IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades. A micropyrometer known as the De Graaf apparatus has several advantages over the gas-furnace method for determining ash fusibility. When the De Graaf apparatus is operated by a modified method of procedure, the results closely check those of the gas-furnace method. This is indicated by tests on 27 samples of coal ash, with an extreme variation in fusibility values of 654" F. However, most of the ashes fused at temperatures between 2300º and 2500º. This, presumably, is the temperature interval within which the micropyrometer gives the best results. Additional comparisons are desirable. DISCUSSION (Thomas G. Fear presiding) A. C. (written discussion‡).-—The Pittsburgh Experiment Station of the Bureau of Mines has made two investigations1 of the micropyrometer for determining the fusibility of coal ash. These studies were undertaken with a view to adopting the micropyrometer method us a substitute or alternate to the present standard gas-furnace method, in view of the obvious advantages of greater speed, smaller ash sample, smaller laboratory space requirements, less equipment and greater comfort to the operator. However, the investigation showed that the micropyrometer type of furnace as then operated in five laboratories having this equipment could not be accepted as an alternate to the standard gas furnace, which is capable of close duplication in different laboratories, as shown in a recent colmparison between the Pittsburgh Experiment Station of the United States Bureau of Mines and the Fuel Research Station of Great Britain.2 The algebraic meau

Froth flotation has been described by several authors" as being analogous to a first-order rate process. Although a few investigators"," have found orders other than one fit their data best, the rate is described most often by the first-order equation, [ ] where r is rate of disappearance of floatable mineral by flotation, C(t) is concentration of floatable mineral in the cell, t is time, and k is first-order flotation rate constant. One of the difficulties in using this rate equation to develop a mathematical description of an actual flotation process is the determination of a suitable value of the constant k. The value of k, which reflects the floatability of the floatable mineral, is dependent on the hydrodynamic conditions in the cell, type and concentration of flotation reagents used, pulp density, and pH, method of froth removal, aeration rate, particle characteristics, and many other factors. Therefore, it is reasonable to expect that each particle of floatable material has a distinct value of k and that a unique distribution of k values exists for given feed and cell conditions. This has been observed and discussed by several investigators, and mathematical descriptions of the batch cell and steady-state continuous cell with distributed flotation rate constant have been developed." The mathematical description in the form of a transfer function of the continuous or flow cell under unsteady-state conditions with a distributed flotation rate constant has not been presented in the literature. IN SUBSTANCE, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit, our own oil resources on an equality with American citizens and without hindrance or restrictions. This country: has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need.

MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

"The building stone industry of Utah has developed slowly on account of the limited market offered. The state has large and varied deposits of granite, limestones, marble and onyx.Three cement companies manufacture Portland cement in the Salt Lake valley. Brick clay, fire clay and clay for sewer pipe is found in the vicinity of Salt Lake City and Ogden.Large deposits of gypsum have been found in several localities in Utah. The gypsum deposit near Nephi has been developed to be one of the most important plaster producers in the western country. This gypsum occurs in large quantities and is exceptionally pure.Oil and Oil ShaleVast deposits of rich oil shale occur in the Green River formation of the Tertiary rocks in the Uintah Basin, northeastern Utah. It is estimated by the United States Geological Survey that the basin contains at least 92,159,000,000 tons of shale which will yield as much as 15 gallons of oil to the ton when distilled. These shale deposits indicate that ultimately Utah will be one of the leading shale oil producing states of the country. Some development work and considerable experimental work has been done, but overproduction of petroleum and general low prices afforded little incentive to the oil-shale operator, consequently no commercial production has yet been established in Utah."

