The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.

Metal prices continued to improve in 1964, resulting in the opening of new mines and re- activation of old ones. Larger and deeper shafts are being bored. At the AEC's Nevada Test Site, a 72-in. diam shaft is being bored to 3200 ft. In New Mexico a 1650-ft shaft was bored with a 48-in. bit, then reamed to 124 in. to 935 ft, and 102 in. to 1650 ft. Deviation was only 26 in. In California a shaft sinking machine has been developed which combines drilling and mucking equipment into one mobile, integral unit.

THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

Over the years since 1956 when initial experiments were conducted on underground concreting in an attempt to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other ad- vantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

It sometimes happens that old knowledge is forgotten, or half-forgotten, and its rediscovery is hailed as a great new advance in technology. Autogenous grinding affords such an example. The oldest-or apparently the oldest-commercial application of continuous autogenous grinding on a large scale outside of South Africa occurred at San Juancito, Honduras, where a total of more than two million tons of silver ore were ground autogenously with complete success from 1918 to the early 1940's. The history of the San Juancito silver deposits begins in 1880 when- the New York and Honduras Rosario Mining Co. started mining silver at a rate which soon reached two million ounces of silver annually. In 1912 the Company's first mill, located in the village of San Juancito, was shut down and its equipment transferred to a new cyanide plant. This plant, constructed on a mountainside near the mine, was equipped with tube pebble mills in which Normandy or Danish pebbles were used initially.

The physical constraints for the major enhanced oil recovery processes are described, followed by new estimates of cost. The range for all three options in terms of light syncrude equivalent are $22 to $40 per barrel in 1980 dollars.

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

(New York Meeting, February, 1912). IN a paper before the Institute at Wilkes-Barre, Pa., June 1911,1 Mr. James Gayley discussed the application of this process to iron-bearing materials. The same author2 described the results of operations at the plant at Birdsboro, Pa. The purpose of the present paper is to present further discussion of some technical details involved in the operation of this plant, and of the theoretical and practical relations of this product to blast-furnace practice. Since Oct. 1, 1911, the Birdsboro plant has been in operation at the blast-furnace of the E. & G. Brooke Iron Co. The results have been highly satisfactory, although the material treated, being chiefly the flue-dust currently made by the furnace or taken from the accumulated stock-pile, was excessively high, and yet not uniform, in carbon, so that the desirable control or regularity of the amount of fuel in the mixture treated could not be maintained. Nothing could more forcibly demonstrate the flexibility of the process than the fact that, under these conditions, the sinter produced was, in all cases, of excellent quality. The Dwight & Lloyd process, as such, and its present highly-developed mechanical appliances were described by Mr. Gayley in the paper above mentioned. While the repetition of some particulars will be unavoidable in this paper, it will be confined to features bearing upon the metallurgical principles involved. (Communication to the Secretary) : The investigation so fully described by Mr. Laudig was undertaken with the idea of determining if it is possible to learn by expesiment, without an actual trial in the furnace, what economical results can be expected from the use of a given ore-mixture. The research was necessarily preliminary, and the results obtained are only to be depended upon so far as they relate to the samples treated. With the exception of the ores obtained from the stock-piles of the Buffalo Furnace Company, and several samples taken at a neighboring furnace, there is no certainty that the ores represented the average shipments of any mine. For this reason the publication of the names of the ores might do producers a great injustice. The names of the ores arc therefore withheld, and their identity is further .veiled by leaving out of the analyses the phosphorus-contents. The investigation was begun with the preconceived idea that the rate of reduction would be found to be dependent upon the accessibility of the particles of the ore to the action of the reducing-gas. In other words, a spongy, brown hematite or a very fine Mesabi would be the easiest reduced. I had formed a scale with No. 21 first, No. 30 second, No. 1 third, Nos. 5, 24, 25 and the remaining Mesabis fourth, etc , which is sufficient to show how much actual results differ from a judgment based on physical characteristics. AS applied to coal, the term processing is subject to many interpretations. To some it means preparation of coal for the market by mechanical means such as crushing, sizing, washing, or treating with oil or chemicals to eliminate dust or improve combustion quality. To others it means conversion of the coal to other commodities as in carbonization to produce coke and by- products, or to liquids by application of the hydrogenation process. I prefer to classify the various forms of mechanical treatment under the heading of beneficiation and apply the term processing to those methods of treatment that destroy the coal sub- stance through distillation or hydrogenation.

The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

Date of Congress: Sept. 20-25, 1915 The Committee on Local Affairs is fortunate in having secured for a period expiring on Oct. 17, an option. on 100 rooms at the Palace, St. Francis. and Fairmont hotels, the three leading hotels in San Francisco, with the distinct understanding that, on account of previous engagements whereby the hotels are reserved to their capacity, the rooms must be vacated on Sept. 25, 1915. The rates applying will be $7 per day for the court rooms occupied by two people, or $10 per clay for outside rooms occupied by two people. The outside rooms will face the main thoroughfares at the Palace and will face the city and bay at the Fairmont, which latter is situated oil a high hill. The St. Francis faces an open square and is flanked by main thoroughfares on two sides. If any members desire their reservation to extend either before the 20th or beyond the 25th, the Committee will use its best endeavors to secure such extension in individual cases, in accordance with the indicated wish. The Hotel Bureau in San Francisco is co-operating actively and closely with the. Committee on Local Affairs of the International Engineering Congress and offers the choicest rooms in any of 350 hotels other than the three mentioned above. This Hotel Bureau controls 50,000 rooms in San Francisco, which are all provided with hot and cold water, stationary basins, baths, house telephones, elevators, and bell boy service.

