The sums given in the accompanying table are those actually paid for material and labor up to about August, 1875; but, as some parts of the machinery were not wholly completed at the starting of the works in September, 1875, the statement cannot be taken as an absolutely correct note of the total cost. A complete description, with engravings of the building and machinery, was given in Engineering, April 26th, 1878, in a paper by Messrs. A. L. Holley and Lenox Smith, to which convenient reference may be made. A detailed list of the construction accounts has been given in a paper, by the present writer, in vol. vi, Transactions of the Institute. A summary is given in the table of the items in each class which enter into the total cost, and also a note of the proportion which each of these items forms of the whole. A concise view may thus he obtained of the facts embodied in the statement as a whole, even though it cannot lay claim to completeness in showing the entire or final cost. An urgent suggestion has reached the writer from a distant country that such statements of cost to be really most serviceable should give the details in days of labor, in weight of iron, and in number of brick, and to this an assent is most cordially yielded. It is true, however, that the mere labor of copying arid compiling these details to such a degree of minuteness, would be very great, and, in any event, the probable difference between the plans of an existing establishment and one projected, would be so wide as to render even so complete a statement of cost of little more real service than the approximate notes given herewith.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

A detailed transmission electron microscopy investigation was carried out in connection with a manganese Hadfield Steel. At small plastic strains, numerous individual intrinsic stacking faults are observed. With increased plastic deformation, the stacking faults thicken into twin lamellae which in turn subdivide the original austenite matrix into smaller domains. The twin boundaries act as strong barriers to subsequent dislocation motion and is in a sense equivalent to grain refinement. It is this "grain refinement" which is believed to be the cause of the very high work hardening rates in the Hadfield Steels. In many cases, especially where an hcp phase is the stable one at low temperatures, the stacking fault energy in fcc metals and alloys decreases with decreasing temperature.' Since stacking faults of the intrinsic type are precursors of both twins as well as the hexagonal close packed structure, both of these entities should become more frequent as the temperature of a fcc crystal is lowered. In the case of the twin, there is no chemical driving force for its formation and it is generally necessary to provide the required driving force by an applied stress, i.e., strain energy. In the case of the hcp structure the transformation from the fcc modification can occur spontaneously (marten-sitically) since a decrease in chemical energy does in fact occur; however, an applied stress will provide an even greater driving force toward complete transformation. Since the transformation products mentioned above occur in an inhomogeneous manner throughout the crystal and since these can act as potential barriers to further plastic deformation2 marked strengthening effects can be anticipated. Also because metal and alloy strenghening is in general proportional to the shear modulus, these effects should be greatest in steels of the austenitic type (y), i.e., the fcc types. Perhaps the two most important steels in this category are the austenitic stainless steels and the Hadfield manganese steels. Both may be quenched from elevated temperatures so as to retain the austenitic states characteristic of those temperatures. The effect of subsequent deformation at lower tem- peratures has a profound effect on the stress-strain curves of these alloys. In particular Fig. 1 shows the compressive stress-strain curves obtained with an 18-8 stainless steel which was quenched from 1850°C after annealing for 1 hr so as to produce all y. As the temperature is lowered, the work hardening rate increases markedly. Although some hcp or c mar-tensite can be generated by plastic deformation as the temperature is lowered,~ it is believed to be a transition phase4 and most of the martensite produced is of the bcc or a variety.3 It is this stress induced martensite which gives rise to the very low initial work hardening at 77°K as can be seen in the stress-strain curve in Fig. 1. Similar low initial work hardening rates have been observed in the stress induced Ni-Ti martensites.5 Fig. 2 shows that an even more rapid rate of work hardening occurs in the Hadfield steels treated in the same way as that described for the 18-8 stainless steels a; the temperature is lowered. It is this ability to work harden to such high stress levels that makes the Hadfield steels particularly suitable for armor plate and heavy construction equipment. However, unlike the case of Fig. 1, no initial low rate of work hardening is observed in any of the curves in Fig. 2. Thus the stress induced formation of any low energy martensite phase in any significant quantity must be ruled out. This observation is in accord with the X-ray findings of Otte.~ On the other hand, small quantities of the E phase have been observed by other investigators using transmission electron microscopy (TEM) above Even more significant was the fact that large numbers of deformation twins were observed in the deformed Hadfield steels,678 which were postulated to be one of the reasons for the high work hardening ability of this class of steels.8 It is the purpose in what follows to discuss a series of experimental observations pertaining to the stress induced transformation in a Hadfield steel and to formulate a dislocation mechanism which adequately accounts for the observed results. EXPERIMENTAL PROCEDURE The stainless steel used to obtain the curves shown in Fig. 1 was of the AISI Type 303 containing approximately 18.0 pct Cr and 8 pct Ni. On the other hand, the Hadfield manganese steel used to obtain the curves shown in Fig. 2 contained between 1.00 to 1.25 pct and 11.5 to 13.5 pct Mn. In all cases the samples were in the form of compression cylinders 0.220 in. in diam and 0.370 in. long. Prior to testing the samples were annealed for a hr at 1050°C and rapidly quenched into a brine solution. This treatment was sufficient to preserve the y phase for subsequent testing at lower temperatures. All samples were compressed in an Instron testing machine using a cross head speed of 0.02 in.

