This paper discusses recent Federal Bureau of Mines research on the selective flocculation of various minerals with insoluble cross-linked starch xanthate (ISX). ISX is insoluble, has a shelf life of more than a year when kept cold, and has a higher molecular weight due to cross-linking than the soluble, non-cross-linked starch xanthate used in previous flocculation studies on nonsulfide minerals. ISX readily flocculates a number of sulfide mineral fines, but no silicious gangue. Floc formation, floc size, and settling rate are dependent on pH. The pH dependence, however, differs for each mineral. Bornite has been selectively flocculated from bornite-quartz mixtures, and the bornite-containing flocs were separated from the unflocculated quartz using decantation and washing procedures.

Significant strides were made in the year 1948 leading to further recognition of the place of magnesium as a common commercial metal, rather than as just a premium aircraft material. One of the factors contributing to this recognition was the price stability and, in many cases, price reduction of magnesium products in 1948. In contrast to most other metals, manufacturing advances in magnesium outweighed the effects of increased labor and other costs. At the present time, many magnesium extrusions, die castings, and permanent mold castings can be purchased as cheaply as their aluminum counterparts in these forums, though competitive prices for sheet still await the inauguration of a modern tandem rolling mill for magnesium, such as has already been demonstrated.

"Power is transmitted to Butte, a distance of 130 miles, over two separate lines running parallel on the same right of way.The transmission line embodies the most approved ideas in construction. The conductors are No. O. B. & S. gauge, hard drawn copper strand. The insulators are of the suspension type, each insulator consisting of six units, 10 inches in diameter. The insulators will stand a wet test of over 300,000 volts, and were selected after long and careful tests by the company's engineers. The wires are carried on steel towers of four-legged, single crossarm type, manufactured by Milliken Bros. The three conductors are suspended in a horizontal row from the crossarm, and there are no transpositions in either line. Above the power wires and symmetrically located are two galvanized steel strands, Vs-inch in diameter, grounded at each tower, which serve as a protection against lightning.The distance between towers in level country is 600 feet. In mountainous country, however, the spans are irregular in length and spans of 1,500 or 2,000 feet are common. The longest one in the line is that crossing- the Missouri River and is equal to 3,034 feet. The length of this span is such that a person standing at one end of it can sec the wires go off and vanish into space, while the tower at the other end is barely visible to the naked eye on a clear day. WHEN Charles Martin Hall invented the electrolytic process for the production of aluminum, one basic requirement was a supply of pure alumina. Now, more than 50 years later, the same requirement still holds, and there are no technical straws in the wind to indicate that this situation is likely to change. Long ago, Aluminum Company of America took a number of steps to see that this country should not face shortages of alumina and aluminum in time of emergency. As one step to this end, the Company developed and used a supply of bauxite in South America in order to conserve dwindling Arkansas reserves. Another, and more a program than a step, was to investigate every type of process that might bear the possibility of utilizing the low-grade ores of aluminum that are more plentiful than bauxite. It is a long story, but the investigation included electric-furnace processes, acid extraction processes and alkaline extraction processes, with or without preliminary furnace and sinter treatments. Some of the processes developed were operated in commercial production. This work has been continuous since the first World War. The turn of the wheel came sooner than was expected when, in 1942, bauxite shipments through the Caribbean became uncertain and hazardous through the operation of submarines. The tremendous requirements of aluminum for the war effort were consuming high-grade bauxite at an alarming rate and a national search for substitutes began. High-grade bauxites, for technical and economic reasons, have been defined as those containing about 7 per cent or less of silica. While bauxite of this grade was limited in amount in the United States, there was in sight a substantially greater volume of low-grade, high-silica bauxite not amenable to economic treatment by the Bayer process, but richer in alumina than the clays or other available