THE case of Henry Cort comprises: (1) the nature of Cort's inventions;, (2) their value to England and to mankind,; (3) the remuneration received therefor by him or his family; and (4) the suitable permanent record and recognition of his services by the representatives of the art lie founded-a debt long over-due, and still unpaid. I. CORT'S INVENTIONS. Under this head, it is unnecessary here to enter into details. The facts have been repeatedly published, and a brief outline of them will be sufficient for my present purpose. . Henry Cort, born in 1740 at Lancaster, England, became a navy broker in. London about 1765, and gained from that business in about ten years. something more than £20,000, which lie devoted to perfecting the manufacture of iron, building a mill at Fontley, near Portsmouth, and prosecuting, between 1777 and 1783, the experiments which culminated in .his two patents, one for puddling iron and the other for shaping it by rolling between grooved rolls.: Careful study of the contemporary evidence, including Cort's specifications, the testimony (in act as well as word) of his business rivals, the public declarations of eminent authorities, and the history of the times, leaves no possible doubt that Cort was the real inventor, of

DEFINITE data on the amplitude and effect of ground movement in specific mineral formations, caused by various methods used in the mining of ores, coal, and nonmetals, or in the extraction through wells of petroleum, sulphur, and soluble salts, are increasingly needed because of legal liabilities from damage to overlying or adjacent properties, and growing concern as to the conservation of national mineral resources. Not since the committee was established in 1923 has it been so difficult to get technical papers giving ground movement and subsidence data from specific mine operators. The reasons given, as above indicated, are pending or threatening lawsuits. There are three major objectives in ground movement and subsidence studies : (1) Maximum recovery of a mineral resource. (2) Minimizing damage to surface structures, highways, railroads, and agricultural lands caused by caving or subsidence, which may in some situations, as along the Gulf of Mexico shore, cause flooding by surface waters. (3) Lessening damage to overlying or adjacent mineral by back-filling of mine excavations as completely as possible.

Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

FUEL-OIL was first substituted for coal at these works in September, 1888. It was first applied in the converting-department to the battery of boilers, consisting of 14 tubular boilers, 16 feet in length by 5 feet in diameter. To operate these boilers with coal for 24 hours required 14 strikers, 3 ash-wheelers, 6 men unloading coal, and 2 water-tenders, making a total of 25 men. With fuel-oil the same boilers require for the same period 2 water-tenders and 4 men to attend to the burners, making a total of 6 men. This gives a saving of 19 men, which, at an average of $2 per day each, amounts to $38 per day. Comparing the consumption of oil with that of coal, we find that for the week ending January 5, 1889, with an ingot output of 6403 tons, 2731 barrels of fuel-oil were used as against a necessary consumption of coal for the same work of 848 tons, showing 3.22 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal. Figuring oil at 60 cents per barrel, and coal at $2.15 per ton, we have as the cost of oil $1.93, as against $2.15 for its equivalent in coal. In December, 1888, the rail-mill battery of 26 boilers, of the same dimensions as those in the converting-department, was equipped for fuel-oil. For the week ending January 5, 1889, with a rail out-put of 5208 tons, 5987 barrels of oil were consumed, as against a necessary consumption of coal, to do the same work, of 1805 tons, showing 3.31 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal, which at the costs named above would show $1.98 worth of fuel-oil to he equal to $2.15 worth of coal. The labor required to operate the rail-mill boilers for 24 hours, with coal as fuel,is: 26 stokers, 4 water-tenders, 6 ash-wheelers, 12 men unloading coal; total, 48 men. With oil as fuel, the same work requires 4 water-tenders and 6 men to attend to the burners; total, 10 men; a saving over coal of 38 men in 24 hours, which, at an average price of $2 per day, would be $76 per day. G. Edmunds—Solid solubility is considered to be of either the interstitial or the substitutional type. Is it possible, in a binary alloy as the simplest case, that some of the solute atoms are present in the normal lattice sites (substitutionally or filling lattice vacancies) while simultaneously others are in interstitial positionss One might even ask whether a distribution of the two types may be the normal situation. H. M. Meyer—Metastable states of interstitial atoms occupying vacant lattice sites possibly occur as well as of substitutional atoms squeezed in between regular matrix positions. However (as we know since Hume-Rothery), the solute atoms choose between the two kinds of solutions; consequently, every solute will be unequivocally either substitutional or interstitial in the equilibrium state of the solid solution. M. Balicki—In view of the fact that the authors apparently correlate the analysis of the alloys at the ingot stage with the properties exhibited at the testing stage, I would like to ask whether this is a fully justifiable procedure. In other words, how good are their determinations of solute concentration for correlating them with the mechanical properties. The answer to this question may explain some of the divergencies. Assuming good enough homogenization of the samples and exact determination of mechanical properties the position of the plotted experimental points will depend solely upon the accuracy of composition determination. If this is not accurate, say due to loss or pickup of elements during processing from the ingot to the testing stage, or due to a systematic error in the method employed for obtaining solute concentration data, the points will deviate from their true position and may align themselves along a different curve than the one expected. H. V. Kinsey—We have been studying the creep-rupture properties of titanium-base alloys at 1000°F. In the course of this work, anomalies in behavior of the alloys that would suggest that the material under test was becoming stronger as the test progressed have been observed. If this was so, the most likely explanation that we could think of was that the test bars were absorbing oxygen and nitrogen from the air during the test and were thereby becoming strengthened. In an attempt to determine the strengthening effect of absorbed oxygen and nitrogen the following experiment was conducted. A length of cold-rolled titanium was supplied by the E. I. du Pont Co. Two test bars, having a 1/4 in. diam gauge length, were prepared from this material. One bar was tested in the as-received condition. The second bar was heated in air at 1550°F for 100 hr and subsequently air cooled prior to testing. A testing temperature of 1000°F was employed. The results of these tests are tabulated in table 11. In the author's opinion, is it reasonable to assume that the bar that was exposed to air at 1550°F for 100 hr was stronger because it absorbed oxygen and nitrogen from the air during this heat treatment? W. L. Finlay (authors' reply)—Direct experimental evidence for or against Mr. Edmunds' interesting suggestion will probably never be available. It seems possible, however, that mixed interstitial-substitutional solid solution might well occur with interstitial elements. LARGEST of the known commercial deposits of pebble phosphate are those found in Polk County, Florida. The phosphate bed, commonly known as the matrix, will consistently average 6 to 9 ft. in depth, and is found under 3 to 60 ft. of over-burden. The phosphate pebbles, white and black in color, varying greatly in grade, are found imbedded in a matrix of sand and clay; and range in size from the fines to pebbles 1 1/2 in. in diameter, although the average coarse size is approximately 1/2 in. in diam¬eter. On some of the washers all material under 14 mesh is lost. High-grade phosphate (75 per cent plus of bone phosphate of lime, CasP2Oa) is generally soft, the pebbles breaking up during the mining operation and in pumping; low-grade phosphate, 67 to 69 B.P.L., is black in color with hard pebbles with no loss encountered in pumping.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. The use of sheet and strip metal has increascd rapidly during the last few years and manufacturers have been called upon for an ever-increasing tonnage, better drawing quality, and better surface. The automobile industry is probably the most insistent in striving for a better product and a desire to reduce costs. Confronted by these demands, the mills have directed their efforts toward the delivery of material. Their personnel has been occupied largely with the problems incident to production, as any increase forced the use of new sources of raw material with their problems. These problems, combined with those met in the daily routine, have demanded immediate attention, with the result that the standardizing of heat treatments, quality, or temper, etc., have been neglected. Considerable work in standardizing has been done by many companies, but no acceptable method has been developed. The following method, therefore, is given with the hope that some method that can be accepted by the manufacturers and users may be developed. The problem of selecting a material with such properties that the losses in processing are a minimum is interesting and difficult. A description of the properties required is likewise difficult, largely because of loose terms. Another handicap is the number of methods of testing which have not been standardized and concerning which little information is available. In the selection of drawing or forming stock, it is advisable to eliminate as many variables as possible; consequently the method of testing the material is of the utmost importance. The purpose of this paper is to suggest a procedure for indicating the dividing line between noncaking coals and those that have weakly caking properties. A laboratory agglomerating test as an aid in classifying weakly caking coals is outlined and its merits in comparison with the standard agglutinating method advanced by the U. S. Bureau of Mines are discussed. No attempt, however, is made to discuss in detail either the different methods for determining "caking" and "agglutinating" indices or the various systems of classification. Two methods, differing somewhat in procedure, have been employed and recognized as suitable for determining the caking or agglutinating values of coals; namely, those in which an inert material such as sand, electrode carbon, etc., has been mixed with the coal before being heated, and those in which the coal is carbonized alone. In all such methods, the coal with or without the inert material is in the finely divided state and the index or value sought is derived from the examination of the residue after heating in a closed crucible or other container. The procedure outlined by Selvig, Beattie and Clellandl is the most recent representative of the method using sand as inert material, while the agglomerating test described below is representative of the method in which the coal is carbonized alone. The standard volatile-matter determination affords a means for observing the coking properties of a coal, and this has been described by Rose2 as the simplest of all coking tests. According to him, "the resulting coke button will indicate whether the coal is noncoking, feebly coking or strongly coking," despite the fact that "almost every condition in this test is at variance with large-scale carbonizing practice." One of the most urgent needs in the field of coal combustion is the ability to predict the performance of a coal from knowledge gained from small-scale tests. Numerous types of analyses and tests are conducted on coal, including the proximate and ultimate analyses, heating value, varieties of sulphur, ash analysis, ash fusion temperatures, free swelling index, petrographic analysis, and Gieseler plasticity. The Illinois Geological Survey has made an intensive study of the value of these tests for judging the performance characteristics of the coal as actually utilized. To date, three reports 1 2 3 have been is- sued, and another is being prepared. The present paper briefly summarizes some of the results found in the studies.

