Introduction Oil shale deposits have been exploited in various countries throughout the world, but generally with government aid. The oil-shale industry of Scotland perhaps is the oldest and best-known; the largest was conducted in Manchuria by the Japanese during World war 11 as a source of liquid fuels for military uses. In general, foreign oil-shale deposits that have been exploited are much lower grade than those in the western United States. Considerable interest began to be shown in western oil shales in 1916; the peak of activities was in 1923. The catlin operation, near Elko, Nevada, perhaps was the nearest approach in this country to an oil-shale enterprise on a commercial scale. Over 100 companies were formed, ostensibly for exploiting the oil shale; a large number of them, however, proved to be stock promotions only, which gave the embryo industry a black eye. The Bureau of Mines operated an experi-mental oil-shale retort plant near Rifle, Colorado, from September 1926 to June 1927 and again from April 1928 to July 1929, after which the plant was dismantled. By this time the East Texas oil fields had come ill and the country lost interest in substitute liquid fuels. During World War II the Nation again became concerned about the magnitude of its petroleum reserves. Congress (April 1944) directed the Bureau of Mines to build and operate demonstration plants to produce synthetic liquid fuels from coal, oil shales, and agricultural and other products; a five-year Program was authorized. *' a part of this program the Bureau of Mines has built, at Anvil Points near Rifle, Colorado, a retort plant and develOped an experimental mine to supply the plant with oil shale. Plans call for an uninterrupted flow of broken oil shale from the lace in the mine, through crushers, through the retorts and thence to the disposal dump. The disposal of the spent shale in the Ride area should present no unusual problem. The past year has had no revolutionary change in the process of petroleum refining, although there have been improvements and developments in practically every phase of operation, due largely, perhaps, to economic pressure. A few years ago, a Mid-Continent skimming plant using 35 gravity crude obtained 28 per cent. gasoline and naphtha; 9 per cent. kerosene, and the remaining yield gave gas oil and fuel oil. Figuring manufacturing cost, but not including sales, transportation, overhead and depreciation, the realization was $1.45 per bbl. of crude. Today, a thoroughly modern and up-to-date skimming plant, having all latest equipment, shows a realization of $1.74 per bbl. on the same basis. Thus it is evident that progressive developments have taken place in the last 2 or 3 years when potential earnings have been increased about 20 per cent. The average refiner is compelled to exert his utmost ingenuity in order to operate with a profitable margin. He has two factors to consider—recovery of maximum yields of profitable oils and the reduction of operating expenses. For the past 8 years, the margin between price of gasoline and cost of crude has grown narrower, constantly. Both these prices are determined by external conditions and not by the refiner himself, but the refiner might have been able to increase that margin had he more carefully controlled his output, limiting his production of light oils to current consumption. Be that as it may, this same economic pressure has given impetus to progress in improvements of primary distillation equipment, including stills, towers and heat-saving devices. A pipe still and bubble cap fractionating equipment can now replace a battery of shell stills, giving better yields, better control, elimination of rerunning and lowering of operating costs. The most recent pipe stills are being equipped either with radiant-heat furnaces or air-preheating systems and improved heat exchange equipment. One of the most interesting as well as important factors connected with the petroleum industry is the consumption of motor fuel. A few years ago we always spoke of "gasoline," but when natural gasoline and benzol became more important it seemed desirable to include all of these products in the petroleum statistics and so there was adopted the term "motor fuel," which embraces these three products in their entirety. Gasoline always included all stove and motor gasolines, high-grade naphthas, cleaning naphthas, solvents, varnishmakers' and painters' naphtha and gas-machine gasoline. "Motor fuel" includes all of these products also; therefore, technically the term "motor fuel" is incorrect, but as the total quantity of these non-motor naphthas is small their inclusion does not distort the results to any appreciable extent. When the Federal Oil Conservation Board appointed its first semiannual forecasting committee early in 1930 to project the demand for gasoline and crude oil into the year 1930, it was necessary for that committee to formulate a method of forecasting. It adopted the system in use by some of the oil companies at that time, of using automobiles and per-car consumption. Six months later the American Petroleum Institute also formed a committee for forecasting, which adopted the committee principle of asking each member to produce his own forecast of demand by any method he thought best and to give a full explanation to the committee. The result of the latter method was to get the benefit of as many different methods of forecasting demand as there were members. The writer does not recall any two members ever using exactly the same method. By studying the different forecasts and their methods, there evolved a composite opinion, which was presented to the industry as the committee's estimate. The same method has been followed by the American Petroleum Institute or Planning and Coordination Committee ever since.

