INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. For permanent structure underground, where rock is not competent, support usually consists of concrete or reinforced concrete. However, temporary supports in the form of timber or steel are often needed during construc-tion. Although the history of rock bolting is relatively short—50 years— their use has become widespread in general engineering construction as well as mining. This profusely illustrated and detailed study covers a broad range in the field of rock belting: from the behavior of rock and bolts including rock properties, masses, and structure; mathematical formulae for rock bolt applications; through analysis of various operations and descriptions of the bolts themselves. Rock construction is one of the oldest of the engineering arts and its origin is lost in antiquity. From the days when early man decided that he wanted to improve the natural caves which he was using for shelter and protection or made a river crossing by placing rocks to form a ford or causeway, we have had structures made of rock. It is not too much to say that rock in situ as a structural material forms part of every major engineering undertaking. Rock bolting is one means whereby the inherently good characteristics of rock in situ are preserved and used to the best advantage and the bad characteristics ameliorated. In many cases the latter are accentuated by construction processes used. Rock bolting, as with other rock construction techniques, is only just beginning to emerge from being an art. Consequently, its theory and practice is still more descriptive than mathematical. ROCK BOLTING In underground excavations, where the rock is not competent, support is provided. For the permanent structure, this generally consists of concrete or reinforced concrete. However, support may be needed during construction before the concrete can be placed, and conventionally this consists of timber or steel support in the form of ribs, struts, and lagging. Alternatively, rock bolts may be used. Although their use dates back over 50 years, it is only in recent years that rock bolts have become widely used, not only in mining but in general engineering construction. A rock bolt is a steel bar which is inserted in a hole drilled in rock. The end away from the rock face has a device which permits it to be firmly an- chored in the hole and the projecting end is fitted with a plate which bears against the rock surface. The bolt is placed in tension between the anchor and the plate, thereby exerting a compressive force on the rock. The essential feature of a rock bolt is that it is placed in tension. This distinguishes it from anchor bars which are grouted into holes in rock, but which are not prestressed. The difference between an anchor bar and a rock bolt when the rock bolt is grouted in is analogous to the difference between the reinforcement in ordinary reinforced concrete and in prestressed reinforced concrete. The view that rock bolts only pin or nail blocks or slabs of rock which are loose to the sounder rock behind them is erroneous. Rock bolts are useful for this purpose and have been so used for a long time. However, the term rock bolting, as used here, means the designed use of rock bolts to reinforce and develop the rock around an excavation into a structural entity which can competently play its part in a structure such as a powerhouse or a mine installation. Rock bolts behave quite differently than steel ribs. They can be installed at the working face directly after blasting and within a short space of time can be exerting a stabilizing pressure on the loosened rock surface. This early installation not only partially restores loosened blocks of rock to their original unloosened positions, but also it prevents the gradual relaxation or loosening of the decompression zone behind the new rock face. In contrast, steel ribs generally use timber blocks, wedges, and lagging between the ribs and the irregular rock surface. The timber is relatively compressible, and loosened blocks of rock must move outwards an appreciable distance before any load builds up on the steel ribs. Also, the ribs may settle as the foot blocks and foundation become compressed. Hence, it may take several days or weeks before the rock has moved sufficiently to make the steel ribs carry an effective load.

DURING the past year publications in physical metallurgy have not been abundant when compared with the output of prewar years. Nevertheless, some noteworthy contributions have been made to the literature. Because of the necessity for war production, much of the metallurgical effort has been directed towards the solution of problems of production processes. The limited amount of time devoted to other problems is reflected in the small number of papers devoted to nonapplied research, though a few excellent contributions have been made to the fundamentals as will become evident in the following pages. Results of many of the government-sponsored research investigations have been released to the public and are being published in the technical journals. Many more of these papers may be expected to appear in the 1946 publications.. Public distribution of information obtained in the course of these investigations should be of great value to American industries in the postwar era. I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

THE year 1930 in the petroleum industry has been characterized by the establishment of large potential production of crude oil. This has resulted in closer cooperation between companies by proration and unit operation agreements in order to afford an equitable outlet to all, and to prevent a flood of oil being forced on the market with attendant tremendous material and economic waste. Drilling wells in proved areas and wildcat wells are fewer than in the past several years. Restricted production and low prices have caused greater effort to increase producing and recovery efficiencies. Increased refinery efficiencies have amplified the effect of overproduction. Pipe line departments have been especially busy. New oil lines have reached more refineries by new and shorter routes. Establishing greater gas reserves by new fields has justified new gas lines to industrial centers, and has brought this fuel to thousands of new domestic consumers. Two long gasoline lines, a new venture in pipe lines, are being built to obtain a lower cost of transportation and less loss between the refineries and their distribution centers. The chairmen of the various divisions have discussed the developments of their respective branches more fully in the following reviews.

