The Oso tunnel is one of three tunnels located on the San Juan-Chama Project in south-central Colorado. The purpose of the tunnel is to carry water from the upper San Juan watershed through the Continental Divide into the Rio Grande watershed. The Oso tunnel contract was awarded by the U.S. Bureau of Reclamation to a joint venture of Boyles Brothers Drilling Co., Gibbons & Reed Co., and Cimco in February 1966. The Oso tunnel is 26,660 ft long and has a rock section of 10 ft, 2 in. with a lined diameter of 8 ft circular. The main portion of the rock formation was in the Lewis shale. This formation is quite consistent in hardness and texture with exception of localized limestone concretions and sandy siltstone inclusions. The job was bid on the basis of using a James S. Robbins mole of the P221 series. The decision for using a mole was predicated on the geology and the experience of the same joint venture on the adjoining Azotea tunnel where a mole was successfully used. The Robbins P221 series mole is capable of cutting from 9 ft, 11 in. to a 10 ft, 7 in. diam without any major change. It is 40 ft long and weighs 60 tons. The cutting head has 22 disk-type cutters and one center pilot (standard 9 7/8 -in.) tricone bit. The head is powered by four 75 hp electric motors. Gripper pads at about the midway point on each side of the machine are pushed into the tunnel ribs and thrust-cylinders in front of each gripper apply pressure to the face as the head rotates. The regripping cycle is 3 ft and then the grippers are retracted and advanced. Each cutter on the perimeter of the head is followed by a bucket which scoops up the cut material, almost in the same manner as a water wheel, and dumps it into a conveyor situated along the top of the mole. Development: Iron Ore In Peru Utah Construction Co., of San Francisco and a Peruvian Government corporation have signed an agreement for development of a large iron orebody in Peru. Most tests show 60 pct iron or better. Most of the ore is magnetite. Although ore will be shipped mainly to Eastern U. S. blast furnaces, shipments to the West Coast may develop as the orebody opens up. The construction firm indicated three American steel companies have shown interest in the project. The orebody is located 300 miles south of Lima and about 15 miles from the coast at the same longitude as New York City. Allen D. Christensen, executive vice-president of Utah Construction noted that the distance is shorter between Peru and the East Coast. The ore deposit measures about four to five miles in one direction and 10 miles in the other. As many as 15 outcroppings within these limits have been reported. Several of the outcroppings are thousands of feet long by several hundred feet wide, Christensen said. Shipments between 100,000 and 200,000 tons of ore per month are projected by the company. Cost of opening the mine to production may go over $5 million, Christensen said. It would include building of docks for ocean going vessels, housing, and heavy duty mining and processing equipment. The contract with the Peruvian government gives Utah Construction six to eight months for additional tests and a 20 year concession for mining the orebody. Peru will collect royalties on all ore. The company will also supply about 300,000 tons per year for an electric furnace to be installed by the Peruvian Government at Chimbote. No steel is produced in Peru now. Utah Construction formed the Argonaut Mining Co. last year, and was shipping iron ore from British Columbia to Japan at a rate of more than 50,000 tons a month, before winter weather decreased operations.