WITH all the advantages of handling bulk materials by means of belt conveyor also go some problems, one of the most persistent being that of cleaning. When sticky materials are being carried; the build-up of material on the return idler rolls results in difficulty of belt training. Much attention has been given to the problem of cleaning conveyor belts, and a great variety of cleaning devices have been developed. Even the best involve troublesome maintenance, and none can completely remove the fine particles imbedded in the belt cover, which cause rapid wear of the return idler rolls, and at the same time, of the belt cover as well. One of the major rubber companies has been promoting a two-way belt system, in which the conveyor belt is given two successive 90" twists at each end to enable it to carry material in both directions simultaneously. For many years the flat belt transmission industry has installed quarter-turn and half-turn twists in countless numbers of instances. While quarter-turn and half-turn twists in transmission belts is a familiar application, the 180" twist apparently has never been previously attempted with a conveyor belt. About a year ago, two officials of the National Iron Co. of Duluth, Lester and Lewis Erickson, proposed twisting the return run of a conveyor belt on an installation that they were designing for one of the major iron ore producers. Since then the soundness of the idea has been demonstrated, both in theory and by practical test, with the result that the installation of two conveyor belts involving the twisting of the return run is now under way. These two installations are designed to have the return run of the conveyor belt twisted 180" as it leaves the snub pulley at the head drive. The clean underside of the belt is thus placed against the idlers on the return run as well as on the carrying run. Just before it enters the tail pulley, the belt will be twisted an additional 180°, restoring it to its normal position. Because this twisting of the return run of a conveyor belt is a radical departure from accepted practice, an elaborate and extensive test was conducted early in 1950 to demonstrate that this twisting of the return run could be done successfully, also to establish application data for accomplishing this twisting, and to determine if any special equipment would be required. In studying this concept of twisting the return run of a conveyor belt, a number of problems need to be solved, primarily the ones brought about by deliberately introducing an unequal distribution of stress across the conveyor belt and controlling that maldistribution of stress, while confining it to the return run portion. The tension conditions existing in the return run of a conveyor belt are clear to all designers. First, the return run carries the initial or slack side tension of the conveyor belt, the tension that must be supplied to the return run to provide proper frictional contact between the belt and the driving pulley so that the necessary power can be transmitted from the driving pulley to the belt without slippage. This slack side tension is supplied to the belt by means of takeups, either of the gravity type, which can be vertical or horizontal, or by means of the screw type. With inclined or declined belt conveyors the slope tension also must be considered, which is the tension imposed by the weight of the belt hanging from the top pulley. This slope tension frequently can furnish part or even all of the initial tension required. The maximum value of the slope tension will be at the top pulley, and it decreases in direct proportion to the length. In addition to the foregoing, it frequently is desirable to impose arbitrarily additional slack side tension to provide sufficient tension at the loading point at the tail, so that the belt will adequately support its load between the carrying idlers. Design Conditions for Twisting A number of design conditions exist, which must be satisfied successfully to accomplish the twisting of the return run without exceeding normal working limits in any portion of the conveyor belt. It is obvious that the belt edge, in its relation to the center of the belt, must stretch in making a twist, because as the twist is accomplished, the belt edge travels through a longer path than does the center of the belt. It is further obvious that if the edge of the belt is stretched, a redistribution of stress in the belt is required to allow this edge stretching. Moreover, this stress will be unequal across the width of the belt, having a maximum value at the edges, with a minimum value at the- center of the belt. With correct initial tension in the return run of a conveyor belt, the existing slack side tension will be unequally distributed when a twist is introduced. During the early history of the Lake Superior district, tamarack timber was used almost exclusively in the wines. It had the strength and lasting qualities necessary for a satisfactory mining timber. But about fifteen years ago the tamarack trees were attacked by a blight which killed nearly all of them so today no tamarack timber is available. Hemlock, spruce, and poplar have neither the necessary strength nor the lasting qualities for mining timber, but a large supply of maple and birch is available. These have ample strength but, when placed underground, fail by decay in about three years. This means that, instead of replacing the timber sets once in fifteen years, it must be done five or more times in the same space of time which involves not only incraesed timber costs but more important, an increased labor cost.

