In answer to inquiries from members, Mr. Sheafer said that the culm-banks of which his paper gave the shipments were of about the average quality of the banks in the Mahanoy region of the Schuylkill field,.made prior to 1881 or 1882, when the practice of preparing buckwheat coal was introduced; but that in a very old hank, made about 1849, no coal above pea-size had been found. Apparently it was then the practice to ship everything. In reply to an inquiry concerning the utilization of the fine coaldust, Mr. Sheafer said that it was not utilized in connection with the washing described in his paper, but was carried away in the water as waste; that during Mr. Corbin's presidency the Reading Company built at Mahanoy City an extensive plant for making artificial fuel, but difficulty was encountered, due to the circumstance that the small coal from different collieries varied in its combustible quality and also in the amount of pitch required to be mixed with it, and he believed they concluded that from some varieties of the coal-dust a very good fuel could be made, but at a cost entirely too great for successful competition with cheap coal. Of course, the anthracite dust was not so well suited to this manufacture as bituminous slack. R. W. Raymond, New York City : I believe that was the practical outcome of the enterprise of a member of the Institute, Mr. E. F. Loiseau, now deceased. It was found, I think, as an additional drawback, that the manufacture of artificial compressed fuel from anthracite dust could not be successfully practiced with material so impure as that of the culm-banks. Consequently, the manufacture could be based on that source of supply only when accompanied with a preparatory washing. The most favorable location for it would be at large yards where the waste from the handling of coal, which is comparatively pure material, could be thus treated. I believe the manufacture of compressed fuel from bituminous coal was at one time a profitable business in Nova Scotia, but was destroyed by the indirect effect of the general introduction of watergas for illuminating purposes. IN times like these, the A. I. M. E. and similar societies have their greatest usefulness. . . . Individuals and companies acting alone in the development of public opinion are merely voices crying in the wilderness. United and organized they make a great force that can and does influence public action. . . . What part, if any, then, shall the A. I. M. E. take in these great stabilization processes of civilization? Shall it help to give direction and force to scientific knowledge which comes within its field of activity or shall it merely develop more of it? . . . Is it the A. I. M. E.'s function to help bring system, order and direction out of this situation so that the world can again have forward economic movement, or should it rest on its oars until other agenciess develop that public understanding and direction so necessary for economic progress? As we understand the functions of the A. I. M. E. Petro¬leum Division, they are to discover and promote knowl¬edge for the benefit of society on the mining of oil and gas. To the individual member of the Petroleum Division, there are certain advantages of social and professional contacts, but the collective purpose is that described. And the individual is benefited by membership only as the Division measures up to the purposes of its existence. Consequently, the welfare of this Division and that of its members depends on the extent to which it keeps pace with the needs of society on matters relating to the mining of oil and gas.

The growth and influence of Sherritt Gordon Mines Ltd. in the nickel producing industry has been quite phenomenal. Although the company's Lynn Lake deposit in Manitoba was actually dis- covered in 1941, it was not until 1945, when men and materials were more readily available as a result of the end of World War II, that the area was staked and news of the discovery leaked out. As a result of the discovery, Professor Frank Forward of the University of British Columbia was commissioned by Eldon Brown, then President and Man- aging Director of Sherritt, to develop a new nickel refining process. A pilot plant, based on the results of Professor Forward's research, was constructed in Ottawa, and after the successful testing of the Lynn Lake ore, Chemical Construction Co. was given a con- tract in 1952 for construction of a producing plant. By 1954, the Fort Saskatchewan refinery was operating at an annual production of 15 million lb of nickel metal in the form of briquetts or powder. Capacity has since been increased to 30 million lb.

THE elastic, earthwaves produced naturally by earthquakes -have been used for a long time as evidence from' which to draw conclusions in regard to the constitution of the interior and crust of the earth. The elastic earthwaves produced artificially by occasional explosions and recorded by seismological .observatories were used to draw conclusions regarding the-geology of the intervening area. Intentionally produced elastic earthwaves in the past five years have come to be used extensively in the investigation of very local geologic structure. The seismic method of working geologic structure, which makes use of artificially controlled explosions and the resulting earthwaves, has developed almost `clairvoyant power in handling certain geologic situations, and in the discovery of salt domes in the Gulf Coastal: Plain region of Texas and Louisiana has 'scored the, most brilliant success.

