THE production of titanium in 15-1b. lots and with a purity sufficient to be consolidated into ductile metal, as described in a previous paper,1 has provided adequate material for a study of the : physical properties of titanium and a more thorough examination of its working qualities. Data on the physical properties reported in that paper were obtained on metal fabricated by a fixed procedure, standardized for the purpose of control of the reduction, and are representative only of material fabricated under those conditions. There are many possible variables in the working schedule, which will have significant effects on the properties of the finished material; and since the previous working methods were not necessarily the best, an investigation of the fabrication of titanium by other methods was undertaken. In this work the consolidation of the powder by pressing and sintering was conducted essentially as outlined in the report cited' and all efforts were centered on fabrication methods for those powders and the properties produced by them. Hardness, density, microstructure, and tensile properties were determined at various stages in the working and annealing; and resistivity measurements were made on a few bars and drawn wire. [ ] CONSOLIDATION OF THE POWDER The screen analysis of the available titanium powder is given in Table I. No attempt was made to alter the size distribution from that noted because this powder, although coarse by normal powder-metallurgy standards, produced acceptable compacts suitable for the present work. Because of their large specific surface, finer powders are more contaminated by oxygen and produce harder compacts, which are difficult to work. The powder as produced is soft, compresses in a normal fashion, and exhibits very little tendency to adhere to the die surfaces. BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." BORE surfaces of used guns commonly show a pattern of cracks in various degrees of development. It has been suggested that these cracks may aid erosion by providing channelways for the gases, eventually leading to the tearing out of blocks of metal. Under the general studies of gun erosion conducted at the Geophysical Laboratory it appeared desirable to consider this factor, and to determine the resistance to surface cracking offered by gun steel and by various other materials that might be used in the bores of guns. METHOD AND APPARATUS In order to make such a determination it is necessary to have (I) an arrangement in which the surface to be studied can be subjected to conditions similar to those in a gun with respect to temperature, pressure (developed by explosion gases), composition of the gases and length of time the surface is exposed to the gases; and (2) a specimen that can be examined readily after any number of shots, and then fired again, if necessary. The first of these conditions can be met by using an explosion vessel designed by H. S. Roberts of the Geophysical Laboratory. Fig I shows a cross section of the apparatus. The "gun" G from which the charge is fired is made from the receiver of a caliber 0.30 army rifle, M1903, and the charges are prepared in caliber 0.30 cartridge cases. The test specimen S is held in place by a cone-shaped plug P and by a steel ,bridge B which is bolted to the outside of the explosion vessel on either side of the section shown. The plug, in turn, is held in place by a screw collar C. Maximum pressure is controlled by a brass rupture disk R. Part of the explosion gases flow past the two flat areas on S. st the two flat areas on S. Temperature and composition of gases, and the time before the rupture disk breaks, can be controlled by amount and kind of powder used, and pressure can be controlled by using rupture disks of different thickness. While the explosion vessel used was not designed so that temperature and pressure could be measured, in other vessels of closely similar size and shape containing proportionate charges of the same kind of powder as that used for standard testing procedure, values of 2700°K and 5000 psi were obtained. Since the orifices past the flat areas on the plug are small compared to the rupture disk hole (1:16), most of the gas goes out through the rupture disk when it breaks. The amount that goes by the plug depends on (I) the pressure attained before the rupture disk breaks and (2) the time it takes for this pressure to be built UP. ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has five major awards to make annually for excellence in technical papers, as follows: The Robert W. Hunt Medal, The Hadfield Prize, The J. E. Johnson Jr., Award, The Lewisohn Platinum Prize to senior members, and the President's Prize to junior members. ROBERT W. HUNT MEDAL The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to. a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five including the Chairman of the Iron and Steel Committee, shall be appointed by the iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the. award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." SIR ROBERT HADFIELD PRIZE Sir Robert Hadfield has offered an Institute prize of $1000 for researches with regard to the different forms of combination of carbon in iron and steel. Until within a few weeks no paper has been submitted which could compete for this prize. If the paper in hand should not meet the requirements, the donor has suggested that the prize be transferred and offered for: (a) the determination of the hardness in metals in connection. with super-hardness, (b) in consideration of questions of fuel economy, (c) in consideration of questions of industrial development and labor. J. E. JOHNSON, JR. AWARD This award is made from the income of a fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers to the Institute's TRANSACTIONS.