THE relative temperature distribution within a coke oven and among the ovens in a battery can be obtained automatically for the operator's guidance by sighting a total-radiation pyrometer on the face of the coke as it is pushed out, and recording the surface temperature. Keeping the instrument clean and keeping its view of the coke unobstructed by smoke and dust are the principal problems. Typical records from three plants are presented in this paper, showing that the temperature patterns are reproducible. DEVELOPMENT OF METHOD The method of coke pyrometry described in this paper was introduced in 1936 by E. A. Lee, then Assistant Superintendent, now Superintendent, of the Coke Plant at Lorain Works, National Tube Co., Lorain, Ohio. At the request of the Coke Committee of the United States Steel Corporation, the Research Laboratory of the Corporation undertook to adapt the method to the somewhat different conditions met with at the Gary Works of the Carnegie-Illinois Steel Corporation, Gary, Ind., and at the Clairton Works of the same Corporation at Clairton, Pa. This work was done in cooperation with the Leeds and Northrup Co. of Philadelphia and later with the Brown Instrument Co. Division of Minneapolis-Honeywell Regulator Co., Philadelphia. We of the Research Laboratory wish to express our appreciation of the courtesies extended by Mr. Lee, by A. N. Cole, Superintendent of the Gary coke plant, and by D. P. Finney, Assistant General Superintendent in charge of coke-plant operations at Clairton. We are also indebted to the instrument companies for the loan of a part of the equipment. At Gary and Clairton the instruments were installed and various experiments were made by J. W. Bain, of the Research Laboratory of the United States Steel Corporation. PYROMETRY OF COKE The coke inside a by-product oven is almost completely inaccessible to pyrometric instruments. The temperature in the walls can conceivably be measured with thermocouples, but the atmosphere is usually strongly reducing, a condition well known to be destructive to the accuracy of the customary high-temperature couples. In some plants, periodic readings are taken with an optical pyrometer sighted into the top of the combustion flues. This is a useful measure for safety and general control, as it tends to prevent the damage that would result from overheating of the ovens. It does not, however, tell much about the temperature of the coke itself, because of the continually changing gradient in the wall between the coke and the combustion chamber. The best indication of the temperature of the coke itself must therefore be obtained by observation of the product as it is pushed out of the oven. The human eye is very sensitive to variations in brightness of a surface, and particularly to differences in brightness over a continuous hot surface.

