MICA is perhaps our No. 1. strategic mineral problem because of its large requirements in a variety of equipment for use in the military services, and because the principal source of this material has heretofore been British India, a source now threatened partly because of distance and lack of ships. [Block mica and bauxite were added to the "most critical" list published by the W.P.B. on Nov. 6.] No satisfactory substitute has yet been found for most of the uses of mica, which largely involve electrical insulation. Brazil is now our nearest and best major source of this material. No splitting plants have yet been established there but in 1941 we imported about a million pounds of block mica from that country and in 1942 that quantity will be considerably exceeded. In Brazil, mica is found almost exclusively in the pegmatite dikes along the mountain range bordering the eastern part of Minas Gerais. A belt, roughly 180 miles long by 100 miles wide, extends from Theophilo Ottoni to Carangolo. The principal mica-mining districts in this belt are the Governador Valladares area to the north and the Espera Feliz district to the south. The dikes are usually 10 to 50 meters wide and a mile or two long and intrude the old metamorphic schist formation. They are weathered and easily mined.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. CURTAILMENT of oil production in California began in 1922 and 1923 when certain of the major companies completely shut down some pumping properties. Efforts of this kind were generally carried on without coordination by individual companies until 1923. From May to August of 1923, oil production in the Los Angeles Basin was curtailed because of lack of pipe-line outlets. This work was handled by a small committee of executives and engineers of some of the pipeline companies without any established. Method such as obtains at present. Not all of the major companies participated in ibis curtailment and the effort was not well organized. The problem then was principally to move the oil. The crisis passed in September of 1923 from then on the major companies each on it own initiative, shut in additional production. At Domiuguez, in 1921, Shell, Union and Associated agreed to limit drilling to a 100-ft. zone for one Near. In the summer of 1925, operators at Ingde-wood agreed to limit developments to a 1300-ft. zone during the 1925 drilling campaign. In the summer of 1927, the Ventura operators cut back their production one-third and deft it thus for 90 day. Drilling in this field has always been at a slow and conservative rate.

The story now unfolding on the Mesabi Range is more than just another chapter in the continuing history of iron mining. It is an epic of foresight, research and pioneering instinct just now culminating in the rapid growth of a new industry hardly more than ten years old. And that growth has been impressive. In the decade that has passed since Reserve Mining Co. blazed a trail as the first successful large- scale commercial taconite operation, the number of plants now existing or soon to be operating has grown to six. From Reserve's initial capacity of 3 million tons of pellets per year, total production capacity on the Range has surged to 31.5 million tons while capital investment has leaped from $300 million in 1955 to almost $1 billion today. During the past year alone, more than $500 million has been committed to these projects, an amount probably greater than that going into any other single mining area in the world. There is more yet to come.

THIS article aims to clarify the use of some terms often occurring in writings on iron and -steel, and also to suggest several new short abbreviated names for some of the things related to the subject which now are indicated by phrases. Crude or Crude Iron The name crude or crude iron is recommended for the iron produced from ore by the blast furnace. When necessary it can be specified as pig iron when in the form of pigs (usually cold), or as molten iron, commonly called hot metal to distinguish it from cold iron in pigs. The product of a direct process of making wrought or malleable iron from ore is not included.

Erwin S. SperRy, Bridgeport, Conn.: The analysis of refined copper is a subject of great importance, and has not received the attention it deserves. Copper metallurgists, therefore, will welcome the paper of Mr. Heath with satisfaction. The state of the art of the chemical analysis of copper has been such that consumers, if they could not afford to run any risk, have been obliged to buy copper from the smelter having the best reputation, and a specification for copper to meet certain requirements could not be drawn up by the mere giving of the chemical constituents. Mr. Heath has brought the analysis of the copper to such a state that when a specification calls for copper " equal to Lake copper " one will know immediately what percentage of the pure metal to expect. It seems to be a pretty well established fact that the copper of Lake Superior is practically free from antimony and bitmuth ; and, with the exception of arsenic, the other elements are easily separated from copper by electro-deposition in an acid solution. The authorities differ in regard to the question whether antimony is deposited with the copper in an acid solution. Classen* recommends the employment of a solution containing 10 per cent. of free nitric acid, sp.gr.1.21, and the strength of the current from 0.3 to 0.4 ampere, in order to prevent the other metals from being deposited with the copper; and for this reason, I presume, the method has been generally used. I, myself, have been accustomed to use such a solution for the analysis of copper-alloys, but have found that for such alloys only a small quantity of nitric acid is necessary, if sulphuric acid is present in sufficient amount to give the solution the required conductivity.

