Edward Payson Mathewson EDWARD PAYSON MATHEWSON, President of the American Institute of Mining and Metallurgi-cal Engineers, was born in Montreal, Canada, Oct. 16, 1864, of Scotch-Irish ancestors. After preparation in private and public schools, he graduated from McGill University with the degree of Bachelor of Applied Science, in 1885, having specialized in mining engineer-ing and metallurgy. He spent the succeeding summer as a surveyor with the Canadian Geological Survey, being employed in the lake region of Ontario. The following spring he left Canada for Colorado, where he immediately obtained a position as assayer with the Pueblo Smelting & Refining Co. Within three years he became superintendent of the plant, and his success in this position brought him to the attention of the Guggenheim family, whose employ he entered in 1897. He was first in charge of their Pueblo plant, but was soon transferred to their refinery at Perth Amboy, N. J. During the succeeding five years he was in charge of important smelting operations conducted by the firm in Mexico and South America. In June, 1902, Mr. Mathewson accepted a position at the Washoe reduction works at Anaconda, soon thereafter becoming manager of the property. It is unnecessary to recount the improvements and enlarge-ments instituted at that plant under his management, until it became the Mecca of all metallurgists visiting the United States. The esteem in which Mr. Mathew-son was held, not only by the men directly under him, but by all his fellow citizens, was expressed in a send-off such as probably no other plant manager has ever received, when he left Anaconda in October, 1916, to accept the general managership of the British America Nickel Corporation, at Nickelton, Ont., Canada. Soon thereafter Mr. Mathewson accepted an appoint-ment as director of the American Smelting and Refining Co., acting as consulting metallurgist for the company and its subsidiaries. In November, 1919, he resigned this position and opened an office in New York City as a consulting metallurgist.

The others are July, January, September, April, November, May, March, June, December, August and February." -Mark Twain Although the preceding chapters describe the type of preliminary evaluation frequently performed in the mining industry, it has been assumed that input data are known with certainty-clearly an enormous simplification. In reality, estimates of ore grade, mining cost, metal price, etc., are subject to varying degrees of uncertainty due to the inability to predict the future with much precision. Management would probably not, for example, be equally attracted to two projects each offering a 20% DCFROI-one for a new gold venture in Nevada and the other for an undersea manganese nodule operation in the Pacific. The high risk with the latter investment tells the obvious; there is more to investment decision-making than a deterministic analysis using "best estimates" of input parameters. The science of decision theory normally distinguishes between decisions under uncertainty, where probabilities of various outcomes are unknown; and decisions under risk, where such probabilities can be estimated. The first case is rarely en- countered in practical capital investment analysis in mining, so the remainder of this chapter focuses on that class of problems where rational probability distributions for the future states of input variables can be estimated. RISK IN MINING Risk in the context of this chapter is the unforeseen deviation of individual cash flows from expected values for a capital project. The Secretary of the Treasury, in a recent ruling, allows 18 months from date of discharge within which former service men may reinstate their Government insurance policies lapsed f or non-payment of premiums. The point just now confronting the Bureau of War Risk Insurance and all those who are interested in the immediate and the future welfare of the young men who offered their lives for the flag and the country is that they be kept mindful that the provisions of the War Risk Act were not solely war measures, but that the framers of the Act provided insurance protection for all time to come for the boys in uniform and all dear to them. Under this ruling those making application for reinstatement will be required to pay only the premium on the amount of insurance to be reinstated for the month of grace during which they were protected, and for the current month. When the men are mustered out of the service, the insurance continues in force for one month and they are fully protected during that period even if their premium has remained unpaid. In reinstating, that month's premium will be required as well as the premium for the month in which reinstatement is effected. The ruling also stipulates that when applying for reinstatement the man must be in as good health as at the date of discharge, and so state in his application. After complying with these simple requirements, a Government insurance policy may be made as sound as on the day it was written. The Bureau of War Risk Insurance is now searching out its delinquent policy holders and offering them this renewal of Government protection. It needs the assistance of public spirited, patriotic, business and professional men everywhere, for the sake of our former service men, who must be given the information about its privileges to which they are entitled.

