THE copper-silver system presents several points of special interest in the study of segregate structures. The system is simple eutectic, with limited solid solutions terminal with the pure component metals. The extent of solid solubility decreases with decreasing temperature for both the copper-rich and the silver-rich alloys, thus offering a possi-bility for the formation of Widmanstätten figures and also a possibility for aging after quenching. In contrast to the structures studied previ-ously the structures in this system are unique in their; origin, for one terminal solid solution will precipitate the other, and ice versa. In most of the other systems for which crystallographic data on the precipi-tation (or transformation) process are available, either intermetallic compounds or intermediate phases partake in the decomposition process; the absence of such phases thus distinguishes this system. The lattice structures of the two solid solutions are identical in type, differing in lattice spacing by approximately 10 per cent; because of this it seems difficult if not impossible to predict on the basis of present theory either the outward form of the precipitate or the lattice orientation relationships between matrix and precipitate. THE year 1937 started off most hopefully for the metal industry but the prices for nonferrous metals declined after reaching a peak in the first quarter. E. & M. J. average prices for March were: -electrolytic copper f.o.b. refinery for domestic delivery 15.775c., lead 7.19c., and zinc 7.38c. There was the usual talk of shortages and the accompanying peak in the market prices of securities of producing companies. In retrospect it now appears that this was the peak of general security prices as well and of most commodity prices. On Dec. 1 copper was back to 11c., lead to 5c., and zinc to 5.5c. At the same time metal security prices had fallen to less than 40 per cent of their March highs. This has not been a purely domestic phenomenon. Metal prices have followed a similar course in London, in spite of the fact that in all three metals a tariff wall separates the domestic market from the foreign. There is nothing in the record to suggest that planning has so far had any stabilizing effect on prices. It is doubtful whether anybody will he found to claim credit for the planning. Strong evidence supports the conclusion that domestic demand for these and the other metals has been dammed back by the uncertainties confronting those who are considering long term construction commitments. This is particularly true with the public utilities, who are the largest consumers of copper and lead. If the plans were designed to maintain employment rather than to maintain political control of the Government, it would appear that they should be discarded. The course of the steel industry has been followed so closely in the press that no comment is necessary to indicate its similarity.

Vertical-intensity magnetometers, for instance the Hotchkiss Superdip and the Askania vertical field balance, are now widely used, because vertical-intensity charts give definite information for the location of upper pole, dip and strike, and approximate shape of the deposit. Again, a slow and steady increase of dip over a large area indicates a large deep-lying deposit, while a large dip limited to a small area and falling away rapidly suggests a small and shallow one. The complication comes more from the richness of the ore. A large body of lean ore near the surface might produce the same vertical-intensity chart as a rich ore at depth. This paper presents a method for calculating the maximum depth of a single-pole deposit and another for a two-pole mineral body, by utilizing data of both vertical and horizontal intensities as obtained by a Thalen-Tiberg magnetometer. As shown on the left side of Fig. I, lean ore, rich ore and a single pole produce the same magnetic field. The depth of the pole, where G is the vertical intensity at point A due to the pole; F, the horizontal intensity of the same; and a, the distance from the point of maximum vertical intensity or the vertical projection of the pole on the surface to the point of observation A. If an entirely covered deposit is indicated by magnetic measurements and boring cost estimated from the calculated depth is so reasonable as to encourage drilling, the ore should be struck somewhere within the limit of the calculated depth by the borehole. A number of such points as A should be taken for calculation, erratic results should be rejected and the average figure used for cost estimation.

