Onoda Cement Co., Tsukumi is one of the largest limestone producer in Japan. From mines called Suisho and Ganji, it supplies limestone for cement plant, lime manufacture, iron and steel industries and for many purposes. The Suisho mine is highly productive, though it's operations are governed by the utmost regard for its impact on the surrounding environment. However, it became difficult to meet additional expanding demand and to assure continuity of high rate production. Present production rate 1s 6 million tons per year. The Ganji mine, some 2 km south west of the Suisho mine, began first-stage development In mid- 1973 and in january I976 started production. The capacity of major facilities is 9 million tons per year. Full production is predicted in 1979. Mining and milling methods of these mines under strict environmental considerations are discussed.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

AS you have seen, I have hitherto demonstrated to you the methods for bringing to their proper and pure bodies all metals of any kind of ore that you have found and mined. If these did not now serve human needs all these operations with so much expense and labor would have been profitless and in vain. Therefore I recognize that it is necessary in speaking to touch upon all their operations and to teach you to ma& use of the metals according to the works needed. There are, for instance, some metals that would serve poorly for certain works when reduced to their fineness and perfection. Also, many artificers, in order to avoid expense, are content with having a larger quantity of metals and do not care so much about their perfection. For this reason they willingly accept mixtures of one metal with another, for example, of silver or copper with gold, of copper with silver, and likewise of tin or lead with copper. Tin is accompanied by lead to avoid spoiling its nature completely. All this, however, is done with a definite proportion by weight and not by chance. These admixtures, as I have told you in another place, are called in gold, carats, and in silver, leghe. This, in fact, means nothing but the association of one metal with another, indeed, a soiling of their purity and fineness, to which they have been brought with so much hard effort and labor. But now leaving this discussion, I shall tell you in the present book as briefly as I can, in order, first of the alloying of gold with silver or copper, and then of that of silver with copper.

Dr. Arthur H. Elliott has been connected with the gas industry for upward of thirty-eight years and was a chemist to whom the industry is deeply indebted for the application of the science of chemistry to its problems and processes. He was born in London, England, in 1851, and was the son-of a physician. While a child he was taken to France, where he received his early education, learning to speak the French language before his native English. His father having destined him for the medical profession, he commenced his studies on his return to England, but his attention being attracted to chemistry, he gave up the study of medicine to pursue that of chemistry. While still a student, he obtained a reputation as an iron and steel analyst, publishing two methods of analysis, one for the determination of sulphur .and the other for the determination of carbon in cast iron. On his graduation from the School of Mines at South Kensington, he left England intending to go to Australia, where an uncle resided, having in mind also the possibility of a trip to China. On his arrival in New York, he met Professor Charles F. Chandler, to whom he had a letter of introduction, and who induced young Elliott to remain. He graduated from Columbia College with the degree of Doctor of Philosophy in 1883. He became demonstrator in chemistry at the College of Pharmacy and afterward professor of chemistry and physics at the same college. He became connected with the Municipal Gas Lighting Co. in May, 1880. In. November, 1.884, when consolidation took place, he became engineer-chemist of the Consolidated Gas Co., which position he held until May, 1910, when he resigned, but was retained as consulting chemist until his death. Recently Columbia University conferred on him the honorary degree of Master of Science.

How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. VERTICAL-INTENSITY magnetometers, such as the Hotchkiss Superdip and the Askania vertical field balance, are now [ ] widely used, because vertical-intensity charts give definite information for the location of upper pole, dip and strike, and approximate shape of the deposit. Again, a slow and steady increase of dip over a large area indicates a large deep-lying deposit, while a large dip limited to a small area and falling away rapidly suggests a small and shallow one. The complication comes more from the richness of the ore. A large body of lean ore near the surface might produce the same vertical-intensity chart as a rich ore at depth. This paper presents a method for calculating the maximum depth of a single-pole deposit and another for a two-pole mineral body, by utilizing data of both vertical and horizontal intensities as obtained by a Thalen-Tiberg magnetometer. As shown on the left side of Fig. 1, lean ore, rich ore and a single pole produce the same magnetic field. The depth of the pole, [ ] h, can be calculated from the following relation: [h=a=tan¢=G-F h=aXFy] where G is the vertical intensity at point A due to the pole; F, the horizontal intensity of the same; and a, the distance from the point of maximum vertical intensity or the vertical projection of the pole on the surface to the point of observation A. If an entirely covered deposit is indicated by magnetic measurements and boring cost estimated from the calculated depth is so reasonable as to encourage drilling, the ore should be struck somewhere within the limit of the calculated depth by the borehole. A number of such points as A should be taken for calculation, erratic results should be rejected and the average figure used for cost estimation.

