When the origin and early plans, of Battelle Memorial Institute were described in this journal in October 1929 by R. W. Gillett the first director, the doors of the laboratory had just been opened and the hope of the founder that the institution serve the world by research for industry still existed only as an ideal in the minds of the thirty or so employees who then constituted the staff. Since that time the country has experienced troublous times. A devastating depression plunged the entire world into an unprecedented period of financial and industrial inactivity; and the slow recovery of the late thirties was soon to be overtaken and overwhelmed in the violence of war. Through this time of stress Battelle has continued to grow. The staff has increased to almost 600; buildings and equipment have been added, until now it stands in a place of pre-eminence in the metallurgical and engineering world.

WASTE of coal, or perhaps more properly the percentage of its recovery in mining, has keenly interested me during an experience of over a half century in coal mining. In the early part of that time and until a few ears after World War I the use of better mining plans and supervision resulted in an increased recovery. Since then, and particularly since controlled prices have been effective and mechanized mining has been extensively practiced, the tendency has all been toward lesser recovery in mining. The purpose of this paper is not to criticize the methods being used, which after all are the result of economic forces, nor to point to any particular mining method or to any locality where the best recovery is obtained. but to call attention to the tremendous waste of our national coal resources that is constantly continuing. A possible method of reducing this loss will be suggested. but without any illusions that it will be followed or that much attention will be paid to it.

STREAM pollution caused by waste waters from mineral industry operations is a problem that has grown up with the industry. Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. Through the years our growing population and industry have made increasing demands on the mineral industries, the suppliers of the raw materials on which our industries are based; and we have met these demands at some sacrifice to the natural beauty and cleanliness of our country. EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

The Sub-committee on Coal Mining, since its appointment, has been collecting data about subsidences in coal mines in this country, and thinks that almost all of the available data about occurrences of this sort in bituminous mines has been collected. Similar data is being compiled for the anthracite regions, which it is hoped will be ready for the 1927 meeting. As most of the bituminous seams are nearly level, the records obtained give the problem in its simplest form, without complications due to the pitch of the seam. Copies of the questionnaire, Appendix A, were mailed to all of the coal operators' associations, to most of the large operating companies and to many engineers, with the request that any data on the subject be returned to the committee, or that advice of any subsidences known be given: the replies to most of the questionnaires were general, although some specific cases were given. Many of the companies were unable to reply to all questions, as they lacked the necessary data, but in nearly every case where accuratc data was available, it was cheerfully furnished, and any additional information requested was secured. All specific cases of subsidence were followed up by correspondence, and in several cases by personal inspection. Figs. 1 to 31 were made from the information furnished. Table 1 gives measurements of elevations taken in one case at intervals from October, 1913, to May, 1918. With one exception, where the evidence cannot be released on account of a lawsuit, it is believed that the cases submitted with this report include practically all that have happened in bituminous coal mining in this country of which actual measurements were secured. Some of these have been published by Young and Stoek,l and some have been secured from other publications. In collecting these data, the subcommittee had the Engineering Societies Library extend its bibliography to date; this list is given in Appendix B. To assist in the study of the problem, all of the subsidence literature in English was examined for cases in which spccific measurements were given, and the essential data for each case are shown in Appendix C.

THERE are three distinct varieties of phosphate rock, in Tennessee, known commercially as: (a) the "brown" rock, which is the residual pro- duct of the weathering and natural concentration of certain phosphatic Ordovician limestones; (b) the "blue " rock, which is an unaltered phosphatic stratum of Mississippian or Devonian age; and (c) the "white" rock, which is the result of chemical replacement and deposition. Before 1894, South Carolina and Florida had supplied most of the phosphate of the United States, South Carolina leading until that date and Florida from then until the present time. In December, 1893, the blue phosphate of Tennessee was discovered almost simultaneously on Swan Creek, in Lewis County, by two independent parties-by one as the result of a careful and systematic search for a workable deposit of the long known kidney phosphate, and by the other through mistaking it for a "bloom" of coal. Leases were taken and, with further prospecting disclosing other deposits in the region, the development progressed as rapidly as 'could be expected without railroad transportation

IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. IN last year's report on the progress of geophysics, the airborne magnetometer was the featured new development. At that time only a relatively small number of surveys had been made. During 1947, the airborne magnetometer was used in making many surveys and is again one of the high lights of the year in geophysics. This report is mainly concerned with geophysics as applied to the search for minerals exclusive of petroleum. In 194,5 and 1946, the use of the magnetic method reached a peak, partly because of an active period of prospecting brought on by an active mining market, particularly in Canada.