THE subject of this paper is apt to bring to mind wells ranging from 6000 to over 8000 ft. in depth. However, it is uncommon to pump wells at depths greater than about 5000 ft. Fig. 1 shows the number of wells being pumped at various depths by one company in Southern California. FIG. 1.-NUMBER OF WELLS BEING PUMPED BY ONE COMPANY FROM VARIOUS DEPTHS IN SOUTHERN CALIFORNIA. A few companies have a very few wells pumping at depths greater than this. This paper will deal with wells between 3000 and 5500 ft. in depth. Most California oils at these depths are between 25° and 35 gravity. The subject is so broad that it will be necessary to omit many interesting phases, and to treat others very briefly. Power, power transmission equipment, power efficiency, counterbalancing, sucker rods, pumps and volumetric efficiency will be discussed.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved" The continuous temperature record "The continuous record of temperature" To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. THIS is not simply the story of how a water filled shaft was developed into a million-ton- a-year producing mine in the space of four critical years, although it is reason enough for telling it, but it is also the saga of an engineering achievement in which knowledge nurtured by years of experience in coal and ore mines was blended together and the best from each type of mining selected. The entire system of mining was detailed on maps by the mining engineering department before the shaft was unwatered, and subsequent development followed these plans nearly to perfection. The selection of machinery was particularly critical as it was necessary to push production from only a few headings in the early stages of development and metal mine machinery was being used in a coal panel-system of mining. At the start of World War I1 the demand for iron ore to supply Woodward blast furnaces, and rapid exhaustion of the main source of Wood- ward ore, No. 3 Red Ore mine, necessitated speedy opening of the Pyne mine. The mine is three miles southwest of Bessemer and is responsible for 80 pct of Woodward ore, the rest coming from the Songo mine. The Woodward Iron Co. is one of the old producers of the Birmingham district. S. H. Woodward, an iron-master of Wheeling, overheard two Union soldiers conversing about ore and coal lands in Alabama, which lead to the acquisition of the first ore lands of the Woodward Co. in 1869. Development was not begun until after the death of S. H. Woodward; his two sons, W. H. Woodward and J. H. Woodward, formed the Woodward Iron Co. in 1881 and purchased a tract of land midway between the ore vein on the southeast and the coal field on the northeast about 12 miles southeast of Birmingham for the

Work measurement is the most common of many titles given to determining the amount of human work required to do any job. A new technique-like most modern management tools-it still needs years of constructive research. Yet despite known imperfections, it is probably the most enthusiastically used tool of cost control developed in the last hundred years. Over 85 pct of all companies employing more than 100 workers in one of the major industrial areas use work measurement. For a good reason, however, this has not been true in the mining industry until very recently. The facts make an interesting story.

NOW, after a year's continued impact of war, the task of the petroleum-refining industry stands out clearly and looms up in larger aspect. This time it is not, as it was so largely in the first World War, simply a matter of increased quantity- more and more of the same petroleum products that had substantially been standard for years. In this era the emphasis is largely on newer and improved materials which had been produced, if at all, in comparatively insignificant quantities, and for which manufacturing equipment was not available on a large scale. At the beginning of 1942 four great product needs (besides a number of lesser one-) confronted the industry: 100-octane aviation gasoline, toluene for T.N.T. production, high-quality lubricating oils for aviation and Army equipment service, and petroleum chemicals for synthetic rubber manufacture.

