in the petroleum industry. These methods have disadvantages in that they give the total porosity of the samples and in that the samples are reduced to grain size in the determination. In many sands there may be little or no difference between total and effective porosity but in other sands there may be considerable difference between the two. For the estimation of oil-and gas reserves the effective porosity of the reservoir rock always should be used. Of the methods that have been developed for the determination of the effective porosity of reservoir rocks, or the porosity that considers only those pore spaces that are connected, the best known are the so-called Boyle's law6,10-13, and the Washburn-Buntings.5,6,11 methods. The Wash-burn-Bunting method is probably the most widely used because it gives effective porosity, it is rapid, and the apparatus is inexpensive. This method employs a special porosimeter in which the core sample is placed in direct contact with mercury. This method has disadvantages in that, as a result of the high vacuum created in the pore spaces, mercury is drawn into the openings, making it impossible to use the sample for a check determination and also ruining the sample for any further test, such as permeability. The purpose of this paper is to describe an appa-ratus employing the same principle as the Washburn-Bunting method but so designed that the core sample does not come in contact with the mercury in the porosimeter.

SOME TIME in the year 1874 or 1875, I conceived the idea that spiegeleisen might be made -in a blast furnace from ores that were not carbonates, and which did not contain both manganese and iron in the same ore. Up to this time, such ores had formed the basis of all the spiegel that had been produced; and all the ferromanganese that was on the market before 1875 was made in crucibles, and cost about 00 per ton, for 80 per cent. Mn. I consulted the great steel metallurgist of the day, Alexander Holley, who listened attentively to what I had to say, and told me he did not think my plan was practical, so I abandoned it for the time being. But I was so stubborn that I could not get the notion out of my head. It seemed to me that a good metallurgist should be able to work the thing out in some way. I had already had some experience in smelting refractory lead ores in Utah, and was young and not lacking in self confidence, so after waiting a bit, I got Anton Eilers, the best all-around metallurgist I knew, and J. H. Bramwell, the best iron blast-furnace man I knew, both intimate friends of -mine, to come to my place in Bartow County, Georgia, and look over things. They remained for several days, and made all the examination they thought necessary; and they also advised me to give up the project, and either to keep the furnace running on car-wheel iron or to blow it out. After my talk with Holley, I improved my plant in several ways. I closed the top of the furnace, put in a hot-blast stove, a steam boiler and a Weimer blowing-engine which gave me blast enough, at a pressure high enough for all the requirements of, the furnace, and which I could bring up to a temperature of 600° to 700° F.

Discussion of the paper Of ROBERT H. BEDFORD and WILLIAM HAGUE, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 92, August, 1914, pp. 1807 to 1816. W. L. SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

IN 1839,1 Gerard, Troost, the first, State Geologist of Tennessee, reported the occurrence of zinc ores in East Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of East Tennessee, especially the apparently rich deposits occurring, in Jefferson and Claiborne Counties, while his ninth annual report is a ,description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Although. Tennessee has long known of the occurrence of its zinc deposits and has recognized their value, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved. a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining the ore and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in East Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Holston River Valley, Knox County, about 13 miles northeast of Knoxville. Considerable mining and prospecting had been done by several companies prior to the acquisition of this property by the, American Zinc Co. Previous to 1900 only open pits, which were worked for oxidized ores, were operated. and the production was small. In 1900 the

