At the Sugarland and Raccoon Bend fields in the Gulf Coast area, all wells are drilled with rotary tools and the casing is always set in cement that is placed by the circulation method. After the cement is set, the rotary mud that fills the hole is not withdrawn or bailed out; consequently, it is not customary to give the cementing job a direct test either by putting pressure on the hole to see whether the cement will hold or by observing whether an effective water shut-off is secured. About three years ago, this company started the practice of coring the cement left in the bottom of the casing and examining the core thus secured. If the core was hard and strong, the cementing job was judged a success but if the core was incoherent, soft, and crumbly, the job was considered a failure. Of course, there were intermediate types of cores and it was not always a simple matter from this examination to decide whether the job was a success or failure. After about two years, a summary of the core examinations that had been made indicated that of cementing jobs made at depths of 1000 ft. or less, 60 per cent.. were failures; of those between 1000 and 2000 ft., 80 per cent. were failures, and of those between 3000 to 6200 ft., 100 per cent. were failures. This sta,rtling table emphasized the need of the study of the conditions under which the wells were cemented and of adopting means to reduce the percentage of failures. In addition to these core tests, two wells gave direct evidence that the cementing jobs were not always successful. In one, a four-year-old well at Goose Creek, the casing was perforated, and when fluid was circulated some of the old cement wss brought to the surface. Most of it was powdery and the few chunks that were brought up were soft and crumbly. The other was a well at Raccoon Bend which during a blow-out brought a number of chalky, soft and crumbly pieces of cement to the surface. An investigation has been made of 500 samples of universal and sheared plates of basic Bessemer and basic open-hearth steel manufactured by the Pottstown Iron Company, the carbon-limits being 0.07 to 0.18 per cent. Through the courtesy of Mr. W. H. Morris, President, I am able to lag before the Institute the results of these tests. The samples tested were all taken from the finished material, and the chemical determinations were made on drillings from the broken test-pieces, which were sent to the chemist without giving him the heat-numbers. The results are such as to encourage me to keep on with the work, and, if possible, to have it carried out on other steels. It is kith this view that I now offer my tables in their incomplete form. My first table mas constructed by grouping the tests according to chemical analysis in various. ways, and making a rough tabulated statement, from which the ultimate strengths were worked out and carefully compared with the actual results of the tension-tests. From data thus obtained, one table after another was worked out, and by this method of "cutting and trying" I finally arrived at the results which I now present in Table I. (p. 771). I do not claim absolute accuracy, but my approximations have proved to be so close that the figures are practical data for current use at the works. The indications are that a pure iron, without carbon, phosphorus, manganese, or silicon, if it could be obtained, would give 38,000 pounds ultimate strength. This is assumed as a base, and to it is added the effect of each of the above elements, as explained below. The upper part of Table I. gives the ultimate strength due to carbon and phosphorus, and is the same for both basic Bessemer and basic open-hearth steels. I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. THE first pump of this character, made by H. R. Worthington, and, so far as the writer is informed, the first and only one of this kind ever constructed, is now in daily use in the above-named works. The water-pressure necessary for the working of the hydraulic machinery of this plant had been supplied, up to the time of the building of this pump, by two Worthington Duplex High Pressure Pumps, having steam-cylinders of 20 inches diameter and 12-inch stroke, with water-plungers of 72 inches diameter; eight inlet and eight outlet valves of 22 inches diameter, and pumping into a 6-inch pipe. These pumps required a large amount of steam, and, in consequence of the various additions to their duty, their capacity became far short of the work required. In preference to putting in another engine of the same class, it was decided to accept Mr. Worthington's proposition to build the compound one under description, he guaranteeing that it should be equal to the demands of the works, and at the same time cause a saving of from 5 to 6 tons of coal per day from the amount required to run the two old pumps. The new engine has been in operation about one month, and so far has exceeded the most sanguine expectations. It consists of two high-pressure cylinders of 21 inches and two low-pressure ones of 36g inches diameter, by 36-inch stroke, with water-plungers of 91 inches diameter. There are two air-pumps of 20 inches diameter by 18-inch stroke; the condenser being 24 inches diameter by 60 inches high. Both cylinders are jacketed with wood and felt, and the low-pressure cylinder also with live steam. The high and low pressure steam-cylinders are in line and immediately adjoining each other, while the inconveniences attending an internal stuffing-box are avoided by having two piston-rods for each of the low-pressure cylinders, running through stuffing-boxes on the outside of the smaller high-pressure ones. IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.

