The problem of good engineering practice and. of good conservation practice in oil production is that of keeping gas in solution. This can best be done by producing a field as a water-drive field. Some degree of water drive is believed to be present in most fields but in the past most fields have been produced too rapidly to allow water drive to be effective. Ultimate recovery should be So per cent greater for fields produced by water drive over that from gas-expansion fields. Wide spacing will permit fields of low-degree water drive to be produced effectively as water-drive fields. INTRODUCTION NEGLECTING all the complicated scientific and technical argument that leads to the conclusion, the solution of the problem of good production practice, of good engineering practice, and of good conservation practice in oil production is to keep gas in solution. This can best be done by producing fields at a rate low enough to make effective the water drive, which exists, it is generally believed, to a degree great enough to be made effective in more than 80 per cent of the fields of the United States. Oil is being so produced in the Ten Section field of California; the Hobbs field of New Mexico; the Yates, Hastings, Friendswood, Anahuac fields and the main sand of the Conroe pool, in Texas; the Magnolia pool in Arkansas, and doubtless in many other pools. The measures of success in the efforts to achieve the solution of the problem are the maintenance of bottom-hole pressure and the prevention of an increase in gas-oil ratio. Some decline from the original bottom-hole pressure and the production of some gas are essential. A pressure gradient from the reservoir to the well is necessary and at least as much gas must be produced as that in solution in a barrel of oil. Once the optimum pressure and the gas-oil ratio have been established, they should be maintained. How common is water drive in oil and gas pools? General opinion is that some degree of water drive is almost universal. Theoretically, this conclusion appears to be a sound one. According to our present understanding of the processes of sedimentation, we would expect to find all sands or sandstone charged with connate water unless it had been displaced by some other fluid, such as fresh water percolating into the beds at the outcrop, or oil and gas, or gas only, in reservoirs. The fact that the original pressure of the fluid system in most reservoirs is approximately that of the hydrostatic head of water for the corresponding depth indicates that the sands are charged with water, and common experience in drilling into the extensions of the porous zones beyond the reservoir is to find them watercharged. The very fact that oil and gas pools have substantial pressures in their original undisturbed state indicates either that a reservoir is a rigid, closed system, a con-

(Presented at a Meeting of the Spokane Local Section of the Institute, Feb. 17, 1912, and accepted for publication in the Bulletin. ) WHILE I am not at the present time engaged in active mine-management, my duties permit of extensive study and examination of many mines, mills, and reduction-works in various places throughout the United States. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. THE Fall Regional Meeting of the Institute, which has now for some years been held in cooperation with the Western Division of the American Mining Congress, will be held this year at Joplin, Mo., in the heart of the great Tri-State district. This year the Tri-State Zinc and Lead Ore Producers Association is joining in the meeting. The Society of Economic Geologists will also take part though not offering any papers. The district in which the meeting is held includes adjacent parts of Missouri, Kansas and Oklahoma. Out in the heart of a fertile prairie farming country, it is one of the major mining districts of the world. It produces normally approximately one-third of the zinc ore mined in the United States which is equivalent to nearly one-half the zinc since the concentrate has always been notable for the height of its grade. Even in the depressed business year 1930, the American Bureau of Metal Statistics credits the district with 434,460 tons of concentrates equal to 217,230 tons of zinc out of 1,503,095 and 576,630 respectively for the country as a whole. This was equal to about one-seventh of the world's output of zinc, more than that of any foreign country. In addition about 75,000 to 100,000 tons of lead is annually furnished by the same mines. Elsewhere we present a general description of the district prepared for this meeting by J. C. Heilman, a Lehigh graduate, who has spent the past eleven years there and has had charge of explorations for many of the companies.

COMING over from the plant on the Denver and Rio Grande yesterday afternoon I was an interested listener to a smoking-room conversation that had to do with the experimental plant near Rifle. The people who were talking didn't know me and I didn't know them, but I learned quite a little. I understood that the plant would never operate; that it was not intended to operate; that the "oil trust" would keep it from operating; that our tramway had eaten up all our money and still was not working and would not work; that the plant was run by a bunch of kids, and that the superintendent was probably the biggest kid of the bunch. I plead guilty to the latter. But the people who were talking were misinformed. The plant is producing oil. The first sample of oil that came from our unit at the Bureau of Mines experimental plant at Rifle, Colo., was produced on Sept. 18, the first that came out of the condenser, and it is still coming. This sample of oil may mean to the United States what the first oil produced from the first well meant.