DURING the summer of 1949, the United Nations Scientific Conference on the Conservation and Utilization of Resources met at Lake Success. As summed up by one writer, the purpose was: "That everyone will try to learn how to feed more people from an acre of land." That objective is a stimulus to the phosphate rock industry as well as other industries. Phosphate rock was mined first in the Canadian province of Quebec where it was found as an apatite in pockets. In 1863, mining began near the Rideau Canal, first in open trenches and quarries until shafts were sunk. These operations were difficult since hard rock had to be drilled and blasted. Steam was the source of power. The phosphate rock was hand-selected and recovery ranged from 6 to 10 pct, averaging 70 pct to 85 pct bpl (bone phosphate of lime). Costs, f.O.b. Montreal, were $14 a ton, and selling prices averaged $17 a ton. In 1885, about 29,-000 tons were sold on this basis, but by 1892 the output fell to 8000 tons at an average price of $15 a ton at Montreal. South Carolina Deposits Phosphate rock was first discovered in South Carolina in 1837, but a mining company was not formed until 1867. It was immediately successful, and the industry continued to develop and ship an increased tonnage of land and river rock, shipments increasing from approximately 20,000 tons in 1868 to 537,000 tons in 1890, when the shipments began to decrease. In 1892 only 350,000 tons were shipped. In this field there were two types of deposits: land rock and river rock. More land rock tonnage was mined until about 1887 when river rock production began to equal it. The land rock was mined adjacent to and in the river marshes by pick, shovel, and wheelbarrow. Each worker dug daily a space 6 ft wide, 15 ft long and 6 ft deep, which was overburden, and then loaded about 3 cu yd of phosphate rock into wheelbarrows. His helper would wheel the barrows to small steam railroads up to 250 ft distant. Water was kept from the pits by steam pumps connected to railway cars. The phosphate rock was loaded into railroad cars, hauled and dumped into a log washer to which water was added, and run over trommel screens to eliminate the clay and loose sand. Steam shovels for loading were introduced about 1891. River rock was mined by floating dipper dredges and at low tide was loaded into barges by laborers using oyster tongs, the large lumps being hand-loaded. Barges and bateaus were unloaded by wheelbarrows which were wheeled to the same type of land rock washers. The washer product was piled with stacked pine cordwood in alternate layers and fired for drying. Usually this was done under sheds along the river bank. The dried rock then was transferred to ships, usually three or four-masted schooners. Cost of production of both land and river rock, including $1 a ton royalty paid to the state for state-owned property, was approximately $4.25 a ton averaging 60 pct bpl. The selling price was approximately $7 a ton f.O.b. In 1886 the courts handed down a decision permitting anyone to mine, and many additional companies were organized immediately. As a result, the selling price was lowered to a profit margin of 50Ø or less per ton. The South Carolina mines were eventually shut down when a more profitable source of phosphate rock was discovered in Florida. Florida Deposits Phosphate rock was discovered in Florida in 1882, and in 1883 a small quarry was opened near Hawthorne. In 1886 phosphate rock of good grade was discovered on Peace River, and the Arcadia Phosphate Co. was formed. In 1888 the company began shipments amounting to 3000 tons that year. During the latter part of 1888, hard-rock phosphate was discovered near Dunnellon. Exploration extended rapidly, and deposits of hard-rock phosphate were mined over a wide area so that shortly after 1900

SINCE German operators opened the Tsumeb mine in the early 1900's, continuous operation has been interrupted only by enforced shutdowns during two world wars and the depression of the 1930's. Original metallurgical practice was blast furnace smelting. This was applicable only to low zinc ore, leaving large tonnages of high zinc ore to be stockpiled on the surface. A gravity concentrator using tables, buddles, and jigs operated for several years, but differential flotation of the ore did not get beyond the experimental stage. When the property was put up for sale by the South African Custodian of Enemy Property there was an estimated 434,000 tons of ore on surface dumps. The dump material, assaying 4.48 pct Cu, 15.8 pct Pb, and 10.9 pct Zn, had become highly oxidized during a stay of many years on the surface. But these dump ores had to be used in evaluating possible metallurgy because the shaft became flooded after the 1940 shutdown and underground ore was unavailable. Many companies examined Tsumeb but quickly lost enthusiasm because of the formidable metallurgical problems presented by the dump ore. However, on the basis of extensive test work, the present company decided that differential flotation would be successful and purchased the property after competitive bidding. Geology and Mineral Association is Complex The Tsumeb mine lies near the northern boundary of South West Africa at an altitude of 4200 ft. The village of Tsumeb is 335 air miles northeast of Wal-vis Bay, territorial port of entry. The orebody is a hydrothermal replacement deposit associated with an irregular intrusion of aplite cutting folded pre-Cambrian dolomite beds. In plan the deposit is a lens of 250x600 ft maximum dimensions. In section the orebody dips 55" south from the surface to 2000 ft, below which there is a reversal in dip to 75" north. Mineralization is localized in the aplite and in the adjoining brecciated dolomite. In the upper levels the ore is largely confined to a single lens, but below the 1890 level massive sulphide ore forms north and south lenses that partially enclose a pipelike body of medium to low grade disseminated ore, part of which is of too poor a grade to mine. Drilling below the 24th, or bottom level, has disclosed that a high percentage of the mineralization from the 3000 to 3300-ft horizons is comprised of copper and lead oxides. The deep oxidation may be local, since it appears due to circulating waters in a major fault cutting the orebody. Tsumeb ranks as one of the highest grade base metal deposits in the world. It is geologically and mineralogically famous for 41 copper, lead, zinc, vanadium, and germanium ore minerals, but its complex mineral assemblage is not attractive to metallurgists. In addition, there is a gradual change in oxidation intensity from the upper