The successful commercial production of helium during the last few years has added greatly to its scientific interest. When the quantity of an element available for experimental purposes increases within a few years by 200,000 per cent., both public and scientific interest in the element are greatly stimulated. Before the war, probably, there was not more than 10 or 15 cu. ft. of helium in existence. The larger part of this was owned by Prof. Kam-merlingh Onnes, and was used by him in connection with his low-temperature work at Leiden. By experimental work during the war and immediately afterwards, the Canadians, under Prof. J. C. McLennan, produced about 60,000 cu. ft. of helium of various grades of purity. Up to Dee. 1, 1921, when the plant at Fort Worth was shut down because of lack of funds, there had been produced during the experimental work by the U. S. Government, during the war and afterwards. 2,300,000 cu ft. of helium averaging between 92 and 95 per cent. purity. After the new appropriation was made in 1922, the production plant was again started and at the time of writing was making about 15,000 cu. ft. of helium a day. Only three of the five units were being operated because of the inability to get sufficient gas to run at full capacity. The gas supply is owned by two companies and on account of a disagreement between them, it has been possible for some time to get gas from only one. It is expected that when all five units are running steadily, the daily production will be between 30,000 and 40,000 cu. ft. of gas averaging from 93 to 95 per cent. purity. Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. An analog computer model has been developed of a large, walking dragline. This model permits changes in the configuration of the dragline, or changes in its digging cycle, to be readily investigated on a computer. As a result, it is possible to determine ways of improving the dragline performance without having to carry out many expensive experiments on the actual machine. This model can also be used as a simulator for dragline operator training. INTRODUCTION The movement of large volumes of material is always a costly operation and the increasing trend towards the use of large capacity equipment does not necessarily produce the economy desired. This problem is of particular concern to the mining industry in its open-pit operations where large draglines are used to remove the overburden. Since this operation often forms a very large part of the total cost of open-pit mining it is particularly important that it be kept as economical as possible. This requires that the dragline be operated at its maximum possible productivity. In order to optimize the operation of a dragline it is desirable that a suitable model of the dragline be available for study. Once such a model is available the effects of changes in the configuration of the dragline, or changes in its digging cycle, could be readily investigated on a computer and methods of improving its performance could be determined without having to carry out expensive experiments on the actual machine. Such models would be of use not only to dragline users, but also to the manufacturers of draglines for design purposes. Presumably studies of this type could eventually lead to computer-con trolled stripping operations. As far as can be determined very little work1'2 has been done on the derivation of dragline models. Such models must be derived before work of the nature indicated in the previous paragraph can be carried out. As a small contribution to this field this paper describes work that has been carried out by the senior author during the past few years on the derivation of one such model. This model describes the drag, hoist and swing operations of a 35 cu yd, commercially available, walking dragline. This model was derived for use with an analog computer and can be used either for optimization studies, or for the training of dragline operators. DESCRIPTION OF DRAGLINE General: The particular dragline for which an analog computer model was developed is owned by the Great West Coal Company of Estevan, Saskatchewan. The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. ALL live producers and manufacturers of metals and alloys are investigating new uses for their products. The tin and tin-plate industry is no exception. One-third of all the new tin mined and refined is consumed in making tin plate. Several billions of cans are each year made from tin plate for the preservation of nearly 200 kinds of food. There are more than 500 tin-plate mills or individual stacks in the United States, which country makes more tin plate than all other countries combined and exports large quantities. As much as 1,800,000 tons of till plate has been made in a year in this country, and 28.000 tons of tin has been used in this period for this purpose. In sonic years a third of the till is so consumed; in 1933 it was half of the supply.

