INTRODUCTION. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Puebla, Mexico. It does not refer to the precious metals, some miles of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. WITH the close of 1932 and the third year of the depression, the activity of oil production presents, amidst the general wreckage and chaos of industrial society, a somewhat unique picture of rationalized economic effort. East Texas still dominates the contemporary horizon, but it has become, at least for the time being, a definitely known factor. With its 9500 wells it is approximately 90 per cent drilled up. So long as production control obtains, it is merely one important factor of the national oil reserve. Each succeeding month of stabilized production tends to lull the industry's fears and the menace, both actual and psychological, of this giant field becomes ever more remote.

THE fall meeting at El Paso this year (Oct. 13¬15) will be of unusual interest due to the international atmosphere imparted by the many engineers from Mexico, who are making arrangements to attend this meeting. The meeting will be held jointly with the Western Division of the American Mining Congress. Cooperating in the program will be the representative society of Mexican engineers known as Centro National de Ingenieros of Mexico City, who are plan¬ning on sending many delegates and well known Mexican engineers to the convention. The cooperation of the West Texas Geological Society and the American Association of Petroleum Geologists has also been secured. Brent N. Rickard, manager of the El Paso Smelting Works of the American Smelting & Refining Co. at El Paso, Tex., is general chairman in charge of arrangements. He is receiving splendid cooperation from the Mining Department of the El Paso Chamber of Commerce and from the business people of El Paso, who feel highly honored in having these mining societies meet with them this year.

IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

The Park City District, Utah, is situated in the Wasatch Range at the intersection of the westward extension of the axis of the Uinta Range. Ore has been mined almost continuously from the first discovery in 1869 to the present day, with a total production of over 14 million tons. Sediments of Carboniferous to Triassic age have been folded into the northerly plunging Park City anticline and subsequently modified by thrust faulting, diorite and diorite porphyry intrusions, and strong east-west normal faulting during the Laramide orogeny. Younger andesitic volcanics partially cover the eastern edge of the district. The ore bodies occur as both lode and bedded replacement deposits over widely scattered localities. Near surface, high-grade silver "bonanza" ores were mined in early days from the Ontario and Daly Lodes, which occur along the east-west zone of faulting near the center of the district. Other lode or fissure deposits were found along the Mayflower and Hawkeye faults to the east and southeast. Large bedded replacement silver-lead-zinc ore bodies associated with east-west zones of fissuring, have been mined from favorable horizons in the Park City Formation in the Daly West and Judge mines. A series of long, narrow, high-grade, replacement ore bodies occur in the Silver King mine at a single horizon in the Park City Formation. Ore is currently being mined from strong bedded replacements in the Humbug Formation near the apex of the Park City anticline. Factors controlling ore deposition are: magmatic source, structural feeder systems, and favorable host rocks. Ore deposition along favorable beds is primarily a function of physical conditioning and secondarily of chemical composition.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically. Of major importance is the accelerative growth of the productive ability of our economy. Inadequate consideration of its implications is partly responsible for periodic delays in solving our princi-

I HAVE chosen for my subject a mining district which in an article published four years ago I referred to in the following words: "One of the un- usual anomalies of mining development and history is that a district having added thirty or more millions of wealth to a principal mining state, situated within four to six miles of two transcontinental railways and two auto highways, and within 150 miles of the most widely advertised part of the United States, should have been so completely lost sight of that probably not one mining man in ten can tell offhand where it is situated." But this district never was a dead one: it was only slumbering. During the past four months, day by day, it has been emerging from that state of slumber.

IN a year of sober reflection and stocktaking after the mineral-squandering spree of World War II, the role that beneficiation of low-grade must henceforth play in American mineral industry has become unmistakable. From the volume of research and development progress in mineral engineering during 1946, mineral dressers evidently have ample resoluteness to meet the challenge. Perhaps ,the most conspicuous trend of the year was the renascence of interest in gravity concentrating methods and more serious effort than ever before to make them effective in finer size ranges down to 200 mesh. This has been forced by the problem in iron ores where the low value of the product will not support a high flotation reagent cost, however good flotation pilot plant results may have been and however well the acute problem of variable feed may be met. The race is on between rabbit flotation and tortoise gravity methods and a surprising amount of betting money is being laid on the tortoise which already is showing previously unsuspected talent for speed. Mostly, however, a wait-and-see attitude prevails during the present preliminary heats. As evidence of the latter, two magnetic plants are now on the boards for magnetic taconites on the eastern Mesabi to establish a reprieve against the time when nonmagnetic taconites must be addressed. Incidentally, these operations will force the blast-furnace issue on preparation of fine material since a minus-100-mesh grind is contemplated.