IN most human endeavors a knowledge of the terrain is essential to the effective carrying out of projects, but no line of work is more dependent on maps than theoretical and applied geology. Maps of a kind do exist for all of the area of the United States, but most of them are crude affairs and of little use in engineering, planning, and scientific research. Topographic mapping in the United States was initiated on a national scale by the U. S. Geological Survey and the organizations that were merged in its creation to make base maps for geologists. Their work could not be effectively done then and cannot be effectively done now without maps that accurately delineate the earth's surface. The distribution of the rock masses that contain valuable mineral bodies, or that by their intrusion brought them into existence, is the first step in a study of the mineral resources of the nation. This work requires three-dimensional maps, that is, topographic maps on which the land forms are shown by contours.

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. DURING 1937 the subject of mining geology was probably given more attention and more mining geologists were usefully employed than at any previous time. Of the many contributing factors the most important were: (1) a higher degree of prosperity in many countries, (2) a. better understanding of geologic phenomena, and (3) the apparently diminishing reserves of several important minerals. Mining companies have come to look upon geology with a growing appreciation of its aid in the more effective exploration and exploitation of mineral deposits. Most of the larger and more active companies have one or more geologists permanently attached to their staffs and some have well organized and efficiently managed geological departments. Even the smaller companies, who feel they cannot afford to employ a geologist on a permanent basis, are seeking the advice of competent men in this field with increasing frequency. One of the most significant trends has been the growing tendency to base exploratory work on more thorough geologic studies instead of empirical "hunches,"on which so much off the work in the past has relied. Likewise, mining companies are apparently more willing to expend larger sums on the basis of geologic possibilities in a district.

INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. That market had been growing dramatically at rates in excess of 20% per annum during the 1950's and 1960's. Japan had established, for rational security and other reasons, a domestic

AN OIL and gas mining lease contract, as entered A into by and between 'the lessor and the lessee, contains certain express covenants stipulating, in part at least, the exact performance thereof; it also contains certain implied covenants, among which may be included that of protection of the leased premises against drainage by the drilling of necessary offset wells. In the drilling for, and production of, oil and gas, however, it not infrequently happens that the lessee, acting in good faith, does not deem it prudent to, drill a test thereon even though the location for such test is offset by a producing well on an adjoining lease. Such conclusion, on the part of the lessee, is generally construed by the lessor as constituting a breach of the implied covenant mentioned above, and he may take proper action to secure satisfaction therefor. The action against the lessee is generally for cancellation or relinquishment of the lease, together with, or apart from, claims for damages allegedly sustained through failure to properly protect against drainage of the leased premises.

WAR undoubtedly accelerates metallurgical progress, although its most obvious effect is a tremendous waste of materials. The necessity for restrictions in normal uses of metals results in a search for substitutes or for enhanced properties that will make a limited supply last longer. An insatiable demand for more metal to be produced more quickly favors trial of new processes, new metallurgical tools, and new methods of fabrication. Greatest advance is made, of course, in practical physical and process metallurgy. Theoretical or fundamental research necessarily must take a secondary position, and is so regarded in this review. It is not that developments in theoretical physical metallurgy are lacking entirely, but, following the same trend noted in other countries as they entered war activities, attention in the U.S.A. has been shifted strongly to those developments having an immediate practical application.