INTRODUCTION The Zinc Corporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) mines are situated at Broken Hill, New South Wales, Australia (refer Fig. 1). Both companies are wholly owned subsidiaries of Australian Mining and Smelting Limited (AM&S). Annual production from both mines is 2.3 million tonnes of lead, silver and zinc ore mined by a variety of underground methods. From 1911 to 1968, conventional overhand cut and fill stoping (both open and square set timber) was used almost exclusively, though some trials with shrinkage and sublevel stoping were undertaken. The trial stopes used short holes in conparison with today's sublevel open stopes. Mechanised cut and fill methods with regular rockbolt support were introduced in the early 1960's and undercut and fill stoping replaced square set timber stoping for pillar extraction in the late 1960's. Since 1968, increasing emphasis has been placed on longhole open stoping (LHOS) although some areas of the orebodies are comrnrnitted to the abovemehtioned methods since existing stope development makes it impracticable to change. In 1979, approximately half the total production was mined by LHDS and it is expected that the LHOS proportion will increase in the future. A vertical crater retreat method of longhole mining has also been successfully introduced to replace the undercut and fill stoping of some pillars and it is expected that this stoping method will be used in some future primary ore extraction. This paper reviews the progress of LHOS technology at ZC/NBHC with emphasis on the stope planning and design process and the importance of rock mechanics applications. The objective has been to maximise the primary extraction of the orebody giving due consideration to stability and safety. This has led to the design of a novel sloped wall longhole stoping method which should eliminate the formation of pillars by mining the orebody in a "continuous" manner incorporating a sloped sand interface between the blocks of ore being mined and the previously mined sandfilled stope. The expected results include the complete extract of the orebody without the formation of pillars and with minimal dilution of ore with sandfill. The evolution of the method can be best illustrated by following the mining progress of the relatively new Southern 'B1 Lode orebody at the NBHC mine. GEOLOGY Southern '8' Lode is the southern extension of the 'Bt Lode orebody, which is currently being mined further to the north in ZC/NBHC (refer Fig. 2). The ore block being developed and stoped extends for a vertical height of 90 metres from No. 17 level down to approximately ten metres above No. 19 level. The ore minerals are sphalerite and galena with the zinc:lead ratio averaging approximately 3:l with a minor amount of silver associated with the galena. There is a sharp contact between the ore and the country rock on the footwall and keel, while the hanging wall gradates into medium and low grade material. The gangue is primarily quartz together with garnet, biotite, feldspar, gahnite, sericite and minor apatite. In various horizons within the orebody, grey feldspar, quartz and garnet pegmatites occur as stratiform layers. The ore and country rock are competent with some inconpetent boundaries.

Observations were made of the distribution of mercaptan containing S35 between aqueous solution and mineral and between aqueous solution and the gaseous phase. Although equilibrium may not have been attained, adsorption of the reagent was shown to occur reasily from air or aqueous solution on sphalerite, zincite, and willem-ite and to correspond to flotation. Adsorption on quartz did not similarly occur. THE following results, presented here in condensed form,' were obtained in a preliminary study of the adsorption of n-hexane thiol, hexyl mercaptan, on sphalerite, zincite, willemite, and quartz, from aqueous solution and from a gas. Interest in this subject was aroused by a Belgian report' of effective use of hexyl mercaptan for flotation collection of oxidized zinc minerals. The relatively low boiling point, 149°C, of the mercaptan3 suggested the desirability of extending the usual measurements of partition of collector between aqueous solution and gas and between gas and mineral. It is believed that this paper presents the first measurements of this type on a flotation system. Attempts were made to carry out the measurements at equilibrium, but as the work progressed it became increasingly doubtful that this desirable condition had been achieved. To control composition and extent of the gas phase, the apparatus was a wholly-enclosed thermally-controlled glass system. Because of these constraints and the desirability of dealing with pure minerals, a scale of operations was chosen in which a few grams of deslimed mineral were used in each test. It was also necessary to choose a particularly sensitive method for mercaptan analysis, and in fact a method that would permit the experimenters to follow the approach to equilibrium. For these reasons mercaptan marked by radiosulphur 35 was used. An analysis was made for the radiosulphur by a modification of the method of Gaudin and Carr. Coarsely-crystallized sphalerite was handpicked, stage-crushed in the dry state, wet-screened on a 200-mesh sieve, and deslimed in water at about 5 microns. Further treatment consisted of a wash in dilute aqueous hydrogen peroxide, drying, removal of the dark-colored fraction in