PATENT records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinkering. Such expectations are attractive and a number of companies experi-mented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has con-tinually received inquiries about these products. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. The correct sampling of ores is a subject of far greater importance than is usually conceded to it. Of the little which has been published on this subject, the recent paper by Mr. Glenn, with the accompanying discussion by Dr. Raymond (Trans., xx., 155), is the latest and best, and well worthy the careful perusal of all interested in accurate sampling, whether by hand or by machine. It is doubtless true that thorough hand-sampling gives as good average results as can be obtained; but all hand-sampling is subject to the possible incompetency, carelessness, or dishonesty of the workmen employed. It is, moreover, tedious and expensive, requires large space, and usually entails considerable delay, both in unloading and in sampling. For these and other reasons, machine-sampling is now regarded with more favor than ever before. So-called machine-sampling may be accomplished in two radically different ways: 1. Part of the stream of material is taken for the whole time. 2. The whole stream of material is taken for part of the time. Under the first case the stream, as it issrles from the deliveryspout of the crusher, is cut continuously in any given proportion, such as one-tenth, one-fourth, or one-half, by some fixed apparatus, which, as it contains no moving parts, is strictly speaking not a machine at all, but may be termed an appliance. TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

TULSA, the host of the Petroleum Division this year, is the oil metropolis of the Mid- Continent and gateway of the Southwest. It has risen in less than three decades from a dusty cattle town of less than 1000 population to its present-day status of a modern, wide-awake and prosperous city of close to 150,000, with an assessed realty valuation of approximately $100,000,000. Oil was discovered near Tulsa in 1901, and with it came th.2 development of the Mid-Continent field, one of the richest in the world. Tulsa from the start has been the center of operations, and its location on foul- and aggressive application of the airplane to oil-field requirements tends to fix this status as production is developed farther and farther afield. That Tulsa is far more than an ephemeral oil town is punched into the newcomer's- especially the Easterner's-mind, as he is whisked by taxi from the railroad station to the Hotel Mayo. The cicadalike pounding of the riveters on the steel skeletons of many skyscrapers, mounting upward to fill the gaps in an already well-developed skyline, dispels the feeling of a new atmosphere and puts him back on Forty-second Street, Michigan Boulevard or whatever his own particular "Main Street" may be along which an American city is being remade. The stepped-up pace of US open-pit and surface mining during the 1970's is a direct response by mining firms and equipment manufacturers to rising costs and declining ore grades. In the race for bigger and more efficient machines, rotary drills have emerged as the foremost leader in primary drilling at major US surface operations. At least 12 different manufacturers now offer rotary rigs in the 102- mm-diam. (4-in.) or greater blasthole size range. With capital investment for the larger units quickly approaching $1 million, the question is asked, "What's been the performance record to date of rotary drill rigs operating in North America?" To answer that question, a comprehensive study of rotary blasthole drills was conducted which qualitatively reveals various problem areas inherent in the rotary drill market and indicates some new directions for improvement.

THE latest metal-mine accident report available for the United States is that of the Bureau of Mines for the calendar year 1919. Quoting from Table 20, p. 53, of that report, we find that there were 468 men killed, 7 permanently totally disabled, 321 permanently partially disabled, 7848 injured seriously (more than 14 days disability), and 23,330 of 1 to 14 days disability. We have no records to show what the average days lost per case of accident is, but the records for the Anaconda Copper Mining Co. show that, leaving out the fatalities and total permanent disabilities, and counting those in which the lost time was one or more days, the actual days lost due to accidents, for the Butte mines and shops for five years, 1917-1921, were as follows: Accident Statistics, Butte Mines and Shops of A. The figure of $70 per case was obtained by dividing the total amount paid by metal-mining companies under Plan No. 1 of the Montana Compensation Law, for the first five years of its operation, by the total number of serious accidents for those years.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The water-supply for the town of Kimberley is brought from the Vaal river, 16 miles distant, and pumped into town by a private water company. The charge made for water, which is

During the last quarter of 1948, two new machines, which may revolutionize the coal mining industry, made their first public appearance within two months of each other. Both are designed to mine and load coal continuously. On Oct. 27, the "Colmol," invented by C. H. Snyder and A. E. Lamm, president and executive vice-president, respectively, of the Sunnyhill Coal Co., was demonstrated at the No. 8 mine of that Company at New Lexington, Ohio. The "Joy Continuous Miner," invented by H. F. Silver, president of the Silver Engineering Works, Denver, and developed and manufactured by the Joy Manufacturing Co., was demonstrated at the Mathies mine, near Finleyville, Pa., in the Pittsburgh coal seam.

A LUSTY baby of the Institute, the Coal Division, showed that it had acquired a full set of teeth and was capable of man's work at the Division meeting at Fairmont, W. Va., on March 26 and 27. At this second of a series of field meetings, the first of which was held in Pittsburgh last fall, the industry in the East was represented from top to bottom and good humor and enthusiasm were the predominant notes. West Virginians are always good hosts and this meeting would have proved the statement to any inclined to doubt it. The spacious auditorium of the Fairmont Hotel was arranged for the technical sessions, the hotel being headquarters for the meeting. About a hundred and twenty-five representatives were registered and in attendance when Thomas G. Fear, chairman, opened the morning session at 10 o'clock Mr. Fear first introduced Howard Eavenson, vice-chairman of the morning program, who, as chairman of the Coal Division, had labored long and cheerfully to make the meeting successful. Mr. Eavenson talked briefly on what the organization was doing, pointing out that these field meetings were designed to bring the members into closer touch with the parent Institute and give the younger engineers in the field a better opportunity to participate in the work the Institute is doing. He congratulated the various committees for their work in promoting the meeting.