Measurements have been made of the variation of internal friction with temperature for spectroscopically pure silver, and for o series of solid solutions of silver with cadmium, indium, and tin, using a Ke-type torsion pendulum apparatus. Some experiments have also been made to investigate the effect of nonmetallic impurity on grain boundary relaxation in silver. The effect of the alloying elements is to increase the grain boundary viscosity, and to raise the activation energy for grain boundary relaxation from 22,000 cal per mol for pure silver to 43,000 cal per mol for the solid solutions; the same value being obtained, within the limits of experimental error, for all the alloying elements and solute concentrations investigated. Results of the experiments show exactly the same trend as those obtained previously for a similar series of copper solid solutions. They are in agreement with the general theory of grain boundary relaxation developed by Zener and Ke, but do not seem to be in agreement with either of the mechanisms so far put forward to explain grain boundary slip. EXPERIMENTS described in this paper were made as part of an investigation into the effect of alloying elements in substitutional solid solution on grain boundary viscosity, measured by the internal friction method developed by Ke.&apos; The apparatus and experimental procedure have already been described.&apos; Preliminary work was done with spectro-scopically pure silver. Experimental Work Materials Used—All the materials were supplied in the form of % mm diam wire by Messrs. Johnson Matthey and Co. Ltd. The silver and all the alloying elements used were spectroscopically pure. Composition of the alloys is given in Table I. They were all melted and chill cast under the same conditions as the copper alloys. The ingots were rolled to 1/4 in. sq rod with intermediate annealing at 600°C in an atmosphere of cracked ammonia when necessary. These rods were then drawn to wire by standard procedure with intermediate bright anneals at suitable steps in the drawing operations. Specimens from the annealed wires were sectioned longitudinally. mechanically polished, and examined under the microscope. They were then etched and reexamined. Grain sizes were reasonably uniform for all wires, and no traces of a second constituent were observed. The wires were weighed before and after testing so as to measure any loss of the alloying element due to evaporation. The loss was less than the accuracy of measurement—< 0.1 pct of the total weight— for the Ag-In and Ag-Sn alloys, but appreciable loss of weight occurred in the case of the Ag-Cd alloys. The percentage loss is given in Table 11. X-ray diffraction photographs were taken of all thc wires after test to determine whether there was any marked preferred orientation. Results of the examination are given in Table 111. Experiments on Spectroscopically Pure Silver-— Experiments were made on specimens in which the grain diameter was small relative to that of the wire, and on one specimen in which the grains were grown by the usual strain-anneal method to extend across the full diameter of the wire. These large grained specimens will be referred to as single crystal specimens. The wires were annealed for 11/2 hr at 700°C, and experiments were made at two frequencies of vibration, 1.5 and 0.4 vibrations per sec. The variation of internal friction with temperature is shown in Fig. 1. Experiments on a second small grain specimen gave approximately the same results as for the first wire. THE Exposed Treasure gold-mine has, for the past four years, been one of the largest producing mines of Southern California, its annual output having constituted 1 per cent of the total gold and silver production of the entire State. At the present moment the property is idle, owing to the large quantity of water encountered oil the lower levels, which will require the installation of a powerful pumping-plant before operations can be recommenced. Moreover, a prompt change in the character of the ore has occurred at water-level, which makes imperative an extensive campaign of development in the region of the unoxidized ores before a plant adapted to their treatment can be definitely decided upon. The character of the changes encountered in these deeper ores makes the geology of this deposit a matter of importance, not only for the immediate district, but for the desert region of Southern California in general, where many mines exist having in the oxidized belt conditions that, in many respects, resemble those in the Exposed Treasure mine. The deposit is situated in an apparently isolated butte about 2.5 miles south from the town of Mojave, on the Mojave desert; The butte, though apparently isolated, is in fact geologically part of an extinct volcano, known as Soledad butte, which rises out of the plain 1,5 miles SW. of the mine, to an altitude of 4,650 ft. above sea-level. Other buttes also rise from the desert plain toward the south and east, and again to the westward, all being closely related geologically to Soledad butte,-the whole constituting a single system as to origin and time. Since the end of the period of active volcanism in this region, there has been extensive denudation, the ancient plateau having been dissected during an epoch of apparently exces-