a Frantz magnetic separator, washing in very dilute hydrochloric acid, repeated washing in distilled and conductivity water, and drying. The last washings showed a conductivity equivalent to a few ppm NaC1, that is, much more than would be provided, theoretically, by a saturated ZnS solution. The material was stored dry in sealed bottles. Analyses were as follows: Zn, 62.3 pct; Fe, 0.43 pct; Cd, 0.44 pct; S, 31.2 pct; Mn, 0.001 pct. The specific surface (BET method) was 2000 cm2/g. Zincite from Franklin furnace of the New Jersey Zinc Co. was hand-picked, dry-crushed, wet-screened at 100 mesh, and deslimed at about 10 microns. After drying, the associated zinc, manganese, calcium, and silicate minerals were removed in a Frantz magnetic separator. The purified zincite was washed in distilled water and conductivity water to a conductance of less than 2 ppm equivalent NaC1, dried, and stored. Analyses were as follows: Zn, 75.1 pct; Fe, 0.9 pct; Mn, 2.78 pct. The specific surface (BET method) was 1740 cm 2/g. Willemite, also from Franklin furnace, was purified similarly. Analyses were as follows: Zn, 52.5 pct; Fe, 0.12 pct; SiO², 27.3 pct; loss on ignition, 0.13 pct. The specific surface was 1760 cm 2/g. Conductivity water (double-distilled) and demin-eralized-distilled water were used in most of the tests. The specific resistance was not less than 600, 000 ohms, and usually above 1,000,000. Radiosulphur-marked hexyl mercaptan (1-hexane thiol) was synthesized by Tracerlab, Inc., Boston. Two lots were secured several months apart. The last lot, consisting of about 0.5 g of the mercaptan, had a total activity of about 10 millicuries. Tracerlab Co. guaranteed only the activity; hence a quasi -vapor pressure determination (based upon an S analysis) of the mercaptan was made. The calculated value, 4.2 mm of mercury at 25.5' C, has been compared with that of a sample of Highest Purity 1-hexane thiol from Fisher Scientific Co. The latter had a vapor pressure of 4.5 mm of mercury at 2.5 C. Analytical Procedures The sample containing radiosulphur-marked mercaptan was oxidized to convert the mercaptan sulphur to sulphate, carrier barium sulphate being added to provide a suitable quantity of total barium sulphate in a filter cake. The precipitate was filtered and dried, and counting was carried out either in a streaming-gas (Q-gas) counter for high sensitivity or with an end-window G-M counter for convenience. The oxidized and precipitated mercaptan gave a radioactive count of 65 counts per minute per microgram in the end-window Geiger-Mueller counter and 1100 counts per minute per microgram in a Q-gas counter. For standardization of the mercaptan solution, 15 replicate analyses were made. The average deviation per measurement was about 1600 cpm in 65,000 cpm, the probable error in the mean being 275 cpm. FLOTATION requires the existence of a definite contact angle. This contact angle, the surface tension of the solution, and adsorption at the solid-fluid interface are quantitatively related. Adsorption of dodecylammonium acetate on hematite was measured for a wide range of concentrations of reagent in solution. Similar measurements for quartz have already been made. Contact angle measurements were then made on polished surfaces of hematite and of quartz immersed in aqueous dodecylammonium acetate solutions, and a functional relationship was sought between adsorption density at the mineral-solution interface and the contact angle. Finally, the surface tension of the aqueous amine acetate solutions was measured. These data were combined to give an evaluation of the work of adhesion for the three-phase system. Specular hematite was crushed and then ground dry in a laboratory porcelain mill, with flint pebbles, to pass a 200-mesh screen. The ground product was sized in a Haultain infrasizer, and one of the granular sizes (cone No. 3) was used in all adsorption tests. A hand magnet was used to remove magnetite and abraded iron. Quartz was removed in a Frantz isodynamic magnetic separator. The purified hematite was leached in aqua regia, washed with distilled water until the washings appeared free of electrolyte by conductance measurement, dried in a low-temperature oven, and stored in a pyrex container. The specific surface of the closely sized hematite was determined by the krypton gas adsorption method.' Three measurements gave an average value of 1350 sq cm per g. Chemical analysis showed Fe -69.37 pct, insol = 0.72 pct. The quartz used in the flotation tests had been prepared by Chang" for an earlier investigation. Demineralized distilled water was used for all test solutions. Dissolved salt content was of the order of 0.03 ppm, expressed in terms of sodium chloride, as estimated from conductance measurements. Dodecylammonium acetate was obtained from Armour & CO. in two forms, the unmarked compound and a preparation marked by carbon 14 in the hydrocarbon chain of the aminium ion. Specific activity of the active salt was 0.134 millicurie per g. The important physico-chemical constants for the primary amine salt have been reviewed by de Bruyn. The calculated effect of hydrolysis of amine salt on pH of aqueous solutions and the effect of pH on the distribution ratio of the alkylammonium ion to free amine are of particular interest. All other chemicals used in this investigation were of analytical reagent grade. A column method' was used for adsorption work. Attainment of equilibrium