MACHINERY has not taken the place of manual labor in steep pitch coal in the anthracite field and there is a shortage of miners experienced in this type of work. To overcome these difficulties several coal companies have resorted to different types of mining such as the diamond or zig-zag method, the slant method, long hole drilling, and several other variations. For the past 5 years the diamond shape method has been used extensively in the heavy pitching beds of both the Knickerbocker and Yatesville basins at Knickerbocker colliery of the Philadelphia & Reading Coal & Iron Co.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. Fox some time it has been more or less recognized within the industry that a scientific control of flowing wells would result in increased production and a greater ultimate recovery of oil. About two years ago it was proposed by the writer that this control should follow principles worked out by him while handling large air-life operations. In the case of wells that had ceased to flow where a large quantity of liquid was present, the use of these principles would result in a large increase of production by using compressed air or gas to flow the well; in the case of a well flowing naturally it would take the form of controlling the gas associated with the oil, resulting either in immediate increase of production or in a reduction of the gas consumed per barrel of oil, and in both cases would result in a greater ultimate recovery from the sand. The Roxana Petroleum Corp., appreciating the advantages to be obtained by a scientific application of the principles of the air lift to oil wells, recently engaged, for a limited time, the services of the writer to work out some of the problems involved. The work was carried out at Braman, Garber and Tonkawa in Oklahoma, and at Oxford in Kansas. Following some suggestions of the writer a well was also equipped by the Roxana company at Smackover by A. S. Field.

The present work has two objectives: first to develop an experimental method which would give some new information on the micromechanism of the reduction of oxides by gases at elevated temperature; second to clari,fy the intermediate phases of the W-0 system, formed during the reduction. A Galvanic cell with the solid electrolyte , ZrO2 . CaO, was imbedded in powders of W03, CuO, or Fe20s with two measuring electvodes and with a reference electrode. The change of the intraparticle gas composition was measured at An oxygen concentration cell consists of two electrodes separated by an electrolyte through which the transference of electrical charge is accomplished predominantly by the migration of oxygen ions. THE production of lime by the burning or calcination of limestone, including all varieties from true dolomites and magnesian limestones to high-calcium types, continues as one of the essential basic industries. In 1937, a total of 4,124,165 tons of lime valued at approximately $30,091,000 was produced in the United States.1 The importance of any contribution to our knowledge on the mechanism of the lime-burning process is, therefore, obvious. The burning of limestone has been practiced since the earliest days of our civilization, and the literature on the various phases of the industry is voluminous. Calcination of the various types of limestone has been studied by many previous investigators, but some points require additional research. Each occurrence of limestone provides an opportunity for specific investigation, because the characteristics of stones in different localities vary Knibbs13 has given an excellent discussion of available data on the theory of lime and magnesia burning. The thermal dissociation of calcium carbonate has been studied more recently by Johnston,2 Smyth and Adams,3 Ralston et al.,4 Furnas,5 Potapenko,6 and Southard and Royster.7 As a result of these investigations the dissociation temperature at atmospheric pressure has been established as 894º to 898º C. The dissociation of dolomite and magnesite, although studied by several investigator,4, 6, 8 still requires clarification by additional data. The calcination of limestone was studied for a twofold purpose: (1) to extend our information on the mechanism of the lime-burning process and (2) to standardize the conditions for calcination of high-calcium and dolomitic limestones for subsequent hydration tests on the lime.

MAGNESIUM is an exceedingly strategic material but the importance of its production at the time this war started was not realized. Our Government then suddenly became much alive to the need of a tremendous increase in magnesium output, and became a participator in the industry. In this paper an attempt will be made to given an over-all picture of the industry as it has been, and is being, developed. The present war is giving a great acceleration to the use of lighter metals. Development of facilities for production of great tonnages of aluminum and magnesium is bound to bring about some interesting changes in later peace times because costs will be low and production capacities high. As our knowledge of the metallurgy of magnesium alloys increases, this metal will become of vital peacetime importance and will be used in ways we do not now imagine. Household refrigerators, furniture, automobiles, even houses will all be lightened through the use of magnesium.