A SURVEY of rare metals and minerals for the past year places uranium as one of two partners, the other being the neutron, in what historians will probably say is the greatest discovery in physics at least during the year and probably for a consider- ably longer period. The uranium atom has been made to divide into parts somewhat after the style of reproduction of the amoeba. When an amoeba divides into two parts, however, it produces two amoebae substantially alike and each substantially like the parent: furthermore, there is no considerable change of energy when this happens. When the uranium atom divides it yields other atoms such as barium and krypton with the complete destruction of the original uranium atom but with the liberation of a tremendous amount of energy. This will be discussed more at length later.

IT is to be hoped that no casual reader will erroneously refer to the latest publication&apos; of the Division of Public Relations of the American Petroleum Institute, as being "Petroleum Facts and Fancies." The facts are so faithfully derived and the figures are so authentically sponsored by the highest sources that no person can read this valuable volume (287 pages and numerous tables) without being convinced that every- thing therein set forth is "the truth and nothing but the truth." Yet, having read the volume from the perspective of the world&apos;s petroleum industry and with a critical attitude that comes from years of study of the subjects discussed, I find myself tempted to cogitate and to envisage a few of the fancies that come to mind as a fitting sequel.

IRON and copper are mined in the Lake Superior district. The iron mines of the district have the best safety record for that industry in the country as a whole, while the copper mines of the district rank second in two of the four years recorded (Table 1). In Utah copper comes mainly from open-pit mines, which enables that state to lead easily in safety. All of the Michigan production comes from deep under-ground workings. About 60 per cent of the iron miners in St. Louis County, Minnesota, are employed at open-pit mines; this favorably affects the combined open-pit and underground accident-frequency rate, as this county pro-vides most of the Minnesota-mined iron ore. In Michigan, however, there are few open-pit mines, the bulk of the production coming from underground mines, while all of the Wisconsin production, just across the state line from Michigan, is from underground mines. In spite of the fact that fewer mines in Michigan use the safer open-pit method, the iron-mining industry of that state maintained a consistently low record from 1931 to 1934; however, it was many points behind its nearest com petitor, Minnesota, with its much greater production from open-pit mines.

ALTHOUGH the stocks of Lake Superior iron ore on dock or at furnaces at the beginning of the year were about 6,000,000 tons less than at the beginning of 1938, the steel industry was operating at only 52 1/2 per cent of capacity and continued at approximately this rate to about Aug. 1. Consequently the iron mines in the Lake Superior district during the winter and spring period were almost all on a curtailed production basis, governed mostly by the needs of the communities rather than by anticipation of ore demands. Many of these properties gave extra employment by prosecuting heavy strip- ping programs, and the underground mines by shaft sinking and rock development. All underground mines re- turned to full operation in September, mostly two-shift, five days per week. A few operated the sixth day. The ship- ping schedules were increased so that the actual delivery for the year exceeded early expectations by about 20 per cent. Final Lake shipments were slightly in excess of 45,000,000 gross tons.