distribution in the adsorption column depends on the solid-solution contact time, hence upon the volume of solution passed. It was assumed that contact time required for equilibrium would be a maximum for the lowest reagent concentrations. On this premise it was demonstrated experimentally that the passage of 500 ml of solution through the mineral bed was adequate. An aliquot (1 to 5 cc) of the solution to be analyzed was transferred to a small pyrex cup and allowed to evaporate to dryness at room temperature; 4 or 5 mg of unmarked amine acetate were added to the dried sample and the cup and its contents were transferred to the combustion system for analysis. Evaporation at room temperature must be emphasized, as even slightly elevated temperatures result in loss of reagent. A laboratory model G Beckman pH meter equipped with a glass electrode was used to measure pH of amine acetate solutions. The technique of internal gas counting of radioactive carbon dioxide in a Geiger-Muller counter was used. Developed originally by Brown and Miller,- his method was adapted to the analysis of carbon-14 marked flotation reagents by Chang, de Bruyn, and Bloecher. nalytica1 method and procedures have been described in detail by Bloecher.' Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. This paper is devoted chiefly to the coal-fields of the western part of the province of Chili and the eastern part of the province of Shansi; but the outline of this belt will give some idea of the extension of the coal-fields over northeastern China. This part of China is topographically divided into: (1) the mountainous peninsula of eastern Shantung; (2) the coastal plains, extending W. and SW. from the gulf of Pechili; and (3) the mountains and table-lands N. and W. of the coastal plains. The plains extend N. and W. from the gulf to within from 10 to 25 miles of the Great Wall, while their SW. extension covers western Shantung and reaches W. along the Yellow river almost to the southern boundary of Shansi. A line joining the mapped coal-fields, shown in Fig. 1, almost gives the western boundary of the plains; since these areas lie on the border of the plains—except the Tsê Chou field, which is on the table-land, 20 to 25 miles from that border. The coal-fields which have been mapped and investigated by the author are shown in Fig. 1. The one at and around Tongshan is known as the K'ai-p'ing coal-field; the one W. of Peking has been called the Wang-p'ing coal-basin; the one SW. of Pao-ting and N. of Chêng-ting may be called the Lingshan coal-field; and the one at and around Tsê Chou is known as the Tsê Chou coal-field. This paper summarizes the data on the oil-shale deposits of western Colorado, Utah and Wyoming. It is based on published reports by the U. S. Geological Survey, on the results of core drilling and sampling by the Bureau of Mines, on the drill cuttings from the Genera1 Petroleum well, on a recent unpublished report by the Geological Survey on the geology of Naval Oil-Shale Reserves No. I and No' 21 and from information supplied by geologists of private companies who have investigated the Green River formation. The paper also contains a revised estimate of the grade and tonnage of minable thicknesses of oil shale of western Colorado. Introduction The oil shales of the Green River formation of Colorado, Utah and Wyoming comprise an important natural resource for the production of synthetic liquid fuels. The oil shale in western Colorado generally is more amenable to exploitation, apparently richer, and probably more persistent than in Utah or Wyoming. Work is now being done by the Bureau of Mines near Rifle, Cola. to ascertain the best procedures for mining the oil shale, producing shale oil from the oil shale, and converting the oil into more salable products. As a part of this program, holes were drilled and cores were taken of the oil shale on Naval Oil-Shale Reserve No. I. In addi- tion, drill cuttings were obtained from a well drilled through the Green River formation by the General Petroleum Co. about 18 miles northerly of the Naval Oil-Shale Reserve. Geology During middle Eocene time a broad, shallow body of water, now called Uinta Lake, covered northwestern Colorado and east-central Utah; a similar lake, known as Gosiute Lake, was in southwestern Wyoming Each of these contemporary lakes was bounded by high hills; the drainage was to the south. The Green River formation was laid down as sediments in the bottoms of these lakes. It is 3000 ft thick and has been divided into the following four members:

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

AT the Morenci branch of the Phelps Dodge Corporation, of which Frank Ayer is manager, several new types of machines that have been developed by Charles Mitchell, shop foreman in the drill steel shop, invite comment for their time and labor-saving qualities. Foremost of these is an adjustable gage-block and gaging device for attachment to drill-sharpening machines, developed and patent applied for by Mr. Mitchell. It replaces the blocks on the standard Ingersoll-Leyner drill steel sharpener No. 5. Features of the device are gage blocks with a flat surface which can readily be removed when worn and planed in any flat planer; blocks that can be adjusted with a templet to give a far more accurate gage than was formerly possible; and a center stop that is adjustable and can be accurately set to center any standard size drill steel.