CLARENCE N. FENNER.-Mr. Gelstharp, chief chemist of the Pitts-burgh Plate Glass Co., has directed my attention to the fact that that company was using optical pyrometers obtained from the Leeds & Northrup Co. several months before the members of the Geophysical Laboratory arrived at Charleroi. I am glad to make this correction. The chief object of my paper was to emphasize the necessity of careful temperature control in the making of optical glass and to describe the kind of tests to which an optical pyrometer should be subjected at a glass plant in order to obtain information regarding the closeness with which its readings correspond with true temperatures under the condi-tions which prevail in each particular case.

Longwall coal mining is a growing mining technique in the United States. However, very little premining exploration data are collected presently by coal companies to 1) select coal winning equipment, 2) select and design face supports and supports in gate and tail entries, or 3) optimize operational parameters such as length, width, and orientation of face. The authors are of the opinion that much of the data needed for mine planning and design for longwall mining can be obtained during exploration. In this paper, the authors identify the data requirements, discuss how these data can be obtained during exploration, propose an exploration program and estimate the cost to obtain the necessary data.

The Offshore Technology Conference, the world's largest technical conference and exhibition on the development of offshore resources and protection of the ocean environment, is sponsored annually in Houston, Texas, by 12 international engineering and scientific societies. This year's OTC, the seventh, will be held May 5-8 at the Astrodomain, and will be the largest in its history. The technical program for the first meeting in 1969 consisted of 100 papers, an exhibit display of 380 booths, and an attendance of 4300. This year. 280 technical papers are to be presented, and more than 2800 exhibit booths, representing some 1200 companies and nine countries, will be on display for an anticipated audience of 40,000.

(San Francisco Meeting, September, 1915). THE Belmont mill at Tonopah, Nev., was designed and constructed by the Belmont staff. Ground was broken in August, 1911, and milling operation started July 25, 1912. The metallurgical flow sheet, and the machinery adapted to carrying out operations in accordance with this plan, were decided upon from experience gained in the treatment of Belmont mine ores at the old Belmont mill at Millers, Nev. The detail drawings were made by the-engineering staff of the Tonopah-Belmont Development Co., under the supervision of Otto Wartenweiler, who also .had direct charge of the construction, consulting with the General Superintendent of the company, Frederick Bradshaw, and the writer.

Manganese-ore has been found upon the Isthmus of Panama throughout' a region of nearly three hundred square miles, over the greater part of which, however, it is known only in small bodies without commercial value. Only six mines, controlled by two companies, have actually shipped ore, although a large area has been taken up in miningelaims. The ore-bearing region extends along the coast of the Carib. bean Sea, beginning on the west near Puerto Bello and extending easterly about 35 miles toward Point San Blas. The search for ore continued at its relentless pace throughout 1967. Canada, South Africa and Australia plus a few scattered localities on the globe reported minerals finds of significant importance. Many of the reported finds were not high grade ore, but they nonetheless will assist in sup- plying a highly industrialized, mineral hungry world. No longer does inaccessibility and remoteness close an area to mineral exploration and development. The communication and transportation systems of today have closed the gap and, moreover, the demand for essential mineral commodities is causing price shifts which encourage exploitation of deposits heretofore considered uneconomical.

BUMPS in No. 2 Mine, Springhill, N. S., furnished the main feature for discussion at the morning meeting* on Ground Movement and Subsidence on Feb. 18. Walter Herd, the author of the paper by which the discussion was introduced, not being well, was unable to be present. The paper was presented by T. L. McCall, who laid stress on the presence of sand- stone as the cause of bumps, on the value of retreating longwall in eliminating such phenomena at the coal face and on the advantage of wide headings with packs on either side, leaving space behind them for any coal that bumps might dislodge. George S. Rice, who presided, referred to his visits to the Nova Scotia mines and said that bumps usually occurred only where the coal was thick and strong and the roof and floor both more than usually hard. If any of the three were weak, bumps were not likely to occur. In the Nova Scotia mine, to which Mr. Herd referred, there was no material for packwalls and for this reason as well as for safety he had been convinced that long- wall retreating with a small percentage of pack walling was the most feasible plan.