This paper presents a method for obtaining the correct values of the breakthrough sweep efficiency of the staggered line drive, taking into account the proper shape of the breakthrough streamline. Results obtained were different from those previously published, which were obtained by using an inexact shape of the breakrhrough streamline. INTRODUCTION In Section 9.31 of Muskat's' The Flow of Hotnogeticous Fluids Through Porous Media, it is stated that in a staggered line drive flood "the streamline of highest average velocity [is] the line of centers between input and output wells" (see Fig. I). Muskat used this concept to determine the relationship between the breakthrough sweep efficiency and the geometry of the staggered line drive pattern. Although it is clear from symmetry considerations that the breakthrough streamline passes through the midpoint between input and output wells, it is equally clear, as shown in Fig. 239 of Ref. 1, that the breakthrough streamline is not represented very well by the straight line joining the input and output wells. Therefore, it is desirable to determine the proper relationship between the breakthrough sweep efficiency and the pattern geometry by using the proper shape of the breakthrough streamline. METHOD OF SOLUTION It was found that the effect of the geometry of the staggered line drive on the breakthrough sweep efficiency can be investigated easily by making use of the method developed in Ref. 2. With this method, it can be shown that the general complex potential for the staggered line drive, which can be considered as a rectangular five-spot, is given in the coordinate system of Fig. 1, by O(z) = In cn(z\m) = +(x,y) + i $(x, y) . (1) where z = x + iy, +(x, y) is the potential distribution and $(x, y) is the stream function. The function cn (zm) is a Jacobian elliptic function of parameter m and has simple zeros at z,. = (2n + 1) K + 21iK and simple poles at z, = 2nK + (21 + 1)iK. Thus, the complex potential behaves like a(z) = ln(z - zr.) in the neighborhood of the production wells and behaves like a(z) = - ln(z - Z,) in the neighborhood of the injection wells. Since (z - z1.v) = rll.ei, we note that the potential + has the proper logarithmic behavior near the two wells, while the stream function $ varies with the angle, decreasing clockwise around the production well and increasing clockwise around the injection well. The functions K(m) and K'(tn), related by K(m) = K'(m,), where m + m, = 1, are known as the complete elliptic integrals of the first kind. By use of other properties of the Jacobian elliptic functions, the general stream function distribution for the staggered line drive can be obtained from Eq. 1: From the Jacobian elliptic function values, sn(0lm) = 0 dn(O(m) = cn(0jm) = 1, and f[K'(m)Iml = 03, it follows that the stream function given by Eq. 2 satisfies the proper symmetry conditions near a production well P located at [K(m), 01 and an injection well I located at [0, K' (m)]. That is, the line IOP in Fig. 1 is a streamline with value G (0. 0) = -0. and the straight lines connecting I and P to the point [K(m), K' (m)] is a streamline of value $[K(m), K' (m)] = -7/2. Similar symmetry conditions are obtained near other wells. It should be nuled that for m = m1, = 0.5, Eq. 2 reduces to the stream function distribution of the regular five-spot given in Ref. 7. SHAPE OF THE BREAKTHROUGH STREAMLINE It is apparent, from symmetry considerations, that the breakthrough streamline ($,) passes through the point [K(m)/2, K' (m)/2]. WITHIN the past three weeks the price of crude oil in the Mid-Continent field has been cut 50 .per cent. Similar action has been taken, or probably, shortly will be taken, in most of the other fields of this country. This cut is very drastic. Is it justified? Some of the causes advanced for the cut are: that it is in line with the industrial downward readjustment now taking place throughout the country, and that there is an over-production of oil, which can best be slowed down by lowering the price of crude. In part, these two reasons are logically advanced, but such underlying causes as the great production- in Mexico have not been prominently brought forward nor the fact that it would be advantageous at this time to fill up the empty storage of many of the consuming companies at a low 'price. In order to properly comprehend the situation let us compare for a moment the production- of oil in the United' States and that in Mexico. Oil in the United States occurs in numerous often widely separated pools, varying in individual area, but each usually relatively extensive, compared to the area or gathering ground from which it is ultimately derived: It occurs in mod-erately porous reservoir rocks under such conditions of pressure, mobility and availability as to preclude its withdrawal except over a period of years-varying from 1 to at least 40 (average, say 15 years, depending on-the pool). One well will usually drain a limited area-2 to 10 acres-so that rate of withdrawal of oil under each owner's property is determined by the owner. - The important point to remember is that no matter how intensive the development, the oil reserves of -the United States cannot be materially exhausted' for at least 20 years, and the total available supply, not including shale oil, will probably require 50 to 75 years, or longer, for its withdrawal, the yearly rate of production decreasing slowly from this time on.

