Many requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulfur on the value of the coal for the particular use for which it is intended. Coke fob Blast-fuenace Use For purposes of illustration, we take the case of coal washed for coke to be used in the iron blast furnace. The method outlined can be made general in its application by substituting for the figures used here the actual operating figures for the particular case under consideration. In general, it costs the blast-furnace operation from 8 to 25 c. per ton of pig iron to slag out each 1 per cent. of ash introduced into the blast furnace by the coke. This figure depends on which one per cent. of ash is removed, and decreases with decrease in ash. When blast furnaces and coal mines are considered as a whole, the figure decreases to zero and then becomes negative, on account of low recovery of washed coal. Various figures1 have been given by different investigators. These figures necessarily differ, not only on account of the differences in operating costs but on account of the difference in the respective fuels as well. For the purpose of this paper, which, as explained, is to point out a method of attacking a certain problem, the figures used in the exposition of the method are of secondary importance. It is apparent that no universally applicable figures can be used, because there are none. Each plant has its own coal,2 its own operating cost, and its own conditions.

Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If the argument could be offered that our wasteful mining was necessary on account of safety, and that it is carried out with less loss of life than in other countries, the plea for conservation of coal could not he so strongly urged. But when we are wasteful of both life and property, the subject merits more: consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although in the past decade some progress has been made toward obtaining a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at least one ton is lost for every two mined.

6.3-1. Historical Development. Rotary drilling has been used in surface mining for many years. Its principal use is for primary blasthole drilling. In this use, holes in the range from 4 to 15 in. in diameter are drilled in overburden and massive ore bodies for large initial blasting operation. With properly designed shot patterns and loading, secondary blasting is seldom required. The use of rotary drilling with diamond bits for exploration is discussed in Chapter 3.1. Small rotary drillholes of approximately 2-in. diameter are employed as blastholes to shatter uncovered coal seams, but this is a minor part of surface mining drilling operations. Another minor use of rotary drills in surface mining is for placing wire saw poles in dimension stone quarries, usually accomplished with large-diameter calyx or steel shot drills. Primary blasthole drilling by the rotary method was performed with drag bits until 1949 (19). Its use in mining was only in soft formations, so that rotary drills prior to that time were found principally in overburden drilling for the surface mining of coal. In 1949 it was found that air circulation to remove cuttings resulted in increased penetration rate and prolonged life for the rolling-cutter type of bits. Prior to that time, and since their introduction in oil well drilling in 1907, water had been used for circulation with these bits. The dependence on water to clean the hole had delayed the acceptance of bits with rolling cutters in mines because of water haulage and freezing problems as well as the loss of water through cracks in the formation. After rolling cutters were introduced, subsequent improvements in tools made rotary drilling adaptable to harder formations (18). This system is now used in the hardest formations encountered in mining. 6.3-2. Principles of Operation. ENERGY. M. G. CORSON.'-I am not going to discuss any of the papers presented but merely the question of season cracking of brass in general. Alpha brass has been known for nearly 500 yr. and from the very beginning a number of articles were made from sheets of this alloy by the process of spinning. Metal turning lathes were not yet known but wood turning lathes already existed and the wood turners used to make the mandrils and do the brass spinning themselves. Cases of season cracking were known even then. In 1915 I was connected with a small company doing a certain amount of brass spinning. Before the war its products never gave cause for complaint but their war-time products were cracking too frequently. The reason was, that due to the exigencies of war an excessive speed-up was attempted and the material simply could not take it. Today corrosion cracking of brass is most important in the case of cartridges for small arms ammunition and shell cases for large guns. The cracking takes place in storage and too frequently it is explained by the hypothetical presence of vapors of ammonia. However, I had the experience of purchasing some 20,000 rounds for the old Vetterli rifle from the Swiss government in 1905. The rifle and the cartridges were obsolete for many years and those which I bought were stored for at least 10 yr. None of them was found to be cracked or to crack in use. 1 Raw coal from Truax-Traer Coal Co.'s Burning Star Slope mine, Jackson County, Ill., is brought to the surface by the new 42-in. slope belt haulage conveyor at the rate of 850 tph. The loading system shown above employs four storage tracks, two tail tracks for loading, and four 25-hp hoists, operating in pairs, and coupled to two dolly cars to move the trains of cars through the tipple. The system has a capacity for loading 1800 tph. One operator is needed to load on each of two shifts. A third man working for a few hours on night shift sets up for the morning cycle. Railroad crews bring in empties placing them in the storage yard, twenty cars to the track. Trains of empties are pulled through to the tail track and loaded on the return; hoists at opposite ends pull the trains in each direction. [ ] 2 Pairs of hoist drums are interconnected electric- ally by a Trench lay cable buried between the tracks. When one hoist operates moving the cars, the tail hoist idles with brake released. The operator, situated in the tipple over the cars, views the storage yard at the end of the first shift (left). When returning loaded cars to yard, four or five cars are held on the dolly to couple the next string of empties. Empties are ready for loading on the tail track (right). Differing from a gravity system in which empty and load tracks are on a slight grade, this system is designed for 80 railroad cars for a two-shift operation and one rail service per day.

