The tidings of Mr. Hewitt's death, cabled to me at Rome, Italy, brought me a great shock as well as a sincere sorrow. I had left him, a few weeks before, not indeed in vigorous health, but still quite able to command recognition as a continued power in public affairs; and I thought him destined to enjoy for many years that final stage of a long, active and honored career, in which, having passed beyond the struggles and rivalries of business and of politics, his life and character could be justly appreciated by all men, like some noble work of art, already crowned, and marked henceforward "hors de concours." Moreover, he was, and would be to the end, not merely the passive recipient of admiration and esteem, but the source of iuspiring appeals, effective warnings and wise counsel. His rich and varied experience he had placed at the service of his fellows. His lightest word was weighty, and those who contradiEted him only injured their own cause thereby. Great trusts (true " trusts," in the old and proper sense of the term), like the Cooper Union, the Carnegie Institution, and others, still commanded his disinterested services. Great principles of liberty and of justice continued to be reinforced in perilous crises by his powerful advocacy; great measures were daily receiving from him a decisive impetus. No wonder it seemed to. us that this happy period of reward so well earned, and of beneacence so welcome to innumerable recipients of its blessing, must continue yet awhile. We did not expect the night instailtly to engulf the full-orbed sun. Nor, indeed, has this been our experience; in this instance, the sunset has left an afterglow more luminous than many a noonday. The presence of gas in coal mines necessitates the use of costly ventilation arrangements and the use of expensive mining methods. On the other hand, the gas itself in many instances is of considerable intrinsic value, and its separate recovery might conceivably be a profitable undertaking. This paper is concerned with a study of the movement of gas in coal strata with the object of determining the laws governing gas movement and thus making at least a preliminary step toward the solution of the more practical problem of its control or recovery. Naturally, so important a subject has received much attention from scientists and engineers. In most cases, however, the studies have been concerned with the origin1$, the amount" the composition3 and the method of retention4 of the gas in coal; or, from the more practical side, have been concerned with the phenonlena and conditions associated with outbursts5 or explosions and their control. Numerous studies also have been made of the permeability of coal to gas" of gas pressures measured in coal seams, etc. The authors are unaware, however, of any attempt to present a consistent or complete picture of the laws governing the movement of gas through the coal. Study in West Virginia A recent study conducted at this University7 gives the first presentation of the distribution of pressures in a small section of a coal seam. Holes were drilled into the coal rib to various depths and at various distances from the coal face. The location selected for study was as remote as possible from disturbing influences of mining operations, faults, "wants," etc. The pipes extending into the coal that were used to determine pressures were grouted into the borehole for the entire depth of the hole, and great precaution was taken to insure accurate pressure readings. The application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. The hydrometallurgical processing of an impure zinc oxide fume is described. Flowsheet includes roasting for fluorine elimination and countercurrent leaching to produce a neutral sulphate solution. This solution is combined with zinc sulphide leach solution for subsequent purification and electrolysis. Novel to the neutral leach step is the use of automatic pH control. THE electrolytic zinc plant of the Hudson Bay Mining and Smelting Co. Ltd. was erected in 1929-1930 to process zinc sulphide concentrates produced from ore mined at Flin Flon, Manitoba. Since 1930, production of high purity slab zinc has been continuous. In May 1951, construction of a fuming plant was completed and operations were started to recover zinc from copper smelter reverberatory slag. A second zinc-bearing material in the form of an impure zinc oxide fume was then made available for treatment. Coincident with the construction of the fuming plant, additions were made to the electrolytic zinc plant to recover the zinc in the fume as slab metal. The original plant capacity of 70 tons of slab zinc per day was steadily increased up to May 1951, at which time the daily production averaged 130 tons. With the advent of the fuming plant and the processing of zinc oxide fume, production was stepped up to the present capacity of 190 tons per day. Of this, approximately 48 pct is contributed by the processing of zinc oxide fume. This additional source of raw material has allowed a 20 pct cutback in mining and milling operations, thereby adding considerably to the life of the Flin Flon mine. Zinc sulphide concentrates are treated by the usual hydrometallurgical method. Details of this operation and plant were described by Carr and Reikie in 1935' and Kent in 1951.8 The impure fume is treated in two operations. First, it is roasted to eliminate fluorine. Next, it is subjected to a countercurrent leach with spent electrolyte to extract the zinc as a neutral zinc sulphate solution. During this leaching step, soluble impur-

THE McIntyre mine is in the Pearl Lake section of the Porcupine gold area. The rocks are Keewatin lavas intruded by quartz porphyries and albitite dikes of Algoman age. Gold-bearing quartz veins are found in the Keewatin rocks near the porphyry stocks. The whole area has been highly compressed by forces acting along a N. 20°W. line. These forces folded the Keewatin rocks before the intrusion of the Algoman rocks, and later schisted both the Keewatin and Algoman rocks. Vein fractures were developed after the folding but before the development of the schist by the compressive forces being locally broken up into couples. These couples were set up by the differential resistance to deformation of porphyries and basalts, and also by the competency of the dacites and incompetency of the tuffs and fragmental rocks. During the important period of vein formation, two zones were developed-an inner productive zone in which the quartz veins are ankerite-bearing and an outer barren zone in which the quartz veins are calcite-bearing. The vein solutions originated in the same magrna that supplied the albitit,e dikes.