The reaction between liquid zirconium and graphite at temperatures above 2000 °C has been investigated. The reaction products were found to be carbon-saturated zirconium metal and ZrC which formed between the graphite and the metal. Parabolic growth behavior was observed for the ZrC Phase at all temperatures of this investigation. The parabolic growth constant at temperatures between 2000° and 2860°C was measured to be 1.83 exp 84,300/RT) sq cm per sec. The reaclion mechanism was proposed to be the rapid carbon saturation of the liquid metal and the formation of ZrC at the metal-carbide interface with diffusion of carbon through the ZrC, the "rate - determining step" of the reaction. The concentration-independent diffusion coefficient of carbon in ZrC, (DZrC), was expressed as 0.95 exp? 78,700/RT) sq cm per sec. This value mas calculated using the temperature-invariant ZrC phase fields proposed in the literature. The [ZrQiq)] — [ZYQiq) + ZrC] phase boundary over the temperature range 2000° to 2800°C was determined and the ZrC + C eutectic temperature was found to be 2890° ± 50°C. ThE Group IV and VB transition-metal refractory carbides are of interest because of their high melting points, high temperature strength properties, and relative inertness in certain corrosive environments. The present-day understanding of these materials, however, is limited by the general unavailability of accurate and reliable physical and chemical property data. This is due primarily to the difficulties associated with the preparation of suitable, high-density, high-purity carbide samples, and the achievement and control of uniform high-temperature environments. Accurate measurement of temperature is also an important factor limiting the reliability of reported data. The Zr-C reaction was selected for investigation because of the high melting point (>34000C) and favorable nuclear properties of the reaction product, ZrC. The direct reaction method afforded an opportunity to obtain kinetic data on the fully dense carbide. In this paper, layer-growth techniques were used to estimate the diffusivity of carbon in ZrC and to investigate the phase equilibria in the Zr-C system at temperatures above 2000°C. EXPERIMENTAL PROCEDURES AND DATA Crystal bar zirconium (99.9 pct Zr), purchased from the Nuclear Materials and Engineering Corp., and ZTA graphite (99.9+ pct) were used in this study. The analyses of the materials are listed in Table I. A schematic of the high-temperature carburization apparatus is shown in Fig. 1. The sample was a zirconium metal charge in a 1/2 -in.-ID graphite crucible which was capped with a tightly fitting graphite stern. The crucible and stem were designed to closely approximate black-body conditions. The graphite crucible was packed in lampblack (outgassed 1 hr at 2100°C) which provided insulation and thermal stability to the system. The inert atmosphere was maintained by a constant flow of high-purity argon or helium gas. The nozzle-diffuser section on the top flange was sufficient to prevent back-diffusion of air into the system. Chemical analysis of the carburized samples revealed oxygen and nitrogen concentrations of less than 44 and 20 ppm, respectively. The sample was heated by induction with a Westing-house 5 kw-450 kc power source. Temperature was measured with a Milletron two-color pyrometer which was sighted into the crucible by reflection from an overhead front surface mirror. Optical losses due to glass absorption and light reflection at air-glass interfaces were minimized by the employment of the dynamic-gas seal. It was found that no correction was required for the front surface reflector. The pyrometer was calibrated periodically against a U.S. Bureau of Standards tungsten ribbon secondary standard. Temperatures inside the crucible were also calibrated against the Zr-ZrC eutectic (1850°C)1 and the Nb-Nb2C eutectic (2335°C)2,3 temperatures and agreed to within ±10°C of these values. Naturally, the chief purpose of these structures is to house and support the equipment and other things necessary for or incidental to the conduct of production. hence most of the features of the design were developed to suit these particular conditions; however, several are so generally applicable as to warrant description.

Cook, Pottstown, Pa.:—Many friends and acquaintances seem to be under the impression that the Warwick Iron & Steel Co. received a&apos; license from Mr. Gayley, free of cost, as an inducement to adopt the process. This impression is not correct, since the license was paid for, and I think it was the first payment that Mr. Gayley received for the use of his process. As president of the Warwick Iron & Steel Co., I am responsible for its earnings, and with only the experience at the Isabella furnaces as a guide, the directors of the company considered that there was a great risk in expending the large sum of money required for the plant. They, however, acted favorably upon my recommendation, and to this extent I am responsible for the installation at the Warwick furnaces. I made the best agreement possible with Mr. Gayley, and naturally our company received certain advantages. It will be contrary to all experience if subsequent plants do not show some improvements and economies in construction. It is to our indirect benefit that all subsequent licenses granted by Mr. Gayley should be charged at a much higher rate than we paid; and I trust that he will see to it that all such licenses granted, especially to companies making merchant iron, shall be at a maximum figure. The Warwick Iron & Steel Go. is not interested in any way in exploiting the merits of the Gayley dry-blast process; on the contrary, looking at the subject from a narrow and selfish standpoint, it is to the advantage of our company that no merchant blast-furnace competing with our iron-product should be equipped with a dry-blast plant. An analysis of the wash thickener-two stage filtration circuit was undertaken to quantitatively describe the circuit performance. On the basis of information developed in this study, the factors of major importance in reducing soluble loss are: filter wash, wash zone size, filter capacity, filter feed pulp dilution, blow back, filter cloth, water to repulp, water to primary wash, water to feed pulp and thickener underflow. The wash thickener-two stage filtration circuit has been used in many hydrometallurgical plants to separate solute from leach solids. As many as 20 to 30 plant operating variables determine the performance of the wash circuit and hence the soluble loss. The complex relationships of these variables, with each other and with soluble loss, make the evaluation of their effect on mill performance difficult. An analysis of this type of circuit was undertaken to quantitatively describe the circuit performance. THE CIRCUIT The diagram in Fig. 1 represents the operation of the wash thickener-two stage filter circuit. This circuit provides for counter current, cross current or for a combination of countercurrent-cross current operation. The feed pulp stream, J, is intended to include any solution or water, other than primary and secondary filtrate, which enters the wash thickener. Except for filter washing, the operations in the circuit are simple mixing operations which can be described by material balance. The concentration of solute in the filtrate and cake solution after application of wash liquor cannot be described by simple material balance. The displacement washing equation, derived by Rhodes1 and extended by Choundhury and Dahlstrom,2 appears to best describe this case of miscible displacement in porous media. In a useful form, it is