MANY complaints have been filed by mine prospectors, explorers and producers about inequities in mining taxation. They have insisted upon improvement, and in the past 35 years there has been some progress. Many of the best taxation provisions made to date are those contained in the Revenue Act of 1951. Mining economics presents special problems, a fact even recognized by many textbooks. Certain provisions have been made to take care of mining taxation rights, but these have been made by Congressional act and do not represent basic, constitutional, guarantees. Despite special provision, in the form of depletion allowances, there remain injustices. The industry faces the problem of gaining adequate income tax allowances for exploration and development expenditures, operating losses, and bonus and subsidy payments. Problems in mine taxation arose soon after the adoption of the 16th Amendment. This amendment gave Congress the power to impose income taxes. Supreme Court decisions against a number of mining companies held that Congress, under its power to tax income, could tax net operating revenue before depletion allowance was deducted. The court also ruled that the right to deduct depletion is a matter of Congressional permission. There is no statute provision permitting mining stockholders to recover their investment out of dividends while the mine is being operated. The Supreme Court did not recognize that part of mining proceeds are actually amortization of the cost of mineral rights. Both these omissions stem from failure to recognize that by its very nature mining consumes its mineral rights and therefore that a part of gross proceeds are not income but recovery of capital. Suppose a Congress unfriendly to mining interests repeals the provisions that allow deductions for depletion. Under such a situation assume that a corporation buys a mineral deposit for $300,000. They mine the deposit and earn an operating profit of $500,000. At the current rates they would pay a Federal Income tax of in excess of $250,000. This venture results in a loss of $50,000 as shown in the table below. For the example given the absence of depletion provisions in income tax law would turn ore into waste rock, because the word "ore" connotes commercially mineable rock. [ ] In retrospect the conclusion is clear: If the Supreme Court had recognized that a part of mining proceeds represent in reality sales proceeds of mineral rights, then profits derived from such sales would have been taxed at the favorable long-term capital rates, instead of being taxed at the high normal, surtax and excess profits rates. It is a question whether percentage depletion allowances offset this tax situation. History The history of depletion allowances has been one of general improvement. The original act did not include depletion, but an allowance at the rate of 5 pct of gross proceeds was provided in 1913. The Acts of 1916 and 1917 allowed depletion upon cost of property, and in 1918 the law was further changed to permit depletion upon cost, or market value as of date of discovery. In 1932 metal, coal and sulphur properties were permitted to elect depletion in percentages of gross income, limited to 50 pct of net income, in lieu of cost depletion. Shortly thereafter the rule was changed and percentage depletion is now allowable in any case where it is higher than cost depletion. Since 1942 percentage depletion allowances have been extended to cover many nonmetals, and in 1951 the rate for coal mines was increased from 5 to 10 pct of gross income. It is somewhat surprising that among the many mechanical devices that were brought into the State of Colorado, that the Brückner cylinders alone have stood the test for roasting ores. The brick walls of the Arey and Stetefeld furnaces have been remodelled into reverberatories and compound reverberatories, their binding and anchor irons have been forged into hoes and shovels, while the Crosby and Thompson cylinders have been rent by the ruthless hand of the foundryman searching for a tough piece of boiler plate. Two only of these furnaces remain in operation, of the large stock that came into Colorado by car-loads several years ago, and they occupy only a subordinate position to some reverberatories on the North Boulder Creek. But to-day there are in Colorado, in active operation, ten Brückner cylinders, and two or three more running part of the time. Dur-