AMONG the comparatively few A radical changes in mining equipment in recent years is the introduction and use to an ever greater degree of detachable bits for rock drills. Just how great the possible field for economic application of this innovation is, and to what ex- tent detachable bits are used instead of the conventional type of drill steel, are matters of conjecture. Just as a rough approximation, one might conceive that at least three-quarters of the drilling done in mines today could better be performed by steel with detachable bits, instead of only about one-quarter as at present.

ALTHOUGH the firm in which the writer is a partner is not exactly the pioneer in the coring of rotary-drilled wells in Southern California, it has taken the lead in bringing coring to its present status. To the Shell Company of California belongs the, honor of having first used the core drill in its endeavors to locate subsurface structures west of Santa Fe Springs. Following those operations, similar work was done near Wasco in the San, Joaquin Valley. Results of the latter core drilling were successful, in that they made it possible to determine the under-ground structure. At, about the same time that the Shell Company was doing the work at Wasco, it was experimenting in the use of the core drill in connection with rotary-drilled holes. The oil sands in its dis¬covery well at Signal Hill were located by means of the rotary core drill. In 1921, in view of the trouble that the operators were having in the fields of Southern California, and particularly at Huntington Beach, R. E. Collom, of the State Mining Bureau, called their attention to the possibilities of the core drill for eliminating many of the serious problems that were facing them. It was this same difficulty encountered by the operator in locating the oil sands that caused the writer to enter into con-tract core drilling; late in 1921 the California operators became converted to the advantages of that method, and in the short space of one year core drilling in rotary-drilled holes has risen from a theory to an established practice.

In 1959, the Duquesne Light Co. was faced with the problem of moving more than 40 million tons of bituminous coal in Greene County, Pa. The coal had to travel a distance of about 4 ½ miles from a new mine portal in Rocky Run Valley to the company preparation plant and loading facilities on the Monongahela River. After careful study of this immense transport problem, Duquesne decided that the belt conveyor system described in the following pages offered the best solution. This system, now in operation, is probably one of the four or five longest permanent overland conveyor systems in existence. The general layout of the entire system is shown in Fig. I. A detailed description of the salient features of the system is presented below. THE MINE The valley of Rocky Run where the system begins is very, very narrow and very steep. It was chosen as the site of Duquesne's new mine portal because it was the only place on this particular property where the Sewickley coal seam cropped out. The valley also had two other advantages. First, it fronted on a state road and, second, it offered a site where some 4 million gallons of water could be stored for use in dust-allaying sprays needed in the mine. The company elected to construct a drift mine in the valley because this would require neither the hoisting time of a shaft mine nor the walking time of a slope mine. As part of the mine construction project, the valley was leveled by relocating its stream and filling its center with material cut from each side.