Many independent studies are being made on slag-metal relationships in the open-hearth furnace, and these studies cannot help but result in an ultimate improvement in the quality of open-hearth steel of both the open and killed types. In maintaining quality control at the National Tube Company's plant, emphasis has been placed on an evaluation of the iron oxide content of the steel in as quantitative a manner as possible, in order that the most desirable level of oxidation might be obtained for a given type of steel, and to secure a more precise basis for final de-oxidation. In the past, various methods were used for estimating FeO content of the metal at tap to ensure uniform and thorough deoxidation of killed steel, avoiding overdeoxidation to minimize the amount of inclusions present and to make as sound a steel as possible. For the open-type steels, such control involves obtaining the necessary level of oxidation for the most suitable action of the steel in the molds to provide good surface quality and cross section for the specific grade involved. While rapid analytical methods are available for determination of FeO in the liquid metal, such methods are still not sufficiently rapid for routine control on the open-hearth floor, nor do such analyses provide information as to what causes high or low FeO values. The method of sampling can still be considered a problem in view of the variability encountered in taking simultaneous duplicate tests. With the accurate rapid methods now available for determining carbon in the metal, estimating slag basicity and obtaining temperatures of liquid metal, it was believed possible to determine the influence of the various furnace reactions in establishiug the state of oxidation at a given time. Simultaneous slag and metal tests were used in this analysis, aided by statistical methods, to determine the factors that affect the metal FeO, and also to make a quantitative evaluation of these factors. Data obtained are from actual iurnace operations, the metal test being of the I spoon, Herty type, and taken in duplicate. Metal temperatures were taken with the open-tube bath pyrometer developed by the Research Laboratory of the United States I Steel Corporation. This method of taking open-hearth metal temperature was invented by Collins and Oseland,l and was developed into its present form by L. 0. Sordahl,2 of the Research Laboratory. The instrument and its mode of operation have been fully described by Sordahl and Sosman in three publications.3,4,5 lag components were obtained by chemical analysis. Data were taken from four 165-net-ton furnaces during the working period of the heat. Recognizing that additions of ore affect the metal FeO. no tests were included within 30 min. after ore additions. In all, 65 tests (48 heats) were used in this study.

The discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not yield more than $10.00 per ton* of 2000 pounds. • At this trine the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6.00 per ton. The successful working of mines on "the belt" necessitated cheap milling. The sudden death of Captain Jones, September 28,1889, became known to his fellow-members on the eve of the Ottawa meeting of the Institute; and at that meeting, Mr. Charles Albert Ashburner, of Pittsburgh, expressed with unaffected feeling and unpremeditated eloquence the sorrow of all. Mr. Ashburner subsequently undertook to revise and extend, for in in the Transactions, the remarks he had made at Ottawa; but death surprised him also, in the midst of his labors; and it has become my duty and privilege to prepare from the memoranda he left behind, the present brief and inadequate notice. To me, who knew and loved them both, this task of double sorrow recalls them both, with a peculiar sense of presence and of absence. They seem to speak from another land, not far away, yet not with human voices—like an echo and its echo. William Richard Jones was born in Luzerne county, Pennsylvania, February 23, 1839. His father was Rev. John G. Jones, a Welsh minister, who had immigrated to the United States in 1832. William was the eldest son, and his father's failing health made it necessary for him to begin early the work of self-support. At the age of ten, he was apprenticed to the Crane Iron company, of Catasauqua, and in this humble capacity entered upon the profession in which he was to become famous. Unquestionably, the thorough acquaintance with all details, acquired by working his way from the bottom to the top, was one secret of the conspicuous executive ability which characterized him in the height of his career. According to a letter from Mr. J. H. Geer, Assistant Chief Engineer of the Cambria Iron Company, Mr. Jones entered the service of that company in 1858 or 1859 as a machinist, and continued to work in that capacity until July, 1862, when he enlisted as a private in the 133d Regiment of Pennsylvania Volunteers, in which he afterwards commanded a company. Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