low-grade ores. It was at this point, and after several years of intensive research on this particular phase of the problem, that Aluminum Research Laboratories brought to completion the invention of one of its research staff, which made practical the utilization of large reserves of low-grade bauxite in America. BAYER PROCESS The Bayer process has been almost universally used for the 'production of alumina from bauxite. This process, in outline, comprises the digestion of finely ground bauxite in a solution of caustic soda (NaOH) under pressure and at an elevated temperature. Alumina in the bauxite goes into solution as sodium aluminate and the impurities-oxides of iron, titanium and silicon-remain undissolved. The undissolved residue, known as "red mud," from its color, is separated and run to waste. Aluminum hydrate (A1202.3H20) is precipitated from the solution of sodium aluminate, and the liquor containing the caustic soda and some alumina is returned to the process for digesting more bauxite. The rates of oxidation of tungsten have been determined at temperatures between 1320" and 3170°C and oxygen pressures to 1 amn using a surface -recession measurement technique. Above approximately 2000°C and 10-6 atm the rate is independent of temperature and can be calculated from gas collision theory assuming a constant reaction probability, e, of 0.06. Oxygen molecules react at surface sites where oxygen atoms have previously chemisorbed. This provides a direct pressure dependence at low pressures but at high pressures tungsten oxide molecule s form an adjacent gas boundary layer which lowers the PO2 at the tungsten surface. A correction for this effect using free-convection theory fits the rate data over the entire oxygen-pressure range from 10-8 to 1 atrn as well as data using O2-A mixtures. Below 10-6 atrn and above 2000°C, e decreases with increasing temperature because of desorption of oxygen atoms. Below 2000°C the rate decreases with decreasing temperature at all oxygen pressures following an apparent activation energy of 42 kcal per mole and depending on (Po2)n with n varying between 0.55 and 0.80. MOST of the previous tungsten oxidation studies have employed gravimetric methods and have been limited to temperatures below 1000°C where the weight loss associated with evaporation of tungsten oxides is negligible compared with the weight gain from oxidation.' At higher temperatures, oxygen-consumption rates have been determined from pressure measurements, usually at constant flow rates, by Langmuir,2 Eisinger,3 Becker, Becker, and Brandes,4 and Anderson.5 The sensitivity of this method decreases with increasing pressure and, with the exception of Langmuir's work, these investigations were confined to pressures below 10-6 atm. Above approximately 1300°C, depending on the oxygen pressure, the rate of oxide evaporation is greater than the oxide-formation rate and the recession of the tungsten surface can be measured optically without interference from an oxide layer. This was first done by Perkins and crooks6 who heated tungsten rods in air pressures from 1 to 40 torr at temperatures between 1300" and 3000°C. The present investigation of the oxidation kinetics of tungsten at high temperatures emphasizes oxygen pressures from 10-6 to 1 atm. This is the range of interest for earth atmosphere re-entry applications of tungsten for which little data were previously available. APPARATUS The apparatus is a modification of the type used by Perkins and crooks.' Ground tungsten seal rods, 6 in. long by 0.125 in. diam, were mounted vertically between two water-cooled electrodes, one fixed and the other having free vertical travel. The movable counter-weighted electrode is prevented from undergoing horizontal displacement by three sets of runners mounted at 120-deg intervals. Electrical contact is made by means of a water-cooled mercury pool. A 24-in. vacuum bell jar having a volume of approximately 267 liters was used as the reaction chamber with the sample holder mounted in the middle of the chamber. Power was supplied from an 800-amp dc variable power supply. Temperature readings were made by means of a Latronics automatic two-color recording pyrometer. With this instrument, corrections for emissivity are not necessary provided the spectral emissivi-ties at two closely spaced wavelengths are equal. Supporting measurements were made with a micro-optical pyrometer corrected for emissivity of bare tungsten and window absorptivity. The micro-optical pyrometer was calibrated against a National Bureau of Standards calibrated tungsten lamp and both pyrometers were periodically checked against the melting points of tungsten and molybdenum using the oxidation apparatus. Above 10-6 atm, pressures were measured with an Alphatron