NEW YORKERS look forward to the third week of February as the time of the year when they can count on seeing their friends-from far and near gathered in the city for the four-day annual session of the Institute.., Indeed, the metropolitan district is so large that in engineer who lives in New, Jersey and has his office on the lower end of Manhattan island may easily pass a whole year without seeing an acquaintance who lives in Westchester and has an office near Forty-second Street. If the Institute served no other function than to provide a place where friendship may be renewed, ideas exchanged, and new acquaintances made it would still be worth while. But when about 30 technical sessions at which about 160 papers are read and discussed are compressed into four days the annual meeting is also entitled to high rank as an intensive course of post-graduate instruction in the newest development in mining and metallurgical technology. Last, but not least, it is the occasion of a good time for one and all, even if they do get more than a little behind on sleep before the end of the fourth day. Nine o'clock is the time set on Monday morning for the beginning of registration, but a half-hour before that a number have always 'put in an appearance, and this is fortunate, because by 10 o'clock four sessions had begun, those on mining methods, geophysics, a round table on the valuation of coal, and the session of the Local Section delegates. Three committees of the A. S. T. M. were also in simultaneous session, so the meeting may be fairly said to have started "in high."

While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

INDUSTRY has yet to find a universal solution to the problem of engineer personnel selection. Today, the choice of the right man for the right job is even more pressing than ever before. The age of the hard apprenticeship seems to have passed. In its place one finds the interviewer who must determine through personal contact and evaluation of college grades whether a graduate engineer will fit into his company's scheme. The problem, as it is constituted today, may be broken into four parts: Need for better use of human resources (there is a shortage of engineers, scientists, and skilled workers), productivity with higher efficiency, encouragement of personal pride in work performed, and employee's happiness on the job and away from it.

AMERICANS like engines, but more than anything they like powerful engines, and next to that they want them quiet, silent, smooth; perhaps a slight purr might be permitted, but they must not knock. To provide a gasoline to fit all these requirements, American petroleum technologists have experimented for years, and mounting octane numbers of the gasolines the refiners have produced both before and during the war bear witness to their success. The question on everyone's mind now is what may we expect in the way of engine fuel in the postwar period? The gasoline drouth during the war rationing, the inconvenience of doing without a car were major annoyances to all motorists, but they put up with them pretty cheerfully for the most part. However, now that the war is over, and the jalopies are all out and the better cars have been taken off the jacks and brought out on the road, the call is for "Some of that good gas-fill her up, if you please."

THE death of Sir Lowthian Bell removes almost the last of the group of heroic leaders who made their age and ours the Age of Steel-a group which his luster and the luster of his peers, Bessemer, Siemens and Tunner, made one of the most brilliant, perhaps even the most brilliant, in the annals of industry. Born on February 15th, 1816, in Newcastle-on-Tyne, he was the eldest son of Thomas Bell, an alderman of Newcastle, and of his wife Catherine Lowthian of Newbiggin, near Carlisle, in Cumberland, and was christened Isaac Lowthian, the name of his maternal grandfather. His father was born about 1788, and came in 1808 from Newbiggin to Newcastle, where he entered the office of the Cumbrian firm of Losh and Company, manufacturers of alkali and wrought-iron, at the Walker Iron and Alkali Works, at Walker, Dear Newcastle. Young Isaac Lowthian Bell was educated at Dr. Bruce's school in Newcastle, whence he went to Germany and Denmark, learning there German and Danish. On his return he studied at Edinburgh University, and then at the Sorboune in Paris. As a student he already showed the remarkable character and application which later gained him such distinction. After studying the manufacture of alkali near Marseilles, he returned, and when about twenty years old (A.D. 1836) was employed in his father's firm, then called Losh, Wilson, and Bell. After spending a year in their Newcastle offices, and after visiting the important iron-making districts of France, Germany, Poland, and Austria, he took charge of their rolling-mills at Walker, and profited so well by his opportunities, and especially by the teachings of his father and of Mr. John Vaughan (later one of the founders of the great firm of Bolckow, Vaughan & Co.), that he was made manager of the Walker works in or about