The regions to which this paper refers include the whole of the Dominion of Canada east of the 130 Rocky Mountains and north of the water-shed of the St. Lawrence. Very little exploration for economic minerals has yet been done in this immense country; but that little has already served to indicate great wealth in some localities. Having been engaged for a number of years in conducting government geological explorations in these vast territories, I shall endeavor to give the members of the Institute an idea of the prospective mineral resources of almost half a continent, as far as they are yet discernible. I purpose confining my observations to the economic minerals, and will not attempt a description of the geology of these territories; hut it will be necessary to say a few words about the rocks in order the better to explain the distribution of such minerals. The Laurentian nucleus of the continent is the principal feature of the geological map of the Dominion. It stretches from Lake Superior to Baffin's Bay, and from Great Bear Lake to the Straits of Belle Isle. Hudson's Bay itself, which is half the size of the Mediterranean Sea of the old world, lies in the center of this area. Its shores are bordered in places with newer rocks. On the west side of James' Bay (its southern prololigation) these extend inland over 200 miles, and consist of fossiliferous Devonian and Silurian strata. On the western and northwestern side of Hudson's Bay proper, altered rocks are met with, some of which resemble the gold-bearing strata of Nora Scotia, some the Huronian of Lake Huron, some the older Huronian, and others the crystalline series of the neighborhood of Sherbrooke in the Province of Quebec. Along the east coast (called the Eastmain)and among the islands lying off it, there is an interesting set of volcanic and sedimentary rocks which appears to be identical with the Animikie and the Nipigon series of Lake Superior. The area which I have characterized in a general way as Laurentian, includes tracts and belts, more or less extensive, of the Huronian series. Such areas appear to be most common, and have been best explored, in the country between the Great Lakes and Hudson's Bay.

A systematic study was made by the Bureau of Mines on the effect of so me hypothesized accelerators for the process of wustite reduction in carbon monoxide. When small concentrations of promoter materials in the order of 0.69 at. pct were added to the reducible charge, the rate of reduction to iron was increased. Promotion phenomenon prediction was made in light of a suyface reduction mechanism with the aid of Vol'kenshtein's effect regarding the propagation of crystal lattice disturbances by small amounts of relatively larger interstitial ions. The acceleration produced by a typical promotor, such as potassiunl, increases with protnoter concentration up to a maximum, beyond which the reduction rate decreases. Concentration for maximum promotion depends on the nature and physicochemical properties of the promoter. The extent of reduction rate enhancement is found to be directly proportional to the atomic volume and electronic charge of the additive. DESPITE the enormous volume of literature on iron oxide reduction, very little is reported concerning additive or impurity effects on this important metallurgical process. The beneficial effect bf calcium compound additions on the reducibility of iron oxide sinters has been reported by Tigerschiold,1 vor dem Esche,2 and Edstrom. Doi and Kasai~ found that the addition of lime or limestone to iron ores helps to break up any unreducible compounds, such as fayalite or ilmen-ite. and thus free the combined iron for reduction. Schenck et al. 5 suggested that the increased reduction rate obtained when adding lime could be accounted for by the instability of wustite in the presence of lime. Acid-base slagging reactions resulted in wustite disproportionation according to The dicalcium ferrite formed will yield iron and calcium oxide during reduction. Regenerated calcium oxide dissociates more wustite. This mechanism has been used by Seths and white7 to explain their experimental results. Recently, Strangway and ROSS' attributed the calcium carbonate acceleration of iron oxide agglomerate reduction to increased porosity, both initial as well as that developed during reduction. Aside from calcium carbonate, or oxide, no other promoter was noted in the literature, except for a brief mention by Barrett and woodg on the effect of sodium carbonate and aluminate as activators for the hydrogen reduction of magnetite at 600°C. The present investigation systematically studied a host of other promoters, including calcium and sodium, in an attempt to elucidate the mechanism by which promotion takes place and to fit the results into a simple chemical model. To attain this goal, the effect of promoter physical properties, such as atomic volume, electronic charge, and concentration are related to wustite reduction kinetics in this paper. Wustite reduction to iron, rather than the overall hematite reduction, was chosen since this reaction is known to be the slowest, and hence the rate-deter mining step for the overall iron oxide reduction process. EXPERIMENTAL PROCEDURE Raw Materials and Their Preparation. The pure or impregnated wustite pellets were prepared from minus 400-mesh chemically pure hematite powders. A known weight of hematite was thoroughly and uniformly mixed with a calculated weight of the additive. The mixed paste containing 35 wt pct water was gradually heated from 400" to 1200° C and fired at 1200°C for approximately 4 hr in an air atmosphere. After cooling, the sinter was pulverized to minus 100 mesh and pelletized into minus 4- plus 5-mesh spheres. Pellets were fired, similarly to the paste mix, air-cooled, sized, and stored. An appropriate weight of