PROBABLY no greater world traveler has ever been Chairman of one of the Institute's Divisions than Henry Frederick Hebley. To begin with, he was born almost as far away as possible-in Christchurch, New Zealand, Dec. 15, 1893. There he grew up, studying mechanical engineering at the local Seddon Memorial Technical College. Then he went over to Sydney, Australia, for a bit of work before sailing for the U.S.A. in 1915. After a few months as draftsman in a San Francisco office he moved over to Clarkdale, Ariz., in the engineering department of the United Verde copper smelter, which had just gone into operation. But the war was on, and Henry thought he belonged in France with the Canadian Engineers, the United States still remaining aloof from the conflict, and that was the last the copper industry saw of him. After almost two years in France he was wounded, convalesced in England and Canada, and then went back to his native New Zealand to design concrete factory buildings. But soon the United States called again, and this time he landed in Salt Lake City with the Oregon Short Line R.R. Co. Then to Chicago in 1920. where he really got into the coal industry for good, working for the Allen K Garcia Co. on the design and operation of coal mines, beneficiation plants, and combustion equipment; and joining the Institute.

WHEN the present Chairman of the Coal Division, A.I.M.E. applied for membership in the Institute 28 years ago one of his endorsers was Howard N. Eavenson, with whom he has now been associated as a partner in a Pittsburgh consulting coal - mining engineering firm for 22 years. Back of that association was some ten years of operating work in Kentucky. Mr. Alford was born in Philadelphia on Dec. 11, 1887, and was educated in Quaker schools, graduating from Swarthmore with an A.B. in 1909, later receiving a B.S. and an E.M. from the University of Pittsburgh. In the summers of 1907 and 1908 he had his first taste of coal mining as a chainman for the U. S. Coal and Coke Co. in Gary, W. Va. Upon graduating in 1909 he got a job on the by-product coke ovens of the Illinois Steel Co. at Joliet, Ill., but a year later went to Kentucky as superintendent of the Shamrock mine of the St. Bernard Mining Co., by which company he was employed for the next ten years. Successively he was assistant chief engineer, chief engineer, and assistant to the president. His duties were varied, including all the engineering duties commonly associated with coal mining, both underground and on the surface, construction of washing plants, prospecting, reports on new properties, power plants, safety work, and labor relations.

The use of water-cooled breast-jackets or cinder-tap blocks is a great convenience in lead-smelting, even when siliceous slags are made. If the charges are at all basic it is almost imperative. Jackets of riveted wrought-iron or steel are expensive; those of cast-iron are liable to crack; those of bronze are costly and not durable, being easily penetrated by tapping-bars or destroyed by streams of matte impinging against them. To overcome these objections I introduced at the Hanauer works, in April, 1886, castjackets of steel, which have been in constant use since that time and are to-day as good as new. These jackets were made for us by the Chester Steel Castings Company, of Chester, Pa., at a cost of ten cents a pound at the works of that company. The metal is 5/8-inch thick, and the jackets were cored and tapped for l1/2-inch bushings, affording two large holes for the removal of dirt and incrustations. The same holes are used for feed- and discharge-water through 3/4-inch pipe. I hope the successful introduction here of cast-jackets of steel will lead to their more extended use in all branches of metallurgy where water-cooled surfaces are severely taxed, and where the size and thickness of the castings are not unfavorable to the production of a sound article, impervious to water and of high tensile strength.

News has just been received that Flight Commander William T. Hall, a Junior Member of-the Institute, was killed in action on Saturday, May 19, 1917. According to the' Toronto Star, Commander Hall was 24 years of age, a native of Toronto, and a grandson of the late William Kersteman. During the four years of his course in mining at the School of Practical Science, Toronto University, he passed every examination with honors. When war was first declared Commander Hall endeavored to join the artillery as an officer, and for that purpose secured a provisional lieu- tenancy with a Hamilton battery, but he did not receive an overseas appointment, and on being graduated as a mining engineer in 1915, he was offered a position in Chile, which he accepted. He left Toronto on May 27, 1915, and was engaged in Chile as a mining engineer for nearly a year. In the latter part of April, 1916, he decided to offer himself again for service at the front. He crossed the Andes and sailed for Liverpool, where he landed on May 13, 1916. On May 27, 1916, Capt. Hall was given a commission as lieutenant in the Royal Flying Corps. He went to the front on Sept. 1, 1916, and remained there continuously. On April 4, 1917, he was promoted from lieutenant to the rank of flight commander. No details of how Commander Hall came by his death have as yet been received.