The great advance of the last twenty years in the specialization, delicacy and efficiency of ore-concentrating apparatus calls for a finer system of testing both the qualities of ores and the operations of machines in this department. In amalgamation, lixiviation and smelting, the daily employment of physical and chemical tests has been recognized as necessary, and the cost of the necessary laboratories and employees is cheerfully paid. But while much progress has been made in concentration (due, in a large degree, to the study of the subject in our technical schools), it is still too common in actual practice to follow the loose old method of roughly estimating, once for all, that a given ore " concentrates x tons into one," and resting on this assumption so long as that ore continues to be treated, while assays of the tailings from concentration are made from time to time, without exact determination of their quantity. The first step toward accuracy of control must be a more frequent and precise measurement of the quantity of concentrates from a given operation. This should be expressed in pounds per unit of one ton; and the variations shown in frequent determinations will furnish a constant check upon the character of the ore and the performance of the apparatus. But this is only a part of what should be constantly and systematically done to insure the best work upon a material which must vary continually, even though it come from one mine only. If, in any mill, appropriate laboratory-tests were made at least once a week, the labor and expense involved would be amply repaid by increased knowledge and control of the current operations. (communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. AN unexpected and unprecedented demand for its products now challenges the petroleum industry. Between 1939 wand 1946, domestic oil demand increased nearly 45 per cent and in the first half of 1947 it was 10 per cent higher than in 1946. In 1939 the United States produced 1,264,962. 000 bbl of crude oil and indications are that about 1,860,000,000 bbl will be produced in 1947, a 47 per cent increase. Runs to stills are more than keeping pace with production. The crude capacity of 365 operating refineries is rated as 5,400.000 bbl daily and almost 100 per cent of this capacity was running crude oil in August 1947. The oil industry is cognizant of our need for a greater volume of petroleum products and is expending the huge stun of four billion dollars on exploration. production. transportation, refining. and marketing of petroleum. Of this amount about half will be spent on exploration and production. a billion on refining. and another billion on transportation and marketing facilities.

These notes should be considered as a further discussion of Mr. S. W. Miller's paper on "Some Structures in Steel Fusion Welds."l In that paper and the resulting discussion, several conflicting opinions were expressed as to the identity of the needles or small crystals present in oxyacetylene and electric welds. An interesting specimen of an electric weld examined by the writer seems to afford new evidence regarding the needles, that may be worth presenting at this time. The specimen consisted of a piece of 3/8-in. (9.5-mm.) steel plate, about 21/4 by 13/4 in. (5.7 by 4.5 cm.) in size, on which some iron had been deposited by arc-welding to a depth of about 3/16 in. (4.7 mm.). The weld appeared to be a very good one, with no noticeable break or boundary between the plate and the deposited iron. Sections for microscopic examination were cut in three planes at right angles to each other through the deposited metal, two of these sections also extended through the steel base. After polishing in the usual way, the microscope showed that the deposited metal was full of very small, round, gray, oxide spots, while the steel plate contained quite a number of alumina inclusions and a little slag. The sections were etched with nitric acid in ordinary alcohol, and structures similar to those described by Mr. Miller were then displayed. Fig. 1 shows the typical appearance of the deposited metal, which was quite uniform in all three of the planes examined. The round dark-gray spots are oxides, and the pale angular crystals are evidently what Mr. Miller called cem-entite and Mr. Jeffries martensite, while Mr. Ruder and Professor Boyls-ton think that they might be nitride. The boundary between this structure and the steel base was sharply defined under the microscope. Fig. 2 shows the structure of the plate just under the weld; this is almost martensitic and resembles a coarse-grained casting. This coarse cast structure soon became finer as the distance from the weld increased, finally becoming very fine, with numerous small particles of sorbite. 1. The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is done is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.—Though President Wilson's request caused the Council to be created in 1916 by the National Academy of Sciences under its congressional charter; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support; it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.