the charge (20 g) was placed in a zirconia reduction tube maintaining a uniform oxide bed height of 1 cm and a cross section of 7.1 sq cm for all of the test runs. The samples were supported in the vertical reaction tube by a bed of fragmented insulating firebrick plus 3- to 6-mesh alumina beads. The hematite was then transformed to wustite by reduction with a 30 pct CO2-70 pct CO gas mixture at 1000°C in a globar furnace. Complete conversion to wustite was ascertained by a continuous infrared gas analyzer recording the CO-CO2 content of the effluent gas until no carbon monoxide was absorbed from the inlet gas, and inlet-outlet gas analysis remained constant for 30 min. The wustite sample was then reduced with 100 pct CO at 100WC. From the recorded data, an initial rate of reduction was determined by the initial slope of the graph percent reduction vs time. In order to estimate the accuracy of the data, five separate determinations of the reduction curve of pure wustite, under otherwise identical conditions, were performed. The maximum deviation from the average reduction at 14 min amounted to 2 2 pct reduction. This deviation corresponds to 3.8 pct variation based on the percent reduction of the sample. Aiiy impurity effect below the limits of this maximum deviation was considered a spurious result. If the effect exceeded + 4 pct, then it was considered as a positive one. Considerable care was exercised in determining the initial rate from the slope of the initial segments of the curve. Each reduction curve was examined separately on large graph paper and the best tangent to the curve at zero time was drawn. The slope of this tangent was taken as a measure of the initial fractional reduction per minute. Although the time required to reach 50 pct reduction may be of special practical significance, initial rate measurements are invaluable in fundamental studies. The impact of the work of Herty "et al" on modern liquid steel technology can only be evaluated by first setting the stage as it existed in 1926. It is important to briefly review not only the steel making process and viewpoints regarding methods of refining, but also to describe the tools which were available for research at the time. One must recall that only 15 years before the beginning of this program, the open hearth production exceeded that of the Bessemer in the United States. Many open hearths were still operating on producer gas (a very inefficient fuel), although some plants were converting to the use of natural gas and very few to oil. Continuous rolling of wide strip started this year. The Faraday Society in England held a World Conference on Physical Chemistry in Steel Making in 1925 and the contributions to this work created considerable interest throughout the world and it appeared that physical chemistry might convert the art of steel making into a science. These papers, however, attempted to solve the problems through the use of the older physical chemical concepts such as Nernst's numbers, etc. and considerable data were missing. In 1923, Lewis and Randall had published their book Thermodynanzicsl and this was later to establish and standardize the steps which are now accepted for the calculation of physico-chemical equations. At the time this research work was started, there were no small high frequency induction furnaces. In 1931 the Philadelphia Company acquired by lease several coal mines in southern Greene County, Pennsylvania. These mines were known as the "Dora," "Seventh Pool" and "Rosedale" mines in the Sewickley seam, and the "Rosemary," "Seventh Pool" and "Warwick" mines in the Pittsburgh seam. All these mines are in the immediate vicinity of Greensboro, Pa., with considerable river frontage on both sides of that village. The mines in each seam are contiguous and to some extent the properties in the two seams lie one above the other. In 1938 the property known as the "Sandy Run mine," in the Sewickley seam, adjoining the Dora mine, was purchased from the Fredericktown Coal and Coke Co. Altogether, by purchase and lease, the company gained control of approximately 3400 acres of coal land in Greene County, from which it was estimated that some 20,000,000 tons of coal could be extracted. Geology of Warwick Properties Both seams of coal outcrop along or near the river on both sides of the town of Greensbgro. They lie on the eastern slope of the Lambert syncline, near the southern end of the axis, consequently the predominant dip of the seams is away from the river, so that development for river handling has the unavoidable disadvantage of adverse grades for haulage to the outside. Predominant grades away from the river at right angles to the "butt" cleat of the coal average about 2.25 per cent dipping in a westerly direction, but local dips occur, which are considerably greater. Predominant grades parallel to the river and at right angles to the "face" cleat of the coal average about one per cent dipping in a northerly direction. Both seams of coal lie in the Monongahela formation, the Pittsburgh bed being the bottom measure of the formation and the Sewickley bed lying about 90 it. above. Approximately midway between the two lies the Redstone coal bed, which is generally thin and of erratic occurrence and therefore of little commercial value. It is mined only locally where it attains sufficient thickness. Sewickley Bed The Sewickley bed is commonly called the "five-foot" or Mapletown" seam, because in Pennsylvania it reaches its greatest thickness and has been mined most extensively in the vicinity of the village of illapletown, approximately one mile west of Greensboro. In the early development of the Warwick properties, which occurred near the river, the seam had an average of 5 it. 2 in. in height. As development proceeded away from the river, however, the height gradually