LUMINESCENT materials have been used in an increasing variety of ways in recent years. Such uses range from the screens on which the picture or image is presented in television and other cathode ray tubes to fluorescent lamps, fluorescent effects in decorative, theatrical, and display lighting, and the many applications of phosphorescence in paints, textiles, paper, and plastics. During the war the screens for a radar set or the "night-seeing" devices were not fundamentally different from those in other cathode ray tubes, but nevertheless they presented special problems for the phosphor manufacturer. It was essential that the "pips" on a radar screen continue to glow after the exciting beam had swept on, but this afterglow would be ruinous to a television screen. In the image tube used for seeing at night with infrared instead of visible light, electrons emitted by an infrared-sensitive receiving surface were amplified and converted to visible light after striking a fluorescent screen. The small size of the screen caused special problems in reducing the grain size of the phosphor to obtain adequate resolution. Other devices used phosphor surfaces which could be stimulated directly by infrared radiation to emit visible light. Energy was stored in the phosphors by prior excitation with short-wave-length radiation, and the stored energy released on subsequent exposure to infrared radiation. Maps, navigational charts, bombing manuals, and computers of various sorts were printed on fluorescent paper or lettered with fluorescent inks. Fluorescent markings excited by small ultraviolet lamps were used on airplane instrument dials. A large amount of research was done to determine the best color for the emitted light and other properties for the fluorescent materials, and on the best methods for their fabrication into the items listed above. Phosphorescent materials found wide use during blackout restrictions to mark safe passageways, to delineate traffic hazards, to identify packages, and to mark tools and other items of equipment.

IN connection with other investigations on the properties and characteristics of chilled iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the tread and inside of the flange will show white iron to a depth of from 5/8 to 7/8 in. (15 to 22 mm.), the remainder of the wheel becoming graphitized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the' formation, of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in white iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfield. 1 Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gray upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below.

SINCE the discussion On steel rails in America has forcibly drawn attention to the value of chemical analysis, if not as a necessary stipulation, at least as a guide to control the usual mechanical tests, some doubt has been thrown upon the accuracy of the analytical results Obtained by different chemists. To any One having the least acquaintance with chemistry., it is quite clear that if exactly similar results are to be obtained from the same borings of steel, exactly the same methods must be used by the different analysts. Hence the necessity (if complications are to be avoided) of establishing what I may call standard or normal methods, to be used both by the inspectors and by the chemists at the works. Remembering that the application' of chemistry to steel-rail inspection is yet in its infancy, it is of great importance to possess a perfect acquaintance with the best methods in use. Being myself a grateful pupil of Professor Eggertz, of the School of Mines in Sweden, it Occurred to me, two. years ago, that I could not do better than start a laboratory of my. own, and engage One of his pupils, Mr. Troilius, for the purpose of analyzing the steel borings from mechanically-tested rails, so that I might thus Obtain without delay thoroughly accurate determinations. Moreover, in Order to carry on the, operations in perfect accordance with the methods used at the steel works in England and Germany, where I had to control the manufacture, I deemed it desirable to allow Mr. Troilius to go through a course of training at these works; and I gladly seize this opportunity of expressing my grateful acknowledgments to several works in England and in Germany for affording every facility for such an exchange of information as was found necessary in arriving at the best analytical methods to be used.

Wabush Mines is the largest single supplier of iron ore to the Canadian steel industry, with 42% of its 6 million tpy of iron ore production going to the company's two Canadian owners-The Steel Co. of Canada and Dominion Foundries and Steel Ltd. Six other companies hold interests in Wabush Iron Co. Ltd. These are Lykes-Youngstown, Inland Steel Co., Intrerlake Steel Corp., Wheeling-Pittsburgh Steel Co., Finsider of Italy and Pickands Mather & Co. Field work on Wabush began in mid-1957 when a long-range program of economic, geologic, and metallurgical investigations started. This work was followed in 1959 by the construction of a temporary camp and a 700-tpd pilot plant. At the same time, work was also started on a 38-mi railway connection to Ross Bay, Newfoundland.

In August 1957, a cutter suction dredge started the removal of overburden from a bauxite deposit near Paranam, Surinam (formerly Dutch Guiana), South America. This event marked the climax of a program of investigation, design and construction which lasted almost five years. Cutter-suction dredges are used predominantly for harbor and river work, and land reclamation. While they have been utilized to remove overburden from ore bodies, notably at Steep Rock, Ontario, and Black Lake, Quebec, the conditions under which one is being used for this purpose in Surinam are unusual. Paranam is a mining town built by Suriname Aluminum Company, a subsidiary of Aluminum Company of America. It is located on the Surinam River, about 30 miles from the Atlantic Ocean. The bauxite mining, drying and shiploading facilities have been in operation since 1941.