Enrollment in the mineral engineering departments at many of our universities has decreased substantially over the past few years, a fact that is due to a number of reasons. Some of the more obvious reasons are: (l) lack of student stimulation in the classroom, (2) absence or lack of salesmanship by the mineral industry faculty, (3) minimal financial support of academic programs by industry (some companies have been very generous, while others have given nothing), (4) failure of some companies to utilize the engineering backgrounds of personnel, (5) salary in some instances, and (6) job location in some in- stances. As some of these problems have been recognized, appropriate steps have been taken to correct them. Only one of the reasons listed is not subject to change, and that is job location. One university' that found itself in the position of reduced enrollment in the mineral industries is the University of Utah. Since the author was in the Department of Metallurgical Engineering at that university, and since data on enrollment and scholarship support have been published by that department, that department will be used for illustrative purposes to show the effect that active scholarship incentive can have on undergraduate enrollment. As Fig. I shows, there were approximately 35 total undergraduates in the department in 1966. Extrapolation of the freshman line from 1965 to 1966 (and previous years) suggested that no freshmen would be enrolled in metallurgical engineering by 1969 unless something drastic were done to alter the trend. In the Spring of 1966, 20 scholarships were offered to high school seniors as an incentive to enroll in metallurgical engineering. These scholarships were financed from a private endowment to the department, but at the present time industry is also contributing to the program. With these incentives, the department essentially doubled its total enrollment in three years, as shown in Fig. 1. Cornparison of this figure with the number of students on scholarships (Fig. 2) shows a direct correlation between undergraduate enrollment and the number of students on scholarship support.

The Giesche Spas Akcyjna, in Polish Upper Silesia, produces zinc, lead and coal, together with many byproducts emanating from the zinc-lead ores. The development of the concern in the 230 years of its existence has been influenced not only by metallurgical improvements but also to an unusual extent by political and economic factors. The company was founded by George Giesche, who was born in 1653 and died in 1716, and who in 1704 received from Emperor Leopold I the exclusive privilege of mining and selling galmei1 in Silesia. His children, who retained the business, gave the name to the firm—George von Giesches Erben. After 1802 modifications in the Prussian mining and corporation laws limited the rights formerly enjoyed. The family concern became a corporation and expanded its activities, building smelters and opening new mines. The establishment of the present eastern boundary of Germany resulted in the transfer of nationality of a large part of the mines and surface plants to Poland, which, in turn, necessitated the formation of a Polish company, the Giesche Spólka Akcyjna. The first concentrators at the Bleischarley mine were built between 1854 and 1860 and owing to dual ownership were two in number. They were used only for the treatment of galena. In 1873 a concentrator was built for the treatment of sulfide ore preparatory to treatment in the Recke roasting plant, which was the first to have an acid plant for recovery of the sulfur gas. This concentrator was replaccd by a larger one in 1888, when the present orebody was opened up. At the same time, a mill was built for the treatment of the galmei. The concentration of the sulfide ore resulted in a much higher grade of feed for the zinc plants after the first troublesome steps of the roasting process had been worked out. Consequently, the oxide ore in its primitively concentrated state was no longer highly valued as a retort charge. and steps had to be taken to increase its zinc content.

The manufacture of iron in the Province of Quebec forms one of the most interesting subjects in the development of this great industry in America. It began soon after the first steps taken in the New England colonies, where iron was first practically made in America. In both cases the ores smelted were bog-ores. In Qaebec the first work was done in and about, the town of Three Rivers, and many interesting facts in connection with the development of this industry may be found in the paper read at the Halifax meeting, September, 1885, by Mr. James Herbert Bartlett, of Montreal,* which traces the industry from its inception, about 1730, down to 1883, at which time the St. Maurice forge is declared to be the oldest active furnace on the American continent. A few years later the Canada Iron Furnace Company, Ltd., became interested in the enterprise, the extent of which has been greatly enlarged beyond all former limits. In fact, the manufacture of this particular class of iron has never been attempted on the scale now practiced by this company. This work has been carried on for the purpose of supplying a grade of iron hitherto procurable only at heavy cost for Canadian consumption from the United States, and for English consumption from Sweden. The manufacture of iron in the Province of Quebec was based entirely on bog-ores during the period referred to; and as the supply of iron made elsewhere from cheaper ores became more abundant, the local manufacture, handicapped by want of shipping facilities, lack of capital, and other natural causes, was gradually discontinued. It was always admitted that for certain purposes the iron made in the Province possessed special value; but the demand for articles requiring such special virtue was limited, and cheaper grades were gradually substituted for general uses. A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

