Joseph LeConte, Berkeley, Gal.: I have read with some care and with extreme interest the work of Dr. Don, and have 110 hesitancy in expressing my high estimate of its value. We have here an example of laborious work undertaken in the true scientific spirit and by right methods. Loose statements and rash conjectures are here brought to the test of chemical analyses. By such work only may we hope to reach reliable conclusions and finally to solve the complex problems presented by the occurrence of ore-deposits. Such work as this is not only scientific but Is in the highest degree practical; for while a crude and imperfect science, by interfering with the results of approved empirical methods, may be positively hurtful, a more perfect science must eventually become the only sure guide to practice. Such a more perfeet science can only be reached by such work as Dr. Don's. I am sure every member of the Institute will unite with me in the hope that Dr. Don will continue his work, and that his example will incite others to similar work. S. F. Emmons, Washington, D. (communication to the Secretary*):— Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible," notwithstandirig that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combuition-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term " combustible " was an advance to be credited to the engineer rather than to the chemist, because the latter, not having to do with the interpretation of analyses in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash- and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression pure coal, which is short, simple, convenient, and technically correct. The natural emulsion samples used in this study were shipped directly from twelve California oil fields, through the courtesy of the superintendents of the main producing companies in those fields. Representative parts of each sample were chosen for the slides. Preparation of the slides was generally made in less than two minutes, including time of exposure; in a few cases, about five minutes was required. The short time was intended to minirmize the changes in conditions. Whenever comparison was of value, standard conditions were established. Spreading by gravity was adopted instead of smearing. Cover glasses were not allowed to rest on the films. General Characteristics of Emulsions The main purpose of the general views (Figs. 1-16) is to illustrate the general characteristics of the dispersed droplets together with any other constituent or impurity that may be found in each emulsion. The magnification is given so that dimensions could be measured from the plates. The slides used for these views had spherical recesses; they gave the best light. Where crystals were intended to be shown in the picture a filter (green was the best') was usually used. Emulsions that showed a tendency to move by concentrated light were pictured without a condenser.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. A Meeting of the San Francisco Section was held on May 7, 1917. Chairman Shockley was in the Chair. The Section was honored by the presence of President Moore and Secretary Stoughton of the Institute. C. W. Merrill introduced President Moore, who then spoke to the Section on the Aims of the Institute. He discussed the possibility of improving the standards of membership by introducing a classification of membership. The present rigid investigation of applicants was pointed out by him. He spoke of the important influence that the local Sections can exert on the Institute and of the importance of sociability and informality at the meetings. Secretary Stoughton, who was introduced by the Chairman, emphasized somewhat the same points. He mentioned the need for making the Bulletin of the Institute more, interesting than it is at present, this to be accomplished by raising the necessary funds by increased advertising. He asked for an expression of opinion on this point. He. said that the employment department of the Institute is now used extensively. At the request of Mrs. Mark L. Requa, Mr. Stoughton. announced that a San Francisco branch of the Woman's Auxiliary of the, Institute was being formed and asked that the ladies of the members' families send in their names to Mrs. Requa or to the Secretary of the Institute.

BORN a Chicagoan, on Aug;. 31, I879. Oscar Johnson lived in that city until young manhood. As a youth delivering newspapers he set his sight on the l university of Chicago and at sixteen years of age he began working summer vacations in the foundry of the Pullman Company. Misfortune came to his family during the summer of 1898 when tuberculosis took his only sister and brother. His mother, apprehensive of Oscar's health, urged him to try the West at least for awhile. So late summer found Oscar in Salt Lake City, employed by the Trent Engineering & Machinery Co. At that time it was busy building equipment for use in the war with Spain. Though he did not know it then, Oscar war was laying the groundwork for his present membership on the Mining Equipment Industry Advisory Committee of the W.P.B., a post which keeps him commuting between Denver and Washington.