LONG before Columbus discovered America the original inhabitants toiled in the copper workings of the Andean Cordillera. Their best diggings appear to have been at Chuquicamata, site of the huge present-day open pit owned by the Chile Exploration Co., subsidiary of Anaconda Copper Mining Co. Located in Antofagasta Province of northern Chile, Chuquicamata is in the Atacama desert, high on the western slope of the Andes at 9500-ft elevation. In the Chuquicamata area the Atacama desert merges into the Cordillera. The climate is extremely arid and precipitation, either in the form of rain or snow, is very infrequent. The temperature varies from 50° to 85°F during the day, and drops to 20° to 40° at night. The Antofagasta and Bolivia Railroad, which connects the Chilean Port of Antofagasta with La Paz, Bolivia, passes within approximately 6 miles of the plant. A branch from the main line to Chuquicamata serves the property for outgoing copper and incoming freight. The distance to Antofagasta by rail is 163 miles. Previous to the Inca conquest, this region was inhabited by the Chuco Indians, a small tribe, descendants of the Aymaras and Quechuas. The Incas, whose capital was located in Cuzco, Peru, gradually extended their empire to the south, reaching at one time to what is now central Chile. It is believed that they built crude primitive furnaces on the banks of the Rio Salado where on a small scale they smelted copper ore from Chuquicamata. At the time of the subsequent Spanish conquest, legend has it that Diego de Almagro, on his return to Cuzco in 1536 after his invasion of Chile, obtained from these furnaces metallic copper for horseshoes. During the period from 1560 to 1879 the high grade veins of the Chuquicamata deposit were worked superficially by the Spaniards and Bolivians. The treaty signed after the war of 1879 recognized the sovereignty of Chile over this territory and Chile, realizing the importance of the district, started to develop it in an orderly manner, although only high grade veins were worked. The marketing of nonferrous metals and of the ores and concentrates from which these metals are recovered is a fascinating trade, international in character, sensitive to every change in the economic tide, and complex in its organization. Each individual metal has its own marketing mechanism; no two are exactly alike. The differences sometimes are a matter of tradition rather than of necessity, but usually they have developed because of the very nature of the problems of producing or consuming the individual metal. This description, because of limitations of space, can do no more than indicate the major aspects of the trade and touch lightly on the marketing structure of each metal. The dictionary states that a market is a "meeting of people for selling and buying." In the case of nonferrous metals this meeting may occur on a half-dozen different occasions between the time the ore has been first mined and the time the refined metal is available for use by industry; or it may not occur at all until after the metal itself has been rolled, drawn, stamped, cast, or forged into a useful semifabricated shape. To illustrate: A Chilean miner may sell his small ore production to a custom mill, which produces concentrates that are sold to an ore dealer, who finances shipments of the concentrate to a custom smelter, which buys them for conversion into blister, to be subsequently refined into electrolytic copper (sometimes by a refinery having no corporate ties with the custom smelter) and sold. Conversely, aluminum production is mostly by integrated concerns that mine bauxite, convert it to alumina, smelt that to produce aluminum, and then fabricate that into semifinished or even finished products before title to the material changes hands for the first time. Some nonferrous ores are not converted into metal at all but are sold by the miners or dealers directly to the ultimate consumers. A good example would be chrome ores used by the chemical industry. And of course a substantial part of the commerce in nonferrous metals is in scrap, which is the reconversion into useful form of metals that have long since been mined and smelted. Jen Inc., operator of the Cord mine, in the Big Indian district of San Juan County, Utah, has a contract with a milling company that provides a small bonus for proper grading and preparation of uranium ores shipped. To obtain maximum returns on this contract very close grading is required with settlements made on individual lots, which vary from 250 to 300 tons. Another feature of the contract, and one that is rather unique in this country, is that the ore is sold over truck scales at the mine. Grade is determined at the buyer's sample plant. It is necessary to take a moisture sample of each truckload shipped for ac- curate weighing and this is done by the representative of the buyer, using facilities supplied by Jen Inc. The sample is hardly more than a grab sample and includes only the finer and smaller pieces of the ore shipped.

Throughout the past 40 years we have been drawing inevitably closer to the conclusion that coal will be our chief source of energy. Our reserves of natural gas and petroleum, on which we depend, are dwindling. Knowing that we will soon reach our physically extractable limit of these energy sources. The US government has created many incentives to encourage energy companies to transfer technology and resources from natural gas and petroleum to coal. Such encouragement is stimulated through taxation methods. Coal mining engineers deal mainly with production, which involves planning and design throughout the acquisition, exploration, development, production, and reclamation of a mine. Though taxation is not one of the areas analyzed by the engineer, it should be considered and understood as it is involved in the mine life cycle. This paper will discuss coal taxation in the five stages of mining and will explore certain tax saving decisions.

Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. This rather informal arrangement is due to conditions that are particular to Butte

The ventilation of metal mines is becoming more of a fundamental requirement than it was 10 or even 5 years ago. There are many reasons for this, and in general they are based on economy or efficiency rather than health or safety, yet the latter enters into the picture in at least some instances. One Montana metal mine which had installed mine fans and a general ventilating system shut down the fan when there was a period of cessation of work; within a few weeks it was found that the underground timbers were becoming so covered with fungus that the fans were put into operation and thereafter continued in operation whether the mine was worked or not. The fungus soon disappeared and the cost of operating the fans was held to be far less than would be the numerous losses from timber decay which quickly started when cessation of air flow was encountered. A large iron ore mine in Michigan had much difficulty in holding men in a slicing region due to foul air under certain surface conditions as to direction of wind. Upon the placing of a moderate sized fan on the surface with some doors, stoppings and regulators underground, not only was the bad air condition removed but there was found to be a decided increase of tonnage per man per shift and timber decay was retarded to a very considerable extent. This particular mining company was rather inclined to be angry when I called attention to some of the what I considered very bad working conditions underground, and the mine superintendent for about a year and a half was on anything but friendly terms with me. Later on when the effect of the placing of the fan was found (the fan had been placed over his protest), that, man came through very nicely with a letter and congratulated me on the recommendation made and congratulated himself and the company on the conditions obtained after the installation of the fan. The Mineral Resources Institute and State Mine Experiment Station of the University of Alabama conducted Humphreys spiral tests on fine coal waste from nine preparation plants of Alabama strip mining operations to determine the feasibility of recovering low ash and sulfur fuel meeting steam coal specifications. The ash in the samples ranged from 9 - 5l%, and the total sulfur ranged from 0.4J- 2.39%. Continuous laboratory tests using a Humphreys spiral gave good recovery of the coal with excellent rejection of the ash and pyritic sulfur. Coal recoveries of 83.6 - 94.1% were achieved from the different samples. Ash content of the clean coal products fell within a range of 5 - 12.2%, with a total sulfur content of 0.62 and 1.10%. In quality, the products were comparable or superior to those now being shipped from the preparation plants.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. THE Disco* process for the production of low temperature coke and its immediate predecessor, the Wisner or Carbocite process have been described in the voluminous literature of low temperature carbonization.1 This paper will describe the development of the process from the first attempt at commercial operation by the American Gas and Electric Co. at Philo, Ohio, Yn the 1920's to the successful operation in 1949 by the Disco Co., a division of the Pittsburgh Consolidation Coal Co., of the 1000-ton per day Disco plant near Pittsburgh, see Figs. 1-2. In the 1924 coal industry depression following the hectic post World War I expansion, the northern Appalachian, unionized bituminous coal fields were affected first and foremost, and Western Pennsylvania as hard as any. Competitive market pressure was heaviest on the lower grades of steam coals, notably the from the Panhandle district where ash and sulphur are inherently higher than in the same Pittsburgh coal bed to the east along the rivers. The firm structure of Panhandle coal while favoring the prepared sizes, depressed the usefulness and value of the finer sizes. Panhandle slack and nut slack were marketed with difficulty at consistent, and at times considerable, loss. Many solutions were suggested, and the Pittsburgh Coal Co. investigated all. Lower delivered prices through lower mine costs and more advantageous freight rates were obvious goals, but equally obvious were the difficulties of self attainment of either in any substantial measure. Selling Btu's in pipes was abandoned as an idea after a thorough study of the economics of distribution of what was then, and is even now, the only developed continuous process of complete gasification of bituminous coal-producer gas. Although the coal company purchased huge blocks of electric power, it sold not a car of coal to the central power stations. Public utilities controlled the markets for electric current, and it was found that no matter at how low a cost current might be put on the bus bars by the coal company, distribution to its widely scattered coal mines made such an enterprise practically impossible. Consolidation of underground operations and a huge modernization program of mining operations in the 1920's were but preparation for the introduction of mechanical cleaning of the coal for market, particularly the smaller sizes of steam, gas, and by-