levels to the lowest level now operating, which is the 24th. This is well illustrated by the copper minerals. In the upper levels malachite and azurite are predominant, in the intermediate levels chalcocite, and in the lower levels tennantite. Throughout the mine there are sufficient heavy metal soluble salts to activate zinc, and large amounts of depressants are required even for so-called clean sulphide ores. When the same sulphide ore is exposed to prolonged oxidation aboveground, as was the case with the dump ores, reagent requirements become fantastic. Plant Construction First staff members arrived at Tsumeb in March 1947, and by May essential services had been restored and mine unwatering began. In 2 1/2 months company employees built a temporary jig and sorting plant for treating existing dumps to provide a saleable product during high metal prices. MORE ORE is mined in the Bingham District than in any other mining district in Utah. In addition to the open-pit operations of the Utah Copper Co., there have been, many large underground mines. Until recent years the principal production was from the Jordan and Commercial limestones, but in the last eight years valuable ore deposits have been developed in the so-called alphabetical or "A," "B," "C," and "D" limestones, mainly by the U. S. Smelting, Refining & Mining Co. The value of these developments has led the company just mentioned to acquire large holdings in the district and within the last year to install at the Niagara shaft a hoist capable of going to a vertical depth of 4000 ft., or 1800 ft. deeper than the present lowest level. Oil operators engaged in drilling on the Continental Shelf of Louisiana and Texas are in agreement that adverse weather and wave action are two of the greatest hazards to the safety and efficiency of their work. It was ami-pated when the offshore operations commenced that such would be the case, and experience to date has verified this assumption. Because atmospheric conditions and wave action involve tremendous amounts of energy it is highly unlikely that it will be possible to control any but the most localized weather and wave phenomena within the foreseeable future. Thus. as long as the offshore operations involve the movement of small craft and barges over exposed waters, and the transfer of personnel and heavy equipment from these craft to either fixed structures or larger craft at close quarters, the weather and wave problem will remain. Taking into consideration the persistence of the wave and weather problem and the improbability of achieving a direct solution, the Humble Oil & Refining Company, in planning its offshore campaign investigated the possibility of forecasting wave and weather conditions in order to provide warnings of dangerous conditions and increase efficiency in day-to-day planning of work. It was recognized that predictions of wave and weather conditions based on meteorology and oceanography, both geophysical sciences, are not 100 per cent accurate and application of forecasts in the offshore work was dependent on whether they provided information which was sufficiently greater in accuracy than the layman's guess to be worth the expenditure involved. During World War 11. meteorology and oceanography were used with success in reducing danger resulting from environmental conditions and increasing efficiency of operations exposed to the elements. This success was partially the result. of improvement in the scientific techniques involved and the procurement and distribution of observational data, and partially due to the large scope of the military operations which meant that a reduction of losses of a relatively small percentage of the total cost amounted to a large figure expressed in terms of dollars. Since the offshore drilling involves an extremely large financial investment, it was considered that the experience of the Armed Services in successfully employing meteorology and oceanography might be duplicated in the oil industry. In addition. the oil industry's successful experience in utilizing seismology, geology, and terrestrial magnetism; all geophysical sciences, indicated that meteorology and oceanography, also of the family of geophysical sciences and sharing their scientific assets and liabilities, might be profitably put to use. Since the immediate problem involving the sciences of meteorology and oceanography in the offshore campaign is wave action, a program was inaugurated within the Humble Oil & Refining Company during June 1947. the purpose of which was to ascertain the applicability and limitations of wave forecasting in the offshore campaign. A summary of the effective wave forecasting techniques developed during the war was prepared in the form of a forecasting manual for the Continental Shelf off Grand Isle, Louisiana, by Bates and Glenn. After completion of this manual, experimental forecasts were prepared daily over a two-month period by Graham and Thompson to determine the accuracy of the forecasts. It was considered that the accuracy of the experimental forecasts justified a more extensive test under actual operating conditions in the offshore work and the firm of A. H. Glenn and Associates was set up under the sponsorship of the Humble Oil & Refining Company to work with the Humble Grand Isle District in providing forecasts of wave and weather conditions over a one-year period. This paper discusses the service now provided to the Grand Isle District, its applicability and limitations. TYPE OF FORECASTS REQUIRED It was apparent before the commence-mence of the forecasting service that a specialized type of forecast was required. Many of the weather elements of interest to the general public, such as rain and temperature, are of minor concern to offshore operators. On the other hand, such elements as wave height and wind speed and direction are of great concern in the offshore operations since variations in wave height of a few feet in the critical range divide safe from hazardous working conditions. To be of utility. a forecasting service for the offshore work must provide detailed forecasts of the elements which affect the operation. With this in mind, it was decided that forecasts would include the following information: average wave heights to the nearest foot, wind speeds within a range of approximately 5 miles per hour, and wind directions within 221 degrees. Since the procedure for forecasting these elements involves thorough analysis of weather data, it was decided to include a generalized forecast of weather conditions such as rain and cloud cover, although these are of secondary importance.