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. Laboratory data on bubble point pressures and reservoir volume factors have been correlated as functions of solution gas-oil ratio, calculated gas gravity of the pentanes-and-lighter fraction of the entire fluid, differential residual oil gravity, and reservoir temperatures. INTRODUCTION Several correlations of crude oil properties have appeared in the literature. D. L. Katz4 in 1942 presented five methods of predicting oil shrinkage. these being of decreasing accuracy for decreasing amounts of information available. M. B. Standing- in 1947 published three correlations of laboratory flash vaporization data of California crudes. From values of GOR (gas-oil ratio), gas gravity, liquid gravity, and temperature, his correlations will predict bubble point pressure, formation volumes of bubble point liquids, and two-phase formation volumes. Curtis and Brinkley2 in 1949 presented several correlations. From the gas-oil ratio, an approximation of reservoir volume factor and barrels of condensate recoverable per barrel of reservoir space may be obtained; along with liquid gravity and reservoir temperature, the GOR will allow prediction of bubble point pressure. These last cor- relations seem to be more qualitative than quantitative. Generally, laboratory bottom hole sample tests furnish information on solution gas-oil ratios, residual oil gravities. bubble point pressures, viscosities of oils, liquid shrinkages, and occasionally gas gravities. Each of these data has its own applications and use in reservoir engineering calculations. The particular uses of correlated bottom hole sample data are found in (1 Providing a basis for obtaining estimates of formation crude properties in fields where bottom hole sampling is impractical or impossible. (2) Greatly reducing the time in obtaining the desired information. (3) Determining the applicability of the results from various bottom hole samples to particular field problems. (4) Avoiding, in many cases, the uncertainties of sampling by replacing it with an element over which greater control can be exercised. (5) Permitting use of preliminary field data in application of production procedures before a bottom hole sample can be obtained and analyzed in the laboratory. (6) Serving as a check on data which may appear out of line. (7) Estimating for a particular type crude the appropriate equilibrium constants by working backward from the bubble point pressure. (8) Estimating original or other past history properties of reservoirs that were not sampled in the past. PROCEDURE Application of the published correlations4,6 to Stanolind laboratory data indicated that the general scheme presented by Standing" could give dedrable results if changes were made in parameter positions and scales. The correlation curves were drawn with all the variables having consistent gradations except the temperature increments which were drawn in to best fit the data. The variables from available Stanolind laboratory data are defined below: (1) Gas-oil Ratio: Gas is liberated at reservoir temperature by differential vaporization (or rather by a series of flashes, approaching differential vaporization) and measured at atmospheric pressure and temperature, at which the compressibility factor is assumed to be unity. The oil is the residual liquid remaining after the pressure has been reduced to atmospheric. For the gas-oil ratio both volumes are corrected to standard conditions of 14.7 psia and 60°F. (2) Gas Gravity: It was decided to arbitrarily divide the hydrocarbons of the entire bottom hole sample into pentanes-and-lighter and hex-anes-and-heavier, and use a calculated gas gravity of the pentanes-and-lighter for a correlating variable. (Sample calculation is shown in Table 111.) (3) Liquid Gravity: This is the API gravity of the residual liquid from the differential vaporization. The gravity is measured at room temperature and corrected to 60°F.