gage calibrated against a McCleod gage. At 10-6 atm, a hot-filament ionization gage was employed. A magnified image of the self-illuminated tungsten rod was formed using a 360-mm objective lens mounted outside the bell jar. When the experiment exceeded 1 hr, the image was focused on a ground-glass plate about 10 ft from the tungsten rod at about X8 and the recession of the thickness of this image was monitored with a Gaertner cathe-tometer. When faster rates were encountered, a 35-mm time-lapse cinecamera with a telephoto lens and bellows extension was substituted for the ground-glass plate and cathetometer. Diameter recession rates were determined from the photograph image projected on the screen of an analytical film reader. Placer dredging as we know it today, especially gold dredging, is an industry about 40 years old, dating from the beginning of this century, when a few mining men in California saw the possibilities in adapting earlier dredging methods to California placer fields in and immediately adjacent to streams. At first it was thought that dredges must be operated in existing stream beds, but experience soon pointed the way to dredging alluvial deposits of old stream beds, operating on landlocked dredging ponds. Within the first five or six years of modern dredging, experience was gained so rapidly that dredges to dig 60 ft. below water level were *designed and built. This depth was believed by many operators to be the maximum at which successful dredging could be carried on. Alluvial deposits of gold, suitable for dredging, were readily handled by equipment available and developed early in the industry's history. Much of the gravel was easily dug and if deposits were cemented, contained large boulders, or for some other reason could not be handled by a dredge, the ground was abandoned in favor of other deposits that could be handled easily. Many failures, adversely affecting the dredging industry, resulted from attempts at that time to extend the scope of placer dredging with equipment not suited to the formation being dredged. Dredging ground suited to early equipment was exhausted eventually, but many supposedly undredgeable alluvial fields containing gold in commercial quantities were found and became known to dredgemen. Improved equipment was needed to work deposits known to exist at great depths or associated with unusual obstructions. Operating companies looked to dredge manufacturers and metallurgists, particularly manganese-steel foundries, for improved designs and materials. Experience developed in California has spread throughout the world, and dredges of improved types have been adapted to the mining of platinum and tin as well as gold. Space will not permit a description of all the improvements in dredging since the early days, but a few of the recent developments are worthy of note, because they make possible the dredging of placer deposits of great depth, those having hard, irregular bedrock or containing large boulders in great quantities, and compacted or cemented gravel deposits. Endeavoring to meet the requirements of more oil created by the war effort, the oil industry of Kansas in 1944 maintained a level of exploratory and development work well above the average of previous years. During the year, 1866 test wells were drilled, of which 838 were completed as new oil wells, 89 as new gas wells and 939 as dry holes. These figures compare with 895 new oil wells, 32 new gas wells and 834 dry holes for a total of 1761 tests in 1943. Thus, there was a marked decrease in the number of new oil wells, and an increase in the new gas wells and dry holes. The total daily initial potential of production discovered by the successful wells amounted to 494,689 bbl. of oil as compared with 736,297 bbl. in 1943. The increase in unsuccessful tests and decrease in the daily initial potential of production has caused considerable comment and speculation among the oil operators of the state. This tends to confirm the fact that each year it is becoming harder to find the remaining oil fields. The total number of wildcats drilled in Kansas was 651 in 1944, including the so-called "extension wildcats" (more than 1/2 to I mile from known production). Of this number, 410 are classified as "rank wildcats," being more than one mile from production. The total of 651 compares with the total of 577 for 1943, showing an increase in wildcat drilling of 74 test wells: Of these tests, 81 were successful in finding new oil fields or substafitially extending known areas of production, and 20 either found new gas pools or extended old ones. The ratio of dry holes to producing wells among the "rank" wildcats was approximately 10 to I (372 dry and 38 successful). This compares with a ratio of 10 to I in 1943, 11 to I in 