Recently artin has indicated that the recovery of resistivity at 145°C following elongation of molybdenum at room temperature was the result of the annihilation of vacancies. The activation energy for this process was, according to Martin, 1.26 ev. This energy seems to be a reasonable one for the activation energy for the diffusion of vacancies in molybdenum. However, impurity atoms such as carbon, nitrogen, and oxygen4 have an activation energy for diffusion in molybdenum of the same order of magnitude (i.e., 1.45, 1.15, and 2.09 ev, respectively). Cottrell and Churchman have already correlated the return of impurity atoms to dislocations in cold-worked iron with the return of the upper and lower yield point. According to cottrel16 the diffusion of carbon atoms to dislocations results in the return of the yield point. As the carbon atoms become trapped by dislocations, Bhatia has shown that a decrease in the electrical resistivity is to be expected. Cottrell and Churchman were able to correlate experimentally the decrease in electrical resistivity with the return of the yield point. Since one would expect strain aging to occur in molybdenum, an experiment was performed to determine whether the resistivity recovery at 150°C for molybdenum cold-worked at room temperature can be correlated with the return of an upper and lower yield point. For this experiment 3/16-in. tensile bars of Climax molybdenum, 99.961 pct pure, were used. The following is a brief account of the methods of measuring intelligence especially prepared for use in the U. S. Army, of typical results, and of some of their immediately practical applications. It has been prepared for the assistance of army examiners and for the information of all who are interested in the relations of scientific placement to military efficiency. Purpose of the Intelligence Tests Under the direction of the Division of Psychology, Medical Department, and in accordance with provisions of War Department General Order No. 74, mental tests are given recruits during the 2-wk. detention period. These tests provide an immediate and reasonably dependable classification of the men according to general intelligence. Their specific purposes are to aid: 1. In the discovery of men whose superior intelligence suggests their consideration for advancement; 2. In the prompt selection and assignment to development battalions of men who are so inferior mentally that they are suited only for selected assignments; 3. In forming organizations of uniform mental strength where such uniformity is desired; 4. In forming organizations of superior mental strength where such superiority is demanded by the nature of the work to be performed; 5. In selecting suitable men for various army duties or for special training in colleges or technical schools; 6. In the early formation of training groups within regiment' or battery in order that each man may receive instruction and drill according to his ability to profit thereby; 7. In the early recognition of the mentally slow as contrasted with the stubborn or disobedient; 8. In the discovery of men whose low-grade intelligence renders them either a burden or a menace to the service.

THE PROCESSES USED FOR THE rolling of zinc are not novel or unique in a mechanical sense. There has not been so widespread a tendency toward heavy slabs and mechanical handling, and toward 3-high and continuous mills as has taken place with steel and with some of the other nonferrous metals. Those respects in which the rolling of zinc differs from the rolling of other metals center around two facts. First, the hexagonal zinc crystal has only one plane of easy slip: namely, the basal plane. Fortunately, however, the crystal twins readily on any of the pyramidal planes, thereby creating new basal planes favorably oriented for relief of the stress which has caused twinning. Second, the recrystallization temperature of zinc is little above room temperature and for very pure grades of zinc may in fact, be at room temperature for severely strained material. The practical effect of these two characteristics of zinc will become evident in the later discussion. First, it is necessary to give some attention to the melting and casting of billets for rolling. Reverberatory furnaces are commonly used for melting. These vary over a wide range of capacity from as low as 5 tons to 100 tons or over. Low-frequency electric furnaces have also been used with satisfactory results. Arc Furnaces are, of course unsuited to a low-melting and lute-boiling metal, such as zinc. To minimize oxidation and volatilization losses in the furnace, the temperature should be kept below 500°C. With this temperature in the melting furnace, a suitable pouring temperature in the neighborhood of 460°C can he maintained at the mold when a transfer ladle is used for pouring.