The manufacture of fire-brick represents one of the oldest branches of the clay-working industry in New Jersey, and is of more importance than is commonly imagined. The New Jersey clays were first used for fire-brick after the war of 1812, and one of the earliest records, according to Professor Cook, shows that clay was taken from Woodbridge to Boston in 1816, arid used for that purpose. The value of the clays of the Woodbridge district does not seem to have been well and widely recognized for some years, however, although in 1855 the statistics, given in the Geological Report, show that clay for making 50,000,000 fire-bricks was then taken annually from the pits at Woodbridge, Perth Amboy and South Amboy. Perhaps the oldest works in the State was that known as the Salamander works (no longer in existence), where brick were made as early as 1825. A little later, in 1836, John R. Watson established a factory at Perth Amboy, and in 1858 Sayre & Fisher began the manufacture of fire-brick at Washington. The works of W. H. Berry at Woodbridge began operations in 1845, and have continued up to the present clay, although in 1896 the name was changed to J. E. Berry. The works of Henry Maurer & Son were established in 1856, and those of M. D. Valentine & Brother in 1865. These latter were started for making bath brick; later, sewer-pipe, and, finally, fire-brick and other refractory shapes were produced. A branch-works, located at Valentine on the Central railroad of New Jersey, was started in 1887. Even in the last two years several works have begun the manufacture of fire-brick. The Institute makes liberal provision for inclusion of engineering students through individual Student Associate membership. Such members pay $2 per year, receive MINING AND METALLURGY, may purchase Technical Publications at reduced rates, have the privilege of attending all meetings and are furnished a distinctive badge in the form of a watch fob. Provision is also made for the affiliation of organized student societies in recognized schools of engineering chemistry, geology and related sciences. In order to qualify for affiliation it is not necessary that all members of the society become Student Associates since the individual members of the society are not listed as members of the Institute However, a large majority of the members of many of the societies are also Student Associate Members of the Institute. Among the things that the Institute does for the affiliated societies are the following: (a) A copy of each issue of MINING AND METALLURGY is furnished to the society; (b) Reports of the meetings and activities of the society are reported in MINING AND METALLURGY; (c) Assistance is given by the Institute in obtaining speakers for the meetings of the society; (d) The name of the society and of its officers is listed in the annual Directory and other publications of the Institute; and (e) Members of the society are given the use of the Engineering Societies Employment Service. Student organizations, desiring to be recognized as affiliated student societies of the Institute, should make application to the Secretary, giving particulars as to the nature of their organization, of their membership, and their officers. The accom¬panying list on page 24 gives the names of the affiliated student societies, their presi¬dents and their secretaries, as of April 17, 1931.

THE second award of the Saunders Gold Medal for "distinguished achievement in mining," of which the first was awarded last year to the late D. W. Brunton, has been made to Herbert Hoover. The main events of Mr. Hoover's life are so familiar to all through the numerous journal articles about him and his work, and the interesting biography written by Vernon Kellogg, that no attempt will be made here to touch on anything other than his achievements as a professional mining engineer, for which the award was made. He graduated in mining from Leland Stanford, Jr., University in 1895, but had served as an assistant to Dr. Branner on the Arkansas Geological Survey in 1893 and had also worked two sum-mers as an assistant to H. W. Turner and Waldemar Lind-gren on U. S. Geological Sur-vey work in the Sierra Nevada around Lake Tahoe, and on the American River. Immediately after graduation he got "a job" underground at Grass Valley, and soon rose to be night shift-boss. He then secured employment with the late Louis Janin and made such a good record as office and field assistant that he was soon placed in charge of a small mine at Carlisle, N. M. In 1897, Mr. Janin recom-mended him to Bewick, More-ing & Co., who were looking for an examining engineer for their staff in Australia. Two years were spent in hard work there which was done so creditably that his princi-pals held him and his judg-ment in the highest regard, and he came to the head of their local organization. Among the properties which he acquired for them was the Sons of Gwalia.

Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and truck at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. Haulage Cycle Established from Existing Operations For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between and the shovel and trucks with the new truck cycle times.

In the assay of copper-bearing material for gold and silver, the elimination of copper before the final cupellation is of course essential, because any copper left in the lead-button will carry gold into the cupel; and a method which will effectively remove the copper with the smallest amount of manipullation is desirable. The scorification method is often rendered long and tedious by the necessity of repeatedly re-scorifying the button— to say nothing of the risk of losing Au—Ag thereby incurred. An ore carrying, for instance, 10 per cent,. of copper and only 0.1 or 0.2 oz. gold per ton, cannot be scorified with accurate results, because so many portions would have to be taken in order to get enough gold for weighing. On the other hand, the crucible method, with potassic nitrate and nails, would not do at all in such a case, because all the copper would be reduced by the nails, and (if the charge were 0.5 A. T.) this would defeat cupellation, by causing cupel-absorption of gold. In matte-assays, more concentrated value permits the determination of gold from smaller portions, and thus diminishes the difficulty experienced with ores. The method here described has been severely tested, during use for more than a year, and hart never failed hitherto, in the assay of any ore or product to which it has been applied. It is not proposed as perfect for every variety of ore or matte—probably no method would be that; but it is believed that, intelligently used, with the modifications dictated by practice, it will give better results, with less expenditure of time and labor, than any other known to the writer.