1942, and 6 to I in 1941. A compilation of the results obtained by 34 active companies, including all of the major companies, reveals that their efforts accounted for 286 rank wildcat wells, of which-37 found oil or gas, making a dry-hole percentage of 87. Approximately 55 per cent of all, tests (pool and wildcat) were failures. Thc Kansas Nomenclature Committee of the Kansas Geological Society named and classified 43 new oil fields and 8 new gas fields during the year. The discovery wells of the new oil fields had a total initial potential of 18,358 bbl. for a per well average or' 427 bbl. The average initial potential per well in 1942 and 1943 was 894 and 419 bbl., respectively. With nearly all wells producing at their economic capacity, the total production for Kansas during 1944 totaled 101,896,704 bbl., which compares with total runs of 107,709,679 bbl. in 1943. Production of natural gas during 1944 reached a new high record of 135 billion cubic feet. This compares with 122 billion cubic feet for 1943, and 98 1/2 billion cubic feet for 1942. The large Hugoton field of Southwestern Kansas accounted for about half of the total gas produced. INTRODUCTION The process of financing mining projects in developing countries has changed greatly in the past 15 years. New methods of financing, notably the use of syndicated Eurocurrency project loans, have appeared, and direct equity financing by transnational mining corporations has become less significant. These changes are of particular importance to developing countries which have many mineral deposits still awaiting development, or even discovery. If major new mines are to be financed, host governments will need to obtain more sophisticated information than has hitherto been widely available as to the various sources of finance currently available and as to possibilities for innovative approaches to financing, such as the combination of several different kinds of financing in a single package. This paper reviews the major sources of mining finance potentially available to developing countries and highlights those problems in obtaining adequate financing that developing country producers have begun to experience in the last few years and that are likely to persist through the 1980s. Section I surveys the major types of mining finance; section II reviews specific financing problems, including (a) the withdrawal of the transnational corporations from developing countries, (b) inflation and the size of new projects; (c) developing country indebtedness, and (d) competition among projects in different countries. SOURCES OF DEVELOPING COUNTRY MINING CAPITAL1/ There is a wide range of financing mechanisms which are potentially available to developing countries with economically viable mining projects., Moreover, these financing mechanisms have not been fully exploited by developing countries, and more aggressive pursuit of financing by the governments of these countries may well reveal greater possibilities in respect of any particular project than may initially have appeared. However, virtually all the funds available from these sources are available only to projects which meet the standards of viability acceptable to lenders and others in the business community. If a project does not, for example, promise to generate a discounted cash flow rate of return of at least 15 per cent on total funds employed, or if it does not appear likely to generate sufficient cash flow in the early years of production to cover debt service requirements with a comfortable margin in reserve, most of the sources of financing will not be available. Only where a government has its own financial surplus (as in the case, for example, of the industrialization program of the Saudi Arabian government) can it effectively undertake projects which do not satisfy the definition of economic viability that is accepted at any given time by the worldwide financial community. Internal Sources In Developing Countries Internal financing capacity in developing countries is restricted to a relatively small number of countries - typically those large enough to support a well-rounded industrial sector, in which mining is only one of a number of dynamic industries. While there are large mining companies in certain other countries, the ability of such companies to finance new projects (or even, in some cases, to generate the cash necessary to maintain existing levels of production) is highly problematical. Within developing countries, the possible sources of internally-generated mining finance are the following: (1) state-owned enterprises; (2) private capital; (3) the banking system, and in particular those financing agencies that have a special involvement with the mining sector; and (4) direct budgetary appropriations.