In the good old days of the folklore of the mining industry, grizzled prospectors obtained a few loose dollars from friends and neighbours then wandered off to eventually return with the great discovery which became the core of the new corporate empires. Alternatively, merchant banking barons obtained exclusive rights to just about anything of future value over hugh nation-size territories. Some of this probably still goes on, likely with about the same ineffectiveness and waste of effort and money as in the past. CURRENT CONCERNS IN MINING In today's difficult climate in the mining industry, for that matter in all industry, effectiveness is the vital consideration. Cost effectiveness -- more bang for the buck -- is especially important in such an area of high risk as mineral exploration. And there are other factors to consider. Since minerals are depleting resources, the mining inddustry is constantly confronted with the reality that those resources extracted today must be immediately replaced if a resource enterprise is to continue. And if growth is to be achieved, even more resources must be found to support future expansion. The current and immediately foreseeable climate internationally for the mining industry creates a special need and urgency for aggressive and successful exploration, certainly in Canada, if not also in the United States. Depressed world markets and prices have turned yesterday's economic reserves into today's waste, hopefully to be converted into economic ore again in some distant time. One way of replenishing reserves and maintaining a viable mining industry is to find and develop mines which are economic under short-term depressed price and market conditions. This probably means higher grades. A new copper discovery with the right combination of characteristics to be an attractive investment even at today's pices for copper would still merit development into production. Exploration is the only way to find such mines for the difficult short-term conditions. Another important consideration is that normally many years stretch from the first thought of conducting exploration to production -- in those rare instances where an economic discovery is made. If discoveries are not made today, then there will not be any projects to develop when business conditions are more attrative. This industry and the vast number of skilled professionals who are part of mining, are faced with two key problems that underlie the need for a junior exploration segment. One consideration is how to maintain exploration during those years, indeed eras, of recession and depression. We are in such a time now. Throughout the world, major companies have sharply cut back, if not eliminated completely, exploration expenditures other than what is vitally necessary and easily and inexpensively done at the known and producing deposits. And related to that consideration, even more important today than during happier times, is how to finance such necessary ongoing exploration if major companies and governments back away because of financial stringency. CANADIAN SUCCESS In Canada, such problems are being tackled with a success which is capturing worldwide attention. The ability of mineral explorers to obtain willing, eager, high-risk capital is achieving even more outstanding results than in the past. These results are reflected in the widespread continuing exploration ativity in Canada which even spreads into the United States, with some outstanding discovery successes. This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps. Patent records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinker-ing. Such expectations are attractive and a number of companies experimented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has continually received inquiries about these products. THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

The paper describes the results of a series of full-scale boiler tests run to determine the ash fouling characteristics of a North Dakota lignite as a function of sodium content of the coal. Four levels of sodium were investigated and rate of fouling was determined both by boiler performance and by specially constructed probe equipment. Discussed is information on chemical and physical properties of the ash deposits. The vast lignite deposits in North Dakota are becoming increasingly important as a source of low-cost fuel for power generation. A new 200-megawatt lignite-burning plant located near Stanton, N.D., was placed in operation early in 1966. Another 172-mega-watt unit in the same area is scheduled for operation late in 1966, and plans have recently been announced for a 212-megawatt unit to be in operation by 1970. If these plants show good performance, western North Dakota could become a major power production center for a large geographic area in the upper midwest. One of the problems associated with the use of lignite in power boilers is its tendency to form troublesome ash deposits on boiler tube surfaces. This problem varies considerably from one lignite-fired boiler to another and is dependent upon such factors as source of lignite, boiler design, load factor, tube metal temperatures, and soot-blowing practices. This report presents data on sodium content* variation in a North Dakota mine, describes the results of a series of tests performed to determine the relationship between ash fouling tendencies and the sodium content, and tells how the mining company and electric utility have coordinated their operations to reduce the ash fouling problem. GENERAL BACKGROUND Until recent years it was generally assumed that North Dakota lignite from a given mine had qualities peculiar to that mine, but that within the mine, the lignite was quite uniform. In 1959, the Otter Tail Power Co. installed a 53.5-megawatt lignite-burning unit at its Hoot Lake plant, Fergus Falls, Minn. Shortly after the unit was put into operation, it was noted that at certain times under high load conditions, ash fouling problems were quite severe, but not consistent