THE Chief Consolidated properties are situated in the Tintic mining district of Utah, being included in Juab and Utah Counties, about 70 miles south of Salt Lake City. The drilling referred to in this paper has been carried on in the Chief Consolidated No. 1 mine, the Gemini mine, and the Eureka Hill mine at Eureka, the Grand Central mine, above Mammoth, and the Apex Standard mine just south of Dividend. The occurrence of ore through the district is typically in lenses on bedding or breaks, and in connecting pipes, without accurate geometrical trend so that the ratio between the total length of development in drifts and crosscuts to the square feet of ore exposed is very high. A section of one of the western channels (Fig. 1) through the Tintic district, shows, roughly, the irregularities calling for excessive development work, so typical of the Tintic mines. This irregular trend of the ore constantly calls for excessive cutting up of the whole area for offshoots and the connecting links always present.. In the planning of prospecting and development, no regular system may be laid out without overlooking some orebodies or segments of orebodies. It was with these facts in mind that Cecil Fitch, the general manager of the Chief Consolidated Mining Co., decided that some method of drilling was the more feasible way of successfully cutting up and bringing about the discovery of ore believed to exist; yet this drilling had to compete with a great. margin of cost over crosscutting, as a crosscut in the Tintic district, even though barren, brings out geologic facts that, in many cases, are worth the price of the working itself. Diamond drills met with the success that might be expected in a district that has a reputation for the wear and loss of diamonds; after 6 or 8 months, this method was discarded on account of the high costs. Simultaneously, a small churn drill outfit was set up underground but a few shifts proved its inapplicability. At the same time, the ordinary hammer drill was usd to drive prospect holes with jointed steel.

IT is scarcely necessary to augment or amend the "Appreciation" of Dr. Douglas, from the pen of Dr. Albert A. Ledoux, which appeared in January, 1916, in Bulletin -No. -109 of the Institute. The author of that admirable summary enjoyed the great privilege of expressing while Dr. Douglas was yet among us (though already marked for death) the love and esteem with which we all regarded him. But now that his earthly life has ended, the historian must still be the eulogist. No line need be added or deleted in the portrait of him already drawn; it has only to be accepted now as a true likeness, and hung in the gallery of the immortals, illuminated' by the crowning glory of another world. . James Douglas was born at Quebec, Canada, November 4, 18:37. His father, James Douglas, was a distinguished physician and surgeon, known in many lands, especially in the Orient, and famous in his own country for his philanthropy as well as his skill, having established and directed for many years the first retreat for the insane in the Dominion of Canada. One of the latest literary labors of the son was the editing and publishing of his father's journal and reminiscences-a fascinating volume, the review of which, though a tempting task, I must here forego. Nearly fifty years ago, I had the great pleasure of spending an hour with the elder. Douglas, who guided me through his collection of Egyptian and Asiatic treasures. I might almost say souvenirs; so many of them were connected with personal experiences and exalted personages. The veteran's memory had already begun to fail with age, but his vivacity and imagination glowed all the, more brightly; and his reminiscences of travel and adventure were embroidered with Oriental magnificence. I felt, after that hour, as if I had visited a stately, half-ruined edifice, overgrown with vines and flowers. The father's genius, adventurous spirit and generous philanthropy descended to his versatile, yet practical son. Like other men of such temperament, James Douglas tried many things before circumstances beyond his own control forced him into the line of his, principal lifework. At the age of 18, he was sent to the University of Edinburgh, where he studied for two years. Returning to Canada,, he entered Queen's University, at Kingston, Ontario, where he was graduated as Bachelor of Arts in 1858. Subsequently he studied medicine at Laval University, Quebec;

On Monday evening, Oct. 28, 1912, the visiting members and guests were informally received by the Local Committee at the Headquarters of the Institute at. the Hotel Statler. The evening was very pleasantly spent in renewing old acquaintances and friendships and in forming new ones. The first session, held Tuesday morning, Oct. 29, 1912, in the impressive Assembly-Room of the hotel, was called to order by David T. Croxton, Chairman of the Local Committee. Mr. Croxton introduced the Hon. Newton D. Baker, Mayor of Cleveland, who extended a cordial welcome to the members and guests present. James F. Kemp, President of the Institute, who subsequently presided at the meeting, responded in behalf of the Institute.