THE Disco* process for the production of low temperature coke and its immediate predecessor, the Wisner or Carbocite process have been described in the voluminous literature of low temperature carbonization.1 This paper will describe the development of the process from the first attempt at commercial operation by the American Gas and Electric Co. at Philo, Ohio, Yn the 1920's to the successful operation in 1949 by the Disco Co., a division of the Pittsburgh Consolidation Coal Co., of the 1000-ton per day Disco plant near Pittsburgh, see Figs. 1-2. In the 1924 coal industry depression following the hectic post World War I expansion, the northern Appalachian, unionized bituminous coal fields were affected first and foremost, and Western Pennsylvania as hard as any. Competitive market pressure was heaviest on the lower grades of steam coals, notably the from the Panhandle district where ash and sulphur are inherently higher than in the same Pittsburgh coal bed to the east along the rivers. The firm structure of Panhandle coal while favoring the prepared sizes, depressed the usefulness and value of the finer sizes. Panhandle slack and nut slack were marketed with difficulty at consistent, and at times considerable, loss. Many solutions were suggested, and the Pittsburgh Coal Co. investigated all. Lower delivered prices through lower mine costs and more advantageous freight rates were obvious goals, but equally obvious were the difficulties of self attainment of either in any substantial measure. Selling Btu's in pipes was abandoned as an idea after a thorough study of the economics of distribution of what was then, and is even now, the only developed continuous process of complete gasification of bituminous coal-producer gas. Although the coal company purchased huge blocks of electric power, it sold not a car of coal to the central power stations. Public utilities controlled the markets for electric current, and it was found that no matter at how low a cost current might be put on the bus bars by the coal company, distribution to its widely scattered coal mines made such an enterprise practically impossible. Consolidation of underground operations and a huge modernization program of mining operations in the 1920's were but preparation for the introduction of mechanical cleaning of the coal for market, particularly the smaller sizes of steam, gas, and by-

For over 200 years meerschaum has been a significant item of trade between the Near East and countries to the west. Best-known for its use in making smoking pipes and cigar and cigarette holders, it is also used in making a variety of decorative and ornamental items. It is easily carved, and is given an attractive, lustrous finish by rubbing. No published specifications are known, but compact form, purity, uniform whiteness or light color, and uniform, porous texture appear to be requisites. Fig. la shows the appearance of a piece of crude meerschaum from Turkey; [Fig. lb a carved item; and Fig. lc, d, and e] show the fibrous and porous texture as revealed by the scanning electron microscope. Neither a major industrial mineral nor a precious stone, meerschaum nevertheless holds a record of long-and continuing-association with art and personal affairs of man. It is also a mineral to which modern methods of exploration and production probably could be profitably applied. An interesting account of the preparation and use of meerschaum in the early part of this century is given by Sterrett (1907). Geology and Mining Mineralogy Meerschaum is recognized now to be the compact variety of sepiolite, the claylike variety of which is one of the minerals included in the chapter on clays. The word "meerschaum," from the German meaning "sea foam," was in earlier times used synonymously with "sepiolite," a word of Greek origin suggestive of the resemblance of the compact variety-then the only variety known-to cuttlefish bone. At one time "meerschaum" was used as the commercial name, and "sepiolite" for the scientific name. However, to think of meerschaum as the name by which sepiolite is known commercially is no longer valid, in view of the recent emergence of the earthy variety as a competitor of bentonite and other clay materials. Present tendency is to restrict the term "meerschaum" to the compact variety, and to use the term "sepiolite" as a more general name to include both the compact and earthy varieties. This is the terminology followed in this publication.

The only way in which the difficult problems of classification of coal for the manufacture of by-product coke can be solved is to analyze them by the use of scientific data. It is very easy to adopt classifications for coal for the manufacture of by-product coke along certain lines; we can easily say that for a certain class of metallurgical operation coke made from bituminous coal must not contain more than so much sulfur or more than so much ash and should yield certain returns in the by-products, tar, ammonia, benzol, gas, etc. Those points we are fairly clear on and I think it is hardly worth while to discuss them because I presume that they are familiar to most of us who have any occasion either to make coke or to use it. But there is a field in the manufacture of coke which we know very little about. For example, we are operating a plant on a certain mixture of coal. Suddenly our blast-furnace man or the user of the coke tells us the coke is not as good as it was before. The coke is analyzed and the coal is analyzed. Everything seems to be about the same as it was— the ash is the same, there is no more sulfur, and so on—but the coke, for the use to which it is put, particularly in the blast furnace, is wrong. What happens? The management decide to try a slightly different coal mixture. They do not necessarily raise the total hydrocarbons, the volatile matter in the mixture, nor change the sulfur or the ash, but they do make a change which improves the value of the coke for metallurgical use. The reason for this difficulty, as I see it, is the " combustibility " of the coke—I hesitate to use the word, but it is the best one I have available. Combustibility of Coke We know now that the combustibility of coke is a very vital point in many metallurgical processes and I think one of the most notable instances of the proof of this is the experience of the Carnegie Steel Co. in the production of coke at its Clairton plant.