Identification of the kinds of orientation relationships that may exist among crystals is an important problem in the metallurgical field. As an aid to its solution standard orientations of several orders of twins would be very useful for rapid analyses to discover high-order as well as low-order twin relationships. Although data have been published that give orientations for three generations of twins, these data are not readily useful in the form presented; i.e., in a stereo-graphic projection with one pole per orientation.&apos; However, accurate data based on calculations of the positions of all {1001 planes for such groups would be very useful when presented in tabular form. Therefore, calculations have been made for a group of four orders of twins and the data are listed in Table 3. Illustrative applications are considered briefly, with the idea of pointing out what may be done with large groups of orientations. Method of Computing Orientation OF a Twin It is common practice to describe the orientation of a crystal in terms of the positions on a stereographic net of the poles of certain planes of the crystal. A single position on a net may be given in terms of two angle variables, two sets of which appear in the following equations: Polar Net Wulff Net x = , sin ?p cos Fbp x = r COS ?w y = r sin ?p sin Fp y = r sin ?w cos Fw % = r cos ?p z = r sin ?w, sin +, The three numbers z, y and z determine a length r as well as a direction (0, 4) in an X, Y, Z coordinate system. In the present case, r will be set equal to (h2 + k2 + L2)1/2, where h, k and I are the usual Miller indices for a crystallographic plane, a restriction that facilitates determination of the positions of poles of new planes from those of old or known ones,2 as will become evident later. Furthermore, since twinned lattices have certain planes in common, it is an easy matter to determine the orientation of a twin of a crystal if the orientation of the crystal itself is known. We start therefore with a crystal of known orientation (positions of three {Ioo} poles given) and determine where the cube poles occur in first, second, third and fourth-order twins. Methods for identifying twinned lattices and for making the calculations to find the orientation of a twin have been published.3,4&apos; Reference 4 will be illustrated in the calculation of the orientation of a twin, even though this method differs from the one used by the writer in obtaining the following data on four orders of twins. THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic condi-tions.are ideal except for a three months rainy season. The company generates its own power for mining and milling opera-tions with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The com-pany also furnishes free living quarters, hospitalization and work-men&apos;s compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands.

The plan recently started for the organization of a Division of Re-search and Statistics in the American Petroleum Institute will probably shortly be consummated. It is proposed to expend $500,000 annually for this research work. The organization&apos;s work, as now outlined, pro-vides for a Technical Director, who is to be in general charge of all the work. He is to be assisted by Consulting Technical Experts, who are to be distinguished specialists in the industry and are to serve without pay. In addition, there is to be an advisory committee made up of one representative from the Bureau of Standards, Bureau of Mines, Geo-logical Survey, American Institute of Mining and Metallurgical Engi-neers, Society of Automotive Engineers, National Automobile Chamber, of Commerce, American Society for Testing Materials, American Chem-ical Society, and the National Research Council. This committee is to meet regularly to discuss the problems of the petroleum industry. An engineer and chief economist are to assist the Director.- The econ-omist is to be in charge of statistics, economic phases of the industry, and publicity. It is the intention to centralize in the Institute all infor-mation that may be required by the States or Federal Government, which would be of value to members of the Institute. This includes prices of crude oil, refined products, and natural gas. In open pit mining, as in other industries, it has I become necessary to improve operating efficiency in order to combat higher labor and supply costs. Moreover, orebodies are becoming leaner, pits are getting deeper, stripping ratios are increasing, and hauls are getting longer. There has been a steady increase in size, speed of operation, and reliability of the various machines involved in breaking, loading, and hauling ore. Changes have seldom been radical but are rather the result of steady improvement. Drilling: Notable advances have been made in the use of rotary drills and air powered percussion drills for blasthole drilling. Several hundred of these machines are now in use as replacements for churn drills in softer rocks such as limestone and shale. Their application to hard rocks such as iron ore and taconite is under current investigation, but in the Lake Superior iron mining district, open pit blast-hole drilling in ore has been accomplished almost exclusively by standard churn drilling. The only recent advance has been the use of larger machines drilling 9-in. holes. This has increased drilling speed somewhat and allowed wider hole spacing, with consequent cost reduction.