JUST as I have told you that it is impossible to give an exact rule for the bell scale, so I say the same concerning the clappers. Yet, if one wishes the bell to sound well, it is necessary that it have a proportioned blow; for if it is struck with a clapper that is lighter than it should be, it will not give out all the sound that it contains, and if it is struck with a heavier one than it can support, it is forced and the sound is made crude and harsh, in addition to the danger of breaking the bell. Therefore-the clappers must be made so that they bear a certain proportion to the bell, and in order not to proceed by chance, I have diligently tried to find the method as well as possible. I have found that experienced masters [99] have given to bells weighing ten pounds a clapper of one and a half pounds [and, to larger ones, clappers as tabulated on the next page].* Larger numbers than these I have not found because, in truth, few of the extraordinarily large ones are made in our regions. In my opinion, the masters should not be limited to these rules for the differences in clappers but should proceed according to the kind of bell, using a certain discretion for it is not possible to give a definite rule.

In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Much has been said in the past, and may be repeated in the future, concerning the desirability of hemispheric self-sufficiency-both from a resources and from a military security viewpoint. In cooperation with the United States Bureau of Mines and the Idaho Bureau of Mines and Geology, the University of Idaho offers in the School of Mines a number of fellowships. These fellowships are open to college graduates who have had good training in mining, metallurgy, or chemistry, and who are qualified to undertake research work. The income of each fellowship is $720 a year for the 12 mo. beginning July 1, 1919. Fellows will register as students in the University of Idaho and become candidates for the degree of Master of Science in Mining or Metallurgy (unless this or an equivalent degree has been earned). Their class work-will he directed by the heads of the departments of instruction, but the greater portion of their time will be spent in research work under the direction of the Bureau of Mines staff resident at the University. The purpose f this work is to undertake the solution of definite problems confronting the mining and metallurgical industries of the State of Idaho. For 1919-20 the following subjects are being considered: 1. Flotation-with especial reference to differential separation of various minerals. 2. Availability of western wood oils for flotation purposes. 3. Treatment of the complex gold-silver ores of southern Idaho. 4. Ore-dressing problems. 5. Mining problems. The substance known as carbonite, or natural coke, has been several times the subject of comment before the Institute. The most important contribution hitherto made to the discussion is that of Dr. Henry Wurtz, of Hoboken,* who states, upon the strength of a chemical analysis, that carbonite is not a coke, but contains 14.08 per cent. of volatile combustible matter. In 1882 a mine was opened upon a carbonite seam, near Midlothian, Chesterfield County, Va., by Messrs. Jewett & Brother, of that place. The seam, which dips westerly at an angle of about 30 degrees, was struck at the depth of 137 feet with a vertical shaft, and followed on the dip 325 feet, at which depth gangways were opened north and sooth. For these statements (having made no personal examination of the locality), I am indebted to Mr. Albert Blair, of Richmond, and for the following section, to Mr. John Bladon, engineer at the mine. The section was taken in the face of the gangway, February 17th, 1883. It shows an aggregate thickness of 15 feet of "coke," of which about 5 feet were extracted by the system employed last winter. It is reported that under the "coke" seam there is a thick seam of highly bituminous coal, which has been extensively worked on a neighboring property, a little south of the Jewett colliery, the coal being sold for gas-waking. Man is born on Mother Earth without knowledge or skills. Soon he finds physical needs for food, clothing, shelter, exercise, and relaxation. His personal needs are self-expression, new experiences, and amusements, while his social needs have been classified as work, status, security, friendship, companionship, and love. He finds himself infinitesimal in comparison to the whole. Often- times when he feels smug, he is actually riding for a fall. And nothing is much worse than frustrated man. The postwar world does not provide the Utopia of peace and prosperity of which man had dreamed. In fact, it seems that the sacrifices and waste of that great struggle are being lost in the morass of stupidity, selfishness, and cupidity which unfortunately are still the most conspicuous traits of the human race. Perhaps it is too soon to expect the blessiilgs which are supposed to appear in a peaceful world, and man's thought is clouded with a pessimism engendered by the conflict itself, in which all activities tend to enhance his pessimistic nature. Must man submit that it is a law of nature for nations to go to war? The war has demonstrated that when faced with a common danger, peoples differing in antecedents, language, forms of government, and resources can unite for a time, pool their skills and abilities, and emerge victorious from a contest unparalleled in magnitude, ruthlessness, carnage, waste, and cost. F. N. FLYNN, Clifton, Ariz.-I would like to ask Mr. Mathewson what percentage of his leaching liquor is wasted at this time? It has a bearing on the question in connection with the New Cornelia, and I think it is a very important question. E. P. MATHEWSON, Anaconda, Mont.-I am not sure what the percentage is now, but we don't discard the strong liquors. Something like 25 per cent. of the wash water taken out each day is sent over a special set of scrap iron tanks, and the copper recovered there. We had a little trouble at first. We did not proceed to use the sponge iron for the reason that the plant we originally contemplated was abandoned for flotation. Our original idea was to use a leaching process on all the tailings of the mill, but we found it would take a great deal of time to build a plant; and the cost of operating the plant we estimated to be about the same and the recovery the same. It was a question of time with us, and we decided to adopt flotation. That changed our plans. We now have the leaching plant, treating the tailings of the old dump, and the flotation applied to the current tailings. The sponge iron was figured for the large plant. We can get all the scrap iron necessary for the small plant-plenty from the scrap produced in the main plant of the smelter.