The main Tintic mining district in central Utah has produced approximately 13,500,000 tons of ore, containing silver, lead, gold, copper, zinc, and other metals, valued at more than $315,000,000. More than 90 per cent of this ore has come from large, irregular ore bodies that have replaced folded and faulted limestone and dolomite strata. Of lesser importance are replacement veins that chiefly cut contact-pyrometasomatized carbonate rocks and fissure veins that cut altered intrμsive bodies and volcanic rocks. The district is in the west-central part of the East Tintic Mountains, a north-trending fault-block range near the eastern margin of the Great Basin. The consolidated sedimentary rocks exposed at the surface and in mine workings are miogeosynclinal deposits more than 10,000 feet thick that range in age from late Precambrian to Late Mississippian. They are folded and strongly faulted and are partly overlain by volcanic tuffs and agglomerates and by extensive flows of porphyritic and vitrophyric quartz latite, latite, and trachyandesite of Eocene age. All of these rocks are locally concealed beneath thick alluvial deposits of Pliocene and Quaternary age. The Eocene and older rocks are cut by dikes, sills, and small stocks of porphyritic quartz monzonite, monzonite, and latite, which are genetically related to the ore deposits. The district is inactive except for the production of halloysite clay and for minor leasing activity and exploration ventures. Several exploration targets remain untested.

IT may surprise some of our members to learn, among the industries based on the mineral resources of the United States that of clay now ranks third, being exceeded in value of product only by pig-iron and coal. The present annual value of clay-products exceeds the value of the outputs of gold and silver, and also exceeds the combined values of copper, lead, zinc, aluminum, mercury, antimony and nickel. These facts are shown in Table I. which gives the statistics for the year 1902

IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. WITH the exception of lead sulphate, all common metallic sulphates are completely decomposed upon heating into metallic oxide, sulphur trioxide, sulphur dioxide and oxygen. Some give up their trioxide readily at a low temperature, others require considerable heat and much time to be completely freed from sulphur. Kerl in 1881 arranged the principal metallic sulphates as they are decomposed by a rising temperature in the following order: silver, iron, copper, zinc, nickel, cobalt, manganese and lead, lead sulphate being decomposed only slightly at a white heat. The researches of Bradford, published in 1903, show, however, that ferrous sulphate is decom¬posed at 590° C., cupric sulphate at G53° C. and argentic sulphate at 1,095° C. By the present investigation it will be seen that zinc sulphate is decomposed at 739° C. As far then as our present knowledge goes, the order in which the decomposition of the leading metallic sulphates takes place is the one given in Table I.

A GOOD DEAL of information concerning flotation has come out during the patent litigation of recent years, and the legal situation has cleared considerably, to the satisfaction of Minerals Separation, Limited. Hence, Mr. H. Livingstone Sulman, one of the originators of the successful process of that company, felt at liberty to explain, on Thursday, Nov. 20, his experience and his views in a "Contribution to the Study of Flotation," before the Institution of Mining and Metallurgy. He did not give technical details. He dealt with the physical problems, so simple, as he remarked, that he had wanted 96 pages to express his views. He presented much data, partly new and based on observations of his own, bearing upon the very complex flotation phenomena in an instructive wav and made frequent references to the valuable researches especially of Prof. Edwin Edser and Mr. Emil Hatschek.