AT the beginning of 1944 it was expected that the production of metallic zinc in the United States from domestic and foreign concentrates would exceed the 1943 figure though domestic production of concentrates was expected to drop below the 1943 rate, mostly in the Tri-State area. Imports of concentrates were estimated to more than take care of such deficiency. North American concentrate production, available for import to the United States or elsewhere during the year, was estimated at over 200,000 tons recoverable zinc content; South American at about 65,000 tons; Australian at about 50,000 tons. Production of both concentrates and metal in the United States, however, did drop, attributable in considerable part to man-power shortage in the industry. However production exceeded consumption, which fell off, and stocks of metal increased. These stocks have increased since the middle of 1942 but production and consumption are coming nearer to a balance. The A, B, and C premiums, which have played an important part in keeping up domestic production of concentrates, extend only to the middle of 1945 by present legislation. Reports on process control computer projects at the Kamioka Plant are summarized from the Japanese technical literature (see references). Fluidized Bed Roaster and Sulfuric Acid plant1 A small process control computer (Yokogawa CCS-200 with an OKITAC 5090P 8K central processor) was installed in the Kamioka smelter in the summer of 1964. A year-and-one-half installation project followed, which successfully brought the roaster and acid converters under computer control. The process plant consisted of two 130 RPD fluosolids roasters and two Monsan to acid units. The roasters are charged with lead-zinc concentrates with SO2 from the roaster processed to sulfuric acid. The computer system provides the following functions: 1) log data from the plant--the input is taken from 50 analog signals, 130 high-low digital alarm points, and 50 analog high- low alarm points; 2) set-point control on 18 control loops; 3) direct digital control (DDC) on eight control loops for which conventional controllers were difficult to adapt due to abnormal loop characteristics or delay times; 4) execution of a safe shut-down procedure

LIBRARIES are universally recognized as essential to modern civilization. In a world that gets most of its learning through the printed word, storehouses of print are a vital necessity. In this regard engineering differs in no way from the other learned professions, but until recent times the library needs of engineers have received rather scant attention. When the engineering profession was more of an art and less of a science than it is today, when each problem was solved more through the results of experience than by applying scientific principles, literature was less helpful. The engineer of today, however, is aware that his activities rest upon a scientific foundation and consequently comprehensive books dealing with more limited fields are now being published. Another difficulty for the operating engineer in the past was that the published works on engineering were written chiefly for use as college texts. A third obstacle to the development of engineering libraries has been the lack of librarians with experience in engineering.

INTRODUCTION In the second quarter of 1979, Rapid Mining Co., Inc. ("Rapid") inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ("Dry Creek") acquire the outstanding shares of the Dry Creek Coal Company ("Dry Creek") in West Virginia. Prior to approaching CNB, Rapid had sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by Rapid is shown in Table 1 compared with the actual terms on which the transaction closed. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fund of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institutions providing much of the financing. Beginning with the terms requested by Rapid and ending with the terms that closed the transaction, this article briefly describes the process we went through with Rapid Mining. The Seller and Buyer The Dry Creek Coal Company was established in 1961, after its owner acquired the coal leases from Republic Steel. Republic has mined the primary coal seam from 1948-1961. Dry Creek was owned as a subchapter S corporation (i.e., for federal income tax purposes, income is taxed at the shareholder level) and had been run on a low key basis. Since the company had virtually no debt and limited cash needs, the owner produced primarily when rail cars were available and income was required. Output was therefore erratic as is shown in the top of Table II, but the result was a profitable little company with an attractive free cash position. Because the owner wished to retire and enjoy his wealth in a more readily spendable form, he had put the mine, with stated recoverable reserves of approximately 13 million tons, up for sale. In contrast, Rapid Coal's investors consisted of a number of investors of disparate financial situations. They had agreed upon a primary objective of income maximization and planned an annual production rate of 120,000 TPA which they and the current owner believed realizable. The Formulation of a Financing Structure Figure 1 presents a simplified overview of the sequence of steps taken in the financing process which lasted approximately three months from start to finish. Since banks see many requests for funding and considerble time is required to follow up on each, an important step was determining, after a brief review of the materials provided to us, whether the basic "eonomic entity" was viable. In this case, the size and quality of the reserves, the inherent operating cost characteristics, the sales arrangements, the management/labor situation and Rapid's principles all appeared to be sound enough to warrant investing the time necessary to do a thorough analysis of the project. Once this decision was made, the evaluation and analytic process shown in Figure 2 was initiated. The first and most fundamental concern of any banker is whether the loan will be paid back as scheduled from the cash flow generated by the project. The amount of debt relative to the owner's equity is of course crucial in such a determination. Before the debt/equity issue was addressed, however, a number of more qualitative factors had to be studied and if