MAGNETITE mining and milling in the Eastern States was at capacity during 1940, owing to the heavy industrial, defense, and war demand, coupled temporarily with the almost total stoppage of imports of foreign ores other than those under American ownership. In New York State the active mines were those operated by the Republic Steel Corp. at Mineville and Lyon Mountain. The opposition is all kinds. There are extremists. There are quiet, sensible sounding folk who can twist numbers and facts to make their point. But they are all out to shut you down! Some of them are genuinely concerned about miners' impact on the environment. Others are just anti- society, anti-big business - small is beautiful - live naturally. The opportunity for them to make those statements on television was provided by us, the Uranium Public Affairs Task Force, as part of a media tour of the State of Idaho in May. We fielded four representatives of the industry and got 25 hours of television coverage, 22 hours of radio coverage, and print coverage by every paper in Idaho. The tour included several debates, and these clips are from two of them. Our folks creamed them! This one was so upset that he ran off the set while his mike was still plugged in, trailing studio equipment behind him. But we don't always have the opportunity to rebut them. They are making these statements all the time, everywhere they can. They have learned their trade well. They use the hearing process like A1 Hirt uses the trumpet. If the process of intervention should shut us down or prevent us from getting a license, so much to the good. But even if it doesn't - they win - for it causes delay - delay costs money and so does complying with regulation. If they can make us uneconomic, and that's not too hard to do these days, they have won. Regulation restricts the decision process. Any time the decision process IS restricted, you face the possible loss of a more economic alternative. They are out to pile every regulation on you they can and every delay they can. Initiatives! They came after us - the uranium industry - in South Dakota and Montana last year. They won in Montana. We tried to reverse it in the legislature, but they were too frightened of public reaction to do it. They did put it on the ballot for reversal in November of '82. That puts it squarely up to us to influence the public so we can win a campaign. There will be more initiatives, and at local levels as well as at state. We must join together and win! The public generally supports the continued operation of nuclear power plants. They about split on whether to build more. But they strongly support regulating the industry more stringently. Every survey reflects concern about safety and the desire for the government to take responsibility and regulate. You and I know that regulation nearly always adds cost, and only sometimes increases safety. We need to influence the creation of regulation. We need to accept responsible regulation and fight that which is counter-productive. To win in hearings, to win initiatives, to win in getting responsible regulation, we need public support. We need an informed, understanding, and supportive public. To accomplish this, we need two kinds of efforts. The first is to reach the people at the local level with local representatives of our industry. Informal conversations at church, PTA, cocktail parties, whatever. Presentations to Kiwanis Clubs, League of Women Voters, church groups - wherever we can. Facts, information in printed form, to these same local audiences with the credibility of the local sources. The second is to reach mass audiences through the media. Positive media. This can be done by advertising, but it is very expensive. We have to look to influencing the reporters and editors to get more balanced and accurate reporting. We need to get free time - interviews, debates, letters to the editors, etc. The Uranium Public Affairs Task Force was created last year to provide tools for you to use to reach these audiences (it is affiliated with the Atomic Industrial Forum). Twenty-two companies provided money and man- power. A consultant, Denver Research Group, was retained to produce materials. In this Phase I effort, we first researched what issues were of greatest concern and what were felt to be the greatest needs in materials. We determined that we did not have the funds to go out and do the job for the industry, so we decided to develop tools for the Industry to go out and do the job for itself. From the research, we determined what tools we should develop for you to use. We first developed a set of the quest- ions most likely to be asked of you and the issues most likely to be thrown up to you. We have developed a loose-leaf notebook. Each page contains one of those questions or issues, a short verbatim response that you can use, a short discussion of the subject, and references you can cite or research for further information. It is organized by subject: tailings, water radiation, etc. This book is an extremely handy tool for anyone in the industry. Each uranium location should have at least one.

Lamb, Torres, Sonora, Mexico (communication to the Secretary*): I have read Mr. Merrill's paper with much interest, and cannot but accept his challenge as regards the cost of the clean-up at the Homestake mill. If I understand him correctly, the two men take the precipitates from the presses in about six hours, and do nothing towards refining them. If that is so, it would correspond to the work four men do here in about eight hours—that is, to clean the box and to place the precipitates in the driers. In order to make a fair comparison, the bullion in each case should be stated in ounces, since it is as diflicult to precipitate silver as gold, and our bullion is mostly silver. Bullion to the value of $50,000 is equivalent to a weight of about 2,500 oz. At our last clean-up eight standard bars, each 1,100 oz. in weight, were made, which equals a total weight of 8,800 oz'. Four men had the precipitates drying by 8 p.m. This plant, the Minas Prietas works of Charles Butters & Co., at Minas Prietas, has square-bottomed electrolytic vats, an arrangement which necessitates the handling of all the precipitates in buckets. The Butters plant at Virginia City, Nev., is equipped with conical vats, and probably could make a still better showing under similar conditions. Another point is that common labor only is required. (Ordinary laborer's wages at Minas Prietas are $0.70 gold.) I may say also that, except for the convenience of the refinery, the box could be cleaned monthly, instead of bi-monthly, at only a slight additional expense. The comparison, if made a few months ago, would have been much more in favor of the electrolytic process, as the tailings handled at that time contained a large quantity of copper, and the amount of zinc-dust required would have been enormous.