THE number and severity of surface imperfections on rolled slabs, assuming the reception of uniformly good quality heats from the open hearths, depend upon a number of conditions associated with heating and rolling of steel in the primary mills. While there are other elements that have an effect on surface quality, rather than make this paper too lengthy the discussion of mill processing variables will be limited to three factors in order to illustrate their effect on slab surface quality: 1—amount of reduction between ingot and slab, 2—slab finishing temperatures, and 3—influence of roll changes. Measurement of the percentage of surface removed by scarfing on the flat surfaces of the slabs was used for evaluating quality in this study. A study of this nature must be made on slabs that are inspected and conditioned under uniform conditions and standards. In order to be certain that steel of the best possible steelmaking quality was received at the rolling mills, a low carbon deep drawing grade of rimmed steel, made for sheet mill application and manufactured under carefully controlled open hearth practices, was selected. Use of this particular steel thereby reduced the steel quality factor as a possible source of variation. The measure of slab surface quality is the amount of surface removed by scarfing during yard conditioning and is expressed as percentage of surface removal. This percentage was estimated by experienced personnel to uniform standards and it should be noted that these percentage figures are representative only for the grade selected and under the rigid inspection standards to which the slabs were subjected. Surface removal is a matter of concern because the imperfections, if undetected, often are the cause of poor surface quality in the finished product and their removal, by conditioning, add to the total plant costs. The data was collected at various times over a period of six months and, with normal weekly fluctuation in the level of quality, it is to be expected that for any period of sampling there will be some variation in the plotted results. The type of defect that is responsible for most slab conditioning at Gary Steel Works is a light angular surface break. This defect is usually interconnected to form large defective areas and occurs mainly on the bottom half of the slab on both sides. This type of defect is illustrated in Fig. 1, showing a bottom portion of a slab; while a close-up of an area of the same slab where the surface breaks were found is given in Fig. 2. The large dark areas are heat patterns, results of hot stacking and cooling. Independent of these light breaks, but sometimes associated with them, are larger and deeper isolated breaks. However, most of the surface removal occurs from conditioning the large areas of small breaks. There are also occasional scabs of varying degrees of severity but these are relatively infrequent. The slabs are generally free of rolled-in scale. Ingot to Slab Reduction vs Quality Some ten years ago at Gary Steel Works, the minimum slab ingot thickness was 30 in. Subsequent operating and other quality features indicated the desirability of using an ingot of reduced thickness with the result that a series of molds that would produce a 22 in. thick ingot with various widths was adopted as standard. A minimum number of the thicker mold sets are still used. From the standpoint of quality difficulties from pipe and segregation, the smaller ingots are an improvement. From a quality surface viewpoint, the slab product from the thin molds requires approximately twice the surface removal as the slab product from the thick molds. WITH the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support o for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northern anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For. instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as fits below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the most economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. WHY should I, a geologist, be coming before you to talk about finding ore? Certainly, the great discoveries of the past have not been made by geologists, but by men of very different tastes and training. If, in the year 1800, the course of ore discovery could have been foreseen, there would have been no reason to put it into the hands of geologists or other men of technical preparation. It was not geologists but explorers, Indian fighters, prospectors, manual laborers, and hardy financiers, who initiated the American mining industry. Then why this association of geological technique with ore finding? Why this feeling that the way to find ore is to apply to the problem what we call geo- logical principles? Well, to put it broadly, the old method has run out on us. It no longer works. Or, to put it another way, the cost of finding ore by the old method has mounted so high that one old district after another has become, practically speaking, dead, and various other old districts that are still going apparently at full strength are actually beginning to limp, and, with the cost of discovery mounting yearly, to fear, more than they will acknowledge, that the end is approaching.

WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

HOLDING the annual dinner-dance of the Institute at the Waldorf-Astoria had become such a tradition that there was widespread regret when it became known that the demolition of the building to make way for a huge office structure would perforce bring to an end the long and enjoyable series of gatherings our Institute had held there. This year the . Commodore was the place at which it was held and the commuters on the New York Central and the New Haven railroad systems, at least, found it a more convenient place for them. Except for the famous "Hoover" dinner, which will probably set a mark for all time, it was the largest dinner the Institute held, 1000 being present, and it taxed the facilities of the hotel to the utmost.

