INTRODUCTION The notion of permanent disposal of high-level radioactive waste in natural salt formations was formally proposed in 1957 by the Committee on Waste Disposal of the National Academy of Sciences- National Research Council. This proposal was the result of the Committee's deliberations in response to a request from the U.S. Atomic Energy Commission (AEC) in 1955 to assess the viability of geologic formations for such disposal. The research investigations for waste disposal in salt were initiated at the Oak Ridge National Laboratory (ORNL) in the late 1950's and continued through the 1960's and early 1970's at a relatively modest level of funding. During the period of transfer of Federal Administrative authority from the AEC to the Energy Research and Development Administration (ERDA) to the Department of Energy (DOE) during the latter part of the 197O’s, financial support for the research program was enhanced substantially. The program at OWL was regrouped under the Office of Waste Isolation (OWI) and later transferred to the Office of Nuclear Waste Isolation (ONWI) at Battelle Memorial Institute. With this enhancement in the research program, consideration of basalt, granite, shale, and tuff as repository host media was initiated. In February, 1980 the President of the United States established officially a comprehensive waste management program which called for the selection of the first repository site in 1985 from a suite of four or five potentially suitable sites, and initiation of a repository operation at that site in the mid-1990's. Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

To the members of the A. I. M. E., who have given much and risked all to fight "Over There" with pick, or gun, or brain, and to the members who have chosen the sometimes more self-denying duty of remaining at home to help produce metals for fighters: Your experience in foreign lands has bred in you that spirit of internationalism which will soon be infused into every corner of our country by virile lads thrilling from a great experience in an old, yet new, land over the seas. To them the East will not seem as far from the West as it was, nor the North from the South. Sectional jealousies will seen despicable to one who has fought for a great ideal shoulder to shoulder with real men of other nations. And they who have willingly sacrificed much on the altar of service will have little patience with an egotist, be he laborer, tradesman, capitalist or engineer. The problems which peace brings to us are more difficult than those of war and their solution requires not only cool heads, tolerance, and wise judgment, but the "getting together" of sections and classes and individuals. It is often claimed by our members that the engineer is not given, in the community at large, the recognition which his training should merit; that his reward is not as great nor his service as welcome as it should be. In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. Activity in the oil fields of the state was at a low ebb during the year because of the longest period of low prices that has yet prevailed, which has been detrimental to both the eastern and western sections of the state. Production for the state as a whole shows a drop of 209,192 bbl. during 1939, the total being 5,356,963 bbl. The loss is in the production of the western division, where a loss of approximately 300,000 bbl. more than offset a gain of approximately 100,000 bbl. in the eastern division. The loss in the western division can be attributed to decline in drilling activity due to the low prices prevailing, which were caused by flooding of the normal markcts with cheap Illinois crude. The gain in the eastern division is the result of repressuring operations begun in previous years and now showing results, and not to any renewed drilling activity. Gas development in western Kentucky during 1939 was of minor importance. In eastern Kentucky approximately 50 producing gas wells were drilled, which were sufficient for present market with excess reserves already developed. With the severe winter and additional industry load every gas well connected has been on line for the past three months. Although all demands are being met, development will be greatly increased during 1940 to meet depletion. From the geological point of view, the drilling activity in the western division developed additional information of benefit. Several wells on blocks of acreage assembled in previous years were drilled in the deeper parts of the Western Coal Basin—southern part of the Illinois Basin— giving for the first time accurate information about the Pennsylvanian and lower formations down to and through the Devonian.

Clarence M. Haight, Franklin Furnace, N. J. (communication to the Secretary*).—In that part of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes bad as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given? The second, or lower, series of stopes will present a different problem to that which the first series (under the capping) gave. Although no mention is made in the text, it would seem that the second series of stopes will have to be worked on center lines which are offset half the stope width, 20 ft., from the centers of the stopes above, in order to take advantage of the "rafter" effect of the stringers so named. How is the fill to be introduced into the lower stopes? There are no crosscuts mentioned to provide for this; or is it intended to tap the filled stopes above for the fill? In the latter case the method of control of this fill will be of interest. Ore that will admit of a stoping width of 40 ft. with the lengths mentioned in the description is stronger than any with which many mining men are familiar. THE zinc deleading processes at the Parral and Santa Barbara mills are described separately to provide a basis for comparison. Although the two procedures are fundamentally alike, there are some differences in application to meet specific conditions. The Asarco mill at Parral in the State of Chihuahua is a flotation plant treating 1450 metric tons per day of complex sulphide copper-lead-zinc ores. In general, the procedure used for selective separation of the minerals into a copper, a lead, and a zinc concentrate follows the usual practice. First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it. THERE have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed ; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steam-engines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. IN a paper published three years ago,' the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. Taking the action of water on orthoclase as an example, the most recent ideas have been summarized by H. Jenny13 as follows:

A. Sawatzky (Atomic Energy of Canada, Ltd.)—The detailed criticism by Markowitz of my simple treatment of the thermal diffusion of hydrogen in Zircaloy-2 indicates that my paper was not as lucidly written as it could have been. I would therefore like to reiterate several of the main points of my proposed mechanism and describe in more detail some of the features only implied in the original paper. The distribution equation derived in my paper was stated to hold only for the case where the volume taken up by the hydride was small compared to the volume taken up by the solid solution phase, subsequent work, mentioned below, having shown it to be out by only a few percent up to a hydrogen concentration of about 3000 ppm. Of course, hydrogen in the two-phase region alone is not conserved in my treatment as pointed out by Markowitz. On the contrary, one of the important features of my proposed mechanism is that in the presence of a temperature gradient a two-phase region cannot exist over the whole specimen. For example, if the specimen is entirely a + 6 initially, then on application of a temperature gradient, a single phase (a) region at the hot surface develops from time t = 0 onwards. As mentioned in my original paper, the interface between the a and a+d regions moves toward the colder surface of the specimen with a discontinuity in hydrogen concen- tration developing at the interface and increasing with time. This interface moves at such a rate that hydrogen in the specimen as a whole is conserved. It must be pointed out that my distribution equation (Eq. [5] in Markowitz's paper) holds only for linear geometry. It is easy to show that for the cylindrical geometry of Markowitz the assumptions used in my treatment lead to

Rock mechanics, like all engineering disciplines, must have a theoretical foundation. The subject of this chapter is the formulation of analytical methods that may aid in the rational design and determination of the stability of engineering structures in competent brittle rock materials. By an engineering structure in rock, we mean any (1) excavated sub- surface opening, (2) open surface structure, or (3) system of openings in rock that is virtually self-supporting-that is, not requiring artificial systems to carry structural stresses. One factor necessary for designing or evaluating a structure's stability is knowledge of the material's mechanical properties, such as stress-strain behavior and fracturing characteristics. The composition of most structural materials such as metals and concrete is uniform and reproducible to the degree that their mechanical properties in service are nearly the same as those measured in the laboratory. Consequently, a rational design can be made on the basis of published mechanical property values. The same equivalence does not exist for rock materials for two reasons: (1) the composition of even the most common rock types is highly variable, and (2) the problem of the size effect is present. Mechanical property tests not conducted at a scale that includes these effects in normal proportion will not be representive of the in-situ rock mass. Of course, the alternative is to perform the test in-situ. Comparatively few mechanical property tests have been performed in-situ because of the physical limitations of test equipment and the prohibitive cost. The current procedure is to design a structure based on small-scale laboratory measurements, with a safety factor usually determined by the experience of the design engineer. While this procedure is somewhat unsatisfactory, laboratory measurements can and do provide a useful basis for the initial design.

THE caving system of mining is that method of removing the ore from an underground body in which the top is first attacked and mined out and the capping, or roof, as the case may be, is allowed to fall in or "cave" and fill the space formerly occupied by the mined ore. It is applicable, generally, to large orebodies where the ore is relatively soft. We may say, within moderate limits, that when ore is removed the surrounding ground either caves in or remains open. For example, in mines like the Lake Superior amygda-loid copper mines, when the lode is removed there is left a void which remains open for many years; on the con-trary, mining a Lake Superior soft hematite ore, however carefully it may be done, always produces a caving of the surrounding rocks. We may say, with propriety, therefore, that the caving system is applicable to that type of ore deposit in which the surrounding rock readily caves. Another factor which governs the use of the caving system is the value of the ore itself. Admittedly, any form of caving will not extract 100 per cent. of the ore, and in the case of a very rich orebody it is often desirable to get out every pound of the ore with as little dilution as possible. Under these conditions, some other method of mining, such as that by square sets and filling, is indicated and should be followed. We may say, however, that, looking at it broadly, in the United States the caving system of mining is generally used for the removal of soft hematite and for the so-called "porphyry" coppers. In both cases this method is used where open-pit mining is not possible.