The War Department is appealing to skilled workmen and scientifically or technically trained men to enlist in any one of a large number of engineering troops needed for immediate action in France. Any registrant under the selective service law, who has not actually been called to service, may be immediately inducted into an engineer organization at his own request. Application for induction should be made to the Chief of Engineers, giving a complete statement of the applicant's qualifications. Any man who is physically qualified, between the ages of 18 and 21, or between 31 and 40, may voluntarily enlist for an engineer organization, provided he proves to the recruiting officer that he is experienced or skilled in any engineering trade, or is a handy main who is' especially suited for engineering work. There are about 600 recruiting stations in the United States, and an officer at any one of these will enlist a candidate for an engineer organization if he is suitable. Enlistment is in the grade of private. Subsequent promotion to the rank of non-commissioned officer is secured by merit. It is intended to fill many of the vacancies which will occur from time to time among the commissioned officers by selection from the ranks. A few of the special services, of most interest to mining and metallurgical workmen, urgently needed by the army, are as follows: Crane Operating and Maintenance Regiments; Depot Detachments; Electrical and Mechanical Regiments; General Construction Battalions; Mining Regiments; Quarry Regiments; Battalions for the construction, maintenance, and operation of railways; Road Building Battalions; Sapper Regiments; Supply and Shop Battalions; Surveying, Ranging and Map Reproduction Regiments; Water Supply Companies; and many others. WoRld consumption of petroleum and its substitutes in 1941, the amount of which obviously is largely conjectural, is estimated at 2,066,653,000 bbl. This is 48,689,000 bbl. more than the previous year and is an all-time high. Except for the United States, this figure does not include consumption for military purposes. Consumption in the United States also reached an all-time high during 1941, totaling 1,492,000,000 bbl., or 158,230,000 bbl. more than the previous peak year of 1940. On the other hand, it is estimated that civil consumption in countries outside of the United States decreased 109,541,ooo bbl. as compared with the previous year. Demand for military purposes and/or additions to stocks in countries outside of the United States is estimated at 304,507,000 bbl. during 1941, compared with 209,635,000 bbl. in 1940. This increase was due largely to blitzkrieg warfare on several fronts. especially Russia; entailing large expenditures of petroleum by both sides because of the immense area covered by the fighting forces, the long supply lines necessary and the intensity of the fighting. It is interesting to note in this connection that Axis-controlled countries, excluding Japan, had an estimated production of approximately 89,000,000 bbl. of petroleum and its substitutes in 1941. The peacetime consumption of these countries in 1938, for example, was about 183,000,000 bbl. It is believed that the minimum to which civil consumption could possibly be re-duced in wartime is 20 per cent of that of peacetime, which would call for a minimum consumption of 37,000,000 bbl. in these countries in 1941 for civil purposes. THE Federal income tax law permits as a deduction in determining net income "in the case of mines, . . . a reasonable allowance for depletion and for depreciation of improvements, according to the, peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45. reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact.

In connection with the work of testing structural materials for the use of the U. S. government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it mas desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years 1 have been engaged in field-work of this sort.