One of the outstanding achievements in connection with this country's war efforts has been the ability of our mining industry to supply from domestic sources many of the minerals of strategic importance that formerly were obtained principally from abroad. In order to meet the war-born demands for these scarce minerals, it has frequently been necessary to develop special methods for treating ores and waste products hitherto considered too lowgrade to be workable; and to improve the efficiency of older beneficiation processes. Important in this respect have been the recent technological advances in the field of froth flotation of nonsulphide minerals. Because of the refractory nature of many of these domestic ores, and, in many cases, the limited available technical data regarding their treatment, much research work has been necessary. The following examples describe the procedures and reagents used, and the results obtained, in certain laboratory flotation investigations conducted by American Cyanamid Company's engineers at the Cyanamid Ore Dressing Laboratory on ores containing such minerals as scheelite, manganese oxides and carbonate, ilmen-ite, brookite, kyanite, garnet, spodumene, mica, feldspar, celestite, fluorite, chromite, corundum, and cassiterite. In presenting these data, we wish to point out that many of the minerals listed have previously been tested, and their amenability to flotation reported, by other investigators—notably those of the United States Bureau of Mines. In some instances the procedures and reagents used in the treatment of some of the following described ores follow rather well-established lines, and with one or two exceptions, the reagents used were well known. However, many of the ores tested did not respond well to simple conventional procedures and it was necessary to adopt special methods of conditioning and desliming, reversal of the usual order of floatability of some of the minerals, multiple cleaning, etc., in order to secure separations. Except where otherwise noted, all numbered and trade-marked reagents mentioned in this paper are marketed by the American Cyanamid Co. or the American Cyanamid and Chemical Corporation. Tungsten ORes Tungsten minerals, vitally important in the war industries of the United States, rank high in the list of those we formerly had to import in order to supply our needs. Most of our domestic ores of tungsten contain scheelite as the valuable mineral. Today there are in the neighborhood of twelve tungsten operations in this country where flotation is used as the main or accessory form of benefication. It has, of Course, been known for some time that scheelite and other tungsten minerals respond to treatment by flotation.

This paper discusses the complex considerations involved and the critical decisions which must be made by the buyer, the mill manufacturer, and by the gear vendor during the proposal and ordering stages. Interrelations between the mill manufacturer and the gear vendor, application of ACMA standards, how drive standards and specifications are refined through steady-state and computer-simulated torsional analyses are included, along with correlational field testing, as demands for larger sizes challenge the current state of the art.

The idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size had been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Masch-inenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cylinders of the Oechelhauser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high effciency, considering the period. The Conda phosphate mine, eight miles north of Soda Springs in Caribou County, Idaho, was opened up by the Anaconda Copper Mining CO. in 1920. Except for brief periods, during the 20's and early 30's, the mine has maintained a continuous production, and 2,100,000 short tons of phosphate rock have been shipped to the company's phosphate fertilizer manufacturing plant at Anaconda, Mont., or to independent processing plants on the Pacific Coast; a small tonnage of the rock has been shipped to the Hawaiian Islands. The Phosphoria formation on the Conda property consists of two, commercial-grade phosphate beds separated by 147 ft of black to brownish colored phosphatic calcareous shales interbedded with softer mudstones, clays, and occasional narrow seams of oolitic phosphate. The main lower phosphate bed in the series averaging 7.1 ft in thickness, is called the "foot-wall bed," which lies coriformably on the Wells limestone formation, the 1atter often containing irregular bands of chert. The upper or " hanging-wall bed" of phosphate rock averaging 7.2 ft in thickness, is overlaid by thick quartzite beds, locally called the " Rex chert" member in the upper portion of the Phosphoria formation. (Fig 1.) There are two anticlines on the property with axis striking approximately parallel to the mountain range beneath which extensive development on phosphate rock has been conducted in the past, and is now in progress. The phosphate beds have been eroded to a large extent from the tops of these anticlines, leaving at least three well-pronounced outcrops of the phosphate beds exposed within the boundaries of the Anaconda Copper Mining Cornpany's properties. At present, mining operations in the Conda No. 3 mine are confined to the two phosphate beds along the east flank of the easternmost anticline, where the dips on the beds vary from 50° to 60° east, thereby affording favorable conditions for the sublevel mining system now in use. Mining operations formerly were confined to the footwall or lower oolitic phosphate bed because of its higher phosphate and vanadium contents (32 pct P²O5 and 0.29 pct V2 O 5); this bed averages 7.1 ft in thickness. The oolitic portions of the upper bed were of satisfactory grade, but the shale and clay partings (Fig 2) diluted the mined rock and could not he separated economically by selective mining or by sorting. Experiments in beneficiating this rock were carried on for a number of years. Recently, a simple washing process was adopted, which gave a satisfactory grade of concentrates and a high recovery of P² O5. In 1947 it was decided to expand Anaconda's production of treble superphosphate and phosphoric acid by approximately 90 pct. This rock will be obtained from the footwall and hanging-wall beds, and the rock from the hanging-wall bed will be benefici-ated at -Anaconda.l In order to take advantage of the previous development on the 500 secondary haulage level, short crosscuts will be driven at approximately 950 ft intervals from the existing lateral drifts through the hanging-wall shale beds. From the inner end of each crosscut, short lateral drifts will he driven in both directions, so that four working raises can he put up on the dip of the phosphate bed at proper intervals along each of the lateral drifts. IN a brief summary of the many occurrences of fluorspar in our western states, it is not possible to go into detail in regard to the geology, mining and milling methods, and reserves about individual deposits. Rather a broad review is made of the occurrences and an analysis of how the western deposits may fit into our future domestic economy is presented. GENERAL STATEMENT ON FLUORSPAR SITUATION Fluorspar has been used for years as a flux in the manufacture of basic open-hearth steel, in foundry cupolas for melting pig iron, in the manufacture of opalescent glass and in the preparation of hydrofluoric acid. In 1880 the annual production of fluorspar in the United States was around 4000 tons per year. By 1900 it was up to 21,656 tons and between 1902 and 1908 it averaged about 40,000 tons annually. Prices were then so low, by present standards, that it seems impossible to believe now that mining could have been performed profitably at the price levels then prevailing. In 1890 fluorspar sold at the mines for $6.70 per ton, in I901 for $5.81, in 1916 for $5.92. When the United States entered World War I, fluorspar production and price skyrocketed; the production reached 263,817 tons in 1918, with prices above $20.00 per ton, and prices were even higher in 1919 and 1920. After 1920, the domestic production fell from the 1918 level to about 125,000 tons annually and the average price dropped back to about $I8.00 per ton. By 1935 the average price had fallen to $15.00, but in 194o with a rising demand the average price of all grades had gone back up to $20.31. Today it is 75 per cent higher than in 1940 and presumably the price of acid grade at least would be even higher if it were not for price ceilings. The first subsequent year that the domestic production exceeded that of 1918 was 1941, and the 1944 production is expected to exceed 400,000 tons, 'or over one and a half times that of 1918. In five-year periods, average production and imports were as are shown in Table I. [ ] Many people concerned with the consumption of fluorspar believe that the postwar period ahead will show a repetition of price trends of the last such period. They believe that imports will be- again an important factor in the available supply and the price will fall back gradually toward the prewar level. The following basic factors are pertinent in analyzing this conclusion:

AN intermetallic compound, Ni3A1, has an ordered fcc structure of type Ll2, and shows peculiar dependence of the yield stress upon temperature; i.e., the yield stress increases by a factor of six upon raising the temperature from 77" to 900K1, 2 This compound is technologically important, since many nickel-base superalloys owe their high-temperature strength to the peculiar yield stress behavior of Ni3Al. The only study of the elastic behavior of this compound was made by Davies and Stoloff,1 who determined Young's modulus of poly crystalline Ni3A1 between 300" and 730°K. The determination of single-crystal elastic constants of Ni3A1 is therefore of interest in connection with dislocation dynamics and is reported in this paper. A single-crystal specimen, 1 by 1 by 3 cm, was cut from an ingot generously supplied by Dr. B. H. Kear of Pratt & Whitney Aircraft. Following initial machining with a Servomet and a surface grinder, the specimen was etched and annealed at 1100°C for 5 hr in vacuum followed by furnace cooling. Two parallel faces were oriented normal to within ±l deg of a [I101 crystallographic axis by the back-reflection Laue technique. The parallel faces were hand-lapped, etched, and polished by the usual metallographic procedures. Final thickness along the [I101 axis was (0.9325 * 0.0005) cm. Chemical analysis gave an average composition of 87.35 pct Ni. Total impurity content is esimated to be no more than 0.1 pct. The elastic constants were calculated from measurements of ultrasonic waves which were propagated along the [110] axis. A longitudinal wave and two shear waves whose displacements are aligned along the [ 110], [li~], and [001] directions, respectively, are necessary in order to completely specify the three elastic constants. Two 3/6-in. quartz transducers were bonded to the parallel faces of the sample with ~ac-seal.3 Although this bond was sensitive to thermal shock, it performed satisfactorily over the entire temperature range for both longitudinal and shear wave propagation. A frequency of 5 mHz was employed in the method of Williams and Lamb4 in order to measure the absolute value of the ultrasonic velocity. The pulse-overlap technique of Mcskimin5 was also used at this frequency in order to determine the shift in the ultrasonic velocity