INTRODUCTION At the time of the death of Mao Tse-tung in 1976, China was a major oil producing country with a daily oil flow in the order of 1.735 million barrels. This position had been achieved with minimal assistance from the outside world. Further, only some fifteen years had elapsed since the country's daily oil production capacity had hovered at the barely significant level of one hundred thousand barrels. Why then did the new leaders of China, after this very creditable record of success, suddenly change the direction of the country's drive for future hydrocarbon production? First, by switching much of the emphasis of exploration from onshore to the offshore continental shelf basins, and further by apparently abandoning the philosophy of self reliance calling upon the world's oil industry to share in the task of locating and developing these potential offshore energy reserves. The answer is probably only partly understood by those of us outside China, However, a number of factors exerting an important influence on this decision can be identified. THE MOVE OFFSHORE The new leadership was anxious to rapidly move China into her rightful place amongst the powerful and technologically advanced nations of the world. Modernization became the slogan, specifically modernization on four fronts, agriculture, industry, technology and military with the goal to "catch the west by the year 2000". But how to generate the capital to finance this massive modernization program? The rapid escalation of the price of crude oil following the 1973 Oil Embargo and the continuing apparently insatiable world demand for this now extremely precious primary resource was very clear to all. China, as a major producer, could export crude to help finance the ambitious development programs of the government. To do this, however, would require a very significant in¬crease in present production capacity, as the domestic demand even for China with her relatively low per capita energy consumption, is essentially equal to the current production. Trying to rapidly move the new regime's programs into actions, one can only assume that the planners looked at the success of the petroleum industry over the preceding fifteen years and quickly concluded that this well established curve could be maintained and indeed steepened with an increase in effort. The rapid discovery of a few more Daqing's (China's premier oil field, producing one million barrels a day) would have the country's ambitious modernization goals within reach. Petroleum would be the principal bridge to the bright future. The next decision involved the question of where to look for these vast new reserves. Chinese exploration teams had already looked at most of the onshore sedimentary basins and, while they were the first to admit that there was much yet to do, it was fairly clear to them that the potential for large new accumulations was confined to two areas: the little explored, remote, inhospitable regions of western China, principally Xinkiang Province and the equally unexplored offshore basins of the continental shelf and slope. In both cases China faced a very serious problem. The inhospitable environments were severely straining her petroleum industry's current technological ability to cope, particularly as the government needed rapid results. Thus the pragmatic and, to the foreign oil industry, unexpected decision to invite cooperation with the outside world. The reasons for the initial emphasis on the exploration of the offshore basins with the cooperation of foreign oil companies are again supposition on my part, but probably involved considerations of technical merit, ease of development and delivery to markets together with more sensitive issues such as controling the influence of foreign philosophies and values on the Chinese population by containing most foreign activity to the offshore. So within three years of the death of the great helmsman, China had developed a plan to involve foreign oil companies, both state and private, in a grand plan to rapidly increase the nations oil production. In fact, by this time, the first round of talks had been concluded and the first phase begun, and what a beginning. Some forty eight companies from thirteen countries had signed documents to participate formally in this world scale event. It was far easier to list those companies which did not participate than to list those which did. FOREIGN COMPANY INTEREST Why the rush by the world's oil industry to be involved in China? What was China offering which made everyone so anxious to join in? Again the answer is complex in detail, but principally involved a combination of factors which together caused this virtual stampede. Timing was a major element. Oil Companies, despite an ever increasing take by governments, were beginning to benefit. from the' rapid escalation of crude prices induced by OPEC and were looking for suitable areas to reinvest these funds. THE subcommittee on Coal Mining, since its appointment, has been engaged in collecting data about subsidences in coal mines in this country, and it now feels that almost all of the available data about occurrences of this sort in bituminous mines has been collected. As most of the bituminous seams are nearly level, the records obtained give the problem in its simplest form, without complications due to the pitch of the seam. Similar data is being compiled for the anthracite regions and it is hoped that this will be ready for the 1927 meeting. Copies of the questionnaire, Appendix A, were mailed to all of the coal operators' associations, to most of the large operating companies and to many engineers, with the request that any data on the subject be returned to the committee, or that advice of any subsidences known be given. The replies to most of the questionnaires were general only, although some specific cases were given. Many of the companies were unable to reply to all questions, as they lacked the necessary data, but in nearly every case where accurate data was available, it was cheerfully furnished, and any additional information requested was secured. All specific cases of subsidence were followed up by correspondence, and in several cases by personal inspection. Figs. 1 to 31 were made from the information furnished. Table 1 gives measurements of elevations taken in one case at intervals from October, 1913, to May, 1918. With one exception, where the evidence cannot yet be released on account of a lawsuit, it is believed that the cases submitted with this report include practically all that have happened in bituminous coal mining in this country of which actual measurements were secured. Some of these have already been published in the excellent report by Young and Stoek,1 and some instances have been secured from other publications. In collecting these data, the subcommittee had the Engineering Societies Library extend the bibliography given in the bulletin mentioned above to date. This list is given in Appendix B.