or predictable. Each time fouling occurred in the unit the position of the loading shovel at the mine was noted. Within two years it became apparent that there were certain areas in the Knife River Coal Mining Co. mine at Beulah, N.D., where the lignite apparently had a high fouling tendency for the Hoot Lake unit. Results from analyses of the coal did not show large differences in moisture percentage, ash percentage, heating value, or ash fusion temperature between the highly troublesome and less troublesome coals. After three years of operation, the troublesome areas had been quite well defined and the mining company started a procedure of bypassing these areas when load conditions at the plant were high and then returning to the troublesome areas to load the lignite during the summer months when peak loads were lower. It was noted that the lignite from the areas which caused severe fouling under high load conditions produced much less fouling at the lower summer loads. However, bypassing certain areas in the strip pit caused the mining company to disrupt their continuous loading schedule, which in turn upset their continuous stripping schedule and made for less efficient mining operation. Meanwhile, at the Hoot Lake plant, the number of soot blowers on No. 2 boiler had been increased from 30 to 55, and a very rigorous blowing schedule had been adopted resulting in soot blowers operating at least some part of 21 hrs per day. Fouling problems continued, with a resulting reduction in plant economy and reliability. During this period the Federal Bureau of Mines Coal Research Laboratory at Grand Forks, N.D., had initiated various research programs relating to the study of lignite ash and ash fouling problems. In the past few years much con-sideration has been given to the evaluation of the effect of hydraulic fracturing on the productivity of wells. Generally, these studies included the evaluation of fracturing materials, fracture extension and formation damage due to the use of various fracturing fluids. Only little consideration has been given to the characteristics, and in particular the flow capacity, of the fracture itself and its effect on well productivity. This paper presents the results of laboratory investigations pointed toward fie evaluation of the efficiency of various fracrures with special emphasis on the flow capacity of these fractures. Data presented in this paper are the results of both an electrical model study and physical testing. Under consideration are (I) effect of overflush, (2) premature production of well after treatment, (3) "tailing-in" with coarse sand near the end of the treatment, (4) effect of propping agent size and concentration, (5) reduction in effective frac-ture permeability caused by formation caused by formation fines, silt and clays, and (6) effect of various fluids on formation strength and competency. The results of this investigation indicate that the flow capacity of a fracture is affected by any or all of the various parameters mentioned above. The authors believe that a better understanding arid utilization of these factors should result in more efficient formation fracturing. INTRODUCTION Hydraulic fracturing has become almost a standard practice of many companies for stimulating production from old and new wells. Although most companies utilize this service, techniques of application vary widely between companies and areas. Probably too often when a well in an area responds favorably to a particular technique all future wells in the same area are treated in a similar manner. Possibly a modification of the technique would result in a further production increase. Variables, of which many are extremely difficult to evaluate from field results, hamper the selection of procedure changes. Attempts are being made by a number of organizations to analyze statistically treating techniques from production data. This is a very worthy and necessary approach but very possibly laboratory investigations may aid in evaluating some of the variables which tend to affect the results of a fracturing treatment. Some of the factors cannot be studied from practical field experience and only laboratory tests can show the possibilities which might exist. One of the factors which appears to be of major concern today is the flow capacity of the created fracture and how it can be changed. Papers on this general subject have been primarily concerned with the size of propping agent and the extent of fracture. Papers have also been written on the possible permeability damage to formations by fracturing fluids. In addition, it might be possible that another type of flow restriction is prevalent. This would be a restriction of flow through a sand-packed frac- ture caused by foreign materials integrating within the propping agent. This paper presents preliminary data obtained in an attempt to evaluate the effect of some factors affecting flow through sand-packed fractures. No attempt is being made to offer a fracturing technique adaptable to all areas and conditions, but to furnish data tending to show the possible effects which might be caused by variations in procedures and materials. PROPPING AGENT PERMEABLLITIES A hydraulically induced fracture containing sand as a propping agent may theoretically be classified as a packed-sand system. The flow of fluids through such packed systems has been the subject of much research. Although there have been numerous methods proposed for the evaluation of such systems, most writers agree on the general properties affecting their flow capacity or permeability. These properties include porosity, particle size, sphericity and the roughness of the particle. In some methods of evaluation . the particle size and sphericity terms are combined to produce an equation which is a function of the surface area of the particles. In this study the permeability of various fracturing sands was both measured and calculated. The apparatus for the permeability measurements consisted of a 52-in. Lucite tube with a 2.5-in. ID.