TELLURIUM has had the rare and unpleasant distinction of having fewer uses than any of the other common elements; indeed, it has had no regular or important uses. It is not only a useless and disagreeable element, but to the metallurgist it has been a nightmare. The interference of tellurium with the recovery of gold and silver from certain ores, as well as the difficulties it occasions in the electrolytic refining of copper, lead, and silver, are too well known to require enumeration here. In fact, the potential producers of the element have been quite willing to throw the crude products from which it might be recovered into the sewer. First isolated from a gold ore in 1782, although remaining a practically unknown element to the general public, it has long been a guiding star to the Western prospector in his quest for the "golden fleece." On the burning sands of the desert, in the frigid North, and in the mountain fastnesses of the more temperate regions of this and other continents, he has endured all manner of hardships in his search for tellurides; for where he found indications of tellurium, there he expected also to find rich deposits of gold and silver. This peculiar superstition, that tellurium, associates itself in nature with the precious metals, is not with-out reason, for witness the fabulously rich gold tellu-ride deposits of Cripple Creek and Western Australia. Selenium, the sister element of tellurium, which it resembles in many of its properties, was first isolated in 1817. It is found in small amounts in certain native sulfur deposits, and in many copper and silver ores from all parts of the world. Until a few years ago, selenium, like tellurium, was practically useless. The, unusual property of having its electrical conductivity influenced by light has long been known. Selenium cells, which for many years have been a scientific curios-ity, in the future may come to be of more commercial importance, but this use could scarcely absorb any large amount of the element.

INTRODUCTION Rock slope stability research has been in progress for the past four years at the Royal School of Mines in London under the sponsorship of a consortium of 23 companies* with interests in open pit mining. This paper reviews the principal aims and achievements of this research project. In order to assist the reader in following these details, the basic philosophy underlying the formulation and direction of this research project is discussed. DISTRIBUTION OF RESPONSIBILITY In open pit mining, the economic necessity of keeping waste rock removal to a minimum generally means that the mine slopes have to be excavated to the steepest possible slope angle. On the other hand, excessive steepening of these slopes can induce failures, which may negate the economic benefits that have been aimed at and which may also result in loss of life and damage to equipment. Consequently, where slope failures are likely to prove to be a problem, an evaluation of the stability of the slopes to be created should be included as part of the overall pit design. How is the stability of a rock slope evaluated? When this question was examined, during discussions on the research policy to be followed at the Royal School of Mines, it was clear that relatively few satisfactory techniques were available in a form that would be comprehensible and therefore useful to the practical mining engineer. It was recognised that the research project must be directed towards two distinct aims: a) The evaluation of existing techniques for rock slope stability analysis and the provision of new techniques where these existing methods were found to be inadequate and b) The presentation of the results of this evaluation and research in a form that would be useful to engineers without specialist training in rock mechanics. It was soon realized that a university based research team, however large and efficient, could not achieve these aims without the co-operation and assistance of mining engineers,

A marked decrease in drilling during 1937 in Indiana seemed to have no undesirable effect upon the oil and gas industry. Instead, production figures for oil showed a small increase over those for the preceding year, although not so much gas was marketed as in 1936. Drilling activity was centered in proven areas, and the proportion of dry holes to the number of wells drilled decreased somewhat. During 1937, including old wells drilled to deeper horizons, 134 wells were completed in Indiana, of which 39 were oil wells, 39 gas wells, and 56 dry holes. Nearly 75 per cent of the holes were drilled in proven areas. Of the 36 wells drilled in wildcat areas, only four found commercial production. Wildcat wells were especially numerous in Vigo, Pike, Perry and Spencer Counties. Exploratory drilling activity in Vigo County resulted in part from the drilling of the discovery well in the new Prairie Creek field. In Pike County, wildcat wells were drilled in the search for new supplies of gas to meet the demand in the southwestern portion of Indiana. Drilling in both proven and wildcat areas in Perry and Spencer Counties continued to be heavy, because of the presence of shallow Missis-sippian sands and the resulting low cost of drilling and equipping. At the end of the year, 42 of the wells started in 1937 were not completed. Only a few locations were drilled in the old Trenton field, but the wells, many of them 40 years old, continued to furnish a small supply of gas for domestic consumption. Oil production in the Jay County portion of the Trenton area was nearly twice that of 1936, owing in part to a vacuum system installed on several leases. The Harrison County (Laconia) gas field is being developed northward to offset water encroaching from the south. This water in the black shale threatens to put an end to the steady production that this field has furnished for many years. During 1937, the Oaktown gas field again furnished more gas than any other field, but production in that area showed a marked decrease over the marketed gas for 1936.