THE meeting of the A. I. M. E. at Wilkes-Barre, Pa., Sept. 12 to 15, inclusive, celebrated the fiftieth anniversary of the Institute. It was at Wilkes-Barre, in 1871, that the foundation was laid for the great institution that now includes in its roster the greatest names. in mining engineering in every civilized country of the world. The founders of the Institute, with rare prescience, established a common ground upon which all mining engineers, whatever particular branch they might consider most pertinent, could stand securely, assured of a deep-seated interest from their brethren similarly minded in other localities. So wise and clear was the vision of the founders that every engineer connected with mining has found it beneficial, not to say indispensable, to maintain his connection with the Institute and to increase his technical enthusiasm through the medium of the valuable technical publications. The little coterie of 1871 has grown to a strong body of more than 10,000 members in 1921, reflecting the glory of the founders in the record of the accomplishments written on the pages of the fifty years of the

This question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. A COMMITTEE, representing a number of the larger oil companies in California, met in San Francisco on Nov. 12, 1919, for the purpose of discussing the depletion deductions to be allowed in computing the Federal income taxes under the Internal Revenue Act of 1918. It was the general sense of the committee that a system based on sound engineering principles should be formulated for estimating the value of oil properties, so that better and more uniform results might be obtained by the various companies in filing their returns with the' Bureau of Internal Revenue. A subcommittee, consisting of five petroleum engineers, was thereupon appointed to collect information and draft a report. The committee consisted of G. C. Gester, Carl H. Beal, J. H. G. Wolf, E. G. Gaylord, and E. D. Nolan; this report is the work of that subcommittee.

The existing topographical features of the United States present many points of interest to the student of dynamical geology, but there is, perhaps, no subject which offers a more promising field for investigation than the relations between the geological structure and the mineralogical characteristics of the principal mining districts. There are seven prominent culminating points in the relief of North America, each one of which can be used as a type of the physical features of all the others. Again, if we divide these seven elevated districts into two sets, we shall discover a still more striking parallelism between the individual members of each group. But the most remarkable revelation is the fact that each one of these points is more or less closely the centre of an area of economically important mineral resources. It is interesting to note in this connection that six of these mineral tracts lie mainly within the borders of the United States, three of them being almost wholly in our territory. For

Upon his return to England the following year, Cook's announcement of this uncharted island generated governmental interest, but its distance from the Island Empire, the troubles in the colonies, and the difficulties with France combined to keep English interest indirect and in the background of the then-current events.

IN 1942 the outstanding characteristic of the petroleum industry was the multiplicity of war-induced distortions in virtually every segment of the business. So devastating was the success of the Nazi submarine campaign along the shores of the western Atlantic and on transoceanic routes that within six months after our entry into the war petroleum rationing was necessary in the East Coast area. The conquest of the Netherlands Indies by the Japanese three months after the opening of the war in the Pacific cut off our normal sources of rubber, and in our first year of war nationwide rationing of gasoline had to be invoked to conserve rubber-borne transportation facilities. Meanwhile the oil industry faced the imperative necessity for rapid expansion in the output of aviation gasoline and later accepted the vast responsibility for developing a new industry. synthetic rubber manufacture. Probably no other essentially peacetime industry has been forced to make so many complicated adjustments, yet its response to its wartime obligations has been nothing short of dramatic.

THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.

IN the past few years and especially since the beginning of World War No. 2, gold has attained a new, important. and critical place in the international scene, and in world affairs. In the past, as far back as history records, most wars have been waged for the purpose of acquiring it from someone else by conquest. But now, the most titanic struggle of all time is being waged with the avowed purpose of not only destroying it, but of destroying all that it stands for and represents. A tradition dating back to ancient Rome, affirms that battles are fought by men with weapons, but wars arc eventually won by gold. The validity of that tradition is now being subjected to its major test. Hitler has proclaimed that in his new world order, the work dollar or reichsmark, a beautifully engraved paper currency representing only a theory of value, based on unit of work and production, will become the supreme medium of world exchange, and that gold eventually will he valueless and obsolete.