decreased until the average height of the present workings is about 4 ft. 6 in. The problem of balanced design in a belt conveyor has been under constant study. Increased use of this method of transport in recent years has stimulated investigations. Conveyor belt, power transmission and other machinery should be adequate to perform the required service. All components of the belt conveyor should work as an efficient unit moving its load continuously between terminals. As part of a long term research project on belt conveyors, Hewitt-Robins established in 1954 a 2-year grant at Pennsylvania State University. Under terms of the grant, certain fundamental phenomena were to be studied. This work evolved a new concept in belt conveyor power determination based on the principle of belt tension. The Penn State contract furnished the foundation for later more detailed studies. From these most recent investigations, more specific factors were defined. In the final analysis, all of the data collected has been worthwhile in belt conveyor design. Units now operate over long distances at speeds of over 800 fpm. Long high lifts are commonplace. Where vertical or inclined shafts were the rule, belt conveyors receive first consideration. Although belt conveyors have moved forward rapidly, the future will see a tremendous gain in their use. The ideal test belt conveyor would be several thousand feet in length and have a maximum tension of at least 70,000 lb., Also, this conveyor should be horizontai and have a variable feed rate of more than one material. Data from such a field belt conveyor combined with laboratory information would permit accurate analysis. Since this type of conveyor was not available, many field locations were visited: An alternate would have been to erect a closed circuit system in the laboratory. Either method had limitations and the first was selected as having the best possibilities. Manufacturers of conveyor belting and machinery basically have been using the same horsepower formula. As more information became available from field installations, factors in the basic formula were modified. Practically all conveyors are designed today by adding together the horsepowers required to move the empty belt, move the load horizontally, and elevate the load. (communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. "Only the coal of the Sunnyside district in Carbon County is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke.The Utah Fuel Company has 819 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces.The Columbia Steel Corporation operates a plant of 33 Koppers type by-product coke ovens at Ironton, near Provo. About 800 tons of coal are used per day to produce coke for the company's iron blast furnace plant pie ovens produce about 400 tons of coke, 12,000,000 cubic feet of gas, 9,000 gallons of coal tar, 3,000 gallons of benzol and several tons of ammonia sulphate per day.The total coke production for the State from the earliest output of record in 1880 until June 30, 1924, is 5,947,714 tons."

THE safety data presented in this paper are based upon replies to a Questionnaire sent out to representative mining companies. The authors feel that it is a fair cross section of the milling industry, in that the 17 companies, of the United States and Canada, reporting on 22 mills, are scattered from the Hudson Bay to the Mexican border and from coast to coast. These data concern the accident records of the. various plants from 1939 to 1944, inclusive and the six years are divided into two periods. The first period (1939, 1940 and 1941) represents something of a normal operating condition. The second period (1942, 1943 and 1944) represents the period of time that was most affected by war con¬ditions. During the second period there was a high labor turnover, inexperienced workers were numerous, women replaced men in many kinds of work, a labor shortage existed more or less throughout the industry, and supervision was pushed for peak production. All of the companies reporting compiled their accident experiences for these six years in accordance with the standards set up by the American Standards Association (Engineering Societies Building, New York, N. Y.), consequently the tabulated data presented herein are comparable. The authors of this paper feel that the industry as a whole is greatly indebted to the personnel of the companies that furnished these data, which make this study possible for presentation. This survey covers a total exposure of 74,528,880 man-hours, with 105,471 man-days of lost time from 870 accidents. SAFETY RECORDS In Table I, the safety record is shown of the various mills reporting. The severity rate is usually conceded to be the most vital statistical figure in safety parlance, therefore the participating companies are listed in order of their severity rate for the combined six-year period, under size of organization. The table also shows the frequency rate as well as the frequency-severity ratio (F/S). As noted in Table 1, most of the companies suffered an increase in both severity and frequency rates during the second period; only six of the 22 enjoyed an improvement. From correspondence with the various plants, it seems that a few had very little labor shortage or turnover, and these were not greatly affected. A few plants, anticipating the situation, strengthened their training facilities and actually were able to show a better experience during the second period. The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, Ill., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four coyentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade Auorspar.2-3 Although fluorspar had been floated in Canada in 19214 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Alines5 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity.