Rubber-tired shuttle cars are finding increased use as gathering units in under-ground mines. As the name implies, they shuttle back and forth between the loading machine and the section transportation system. In many mines their use has in-creased the efficiency of the loading and gathering operations, resulting in increased output per man employed and decreased costs per ton. A car motivated by cable reel is shown in Fig I, and a car with battery power in Fig 2. A brief chronological account of the development of rubber-tired haulage equip-ment follows: 1936. J. H. Fletcher1 installed his first unit for the Blue Bird Coal Co., Carrier Mills, Illinois. This unit consisted of a battery-powered industrial tractor and a trailer with drop-bottom doors. The coal was transported for short distances to a hopper for discharge into mine cars. 1938. A battery-powered self-contained shut-tle car with rubber-tired wheels was built by the Joy Manufacturing Co. Two units were installed for the Katherine Coal Co., Lumberport, West Virginia. The shuttle car consisted of a materials-receiving body with a conveyor in the bottom to move the coal forward during loading and to unload the coal at the discharge station. 1938. A cable-powered shuttle car with four-wheel drive and four-wheel steer was developed by A. L. Lee. Special wheels mounted on king pins on the car permitted all four wheels to be steered. The cable reel was driven by a torque motor to give the cable proper tension during the payout and uniform tension when rewound on the reel. 1940. A Joy shuttle car equipped with trolley poles and a cable reel was developed to operate on a double trolley-wire system.2 This unit was installed at a potash mine of the International Minerals and Chemicals Corporation at Carlsbad, New Mexico. It is believed to have been the first installation of its kind, and the first of shuttle cars for handling material other than coal. 1941. Truck haulage3 was introduced in the Tri State District by the Eagle-Picher Mining and Smelting Company. PART I INTRODUCTION Among the zinc base alloys used for casting in metal moulds, particularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortness which facilitate casting. Objection to the use of these alloys may bee raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intercrystalline corrosion. In all cases which have come to our knowledge where the conditions of service were known, failure has occurred upon exposure to moisture and heat varying from a hot moist atmosphere to high pressure steam. Moreover, the alloys described in all such cases contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intercrystalline oxidation in zinc-aluminum alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Bauer2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the most part, and Rawdon's3 examinations were made on an alloy containing 0.4 per cent. lead also exposed to the Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to determine the exact nature of this phenomenon and the effect of other metals present as impurities or intentional additions in accelerating or-retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation.

H OWEVER extensively water-lines may be laid in the mine for fire fighting purposes, there are still, usually, points being worked temporarily, development, stoping or other work of a temporary or incidental nature where it is considered that the expense of laying fire-lines is not warranted. While the laying of water-lines in some sections of the mine may not be warranted, in most metal mines it is necessary to lay an air-line to all working places. In the mine of the United Verde Extension Mining Co., at Jerome, Ariz., advantage has been taken of this fact by providing a means of by-passing the water at the end of the water-line into the air-line in case an emergency arises. By this means the 2-in. air-line can be quickly converted into a water-line for fighting fire which might otherwise be beyond the reach of the water-lines.

THE incandescent gas mantle is of considerable interest from the standpoint of temperature measurement because it presents a series of apparent contradictions to the established laws of radiation on which are based some of our best methods of temperature determination. One of these contradictions is that the mantle of least brightness (of the commercial thoria-ceria group) is the one having the highest temperature; this, though explicable without any violation of radiation laws, was long a stumbling block to the understanding of the performance of the mantle. Another anomaly is that the energy radiated by the mantle decreases with the rise of temperature, thus apparently invalidating total radiation methods of pyrometry, based on the fourth-power law. The discussion of methods of measuring mantle temperature which follows, is largely taken from an extensive study of the physics of the Welsbach mantle. 1 The incandescent gas mantle consists of a skeleton of refractory oxide of very light weight and open structure, formed by the ignition of a cotton or silk "stocking" previously thoroughly impregnated with salts of certain rare earths. The mantle of commerce is a mixture of approximately 99 parts of thorium oxide with 1 part of cerium oxide. This mixture, discovered largely by accident, gives luminous radiation many times greater than that from either of the constituents taken alone. It is customary to speak of the thoria as the "base" and the ceria as the "colorant," and the commercial mantle represents one of a family in which an oxide of low emissive power is employed as a base, which will assume a high temperature, while a small amount of some other oxide of high visible emissive power is added, which will reduce the temperature of the mantle but little. This is, in general, the most efficient- way, from the standpoint of visible emission, to utilize a substance of high emissive power in the visible spectrum. But it is not necessary. that two substances should be employed to produce a radiator

INTRODUCTION The U. S. Army Engineer Waterways Experiment Station (WES), under sponsorship of the Defense Atomic Support Agency, has recently developed a unique dynamic high-pressure triaxial testing device (DHT). The device permits acquisition of both axial and lateral deformation data while undisturbed soil and/or rock specimens are subjected to various states of controlled impulsive-type stresses produced by varying both the axial stress and the radial stress rapidly with time. The device is used to develop controlled dynamic pressure pulses within the triaxial chamber fluid on soil or rock test specimens to 3 inches in diameter. Controlled dynamic axial pulse loads are delivered to the specimen by a piston driven by an existing pneumatic ram loader (SECO). The DHT consists of a triaxial cell and a pressure supply and decay system which permits the chamber pressure to be varied with time. Together the DHT and SECO operate in a testing program so as to provide time varying confining pressures and axial loads to test specimens at independently controlled but synchronized programmed rise, hold, and decay times. Rise time is defined as the time from zero load or pressure to peak load or pressure; hold time is the time of constant peak load or pressure; and the decay time is the time from peak load or pressure to zero load or pressure. The maximum dynamic confining pressure attainable is approximately 15,000 psi and the fastest rise and decay times are 3 millisecond (msec) and 20 msec, respectively. This paper presents a description of the DHT, the necessary support equipment, and details of the measurement system. Performance evaluation tests conducted on clay siltstone and a Cretaceous sandstone are presented since the results demonstrate some of the capabilities of the device and show some of its characteristics.