This paper reviews the methods currently in use for estimating primary oil reserves and discusses the principles on which these methods are based. Particular emphasis is placed on how these methods change with the type of information available during the life cycle of an oil property. This paper contains various novel estimating methods and shortcuts heretofore unpublished. INTRODUCTION Estimating oil reserves is one of the most important phases of the work of a petroleum engineer since the solutions to the problems he deals with usually depend on a comparison of the estimated cost in terms of dollars, with the anticipated result in terms of barrels of oil. His recommendations to management regarding the best course of action are therefore normally based on the most favorable balance between these two. Specific engineering problems which require such a knowledge of recoverable oil reserves and a projection of future rates are: [a.] the exploitation and development of an oil reservoir; [b.] the construction of gasoline plants, pipelines and refineries; [c.] the division of ownership in unitized projects; [d.] the price to be paid in case of a sale or purchase of an oil property, and the magnitude of the loan which it will support; [e.] the proper depreciation rate for the investment in oil properties; and [f.] evaluation of the results of an exploration program. This discussion will be confined to the various methods and tools which are currently in use for estimating oil reserves to be obtained during the primary phase of an oil-producing reservoir and for a projection of the future production rates. Reserves which may be obtained by secondary recovery methods or fluid injection programs and gas and gas condensate reserves will not be discussed in this paper. Unfortunately, reliable oil reserve figures are most urgently needed during the early stages when only a minimum amount of information is available. Management's interest in the oil recovery from a property—aside from its use for accounting purposes—usually declines when the property approaches its economic limit, just at the time when the reliability of the estimates is at its best. To illustrate this general idea a chart is presented (Fig. 1) showing the three periods in the life of an imaginary oil property. Time is shown on the horizontal axis, while the cumulative production and estimated ultimate recovery are plotted vertically. No particular units are used and this schematical chart is not to scale. The cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose, production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may be charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a' period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting down of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will be had from new wells in after years, etc. All these conditions are exemplified most simply in the case of the Coalinga field, and perhaps these figures are more truly prophetic than the two other cases given. THE accounting system or bookkeeping methods of any company are principally the concern of that company and of those who are in control of its affairs. Its published financial report is, however, primarily intended for those who are not already fully informed regarding its operations and finances. Whatever may be the advantages of standardization of accounting and bookkeeping methods, it must be admitted that a company has a certain right to handle its accounts and keep its books and records in whatever manner may seem to it best adapted to its affairs, even though such methods may differ materially from those generally adopted by others. In its financial reports it should not, however, either ask or expect that the statements it makes or the terms which it uses will be given in its case a meaning and interpretation different from that which they are ordinarily considered to have inn similar reports and statements of other companies. The particular form and arrangement of such reports is a matter concerning which there may be much difference of opinion. It is of little importance whether current assets come first or last in the Balance Sheet, but it is important that there should not be included under this designation any items which are not properly current assets within the generally accepted meaning of that term. The extent to which stockholders or others interested are to be made acquainted with the full details of a company's business is a question which the proper authorities must in each case decide. It should, however, be recognized that there are certain facts regarding a mining company which must be set forth in a financial statement if it is fully to cover the conditions and affairs of the company. For example, a financial statement which does not include or is not accompanied by a statement of the ore reserves of the company does not fully set forth its financial condition. This is true whether the absence of such a statement of ore reserves is because it is not desired to make public the figures or whether it is because the ore reserves themselves are not definitely known or accurately measured.

ELECTRICAL methods of geophysical exploration attracted major attention at the three sessions devoted to geophysics on Monday and Tuesday. At the opening' meeting Monday morning Hans Lundberg gave the paper by himself and Folke Kihlstedt; he described the use of the Racom, discussed last year, and the method whereby it is possible to eliminate all but subsurface, effects in electrical exploration. In the discussion Theodor Zuschlag pointed out some of the theoretical considerations behind the field procedure. Karl Sundberg's paper on the effect of impregnating waters was presented by title only, and S. F. Kelly then gave an abstract of a paper on the electrical properties of ores, by J. J. Jakosky, R. N. Anderson and Clyde H. Wilson. , This dealt with an exhaustive series of laboratory tests on the variation of -conductivity of ore specimens with the frequency of the energizing current, and of the effect of moisture content in typical clays and gouges on their conductivities at various frequencies. Considerable discussion was provoked during which the authors came in for some-criticism on their measuring circuits and for their assumption that a solid conductor could be compared with linear ones. They were praised, however, for making a start toward a compilation of resistivities for ores and rocks. Dr. Slichter disagreed with them that the conductivity of an orebody was primarily capacitive. He also called attention to the fact that it was high time geophysicists adopted the standard physical expression of ohm-,centimeters or ohm-meters to express resistivities. This same point was the burden of the next paper,. "Uniform Expression for Resistivity," by Sherwin F. Kelly, presented by title only.