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

The most important development in connection with the search for oil in Australia during 1940 was on the legislative side. Prior to 1939 legislative enactments in the various states with regard to prospecting for petroleum were such as to prohibit large-scale effort and to bar the major oil companies from operating. The preparation of the Wade Model Bill for the Commonwealth Government in 1939 and the acceptance of the Bill in principle by all States, has gone far to remove these obstacles. Amending Acts, largely based on the Alodel Bill, have now been passed by all States with the exception of New South Wales and Tasmania. In New South Wales an Amending Bill is being drafted, while the Govern-ment of Tasmania is preparing to introduce an Amending Bill provided there is any demand for it. Noteworthy developments followed immediately on the passing of these Amending Acts. The Shell Company (1)1 and the Superior Oil Company of California (2) too$ up large areas in Queensland and com-menced work during 1940. Caltex acquired a big tract of country in the Kimberley district of Western Australia (3) and has made application for an area in the Territory of Papua. An Australian company, The Phoenix Oil Extraction Co., has obtained a permit to prospect over an extensive area bordering the south coast of Western Australia (4). Other developments are foreshadowed. The Shell Company is making an intensive examination of its area in Queensland (I). Geological, geophysical and aerial surveys are in progress. Caltex has three geological parties in the held in Western Australia while Superior Oil Company of California has done some geological work in the interior of Queensland (2). None of these concerns envisages a drilling campaign in the near future. Much exploratory work is necessary. Further work has been done by the companies that were already operating in 1939, though an important Australian company - Oil Search—has abandoned the work of prospecting in Australia. This company has subleased its holdings, at North West Cape in Western Australia (;), to Caltex on a royalty basis. The company also maintains its holdings in, and connection with, the Australasian Petroleum Company Proprietary Limited, which is a combination of Standard Oil (New Jersey), Anglo-Iranian and Oil Search. This company is operating in the territories of Papua and New Guinea. Drilling Victoria.—Although a good deal of drilling was done in the LaBes Entrance Tertiary Basin of Victoria (7), no appreciable production of oil was obtained. In order to test the extent and possibilities of the oil-bearing sand in this region, the Commonwealth and State Governments jointly put down six scout boreholes to depths of between 1200 and I500 it. (Presented at a Meeting of the Spokane Local Section of the Institute, Feb. 17, 1912, and accepted for publication in the Bulletin. ) WHILE I am not at the present time engaged in active mine-management, my duties permit of extensive study and examination of many mines, mills, and reduction-works in various places throughout the United States. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. FOR many years the cost of making pig iron and steel in the Birmingham district has been about the lowest in the United States. The close proximity of the important raw materials such as coal, iron ore, limestone, and the large available scrap supply made it possible to assemble all of the important ingredients necessary for steel- making with only nominal costs for transportation. Both iron ore and coal were being mined in this district at one time for about $1 per ton from underground operations. At that time mining wages were low everywhere and the labor rate in the South was considerably below that of other mining districts. This situation persisted until the emergence of labor unions as an economic and political force, emigation of southern labor to northern plants, and continued growth of industry in the South in the years following the depression of 1932. Since that time union organizing of miners and steel workers throughout the nation has increased labor costs in mining and steelmaking. This influence has been felt particularly in underground mining operations since the proportion of labor cost to total cost is still high. The previous advantage in basic labor rate in the South has been almost entirely eliminated by the equalization of labor rates in basic industries by national unions. Since 1945 these influences have been especially noticeable in increasing the cost of mining coal and iron ore in the South. The northern steel districts are still being largely supplied with iron ore from the Minnesota open-pit mines and the cost of this ore has not increased nearly as much as the cost of ore obtained from underground mines in Birmingham. A similar situation exists in coal mining; the thinner seams in Alabama are not so amenable to mechanization as the northern mines and, as a result, the output per man-day in southern mines is only about three tons of coal as compared to five or six tons per man-day in the large captive mines of West Vir-

I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. We have to look back but a century and a quarter to see the introduction of the puddling process by Henry Cort; a process which, reinforced by the iron-oxide bottoms and fettling of Hall, was not less revolutionary in character, and more revo-

INTRODUCTION The particular field of application of machines utilizing air currents as the primary separating medium is in the cleaning of the fine sizes of bituminous coal. Approximately 25,400,000 tons of bituminous coal were cleaned by air machines during 1965. They have not found any application for cleaning anthracite. Since the development and introduction of the first successful commercial pneumatic oscillating machine for cleaning bituminous coal in 19 16, by the Sutton, Steele and Steele Co, Dallas, Texas, and the American Coal Cleaning Corporation, formerly of Welch, W. Va., seven other successful pneumatic coal-cleaning machines have been developed and introduced to the American coal-mining industry: 1. Peale Davis: "Pneumo-Gravity" machine. 2. While not all coals can be beneficiated by air washing, the air washing of coals that are easy to clean can be readily proved advantageous. Of all the preparation methods, pneumatic cleaning is the most acceptable from the standpoint of delivered Btu cost. This is based on the premise that a percent of moisture is just as detrimental as a percent of ash. The principle of dry concentration has never been determined with scientific accuracy. To the present time the study has been more of an art than a science. It is possible to forecast the results of wet concentration from a study of the washability characteristics of the raw coal but only after applying rule-of-thumb methods of interpretation to the specific gravity and size distribution can it be ascertained that the raw coal is amenable to dry concentration. Air as a separating medium dates back to biblical times as exemplified in the winnowing of chaff from the grain. However, the same application of air to coal serves merely to blow the dust away and size the remaining particles. Pulsating air was the solution to the problem and largely eliminated the necessity for close screen sizing which was required on early separators. Because of the low density of air, a medium of sufficient density has to be built with the material itself.