IN recent years, there have been many changes in mining operations in the Lake Superior district. To follow these trends on the Menominee Range of Michigan, information has been assembled from all of the iron informatior]mining operations in the area. There are 15 operating underground mines in the Iron River-Crystal Falls area of the Menominee Range. Within the past two years, two idle properties were reopened pasttwoyears,and are now producing, and a third and fourth are being reopened. Also, there are two siliceous openpits operated by independent companies outside this immediate area. Six companies operate the underground mines, employing some 1850 employees. Table I shows pertinent facts about these properties. During 1949, the largest mine in Iron County shipped 571,287 tons, and one of the newer mines shipped 39,378 tons, with a range total to 3,535,-373 tons. Since the Menominee Range was opened in the 1870's, the mines in Iron County have shipped 85,890,922 tons. From an operator's viewpoint rather than a geologist's, the ore is' classified as semi-hard, composed of hematite and limonite. It is not as soft as the ores of the Marquette Range nor is it as hard as the hard ores of the Marquette and Vermillion Ranges. The ore bodies have slate hanging walls and slate footwalls. In most cases the hanging walls and footwalls are soft and high in sulphur. The sulphur comes from pyrite, and these slates will ignite when piled more than 6 to 8 ft high. Ore is mined on this range by: 1—Sub-level stop-ing; 2—Shrinkage stoping; 3—Sub-level caving; 4— Block caving; 5—Top slicing. The predominance of these methods is in the order named. Underground drilling is important in the mining cycle. Some changes made and trends toward future changes fall into four categories: Drill bits, drill steel, drill machines, and compressed air pressures. Several types of bits have been tried and are in use. They include the detachable tungsten carbide, insert bit; the intraset steel bit, which is a conventional steel rod with tungsten carbide insert; the one-use bit; and the multiple-use bit. For many years, detachable multiple-use bits have been standard. In tests conducted recently to im- prove drilling efficiency, this bit was used as the basis for comparison. Under existing conditions, a multiple-use bit can be resharpened about three times before it is discarded. A thorough test of 2-in. tungsten carbide threaded bits was conducted under various ground conditions. 1—The drilled footage ranged from 48 to 600 ft per bit; averaging 357 ft per bit. Under these same conditions, a multiple-use bit ranged from 8 to 80 ft per bit. 2—The bit cost was greater for the insert bit in each case. 3—The average drilling speed for the insert bit was 12 in. in 62 sec and for the multiple-use bit was 12 in. in 64 sec. In a second test, 2V4 -in. tungsten carbide bits with the large 1 3/16-in. thread were used in moderately soft ground on a 152-lb drifting drill on a long feed jumbo. 1—The drilled footage ranged from 450 to 5000 ft per bit, averaging 1810 ft per bit. Under these same conditions, a multiple-use bit averaged 64 ft per bit. 2—The bit cost was reduced by the use of the insert bit. 3—No increase in drilling speed was recorded. 4—Minimum footage obtained was caused by thread failure. To improve the thread life, thread size on the rod was increased and the bit was attached to the rod with a pipe wrench. After this, bits failed in equal proportions because of cracked skirts, broken inserts, and gage loss. Tungsten carbide bits are now used in the operation where this second test was conducted because labor costs were lowered as a result of reducing the number of bits being changed by the miners. At the same operation and under the same conditions as the second test, 1Y4-in. insert bits with standard 1-in. threads were used. These bits did not drill much more than 300 ft before thread failure and were then welded to the rods and used until total failure. Sometimes this footage was considerable, sometimes it was not. Mr. Schorr says : " Brown coal and peat are briquetted as a rule without binder," but this statement is entirely true only so far as raw peat is concerned, and it is but partly true of brown coal. With regard to raw peat, briquetting without bond is carried on successfully both in Europe and America, and the development of the industry in Canada is fully described in the Bureau of Mines