IN reality, the Butte district is the birthplace of the Anaconda Copper Mining Co., for it was here that strength was gathered and means provided for later expansions of the Company. The Butte district was organized at a miners' meeting on Aug. 20, 1866, primarily for gold placer-mining operations. Substantial amounts of placer gold were recovered from gulch gravels during the period 1862 to 1868. The earliest lode claim locations in the district were recorded in July and August 1864. WITH the example of the steel open-hearth men and their round table conference before the copper men, the query naturally arose "Why cannot we do likewise?" The advantage of pooling and comparing knowledge on smelting in the copper reverberatory furnace seems particularly pertinent at this time when all metallurgical economies possible must be rigorously enforced. A great deal of data had also been obtained and filed during the period of litigation over the Carson patent, and it would naturally be available with the cessation of further suits. With these ideas in mind, H. Foster Bain took up the advisability of holding such a conference directly with the heads of all the companies in the United States operating copper reverberatories, and found a nearly unanimous response. The mining companies appointed representatives directly, or indicated to the heads of various metallurgical operations what members of their staffs should be sent to such a conference.

Four vertical boreholes in the vicinity of an electrical heater simulating a canister of nuclear waste in a granitic rock mass have been logged with an acoustic borehole sonde before and after thirteen months' heating. Excellent control of the structural geology and fractures present in the rock mass was provided by the considerable amount of oriented core recovered from the four boreholes used for acoustic logging and the large number of others used for a variety of rock mechanics instrumentation. Compressional and shear-wave velocities were measured as a function of stress on some twenty core samples, water-saturated and dry, which were recovered from the four acoustic logging boreholes. Further control was provided by a cross- hole acoustic monitoring program conducted before, during and after heating between the same four boreholes, and by measurements of acoustic velocities in an isolated block of granite in the same heater drift, which was subjected to an increase in temperature and to changes in uniaxial stress. It is concluded from the acoustic logging tests, taken in conjunction with the acoustic cross-hole and heated block experiments, that acoustic techniques: 1. Provide a means for locating and delineating systems of weakly- bonded or open fractures within the rock mass; 2. Provide a sensitive means for monitoring a rock mass for changes in moisture content or structural damage to the rock fabric induced by thermal or mechanical loading; 3. Together with the rock bulk density yield the elastic constants of the rock mass.

THE large iron-ore producers on the Mesabi Range are able to maintain the silica in their shipping products at from 8 to 10 per cent by mixing ores of various grades, some assaying 4 per cent silica and some as high as 18 per cent silica. For each ton of 4 per cent silica ore mined, a ton of 14 per cent silica ore can be mined and mixed with it and the average grade maintained at 9 per cent. This mixing operation has made possible the utilization of large cluantities of ore too lean to be used alone. and herein lies the advantage of the producers who operate a number of mines at the same time. As the grade of the ore from one of the properties falls off, a little high-grade ore from another property can be mixed with it and the average maintained, while if one property alone were being operated all of the ore below grade would be left behind.

In spite of the widespread interest in rock bolt research, relatively little is known about the critical region surrounding the bolt anchor. In analyzing the stress distribution around an opening resulting from rock bolt support, it is commonly assumed that the bolt is fixed at a point far enough from the surface so that the anchor does not influence the performance of the bolt. Furthermore, a bolt anchor is assumed to per- form satisfactorily if it will hold the design load with a minimum amount of load relaxation, commonly called bleedoff. From the standpoint of the design engineer both of these assumptions are reasonable, but they ignore the fact that the extremely high stresses in the region of the anchor are capable of generating fractures in the rock. Lang estimated the bearing stresses for a slot and wedge anchor on a one-inch-diameter bolt to be as high as 125,000 psi. This paper describes a more thorough analysis of the magnitude of the stresses around the anchor and the nature of the potential fractures that might result.