Until the beginning of the year 1930, conditions in the oil industry were such that the production engineer was chiefly concerned with improving the efficiency of development and production technique. Good engineering practice had been adopted to devise and improve methods and materials better suited to drilling for and producing oil and gas. These efforts reduced the hazard and expense of deeper drilling, increased the ultimate recovery from reservoirs and lowered production costs. Equipment was of better design and materials were better suited for the work and were more permanent. These improvements naturally have contributed their share toward increasing the volume of crude oil produced each year. The industry is now faced with a need for preventing a waste of this natural resource; waste which came as a result of continued reckless drilling of new reservoirs. To make a careful study of this economic problem and to devise methods for correcting these conditions was a logical problem for the production engineer. Much time and study have been devoted to the question, and remedial plans have been suggested during the last year and a half. The principles of unit operation have attracted the engineer's attention, as they present ideal conditions for the most scientific and economical development of an oil field. Unitization During 1930 unitization of producing and potentially producing areas has made real progress, and as each new unitized development is agreed upon the objections that loomed so large at the inception of the idea fade into comparative insignificance. Undoubtedly the outstanding example of the efficacy of unitization is the Kettleman Hills project in California. Unitizing this structure, with its almost incredible reserve, is an important step forward in the industry's concerted effort toward conservation. The steel industry has a definite need in its tonnage mills for a formula relating expected tensile strength to the analysis of the steel. The McWilliam-Barnes1 and other less comprehensive formulas are used for this purpose, but these formulas were designed for an analysis range that does not include the medium manganese and silicon-bearing steels. This type of steel is being produced to meet the demand for tensile strength slightly higher than that of ordinary structural steel but not high enough to justify expensive alloy steels. The purpose of this paper is to present a somewhat more comprehensive formula based on data accumulated over a number of years by the Inland Steel Co., and to discuss the method followed in obtaining a formula to fit the data. The resultant formula admittedly is still weak in some respects, but for the expanded analysis range appears to be an improvement over the other formulas. It is hoped that with the collection of more data and possible collaboration with other mills studying this problem it will be possible to work out a more nearly perfect formula. Several publications have been issued on this subject. In some, the equation type of relation was evolved while others made a combination of tables and an equation. The latter include work by Campbel12,3 and Webster.4,5 Campbell classified the steels as acid and basic and applied a different formula to each. For basic steels, he used the equation: Teosile etrength = 41500 + 770C + 1000P + yMn [1 y was a variable depending on the carbon and manganese content of the steel and was listed in tables. The modulus of elasticity and yield strength of commercially pure, annealed titanium sheet was investigated at room temperature as a function of strain rate and direction of loading. The value of E varied with direction of measuremeni in the sheet but was unaffected by strain rate in the range 0.04 x 10-to 10-2min-1. The yield strength increased with increase it2 strain rate and varied with specimen orientation. VALUES of the modulus of elasticity, E, in tension for commercially pure titanium have been reported at from 14 to 20Xl06 psi.' Reasons suggested for this variation have been a) composition, b) strain rate, c) texturing, and d) creep. For example, alloys of titanium with aluminum, manganese, and nitrogen have yielded modulus values of from 12.5 to 16.8 x lo6 psi at room temperature.' It was shown by Klier that the modulus in titanium plate was sensi-tive to strain rate. while Dotson and kattus meas- ured variations in E as the strain rate was increased from 3X to 60 min-l. For RC-7OA, 0.040-in. titanium sheet at room temperature Dotson and Kattus found that the average values of E, for specimens in the rolling direction, increased from 14.7 to 16.0 X lo6 psi as the strain rate increased. Simultaneously, the 0.2 pct yield strength increased from 74,700 to 95,700 psi for the same specimens. Differences in yield strength and E have been reported as a function of directionality in titanium sheet.= Dotson and Kattus report such an effect, and Feola6 found in annealed titanium sheet marked anisotropy in tensile strength, yield strength, reduction in area and elongation at room temperature, with

THE questions as to what grades of ore it pays to conserve for the future, and the valuation of low-grade reserves, are becoming immediate and definite as applied to individual ore deposits, and seem to call for some sort of quantitative answer. Both opinion and practice involving these questions differ widely. The number of variables in this problem is so large that final solution will perhaps never be agreed upon, yet there seem to me to be certain controlling factors which can be placed in quantitative relation and serve to reduce the number of variables which it is necessary to consider in a given instance. I assume that it will not pay either for the individual or for the State to conserve any ore when the present cost of conservation (by stock piling or otherwise), when compounded at 6 per cent. interest for the number of years which would elapse before this ore is used, will exceed the profit which the ore will yield when it is used. It may be urged that any loss to the individual may be made up in gain to the State. This might be true if there was any definite limit to the amount of iron ore, but when we remember that iron makes up .4 per cent. of all the rocks of the earth and the amount of rock carrying iron in excess of 20 per cent. is for practical purposes, unlimited, it is apparent that posterity is assured of its iron ore. The changes will be mainly in methods and cost of extracting the ore. Therefore, any expenditure of money or effort now, which when compounded will exceed the worth of the effort or money needed in the future to utilize the iron, is a net loss both to the individual and to the community.

PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

This paper presents the results of an investigation of the effect of feed size on the integral rate at which feed material is dry ground in a laboratory rod mill. The data are interpreted in terms of the Gaudin-Meloy distribution equation. The equation, Mo — Mt/t = Aoxo r-1, is found to hold for feed sizes smaller than some critical size or for grinding times larger than some critical time. It is shown that a feed grindability is related to this critical size, which appears to be the transition between predominately impact and predominately attrition grinding. Detailed research on feed size effects in comminution has been rather limited. Gaudin1 ground single-sieve fractions of quartz for extended time periods (four hours) in a laboratory ball mill. His work, which was designed to study the nature of size distributions, showed that there is a critical feed size above which comminution occurs primarily by attrition. For his system, the critical size was about 2-mm when using 22-mm balls. In a more recent investigation2 single-sieve fractions of quartz were ground in a laboratory rod mill for constant time periods (15 min) to determine how feed size affects the grindability of the material. This work showed that grindability is essentially independent of feed size in the rod mill after this moderately long grinding period. To further clarify this observation, a study in which feed size and grinding times are varied over a fairly wide range, and particularly, a study of the dependence of the integral rate of grinding on feed size during the initial stages of rod milling is necessary. Results of preliminary research on the use of small diameter water jets at high pressure for cutting rocks has demonstrated the possibility of effective cutting of anthracite. Detailed research has, therefore, been conducted at the Skotchinsky Institute of Mining to study the dynamics and structure of the small water jets and the mechanism by which they cut coal. One of the objects of this research was to obtain data for the design of a machine for cutting rock, based on the same principles as that for cutting coal. The productivity of water jet mining machines depends on the hydro- dynamic parameters of the jet. Therefore, the research on small diameter water jets was directed, initially to a study of the nature of the variation of these parameters, and to obtain a profile of dynamic pressure distribution over the section of the jet. As has been confirmed previously, the required jet pressure (to cut coal) lies in the range of 100 to 500 atmospheres. These pressures were utilized for the research. The diameter of the nozzle was changed as ~follows; 0.97; 1.24; 1.5; 2.17; 2.87; and 3.57 mm. Graphs showing dynamic pressures for each nozzle diameter and varied axial dynamic pressure were obtained over distances ranging from 2 to 70 cm from the nozzle. One of the most important hydrodynamic parameters of a jet, closely related to the dynamics of jet disturbance in air, is the magnitude of the axial dynhmic pressure. A study of the variation in this pressure with increasing distance from the nozzle led to the separation of the jet into three specific parts, which differ from each other not only in the nature of the change in dynamic pressure, but also in structural properties.

In presenting the subject of " Armored Turrets for Coast Defense " to this Institute, I am indebted to the Gruson Ironworks, a company incorporated under the laws of the State of New York, for valuable information, model and plans, by which I hope to make clear the construction and peculiar merits of this class of gun-protection. I wish it understood, however, that this is not an undeveloped and untried inventor's ideal, but an advanced and fully perfected system, which has long since passed the experimental stage and has been adopted by most of the foreign governments, after years of extensive experimenting and the expenditure of millions of dollars. The present seems an appropriate time to present the matter to the scientific public, since, for the first time, it is possible to produce these turrets in this country, of American material, and made by American workmen, owing to an agreement entered into between the Gruson Iron-works and the Fried. Krupp Grusonwerk, of Magdeburg-Buckau, Germany, where they have hitherto alone been manufactured. Although its full development and present perfection have been attained at the German works, it may be of historic interest to state that the first idea of using a rotating protected platform for large guns originated with Mr. Theo. Ruggles Timby, a native of the State of New York, who filed a caveat in 1843 for a " metallic revolving fort, to be used on land or water, and to be revolved by propelling engines located within the same and acting upon suitable mechanism." This was followed in 1862 by the issuance to Mr. Timby of two patents (No. 35,846 and No. 36,593) covering the ideas described in his caveat of 1843.