report for 1903, mentioned above. While there is still room for improvement in the efficiency of some of the arrangements for drying the peat previous to briquetting, a very satisfactory fuel is made at a price which enables it to compete with coal. During the late strike in the anthracite regions of Pennsylvania, the manufacture of peat: briquettes received a considerable impetus, and possibly the attention directed to it on this account may result in a. considerable increase in the output. • The Venezuelan Trade Mission to the United States announced that Bethlehem Steel Corp. will begin exporting iron ore from its El Pao concession, south of the Orinoco River in Venezuela, in about three months. The ore will be transported by rail from the mines to barges on the Orinoco and transshipped to ore vessels at the coast for shipment to the Sparrows Point, Md., plant. The Latin American business men warned that projected increases in the United States tariff on petroleum imports from Venezuela would force that country into bilateral trade agreements with other countries and would mean drastic curtailment of Venezuelan imports from this country. •Bethlehem, South American Gold and Platinum Co., and U. S. Steel are investigating the possibilities of securing American foodstuff for their South American mining camp commissaries through the International Basic Economy Corp. IBEC buys in quantity to supply its subsidiary companies operating in Venezuela and Brazil. The mining companies will rid themselves of this burdensome task as well as realizing a saving from the bulk purchases of IBEC. •Oliver Iron Mining Co. has begun construction of a fine ore and taconite agglomeration plant at Virginia, Minn. It is expected to be ready in six months. The plant will be used to experiment with the making of clinker cakes and egg-sized lumps by sintering machines and nodulizing kilns respectively; about 1 million tons per year will be produced. • Roof pinning has been adopted at the iron mines of TCI, near Birmingham, to support overlying strata as mining progresses. Favorable results have been obtained in that dilution of the ore has been reduced by 50% which is attributable to this method of supporting the roof. •An American mining engineering team has gone to Turkey for a two-year assignment assisting Turkish government agencies in the $45 million ECA development, mechanization, and construction of cleaning plants for the Zonguldak coal field, 200 miles east of Istanbul on the Black Sea. The group consists of James Beeley, John E. Good, John S. Lambright, David Renshaw, and Charles R. Weir, all of the Paul Weir Co. •Arthur F. Taggart describes a new way of training engineers by emphasis on broad, basic engineering courses on page 460 of this issue. •Lawrence T. Tierney, chairman of the National Bituminous Coal Advisory Council, released a report stating that the increase in oil imports since the latter part of 194$ has caused significant damage to the U. S. fuel economy. It has reduced the strength of and employment opportunities in the coal, domestic petroleum, and transportation industries, as well as in related service and supplier fields. •Women, camels, and donkeys are the beasts of burden of the Sahara, according-to the UNESCO World Review. •Increased demand for magnesium sheet in airplane construction ana other phases of the national security program have led Alcoa to establish a sheet magnesium rolling division at its New Kensington, Pa., works which will begin operation shortly. Novel prospecting methods being used by the USGS in its search for uranium include: shock-mounted instruments in light trucks,. Geiger-counter probes lowered into augur holes, and experimental airborne prospecting.

According to statistics that have been compiled by the National Safety Council, U.S. Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. There isn't anyone who is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver isn't expecting a terrifying crash, the electrician isn't expected to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual. These are the victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed upon industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the U.S. Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it doesn't. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons: 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group 3) Physical or mental condition.