At the meeting of the Board of Directors the following resolution was passed: "The members of the Board of Directors of the American Institute of Mining Engineers desire: to place on record their appreciation of the very great generosity of one of their colleagues and a member of the Board, George D. Barron, expressed in his gift of $5000 to relieve the financial stringency caused by the unusual expenditures of the Institute for war work and the remission of dues of those members on active service." By-Law VIII. was amended to make a slight change in District No. 5. The report of the Auditing Committee was accepted. Tellers were appointed to: count the ballots on officers and on the proposed amendment. The proposed budget for the year 1919 was presented. The following resolution re Secretary Emeritus Rossiter W. Raymond, which had been prepared, by request, by Dr. A. R. Ledoux was then unanimously adopted. "The Board of Directors of the American Institute of Mining Engineers would place upon its minutes its profound sense of loss and sorrow in the death of Rossiter Worthington Raymond, Ph. D., LL. D., Secretary Emeritus of the Institute. Both as one of its founders and as its Sec-retary for 27 years, his was the guiding spirit of the Institute for more than a generation. "During the greater part of this long period, it might almost have been said that the Institute was Dr. Raymond-and Dr. Raymond the Institute. When with the progress of growth and development, great changes were introduced, Dr. Raymond acquiesced in these in spite of some misgivings, such as those with which a father might contemplate the emergence of his child from the careful supervision of the home; but as Secretary Emeritus for the past eight years, lie was always ready with valuable advice and helpful suggestion.

For a very brief description of the North Texas area and the general geological features with which it is associated, the reader is referred to the summary for 1935. As in previous years, the authors have been unable to undertakc the almost impossible task of isolating statistics for the hundreds of productive "spots" which are included within the generally productive areas of the several counties. However, pools that appear to be definitely isolated—as, for example, the Foard County production and the new pool recently developed southeast of Gainesville in Cooke County—are covered separately. During the year 1936, both routine development in proven or scmi-proven areas and exploratory drilling showed a decrease over the year 1935, there having been a total of 1453 wells drilled in the district during 1936, as compared to 1619 in 1935. It is also of interest to note that abandonments exceeded completions in 1936. Developments during 1936 While a number of local productive spots were found in Wilbarger, Archer and Wichita Counties, and numerous minor local extensions to older producing areas were developed in practically all the producing countics in the district, only two discoveries of sufficient importance to justify special mention were made. Anderson and Kerr No. 1 Bruhlmeyer, about two miles southeast of Gainesville in Cooke County, was completed in April, at a total depth of 2014 ft., for an initial production of 315 bbl. daily from a sand of Pennsylvanian (Canyon) age. Development has been rapid and the field is about drilled up. During November the 100 wells in the field averaged about 40 bbl daily. The structure appears to be a small fold associated with the northeast flank of the main uplift, which extends in a northwest-southeast direction across Cooke and Montague Counties.

RACKLESS equipment is being used by the T Coplay Cement Manufacturing Co. to develop a folded limestone deposit economically and safely with inexperienced men. Cost and quality of development stone results in a saving when it is used instead of outside sources of limestone. This favorable cost has been attained by following a methods development and training program described in this paper. It is expected that further savings in favor of the mined stone will be made when stopes now being prepared are in production. The present equipment will be used for loading from stope draw points. The limestone is blended with quarried cement rock to serve as raw material for Portland cement, first produced in this country by Coplay Cement Manufacturing Co. from a process developed by its president, David 0. Saylor, in 1873. For many years the cement rock alone or with a small amount of added limestone was used for raw materials. Later as specifications were raised and the richer portions of quarries were depleted, limestone from outside sources was required in increasing amounts. In 1925 D. J. Uhle, the general manager, began to prospect company property for limestone. It was known that the argillaceous cement rock was underlain by crystalline high calcium limestone. After an extensive drilling program it was found that there were large reserves of limestone underlying a recumbent syncline exposed in the south wall of the company's No. 3 cement rock quarry. A quarry was started on the vertical limb of this fold in 1927, and by 1930 the full requirement of the plant was met. After 1945 production diminished because of the occurrence of dolomite beds in the south wall. The quarry floor was then 135 ft below the cement rock level and 285 ft below surface. History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. Iron-Ore.—The company's iron-mines are on the Carrizal mountain, on the Mexican National, and at Monclova, on the Mexican International railroad. INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.