The question arises as to whether any increase in capacity accompanied the 11-ton addition. It is hardly conceivable that all of the balls making up the l l-ton addition were sterile. However, as the work done in the ball mill is not by kilo-watthours per se or balls per se but by kilowatthour-balls, it is possible that the kilowatthourballs in the mill before the ll-ton addition had a different amperage, voltage or robustage than those in the mill after the addition and that the overall outcome was that equal work was done before and after the addition. The authors can keep the efficiency that they got with the 45 pct volume 1-in. ball charge and get additional capacity by putting more kilowatthourballs to work in the form of the addition of 11 tons of 2-in. balls to the present ball charge, and subsequent makeup additions by weight of 20 pct 2-in. balls and 80 pct 1-in. balls. J. F. Myers (authors' reply)-—Mr. Garms points his finger at the 11 tons of "sterile" balls added to the Tri-cone mill. A fact so interesting to us that we felt it should be reported. Clearly, ball slippage at the existing mill speed prevented any further transfer of power from the shell to the ball mass. We agree that the kilowatthourballs would increase, were we charging rough 2-in. balls as suggested by Mr. Garms. The assumption is, of course, that we would get a corresponding increase in work done. Our reported data (CIME meeting, Vancouver, 1946) shows a gain of work accomplished of 7.6 pct as we decreased the ball size from 2 in. to 1% in. and a further gain of work accomplished of 2.1 pct when we went from 1 % in. to 1 in. The small ball results reported by H. R. Banks at Chapman Camp are also very convincing. In the case of 2-in. balls they would take the conventional ball path and start cascading. The authors can keep the efficiency that they got with the 45 pct volume 1-in. ball charge and get additional capacity by putting more kilowatthourballs to work in the form of the addition of 11 tons of 2-in. balls to the present ball charge, and subsequent makeup additions by weight of 20 pct 2-in. balls and 80 pct 1-in. balls. J. F. Myers (authors' reply)-—Mr. Garms points his finger at the 11 tons of "sterile" balls added to the Tri-cone mill. A fact so interesting to us that we felt it should be reported. Clearly, ball slippage at the existing mill speed prevented any further transfer of power from the shell to the ball mass. We agree that the kilowatthourballs would increase, were we charging rough 2-in. balls as suggested by Mr. Garms. The assumption is, of course, that we would get a corresponding increase in work done. Our reported data (CIME meeting, Vancouver, 1946) shows a gain of work accomplished of 7.6 pct as we decreased the ball size from 2 in. to 1% in. and a further gain of work accomplished of 2.1 pct when we went from 1 % in. to 1 in. The small ball results reported by H. R. Banks at Chapman Camp are also very convincing. In the case of 2-in. balls they would take the conventional ball path and start cascading. A method of determining the lime content of drilling muds proposed by Battle and Chaney* has been examined both in the Field Research Laboratories of Magnolia Petroleum Co. and in field drilling operations. This proposed analytical method is condensed as follows: Titrate one ml of mud and one ml of mud filtrate, each with 0.02 N H2SO4, to the end point with phenolphthalein. The volume of acid in ml required for the mud titration is recorded as Pm and that of the mud filtrate titration as Pf Calculation of the lb lime/bbl mud is accomplished by use of the formula, lb lime/bbl mud = 0.6 (Pm - 1.3Pf) - 0.6 The analytical procedure outlined by Battle and Chaney was found to be quite satisfactory when reasonable precautions are used in mud sampling technique. Calculation of lime concentration by the method proposed in the above publication, however, has given values that varied as much as 100 per cent from the known lime content, for muds of either high or low solids concentration. By use of a formula, lb lime/bbl mud = 0.26 (Pm-F1.Pf), based on chemical equivalents of acid required for titration, both laboratory and field data have been satisfactorily correlated with the known amounts of lime present in the muds. In this formula a correction, F1, or volume fraction of liquid in the mud, is made for the solid content of the mud. Pm and Pf * Paper on "Lime Base Muds," presented by J. L. Table I shows typical data employing both formulas in calculating the lime content of various lime muds. This suggested procedure ignores lime which is in solution in the mud. The solubility of lime in water, normally about 0.5 lb per bbl, is greatly decreased by the addition of caustic soda, and, in a lime mud, it is probable that the concentration of dissolved lime is of the order of 0.1 lb per bbl. Such an amount of lime can be ignored, since it is within the range of accuracy of the method.