The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a definite ratio. In discussing the classification of iron to-day, we are to leave out of consideration the general division into non-malleable or cast iron and malleable iron, as to the adequacy of which no question has been raised; and to confine ourselves to the subdivisions of malleable iron. This has been classified, according to the extent to which the properties imparted by carbon are present (viz., resilience, hardness,strength, and, above all, the capacity for being hardened by sudden cooling from a high temperature), into (1) wrought iron which cannot be hardened, and (2) steel which can be hardened; and this classification I shall, for briefness, term the carbon classification. Until within a few years all authorities, both metallurgical and general, have concurred in explicitly recognizing the carbon-given qualities, and preeminently the capacity for being hardened, as the essential qualities of steel; this is laid down with clearness by every writer on the subject. For several years this old classification has not been sufficient to meet all our needs, since the genius of Bessemer, Siemens, and, I may add, Holley, has produced wrought iron which has been perfectly melted, and thus freed from certain mechanical adhering impurities. This causes what we call homogeneousness for want of a better word, and gives rise to many important qualities which the old wrought iron had not; qualities universally recognized, though not readily described. I shall, for briefness, style them the fusion qualities, and a classification based on them, a fusion classification. Membership.-For the second year in Succession membership reached a new high level for all time, as indicated in the accompanying tabulation in which "Members" includes all categories except Student Associates. [END 1938 END 1939 NET GAIN Members9, 57 610, 163 587 Student Associates 2,898 3,760 862 12,474 13,923 1,449] Net gain in membership (aside from Student Associates) was 587 compared with 744 in 1938, despite the fact that applications received in 1939 exceeded those received in 1938 (1271 against 1162). The smaller net gain is accounted for in three ways: (1) A greater lag in enrollment of those elected in the last quarter of the year; (2) an increase in the number of applications involving change of status from Junior Member to Member; and (3) an increase of 167 in the loss by death by resignation and by suspension in 1939 as compared with 1938. Experience shows that at the end of a year of less prosperous conditions in the mineral industries, and, therefore, among engineers engaged in these industries, resignations and suspensions are more numerous. Business and industrial indexes all show 1938 to have been somewhat less prosperous than 1937; but the improvement in 1939 should be reflected in the record for 1940.

G. R. GOHN. l-1n Table I11 of The Sager, Brown, and Mears paper, which was presented on the screen, data were given showing the results of accelerated corrosion tests of certain magnesium alloys. Mention was made that these were carried to a certain time which was used as a measure of failure but no mention was made as to the period of time. I would like enlightenment on that. G. F. SAGER (Author).-In reply to Mr. Gohn's question regarding the times of exposure for the accelerated stress-corrosion tests referred to in Table I11 of our paper, which shows the correlation between accelerated and atmospheric stress-corrosion tests on magnesium alloys, I can say that we usually run the accelerated tests on such alloys for at least 500 hr. We feel that this is long enough to reveal any marked susceptibility to stress-corrosion cracking. In the case of the atmospheric tests on such alloys, we have not yet decided how long we should expose the specimens. Most of them are being exposed for indefinite periods and a good many of our specimens have now been exposed for several years. We may want to continue some of the tests for five or ten years. The period of six months mentioned in connection with the times of exposure for the atmospheric specimens was a rather arbitrarily selected minimum time for which specimens had to be exposed before we counted them with those that had not failed. Failure to understand and evaluate such factors as markets, place value, and substitutions of one mineral for another may be disastrous. THE Hazleton district of the Pennsylvania Anthracite Region will be the scene Oct. 14 and 15 of the fall meeting of the Coal Division and the Pennsylvania Anthracite Section. Here, coal mining has been active for more than 100 years and hereabouts industrial necessity inspired the numerous inventions of the Pardees, Eckley B. Coxe, a former A.I.M.E. president, and the Marltles, who contributed much to the success of the Institute in its early days, as well as to the upbuilding of modern methods in the anthracite and bituminous industries. Headquarters will be the Altamont Hotel, Hazleton, Pa. There will be two technical sessions Friday, registration preceding the first which is scheduled for 11 a.m. to 1 p. m. The second will be called at 2:30 p.m. Saturday is reserved for mine and plant visits, with golf and tennis after luncheon for those so inclined. The ladies are cordially invited to the meeting and arrangements have been made for their participation in much of the program. The chairmen of the committees preparing for the meeting are: Donald Markle, president, Jeddo-Highland Coal Co., General Committee; R. E. Hobart, mechanical superintendent, Lehigh Navigation Coal. IT is impossible to mention by name all the men and organizations that contributed to this volume. The original manuscripts of the chapters contained acknowledgments of various lengths, but space limitations make it impossible to print them. Suffice it to say that virtually everyone active in coal preparation in the United States contributed directly or indirectly to the contents of the volume. Special thanks are given to manufacturers of preparation machinery for their courtesy and willingness to furnish data, photographs and drawings. I am extremely grateful to Lupo Cinco, Alfred C. Arnold, Alfred E. Flowers, James M. Krese, J. H. Kelley, E. E. Vaccaro, E. J. Sandy, Edward Steidle, Jr., Joseph Fiedorek, David Scanlon, and Joseph T. Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties situated at 29 West 39th Street in New York City United Engineering Trustees, Inc. When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered un¬der Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library " The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpet¬ually as a meeting place and headquar¬ters for the Founder Societies Thus the Carnegie gift realized the ideal of bring¬ing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint in¬terests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and The Engineering