Design features and operating methods of ASARCO's new unit for the continuous melting and casting of tough pitch copper at Perth Amboy are described. Preliminary studies made for determinitzg economic feasibility and design details are also presented. Cathodes are preheated with oil and melted in an electric furnace at 40-ton per hr rate, from whence the molten copper is fed simultaneously to the wire bar casting wheel and the continuous casting of cakes and billets. In the early 1950's the copper refining furnaces at ASARCO's Perth Amboy plant reached a point where major expenditures would have to be made for replacement of the furnaces and the auxiliary equipment. The problem was whether to continue with the standard reverberatory furnaces or to consider continuous melting in electric furnaces. Reverberatory furnaces have been used for years in the copper industry and for some 50 years at the Perth Amboy plant. Reverberatory melting practice, however, imposes certain restrictions. First, labor costs are high, usually requiring three shifts per day. Secondly, they operate on a batch basis, the conventional operation being a 24-hr cycle including

Bitumen is a general term for a group of materials composed of mixtures of hydrocarbons that are fusible and soluble in carbon disulfide. Included in the group are petroleum, asphalts, asphaltites, and mineral waxes. Asphalt is a dark-colored, cementitious solid or semisolid, which generally softens on heating and resumes a more viscous or solid state when cooled. It is found in native form in fissures and pore spaces in rocks and as lakes. It is also obtained from the residues produced in petroleum refining. Asphaltites are black, naturally occurring solid bitumens. They are generally shiny and break with a conchoidal fracture. Common asphaltites are gilsonite (uintahite), grahamite, and glance pitch. Mineral waxes are solid or semisolid, relatively nonvolatile bitumens of various colors, having an unctuous feel and waxy luster, Of the native waxes, ozokerite is the best known. Montan wax is also classed as a natural wax, although it never occurs in the pure state and must be extracted from lignite or cannel coal (Ladoo, 1920). Mineral waxes may also be obtained by pyroprocessing of petroleum, lignite, and peat. Pyrobitumens are dark-colored, solid hydrocarbons that are infusible and relatively insoluble in carbon disulfide. They are so-called because they will yield liquid and gaseous hydrocarbons only when heated. Asphaltic pyrobitumens are defined as "substantially free of oxygenated bodies" and include wurtzilite (elaterite), albertite, and impsonite (Thrush, 1968). Nonasphaltic pyrobitumens contain oxygenated bodies; examples are coal and peat. The nonasphaltic type will not be discussed further. Petroleum Asphalts Asphalts refined from crude petroleum have almost completely replaced the native types. Refineries can produce asphalts in every desirable grade more economically and in greater quantity than the native types and with a variety of properties that meet the requirements of the various manufacturers using them. For all practical purposes, it is estimated that more than 95% of the asphalts consumed in the United States are refined from crude petroleum (private communication). Native Asphalts Native asphalts are dark brown or black, semisolid or solid substances that, in theory, formed by slow, natural fractionation of crude petroleum at or near the surface of the earth (Goulston, 1938). They are colloidal systems of high molecular weight components dispersed in a medium consisting of low molecular weight components (Pracy, 1954). Native asphalts may occur as lakes, as impregnations of rock (rock asphalt) or as deposits consisting of mixtures of natural asphalt and mineral matter in various proportions (Stern, 1960). Practical use of native asphalt dates to about 3000 B.C. It was mined from surface pits or lakes and used, then as now, for masonry mortar, waterproofing aqueducts and tunnels, binders for road construction, and as an article of commerce (Miller, 1938). Generally the native asphalts find little commercial use today except where they are geographically abundant, easily mined and transported, or have specific or special application. Petroleum-refined asphalt is produced by unusually economical techniques and is much less costly to use. The largest and best known of the lake deposits is that on the Island of Trinidad, where the lake covers an area of 114 acres and is 285 ft deep at its center (Stem, 1960). Cobalt is a silvery white metal with a slight bluish cast. It strongly resembles nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ decidedly in their properties from those of nickel. The name "cobalt" was derived from the German Kobold, meaning goblin, and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was not isolated until about the middle of the eighteenth century, by Brandt, although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470.