[Secretary's Note.—The following official tables, prepared by the government of the State of Nuevo Leon, and presented to the Institute at the fifth seseion of its Mexican meeting, held at Monterrey, November 26, 1901, present in compact form a general summary of the mineral and metallurgical industry of the State for the preceding calendar year, together with a statement of the railway-shipments of ores from January 1 to October 31, 1901, which, in the absence of direct official mining and metallurgical statistics (not yet available for that year), clearly indicates an increased activity and productiveness of these industries. In other words, the mines are reported to have yielded in 1900 a total product of 83,960,169 kilos of ore; whereas, the railway is reported to have carried, in 10 months of 1901, a total of 108,318,647 kilos of ore. At this rate, the railway-shipments for 1901 mould amount to nearly 130,000,000 kilos. It is, of course, possible that the railwaystatistics include other freight than ores, or that they include duplications, such as would be involved in the record, first of certain ores transported, and afterwards of the " base bullion " produced therefrom. An accurate comparison is therefore impossible ; yet, after making all reasonable allowances for such items as have been named, it seems safe to infer that the mining and metallurgical industry of this State accomplished in 1901 a substantial progress.]

A mining project is, at one and the same time, capital intensive and highly risky. Besides, because of its usual long projected life, the operating cost is more difficult to predict and offtentimes exceed, during the life of the project, the first investment manifold. The objective of this study was to evaluate the applicability of cost-capacity relationships as used in the chemical industry to mining operations and, when necessary, to develop new ones. With the aid of a computer library program available at the Computation Center of the Pennsylvania State University, the total investment in mining equipment was determined to vary exponentially with production capacity, and the scaling exponents for each class of equipment, i.e., drills, shovels, trucks and earth moving equipment, as well as for the total operation were calculated. Since the scaling exponent for the whole mining operation happened to be equal to 0.94, it was concluded that more significant economies of scale are achievable in processing plants than in mining operations. From the operating cost point of view, unit material cost was found to decrease more rapidly than unit labor for the same increases in production capacity. The analysis of cost centers revealed that drilling and blasting, which are materials-intensive operational stages, were the most favorable in achieving significant economies of scale. Hauling unit cost, on the other hand, decreased only slightly when production capacity increased.