The Hallimond tube flotation of sphalerite and pyrite with sulfhydryl collectors has been found to be inhibited near neutral pH in the presence of copper salts. Alkalimetric titration studies of the reactions between collector and activator indicate that this effect is apparently related to the formation of basic copper collector complexes. The conditions of formation of these compounds and their stability are in good agreement with the depression observed in flotation experiments. The general procedure employed in the flotation of zinc sulfide minerals requires activation of the mineral surface by heavy metal ions, usually copper, which react more easily than zinc with the common short-chain ionic sulfhydryl collectors.' Commercially, zinc flotation is carried out under alkaline conditions (pH 7 to 10.5), but small-scale experiments indicate that zinc sulfide minerals can also be activated and collected under acid conditions. Selectivity, however, becomes poor at low pH and undesirable materials such as pyrite, silicates and carbonates tend to report in the float. Several years ago, Wark and Sutherland~, measured the contact angles of air bubbles on copper-activated sphalerite immersed in various sulfhydryl collector solutions. The theory that maintaining a high back-pressure on the oil sand lowers the viscosity of the oil has been generally accepted. The theory has also been advanced that lower viscosity permits the oil to be moved through the sand to the well at an expenditure of less gas per barrel of oil than would otherwise be required. It seems reasonable to assume that production of oil at the minimum gas-oil ratio will result in a greater ultimate recovery of oil. During the past five years the writer has acquired data on thousands of tests made on wells to determine the best rate at which to produce them. In the majority of cases reduction in back-pressure did not definitely increase the gas-oil ratio. The information obtained from these tests has raised doubt in the mind of the writer as to the correctness of the theory that lowered viscosity results in lower gas-oil ratios and in higher ultimate recovery of oil. The reasons that explain the results obtained in these tests cannot yet be definitely stated, but the hypothesis is being tentatively assumed that there are other factors which outweigh the influence of viscosity. Energy in Gas Moves Oil to Well The general opinion is that in most cases it is the energy in the gas that moves the oil to the well. In wells flowing naturally it is also the energy in the gas that lifts the oil to the surface. In a flowing well, there are two very distinct operations: 1. Moving the oil through the sand to the well. 2. Lifting the oil to the surface. The more important function of the gas is that of moving the oil to the well. Means for lifting the oil can always be found once it has been delivered to the well. IN a previous paper1 the authors have investigated the structure of the oxide films formed on most of the metals that make up the alloys of this study. The metals were studied in order to provide basic information on the structures, both physical and chemical, of the oxide films and to determine how these structures are effected by the temperature, time of oxidation, and surface preparation. It was felt that an understanding of the physical and chemical structure as well as the stability of the oxide film might furnish clues as to the nature of the reaction process and the protective quality of the film. The oxidation of the metals was studied over the temperature range 300° to 700°C. except for copper, where the range selected was 100° to 500°C. The results of these studies were presented in graphical form as existence diagram, of the oxides on a time-temperature scale. For some of the metals the existence diagrams were simple and showed few chemical transitions, but there were numerous cases where the physical state of the oxide surface was a function of time and temperature. In general the physical state of the oxide surface changed with increasing temperature so as to increase the sharpness of the diffraction patterns and to cause orientation effects to be more pronounced. Deviations in lattice parameters from X-ray values were noted. In general these deviations were of positive nature and may be due to solid solution of the metal in the oxide lattice. This effect might be expected in thin oxide films. In a study of the oxidation of alloys containing two or more metals, there may arise the complicating factor of identification of the oxides formed. A thorough understanding of the oxides formed on the pure metals, therefore, was, essential before investigation of the oxidation of alloys. In this paper it is our purpose to present a study of the following problems: I The existence diagrams of various alloys. [2.] The effect of the structure of the [ying] metal on the existence diagram of Iron. 3. The effect of the percentage of chromium on the oxides formed on Fe-Cr alloys. 4. The relationships, if any, between the oxides formed and the protective quality of the oxides. The following alloys are included in this study: alloys of iron with body- centered cubic, face-centered cubic and other metals, 13 Cr-Fe, 18-8 stainless steel, K42B1 Nichrome V, Hipernik, Inconel, Stellite " 21," Refractaloy, Kovar, mild steel, a series of Cr-Fe alloys and a series of Co-Fe alloys. Since many of the commercial alloys in this list contain more than two metals, various complicating factors in the identification of the oxides formed may arise.

