TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

THE United States Smelting Refining and Mining Company maintains an ore-purchasing department for procurement of custom tonnages of milling and smelting ores and concentrates for treatment at its Midvale plant. Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. No attempt will be made here to review the previous work done by investigators on the general subject of inclusions, because it was discussed sufficiently in an early cooperative bulletin of this series (No. 36, 1928), and reference was then made to general bibliographies. The work described in this present bulletin deals directly with the study of the mechanism of deoxidation of steel with aluminum and the formation of inclusions containing alumina. Unquestion- ably, such inclusions are encountered in most steel-making practices and little has been done to determine their characteristics. Aluminum is used to ensure rapid deoxidation during the solidification stages of the steel. For this reason the possibilities of inclusion elimination are slight and alumina-containing particles will undoubtedly be present in the ingot. Besides this common practice, aluminum is often used in the ladle with other deoxidizing agents such as silicon and manganese. Ladle additions of aluminum are made to rimming steels to obtain the correct partial deoxidation desired in this type of steel. In killed steels the aluminum is added to ensure soundness, as far as blowholes are concerned, in the ingot. In either rimmed or killed steels, alumina or alumina-containing inclusions are found therein, the amount and type depending on the oxidation of the metal, the amount of aluminum added, and the addition of other deoxidizers.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.

GOING west from Denver on Route 6, the direct road to Grand Junction, one gets the first glimpse of mining a few miles east of Denver near Idaho Springs where the workings of defunct gold mines are visible on the sides of mountains along the highway. One enterprising company is turning a profit by showing tourists through the mine and mill and then selling them gold samples on the way out. We have always known that mining people are ingenious, but this proves it. About five and a half hours fast driving west from Denver brings one to Rifle, Colo., which is the site of the oil shale mine, retorting plant, and refinery of the U. S. Bureau of Mines. As you drive up to the mine, you can see a portal high on the face of the cliff in front of you where the mine surface plant literally hangs by its toenails. Below, the retorting plant and refinery gleam in the sunlight. Up at the mine, Fred Wright will show you how the oil shale is extracted in two benches (a third bench would be used for commercial mining) by the room-and-pillar method. In mining the top level, an underground crew of thirteen men have been able to produce 1500 tons of shale in each eight-hour shift. To do this, the mine is thoroughly mechanized. Nickel-bearing saprolite developed during the early Tertiary over a northeast trending ultramafic body of Jurassic age near Riddle in southwestern Oregon. The principal nickel mineral is garnierite, but other complex nickel minerals may be present. There are two main ore bodies, an upper (older) one associated with the Klamath peneplain, and a lower (younger) one on the Sherwood peneplain. Saprolite constitutes the bulk of the ore and was probably derived from peridotite and dunite through chemical decomposition by downward percolating meteoric groundwater. Decomposition took place by net loss of MgO, SiO2, and Fe without a change in volume. Faults and joints provided permeable zones which localized saprolite development, and faulting may have helped preserve some ore from loss by erosion. Garnierite-chalcedony boxwork ore was deposited by meteoric groundwater along faults, joints, and at the level of former water tables. Boxwork ore is entirely supergene, the chemical constituents having been derived from higher in the soil profile. The saprolites show evidence of both supergene and residual enrichment in nickel. Red and yellow soil occurs as a capping over saprolite and boxwork, and was derived from them by chemical and mechanical decomposition. The present deposits are probably truncated remnants of a formerly thicker and much more extensive deposit which probably included laterite at the surface. The deposits started to form in the early Tertiary due to deep chemical weathering under sub-tropical to warmtemperature conditions. Early Tertiary ero~ion surfaces of low relief probably contributed to the predominance of chemical weathering over mechanical erosion. Alteration under present climatic conditions favors the formation of soil from saprolite rather than the formation of new saprolite from peridotite.

THE geophysical scene shifts and alters, the emphasis changes, and new possibilities loom, but the tendency is always towards widening the field and deepening the analytical penetration. Seismic methods have had their heyday, the torsion balance is being displaced by the gravimeter, electrical methods are showing deeper penetration, soil analysis is the newest tool, and gamma-ray logging appears on the horizon. One of the striking features of re- cent geophysical work in the oil fields has been the marked decrease in the number of seismic crews employed. Although the percentage of company crews is believed to have increased appreciably. the sum total has fallen sharply, as shown by the figures for the Gulf Coast area. About two years ago probably over 100 seismic parties were operating there, whereas now there are only about 35. This decrease may be partly due to the low prices of petroleum with a consequent reluctance to spend money to increase crude-oil re- serves but more probably to the fact that reflection and refraction shooting have been carried on so extensively that they have been applied to a large pro- portion of the areas in which they may reasonably be expected to succeed. Some of the earlier enthusiasm, particularly over reflection prospecting, may have erred on the side of over- optimism; some of the present curtailment may be due to over pessimism; but in the opinion of various observers seismic work at the present rate seems to be at it- optimum. It nevertheless remains pre-eminent as a technique for detailing structures in areas where good reflections can be obtained and is the only method that will give accurate depth to definite beds. Results may be poor in certain areas but many regions still remain wherein it can be applied, so that plenty of structural mapping remains to be done by the reflection seismic method.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