Mineral exploration activities are benefiting from new interpretive techniques which have become economically practical with computers. Government agencies, educational institutions, and industry have each contributed research and development efforts for improving the mathematical analysis and graphical display of exploration data, resulting in operational aids not foreseeable a decade ago. Progress has been worldwide and is expanding rapidly. Books 1-10 are supplementing the periodic literature, at least one abstracting service is now active, 11 and an association has recently been formed to encourage and publicize advances in this field. 12 With the diversity of applications, only partial coverage of the subject can be made at any single symposium. Four of the six papers in this section report on the current state-of-the-art in selected areas of interest: graphics, time-sharing, mathematics, and economic analysis. The remaining two papers are descriptions of advanced statistical techniques for gaining additional information during exploration, and illustrate methods which will become more commonly applied in the future. "Computer Graphics: A New Tool for Exploration and Mining" describes the use of a computer and accessory equipment as an information retrieval device, graphically merging and displaying pertinent information for visual inspection and interpretation. This is a rapid means of studying information which has been pre-stored in a form accessible to the computer. Time-sharing is a means of achieving a comparable rapid response when calculations are being performed. The paper, "Some Applications of Time-Sharing in Mining Geophysics," describes the experience of one company using a time-sharing facility for geophysical computations. Another paper on this subject, stressing mining applications, has recently been published. 13

Studies of roof and floor movement are of interest to those actively engaged in mining. This is especially true in the case of an entirely new area where there is no precedent for guidance. The potash deposit being mined is in the southeast corner of New Mexico, about 20 miles east of Carlsbad. The deposit was formed by the land-locked, shallow, Permian Sea that extended through parts of western Texas, Oklahoma, Kansas, southeastern Colorado, and eastern New Mexico. The saline deposits vary from 500 to 4000 ft. thick. Neither of the companies operating in this area has delimited its commercial ore bodies. As all production so far has been from Federal and State leases, the Department of the Interior and the State of New Mexico have a direct interest in the development and extraction of these ore horizons. The ore is composed of an intimate mechanical mixture of sylvite (potassium chloride) and halite (sodium chloride). It lies generally in a horizontal bed varying from 5 to 12 ft, in thickness, and has a cover of approximately 1000 ft., consisting of about 500 ft. of salt beds and 500 ft. of sediments. The immediate mine roof for several feet is principally salt with some potash and clayey material. The next 500 ft. above, from the standpoint of structure, may be considered rock salt with a few inter-bedded potash members. The upper 500 ft. is of sedimentary (Permian and Triassic) origin and contains several water-bearing formations with flows varying from 10 to 500 gal. per minute. This water intensifies the interest in convergence problems as the ore and surrounding formations are water soluble. Potash salt (sylvite) and rock salt (halite) are plastic minerals. Plasticity is defined as a "property of solids by virtue of which they hold their shape permanently under the action of small shearing stresses but are readily deformed, worked, or molded under larger stresse."1

PETROLEUM has come to be one of the most important and essential of the mineral re- sources of the nation. It is the most advantageous source of mineral fuels and of lubricants, and as such it has provided in large measure for the phenomenal development in our modern means of travel and in the facilities for transportation by land, sea, and air. Without it the remark- ably rapid industrial and social progress in our country during the past thirty years could not have occurred. In view of its important place and the fact that petroleum is irreplaceable and existent in limited quantities in nature, its conservation is essential.

IRON and steel were the only basic industries in the Soviet Republic in 1928 that lagged behind the pre-war production on a comparative basis. This was due to the almost complete obliteration of all industrial units manufacturing iron and steel products during the Revolution, which resulted in the production of 1921 being only 4 per cent of that of 1913. By the end of 1927 the production of pig iron had reached a point equal to 70.5, per cent of 1913; steel was 84 per cent ; and rolled iron was 78 per cent. According to the. planned program of the Supreme Economic Council, the pre-war level of the iron and steel industry was to have been reached and exceeded during 1929-30. Changes in seismic style along the San Andreas fault system appear to correlate with strike-parallel variations in regional heat flow. Large earthquake ruptures are associated with colder segments of the fault zone, while comparatively high levels of microearthquake activity and small to moderate shocks occur along the hotter segments, often in association with aseismic creep. Such behavior is consistent with geotherm and strain rate dependent profiles of shear resistance versus depth, constructed for quartz-bearing rocks. These profiles suggest that the transition from frictional to quasi-plastic behavior with depth should increase by a few kilometers passing from the hotter to the colder portions of the fault zone, giving rise to long-wavelength concentrations of distortional strain energy near the base of the seismogenic zone in the cold segments. Some support for this hypothesis comes from the observed deepening of microseismic activity passing northwest and southeast from the central Californian active region to the currently locked, ~400 Ian segments of the San Andreas fault that ruptured in 1906 and 1857.