The development of a water-input profile instrument based on the introduction of brine and fresh water into an input well with the electrical location of, the boundary developed between them is reported. Two methods are available in the use of this instrument to measure the foot by foot water-intake rates of the various sand strata: the moving boundary method in which variable well bore diameters can be determined and/or cancelled out and the constant boundary method. The type of results obtained and the relative advantages of each of these methods are described in detail. Representative data are included covering the use of this instrument in experiments involving selective acidizing, selective plugging, and selective shooting. In such experiments, this instrument has been used to diagnose the unfavorable distribution of water intake in input wells and also to determine the effectiveness of the resultant treatments. The data included also serve to illustrate the type of problems which can be studied with this technique. Introduction For ten years or perhaps longer a number of progressive water-flood operators have felt the need for some to to measure the foot by foot water-intake rates of various strata in water-injection wells. The primary need is to diagnose unfavorable water distribution in various strata and to evaluate the effectiveness of the corrective measures such as selective acidizing, selective plugging, and selective shooting. Previously described methods for obtaining this type of data were not considered entirely adequate.l,2 The profile equipment described in this paper embodies the separate introduction of brine and fresh water into the well at carefully measured and controlled rates and the electrical location of a sharp boundary developed between these fluids. At present this instrument is a research tool of value in determining the effect of various well treatments on an individual sand strata. lts primary use has been on wells in which different sections require different treatments (e.g., wells with an open sand to be plugged and a tight sand to be acidized)- It has, thus, made possible the determination of a rearrangement of the water intake of a well. The instrument can also be used to direct the treating material into a given zone. In completing a well the less permeable sands are shot more heavily with nitroglycerine in order to equalize the water intake between the permeable and less permeable sands. The extent to which such corrective shooting has been successful Can be determined by a water-input profile. The combined profile and well-bore diameters should also provide a method for determining the direction and effect of various selective shooting techniques. The development of a water-input profile instrument based on the introduction of brine and fresh water into an input well with the electrical location of, the boundary developed between them is reported. Two methods are available in the use of this instrument to measure the foot by foot water-intake rates of the various sand strata: the moving boundary method in which variable well bore diameters can be determined and/or cancelled out and the constant boundary method. The type of results obtained and the relative advantages of each of these methods are described in detail. Representative data are included covering the use of this instrument in experiments involving selective acidizing, selective plugging, and selective shooting. In such experiments, this instrument has been used to diagnose the unfavorable distribution of water intake in input wells and also to determine the effectiveness of the resultant treatments. The data included also serve to illustrate the type of problems which can be studied with this technique. Introduction For ten years or perhaps longer a number of progressive water-flood operators have felt the need for some to to measure the foot by foot water-intake rates of various strata in water-injection wells. The primary need is to diagnose unfavorable water distribution in various strata and to evaluate the effectiveness of the corrective measures such as selective acidizing, selective plugging, and selective shooting. Previously described methods for obtaining this type of data were not considered entirely adequate.l,2 The profile equipment described in this paper embodies the separate introduction of brine and fresh water into the well at carefully measured and controlled rates and the electrical location of a sharp boundary developed between these fluids. At present this instrument is a research tool of value in determining the effect of various well treatments on an individual sand strata. lts primary use has been on wells in which different sections require different treatments (e.g., wells with an open sand to be plugged and a tight sand to be acidized)- It has, thus, made possible the determination of a rearrangement of the water intake of a well. The instrument can also be used to direct the treating material into a given zone. In completing a well the less permeable sands are shot more heavily with nitroglycerine in order to equalize the water intake between the permeable and less permeable sands. The extent to which such corrective shooting has been successful Can be determined by a water-input profile. The combined profile and well-bore diameters should also provide a method for determining the direction and effect of various selective shooting techniques. A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create.