The anomalous indentation creep of nonmetallic solids is shown to be due to the presence of adsorbed water. Although a specific mechanism is not proposed, it is suggested that the water may be present in two chemically adsorbed states. DEPENDENCE of the indentation hardness of solids on the time of load application was first studied systematically by Hargreaves1 in a study of lead and certain low-melting alloys. This technique has become known as indentation creep and has been exploited particularly by underwood and by Mulhearn and Tabor3 as well as by others.4°7 For metals good correlations have been found between the time dependence of hardness over several orders of magnitude in the seconds range and creep parameters from conventional tests at the same temperature where creep strains were measured over hundreds or thousands of hours. However, Walker and Demer8 and Mitsche and Onitsch9 observed extensive indentation creep at room temperature (particularly for light loads) in certain minerals and in materials such as lithium fluoride and magnesium oxide for which conventional creep is ordinarily not observable unless the testing temperature is at a very much higher fraction of the melting point. Normal behavior was observed' for metals such as copper, i.e., negligible time-dependent flow during room-temperature indentation. Walker and Demer attempted to find some distinctive difference in the surface deformation markings about indentations in the anomalously behaving materials at short and very long indentation times. No significant differences were observed. Increased duration of loading was found, however, to result in an increase in the length of glide of edge-dislocation loops extending into the interior of the crystal. IN THE early evening of October 15, 1954, a large specially designed truck, convoyed by a second smaller one, arrived at Silver Bell, Arizona, completing a ten-hour 110-mile journey from Phoenix. The big truck was driven through gaps left in a previously prepared concrete foundation, the load was jacked up, the large girders that constituted the bed of the truck were pulled away, and the load was then lowered into place on the foundation. A crew of two men, the two truck drivers, finished the job in a little more than an hour. When they were through, a complete and attractive three-bedroom house, prefabricated in Phoenix, was almost ready for occupancy. About all that remained to do was to connect the utilities-water, electricity, plumbing, and gas. The kitchen and bathroom equipment and appointments were superior in every respect, and there was a built-in car port for the automobile of the prospective residents. This family domicile was one of more than one hundred, each averaging about $8,000 in cost, that the American Smelting and Refining Company has provided for its employees engaged in mining and milling 7,500 tons per day of low-grade Porphyry copper ore. Aside from the fact that it is more economical-partly because of the variety of union craftsmen needed to build and equip a house-to do the work in a city 110 miles away, the significant point is the high quality of housing that is provided for what may be called in nostalgic vein the "mining camp" of 1955. Two equations express the integral rate at which fines are produced from a homogeneous material: It has been demonstrated that the Gaudin-Meloy distribution for single fracture is equally applicable to multiple fracture and is related to the Gaudin-Schuhmann distribution at least when the distribution modulus a is close to unity. A, xoY was found to be independent of starting mass over the range studied when particle size was held constant. The equations are related to the input energy to the mill. In an earlier paper,' it was shown that when Mo g of uniformly sized homogeneous material is ground dry in a batch rod mill, the energy-size reduction equation is expressed at any time by the mass of unbroken starting material left at time t, ku is the size modulus of the portion Mo - Mt, and P is a constant that is generally equal to the distribution modulus a. If the power to the mill is constant, Et is proportional to time and Eq. 1 is rewritten where (Mo -Mt)/t is actually the integral rate at which fines are produced from a parent material, and A, is another constant. The size modulus, k,, is determined from the Gaudin-Schuhmann equation:2 where y is the cumulative fraction finer than any size x. Recently, Gaudin and Meloy derived a distribution equation for single fracture on the assumption that the random fracture of a homogeneous material produces daughter particles of similar shape. DURING the past decade, methods of producing bituminous coal in the State of Illinois, which ranks third in production among the states in which bituminous coal is mined, have undergone great changes. From less than one million tons in 1923, the strip-mine production has gradually increased to a high of 11,725,870 tons in 1937. From a negligible amount prior to 1927, the amount of coal mechanically loaded underground had increased to a high of 28,374,362 tons in 1937. The amount manually loaded in 1937 reached a low of 12,332,023 tons. In this same year, this state ranked first in strip-mine production, also in mechanically loaded production. For this reason a study of the influence of mechanization on location of production in Illinois may be helpful in anticipating what may happen in other producing states. The reason for the changes in methods lies in the differences in costs of production. The Bureau of Research and Statistics of the National Bituminous Coal Commission has made public the following costs of pro-duction by various methods in the State of Illinois (district 10) for the last nine months of 1937: all mines, $1.7602 per ton; strip mines, $1.4319; mechanical loading mines, $1.7457; hand loading mines, $2.1793; all underground mines, $1.8703. These are weighted averages for the entire district. Inasmuch as production in 1937 was reported from 58 counties scattered over two-thirds of the area of the state and from five different seams varying in thickness from less than 3 ft. to as much as 12 ft., it is apparent that the location of production must be influenced by the extent of mechanization possible in the various producing counties.

First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it. Elementary estimation methods in which blocks are assigned values according to a geometrical area of influence concept are investigated for a tabular deposit. This quantitative assessment of the estimation technique is made using Matheron's geostatistics which allows the variance of the error between actual block values and estimated values to be found once the semi-variogram is known. For the deposit in question it is shown that the elementary technique makes poor use of the available information. There is a 20% relative error associated with it, whereas by using the optimal technique of kriging this can be reduced to 9%. An infill drilling program, which might have been suggested on area of influence results, would reduce the estimation variance only marginally over that of the current campaign; the relative error being lowered to 6%. Thus the geostatistical analysis shows this would be an unnecessary expense. The accuracy of an earlier drilling stage is also studied and it is shown that with the information available at the earlier stage block values could have been known with a relative error of 13%. Drilling could have stopped then if this were reckoned a tolerable error level. These results are all obtained for blocks whose size is dictated by the mining engineer and is set at the current grid size. In the area of influence approach smaller blocks are considered as the grid becomes finer and a study of the accuracy of area of influence estimates and kriged estimates for differing block sizes is presented. Between drilling stages more information from which the semi- variogram is calculated becomes available. The sensitivity of the estimation to changes in the semi-variogram parameters between earlier and current drilling programs is investigated.