VARIOUS suggestions as to proper fees for engineering services have been put forth by individual practitioners and by the American Institute of Consulting Engineers, the Connecticut Society of Civil Engineers, the Iowa Engineering Society and the Mahoning Valley (Ohio) Engineers, for the guidance of both the engineer and his client. The American Institute of Architects also has a schedule of minimum charges (revised 1908). So far as can be determined, however, the four national societies representing civil, mining, mechanical and electrical engineering have never given consideration to this question. An examination of technical periodicals published during the past decade shows that these schedules make provision for three methods of charging; i.e., (A) a percentage of the cost of the completed project; (B) a per diem rate; and (C) a fixed sum. HARD as it is at any time to provide more than three million tons of coal each year for power plants, the task really gets rugged in the wintertime when the fuel freezes solid in the cars. At the Marysville plant of the Detroit Edison Co. the problem of unloading cars of frozen coal was severe because there was an unloader over only one of the two tracks in the coal unloading house. Moving downward by their own weight, with no driving force to aid them, the spuds of this old unloader were unable to break through the crust on a frozen coal car. 20,000 Lb Force To meet this problem, a new mechanical car unloader was installed over No. 2 track and placed in service in December 1947. It is a Kenney type unloader built by Heyl & Patterson, Inc. of Pittsburgh, Pa., a modification of equipment originally designed to unload iron ore cars. The major advantage of this unloader is the force with which it can drive the sharp spade on the end of its ram down through the pockets of a frozen coal car. The unloader consists of the following major units: 1. A traveling bridge structure. 2. A traveling trolley. 3. A retractable and oscillating ram. 4. The operators cab and controls. The bridge is provided with safety hooks to prevent its being lifted from the rails by the upwards push of the ram. The bridge will travel 190 fpm and has sufficient traction on its four wheels to move three loaded 70 ton cars. The trolley runs on tracks supported by the bridge girders and also has upper tracks to control the push from the ram. Two of the single-flange trolley wheels are driven by a one and a quarter hp dc motors equipped with magnetic brakes. The ram is raised and lowered by a 20 hp dc motor equipped with a magnetic brake. A full stroke of a little over 14 ft is given the ram through its rack and pinion drive and the spade can be pushed down into a loaded car with a force of about 20,000 lb. A 15 hp dc motor with a magnetic brake is applied to this drive and is able to swing the ram 45º either side of the vertical. The usual procedure in emptying a coal car is first to drive the sharp spade down through the coal until the pocket is opened and the coal starts to run out the hopper. When all the hoppers are open, the sweeping action of the ram and spade is used to move the remainder of the coal in the car over to the open hoppers. The travel of the trolley permits cleaning the sides of a coal car with the edges of the spade, using the sweeping motion of the ram. It is still necessary to clean out the corners of the car by hand. Final Clean-Out This unloader was a new development and there were improvements to be made before it was completely satisfactory, such as reduction in speed and conversion to ac drive motors. However, it helped at Marysville and unloaded many frozen cars that would have taken a lot of heating to thaw out enough for the old unloader to handle. The mechanical coal unloader described above was a considerable improvement but still left a job to be done by hand-the final cleaning out of the coal cars. The ram had the ability to open a hole through the hopper cars, but did not meet required unloading speed. To eliminate hand cleaning a car shakeout, manufactured by Hewitt Robins, Inc. was added to the installation. This equipment is used to clean the coal car out after the unloader has provided an