ARCHEOLOGISTS, by use of the terms Bronze Age and Iron Age, indicate that metals have in the past determined the character of civilization. The relatively simple discovery by a primitive metallurgist that the addition of tin to copper both facilitated the production of castings and increased the durability of the product enabled hunter, warrior, and housewife alike to do things never dreamed of before. Similarly, the smelting of iron and the discovery of hardening methods greatly changed the arts of peace and war. Discoveries of low-melting-point alloys for joining and for making household utensils, and perhaps the adornment of a feminine form by sparkling precious-metal jewelry, have at times changed the destiny of a country. Bronze cannon, the cast and wrought iron Watt engine, copper transmission lines, and aluminum alloy aircraft, are cases of particular metals making possible the realization of an improved engineering design. Perhaps of the greatest influence of all upon civilization was the development of type metal. The rapid increase in the rate of dissemination of knowledge dates from the day that the technique of the pewterer was utilized in making rapidly reproducible and accurately sized letters for printing. It was not movable type, but metal type that was important, for metal castings could be made of identically the same shape and size at an enormous rate, and possessed excellent inking and wearing characteristics.

THE TERM "physical metallurgy' is used in the title of this lecture in preference to "metallography ?because the former has a broader meaning with most audiences, some people thinking of the latter as being limited to work with the microscope. This distinction, how- ever, has not been held by the out- standing workers in the field of metallography, such as the late Professor Sauveur. In the broadest sense metallography is essentially the same as physical metallurgy. The American Society for Testing Materials has adopted-the following definition: "Metallography is that branch of science which relates to the constitution and structure, and their relation to the properties of metals and alloys." This definition might be improved by adding after "properties" -"and their industrial and scientific uses." Metallography has also been defined as the science of metals and alloys. Physical metallurgy is to be distinguished from process metallurgy in that the latter relates particularly to the production of metals from the ores.

Dolan, assistant general manager of the Maryland plant of Bethlehem Steel Company, of Sparrows Point, and Harry E. McDonnell, superintendent of blast furnaces of Weirton Steel Company of Weirton, W. Va., representing the blast-furnace section.

I. INTRODUCTION. FOR a period of several years, and in a large number of cases, the Metallurgical Laboratories of the New Mexico School of Mines were employed in umpire work. During this time many important local problems were solved. Against the results of careful chemical analyses of ores, assay-returns were often checked. In many cases the assay-methods of mine and custom-smelter were compared, and both often found faulty for the ore concerned. A wide range of ores was covered. Many of the chemical analyses and assays were made by Dr. F. C. Lincoln, Professor of Metallurgy, now of the Montana State School of Mines. A varied series of instructive assays was prepared by Prof. R. B. Brinsmade, now of the West Virginia State University. Single assays and given series of tests were undertaken by H. T. Goodjohn, now chief chemist to the Cia. Metalurgica de Torreon, Coahuila, Mexico; by H. J. Hubbard, now superintendent of the Butters Divisadero Mines, Jocoro,. San Salvador, C. A.; by E. D. Morton, now superintendent of the Arizona & Nevada Copper Mining Co., at Lunning, Nev. ; and by A. W. Edelen, now superintendent of the Angangueo Unit of the American Smelting & Refining Co., in Michoacan, Mexico. A critical comparison of assay-methods that were found to be followed in the case of certain gouge-ores mined in the Mimbres range in New Mexico, and about which there had been much controversy, was made by D. F. Riddell, then Acting Professor of Assaying, and now superintendent of the Providentia Mines Co. of Parral, in Chihuahua, Mexico. To him is due the credit of much that is contained in the following notes, which be has generously permitted -to be used in advance of the publication of the complete results.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. MINING methods and customs in many districts of England are to this day strangely bound about by the records and traditions of the past. In some mining fields this is more apparent than in others, yet it is everywhere in evidence, for Cornwall with her mines under the sea, Wales with her famous quartzites, and Derbyshire with her remarkable cavern deposits, are all tinctured with quaint customs that have come out of the almost forgotten past. Here, modernism has never replaced tradition, and many of the laws are woven of the woof and warp of ancient custom. Indeed, these things exist because they have come to be part and parcel of the civil laws. And these laws are observed with meticulous care and accorded all the reverence due their venerable age. All activities pertaining to the mining of metals are hedged around by curious and ofttimes clumsy laws, each minute and trivial detail being covered by the civil code, and each petty law enforced by an ofttimes pompous official.