When the origin and early plans, of Battelle Memorial Institute were described in this journal in October 1929 by R. W. Gillett the first director, the doors of the laboratory had just been opened and the hope of the founder that the institution serve the world by research for industry still existed only as an ideal in the minds of the thirty or so employees who then constituted the staff. Since that time the country has experienced troublous times. A devastating depression plunged the entire world into an unprecedented period of financial and industrial inactivity; and the slow recovery of the late thirties was soon to be overtaken and overwhelmed in the violence of war. Through this time of stress Battelle has continued to grow. The staff has increased to almost 600; buildings and equipment have been added, until now it stands in a place of pre-eminence in the metallurgical and engineering world.

AFTER the war years, great activity has been shown in geophysical exploration for ore. The appreciation by mining and government geologists of geophysical techniques and results is largely responsible for the popularity of these methods. In Canada, plans are being made to study, by geophysical methods, the structure of a portion of the Pre-Cambrian shield in the hope that such studies will not only give a clearer picture of the geology, but will be of direct aid to the mining companies when selecting areas for detailed prospecting. Five hot spring areas of the western United States show evidences of present day deposition of HgS; two also show evidences of accompanying Sb2S3 deposition. Sulfide minerals are depositing at or near the surface from hot waters that differ for each spring ai:ea in amount and kinds of dissolved matter. All the springs contain dissolved substances that act as buffering agents and that cause increased alkalinity with increasing temperature. Transport of Sb2S3 is possible in H2O and in boron and sulfide solutions. Increasing alkalinity and temperature enhance stibnite solubility. Quantitatively important transport of HgS appears restricted to alkaline sulfide solutions that contain HgS2=. Elemental mercury probably forms in deep hot waters because HgS breaks down into mercury and sulfur above 200°C, and free S is removed by reaction with water. Elemental mercury should accompany HgS2= in solutions that were at 200°C or higher. Cinnabar deposits from saturated alkaline sulfide solutions because of combinations of temperature decrease, dilution, oxidation, and reactions with wall rock: Amedee Hot Springs, Boiling Springs, and Coso Hot Springs are areas in which HgS is the only sulfide deposited. Hot waters at Amedee and Boiling Springs are supersaturated with HgS or transport colloidal HgS. Steamboat Springs waters deposit mainly silica and stibnite, but they have deposited HgS recently. Sulphur Bank waters deposit mostly stibnite and some HgS. The hot-spring waters of all springs represent highly modified deep water. Field and laboratory studies support the concept of transport of HgS in moderately alkaline sulfide solutions as HgS2=. Fluctuating deposition of stibnite and cinnabar reflects availability of sulfide or variations in deep-source HgS and Sb,S,. Silica and HgS dissolve mutually in alkaline sulfide solutions, and cinnabar and quartz would be expected to deposit simultaneously. Free mercury given off by hot-spring waters would impregnate country rocks.

MINING geology, both theoretical and practical, continued to make noteworthy progress during 1938. Mining companies generally, stimulated especially by the improvement in economic conditions during the latter part of the year, extended their workings and developed new ore bodies. Federal and state surveys expanded their search for favorable localities and actual ore bodies, with corresponding enlargement of regional knowledge. Theoretical investigations covered geochemistry of ore deposition, structural control of mineralization, and mineralogy of the ores (chiefly aided by the microscope). More geochemical work is greatly needed: ore searching is still too purely empirical, based on features that have been recognized else- where. The dissolution of gold by cyanide solutions was studied by determining the time required for the solvents to dissolve gold leaf. Minute traces, even 0.5 ppm, of sulphide ion retard the dissolution of gold, and this behavior cannot be accounted for by the presently accepted hypotheses involving oxygen-depletion or thiocyanate formation. On the other hand, traces of the salts of lead, bismuth, mercury, and thallium considerably accelerate the dissolution. The beneficial effect of lead is dependent upon the pH and cyanide ion concentration of the solution.

The pumping operations at the Chief mine have been unique in the respect that for many years the entire flow of water into the mine has been disposed of by pumping into natural underground " caverns" or "sinks." Volumes up to 4000 gpm have been pumped into these caverns with no apparent tendency for the caverns to fill with water, and it has never been proven that any of the water returns to the mine workings. Major pumping operations have been carried on during two periods, the first from 1918 to 1927, and the second from 1942 to the present time.