IN the operation of a smelter, continuous and accurate determination of smoke losses is essential for purposes of metals inventories and as a check on the efficiency of smoke recovery apparatus. Previous to the development of a continuous and automatic smoke sampler by R. MacMichael, in 1924, two methods were in vogue, and still are in some smelters, for measuring solids passing out of a flue or stack. These are: (1) the so-called dust concentration method whereby the gas volume passing through the flue is first measured and then the total amount of solids carried in the smoke stream calculated from the weight of suspended matter filtered out of a measured volume of gas; (2) the balanced tube method is independent of gas volume flowing through the flue, and relies for its accuracy on the fact that a true smoke sample may be taken if the velocity of the gas in the sampling tube is constantly maintained at a known ratio of the average flue gas velocity. The total amount of solids passing through the flue is then proportional to the weight of filtered solids and to the ratio of the area of the flue to the area of the sampling tube, corrected for the velocity ratio. Section 2: The objects shall be to furnish a medium of cooperation between those interested in the metal-lurgy and industry of iron and steel manufacture and use; to represent the A. I. M. E. in so far as ferrous metallurgy is concerned, within the rights given by A. I. M. E. By-law XVII, Section 3, and not incon-sistent with the Constitution and By-Laws of the A. I. M. E.; to hold meetings for social intercourse and the discussion of ferrous metallurgy; to stimulate the writing, presentation and discussion of papers of high quality on ferrous metallurgy; to reject or accept such apers for publication and distribution by-the A. RATHBUN,* Salt Lake City, Utah (written discussion?).¬While the engineer should carefully weigh the merits of the various types of equipment, he must bear in mind that the object of his plant is the recovery of suspended solids, and a thing is unimportant except as it contributes to this end, other engineering principles being duly considered. The controversy regarding the use of synchronous motor-driven rectifiers by which the power for the treater is taken directly from the mains of the local power system, rather than the motor-generator rectifier giving each treater unit its own isolated electrical system, has led many to think that on the type of rectifier depends the success of .the plant. It is in fact a relatively unimportant part of the plant and represents a very small fraction of the investment; the recoveries in dust and fume are practically the same in each case. One large smelting concern has adopted the motor-generator type for all of its plants after years of experience with the synchronous-motor type. Its reasons are practically the same as those set down by Mr. Eschholz for his preference. Given more in detail they are: 1. An independent electric system prevents outside power-line conditions, like voltage fluctuations, from interfering with the operation of the Cottrell plant and eliminates the possibility of the Cottrell plant causing trouble for the power company. (Butte Meeting, August, 1913.) THE iron-nail method of assaying has been used for a number of years, but has not met with the approval of all assayers. The method possesses advantages which may be given as follows : (1) no preliminary treatment is required ; (2) a lead button of proper size can be obtained (3) it is economical. On, the other hand, it has its disadvantages, which may be summed up as follows: (1) it is not applicable to ores containing large amounts of impurities other than sulphur, as practically all the base metals will contaminate the lead button ; (2) the slag is unsatisfactory in the larger number of fusions; (3) the method was known to give low silver results under certain conditions and the gold results were questionable. It was with the idea of determining the extent of this latter disadvantage that the following investigation was undertaken. It is well known that the fusion obtained in the lend assay is far more satisfactory than that in the " nails method " for gold and silver. The principal difference in the charges as a class is the presence of considerable reducing agent in the lead charge, and a limited oxidizing action in the nails charge, due to PbO. The possibility of improving the nails fusion by simulating the lead charge was the reason for using argol in some tests, even though there were reasons for expecting this would have -au objectionable effect on the results.

C. Le Neve FosteR, Llandudno, Wales: I regret that Prof. Clowes is not here, and also that I cannot produce one of his lamps for inspection. The lamp has but just passed the experimental stage, and is now on sale in England for the purpose of testing it in practice. The only complaint I have heard made against it is the high price. It costs six or seven guineas. Possibly that would not frighten you on this side of the water as much as it does us. R. W. RaymonD, Brooklyn, N. Y.: So far as my obsrvations and experience go, we have not yet reached a state of affairs in the coal-mines of this country which calls for the general use of safetylamps by common miners. Certainly such a practice is to be avoided if possible, on account of the recklessness of miners, which it seems almost impossible to control by warning or discipliue. It is much better, if practicable, to confine the use of safety-lamps to inspectors or " fire-bosses," and not to permit the miners to work or to go where naked lights cannot be carried. In a colliery near Pottsville, Pa., with which I was connected for five years, and which had the reputation of being highly "fiery " (jets of fire-damp bubbled continually through the puddles in the gangways, and a thin sheet of it lay along the roof), we managed to avoid all serious