The development of a new metallurgical roasting device is described. It consists of a refractory column into which air is injected at various levels, forming several superimposed fluidized beds with no supporting grates. When pelleted zinc sulphide concentrates are charged, the roasted product needs no further sintering before reduction to metal. WHEN a gas such as air is blown upward with increasing velocities through a loose mass of solid particles, marked changes in the physical behavior of the particles are noted. At first, when the velocity of the gas is insufficient to support any of the solid, the mass constitutes a "fixed bed." As the gas velocity increases until the pressure drop through the bed approaches the effective weight of the bed per unit area, the bed expands until the solid particles are supported by the air rather than by the lower particles. Some vibration of the particles becomes apparent, but little mixing occurs. This condition is called a "quiescent fluid bed." A further increase in gas velocity imparts more separation and more motion to the individual particles until a condition of turbulence is reached. This "turbulent fluid bed" resembles a rapidly boiling liquid with the characteristic highly agitated diffuse surface and many small eruptions of the boiling mass. Different degrees of turbulence can be generated and all produce excellent mixing. The final stage occurs when the gas velocity becomes so great as to create a "dispersed suspension." Here no surface of the mass is defined and the gas carries solid particles out of their original positions. These changing conditions of fluidization have been studied carefully and pertinent nomenclature standardized by a committee of the American Institute of Chemical Engineers.' Many mathematical analyses2-3 have been made of the forces acting in a fluid bed. These analyses are invaluable, especially for the design of column sizes and selection of equipment. However, in a metallurgical process involving solids of many sizes with changing densities, varying temperatures, and changing gas compositions within the bed, calculations based on theory become approximate. Optimum operating conditions then are best determined experimentally. Many applications have been made of the principles of fluid-bed action by mechanical, chemical, and metallurgical engineers. Especially when good con- tact between reacting solids and gases is desired, very effective results are obtained from fluid beds. They permit excellent temperature control and uniformity throughout a mass of solids in fluid action. Heat transfer to walls and any coolers is high, and fast reaction rates are attained because the solid surfaces are continuously swept clean. The main disadvantages of fluid-bed operations are the danger of short-circuiting in a single bed, danger of incipient sintering which stops action, the necessity of avoiding large changes in particle size or density during roasting, and dust losses when particles of the charge are carried out with exit gases. In the metallurgical field the roasting of sulphide ores to form oxides and sulphur dioxide appears to combine several operating conditions which can be achieved to advantage in a fluid bed. Roasting involves a solid-gas reaction where a high reaction rate is necessary for high capacity, where good temperature control is important in order to prevent sintering, where good heat transfer is needed, and where the density of the solids, when changing from sulphides to oxides, is not largely changed. Short-circuiting, however, constitutes a major problem when a single fluid bed is used. Because of the turbulence of the bed, an entering particle may be in the region of the discharge before it is roasted. Hence, to attain a satisfactorily low sulphur in the calcine, a long average residence time with correspondingly low capacity is required. The solution to this difficulty is the use of multiple stages, which in the conventional fluid-bed design requires separate hearths with feed and discharge mechanisms for each stage. A further practical difficulty in fluid-bed roasting of flotation zinc concentrates is their fine particle size which makes a true fluid action without excessive carry-over of dust very difficult to attain, especially when the large air volumes necessary for high capacity are used. A New Design After considerable experimentation in the laboratory and on a semipilot-plant scale, a new method and equipment for roasting were devised which provided a unique solution to these problems. FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

I FEAR most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our, Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make "the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law.

(New York Meeting, October, 1913.) 1. COOLING AND HEATING CURVES BY G. V. BURGESS AND J. J. CROWE. § 22. THE results published in Professor Howe's paper 10 of our determinations on the Ac3 and Ar3 points for a series of commercial carbon steels 11 containing manganese in varying proportion, represent the average temperatures found by taking several (4 or 5) heating and cooling curves. The accompanying curves, Figs. 6 and 7, are, for each steel, the first heating and cooling curves as obtained by' the inverse-rate method of Osmond, using a cylindrical chronograph sensitive to -0.1 sec. for recording .time. Simultaneous observations were also taken by the differential method with a platinum neutral and plotted by Rosenhain's derived differential method and gave substantially the same results, the curves having sensibly the same contours in both cases.12. The observations were taken in vacuo on cylinders 5/8 by 1 in. in length bored to center with a 1/8-in. hole to receive porcelain insulated thereto-couple, and inclosed in an out- and in-glazed Berlin porcelain tube heated electrically by, platinum foil wound on the tube. The vacuum was usually better than 0.1 mm. The heating and cooling of the furnace was automatically controlled by a salt-water rheostat with shaped electrodes, giving a uniform rate of heating and cooling.

Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. COLOMBIA has an almost ideal situation with respect to the world's markets, being only a short distance from the Panama canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reëntrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of .Colombia and Venezuela.
