The range of chromium content of stainless steel is, in most cases, included in the limits 11 to 14 per cent., or the middle part of the range, 9 to 16 per cent., specified by the discoverer. For some time after the steel was produced commercially, the carbon content was about 0.3 to 0.4 per cent. and occasionally higher; only rarely was material with 0.25 per cent. carbon or less produced. The reason for this is obvious from the nature of the alloys of chromium available for making such steels; as the lowest carbon content generally available was about 1 per cent., and this in conjunction with a chromium content of about 60 per cent., the production of a 12-per cent. chromium steel with less than 0.25 to 0.30 per cent. carbon was impossible. The advent, on a reasonable commercial scale, of carbonless ferrochromium has modified this condition, however, so that for the last three years stainless material containing 0.1 per cent. or less carbon and the normal amount of chromium has been on the market. As far as the author is aware, the material was first made on a commercial scale by the firm with which he is associated in June, 1920, when a 5- or 6-ton cast of material containing 0.07 per cent. carbon and 11.7 per cent. chromium was made and cast into 12-in. ingots. The necessity for using a totally different raw material, carbonless ferrochromium, instead of the ordinary low-carbon ferro (0.6 to 1.0 per cent. carbon) has led to the idea that stainless iron is a quite distinct product and quite different from stainless steel. While this may be true from a commercial aspect, it is wrong metallurgically. The name stainless iron is unfortunate as the material is a very mild stainless steel and forms the lowest carbon member of a series of steels of continuously varying content which are, in many respccts, the counterpart of the series of ordinary carbon steels ranging from "dead soft" to tool steels. The increasing scale of mining operations over the past decade, particularly in connection with the exploitation of large bodies of comparatively low-grade copper ores, has made necessary the study of the behavior of rock under failure. When extractions of as high as 40,000 tons a day are reached in steam-shovel operations and as high as 20,000 tons per day in underground mining operations, it is evident that excavations soon become of such size that the behavior of the rock will often be dependent on fundamental principles applicable to more or less homogeneous materials under stress, rather than on weathering or local planes of weakness. In the ordinary rock excavations encountered in civil-engineering practice, such as excavations for subways, highways, railroads, etc., rock faces are not carried to depths sufficient to develop any pressures, or consequently any failures, except those due to loose masses resulting from local planes of weakness. When, however, orebodies whose tonnage is measured by hundreds of thousands are to be extracted by steam-shovel operations in open pits, it is necessary to determine if possible in advance the slopes that the sides of the pits will assume, for these slopes influence the shape of the excavations and thereby the amount of ore that may be extracted by the open-pit method. When large orebodies are mined underground at depths of 300 to 500 ft. (91 to 152 m.) by caving methods, the surface subsiding as the ore is withdrawn, it is necessary to determine in advance the outermost limits of fracture in the subsiding surface, for on the delineation of these limits depends the location of surface improvements, mills, smelters, etc. and also the location of development work, such as hoisting shafts, main haulage levels, and all other underground openings that must remain undisturbed during the period of ore extraction. Heretofore, in civil-engineering practice, it has been assumed that earth and rock behave differently in failure. For the calculation of earth pressures, formulas are used in which the assumption is made that earth banks fail by sliding along the slope determined by the frictional resistance of the material. A RECONAISSANCE of the chrome and manganese'1ore deposits of Culm was made in the spring of 191s by Albert Burch representative of the U. S. Bureau of Mines and the writer representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the: United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a mining engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of, the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War Industries Board, and as soon as chemical analyses of the chrome ores could .be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data, and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Many thanks are due Senor Montoulieu and Mr. Wright for their valuable work in the field; to the officials of the Spanish American Iron Co. and of the various other companies; and to individuals holding chromite claims, for courteously facilitating the work of the party. In the study of material for the present paper, chemical analyses have been made by R. C. Wells and petrographic determinations and descriptions were furnished by Miss E. F. Bliss, both of the U. S. WITH the expiration on April 30, 1941, of the agreement between the anthracite operators and the United Mine Workers of America, a new agreement was entered into, providing for a general wage increase of 7 1/2 per cent effective May 1, to be brought to a total of 10 per cent on Oct. 1. Contract rates were increased from the rates established under the agreement of September 1923, and hourly rates were raised above the agreement of May 1936 as modified from the eight-to seven-hour day in May 1937. The new rates are to be in force for the duration of the agreement, ending April 30, 1943.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession-who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

FOR some time it has been thought that there should be > closer relationship between the members' of the Institute engaged in education in the mining schools, the mining, metallurgical, ceramic, and geological departments of universities, and the members of the Institute actually engaged in the production of mineral products and the operation and direction of works. The American Society of Chemical Engineers and the American Ceramic Society have for some years past devoted especial attention to the educational matters of their respective fields. The Engineering Foundation, representing the great engineering societies of the country, is deeply interested in technical education and maintains a Committee on Educational Research.

THE CHAIRMAN of the fast growing Petroleum Division is not only a graduate of the University of California, but a third generation native son. After a few years spent in hard-rock geology, his professional efforts were transferred to the sedimentaries and to petroleum investigations, as a consulting geologist. For ten years these investigations covered the Rocky Mountain, Oklahoma, Texas, and eastern districts. After the war he returned to Casper, Wyo., as chief geologist for the Consolidated Royalty Oil and Western Exploration Companies. This employment afforded him the opportunity to study particularly the economic relationship between the lessor-lessee interests in development and production, a somewhat unusual type of petroleum specialization.

There were present eight Directors, the Secretary and the Assistant Secretary of the Institute, and seventeen guests. Messrs. John V. N. Dorr and George D. Barron were appointed members of the Founder Societies Finance Committee on Joint Activities. A request from the New York members of seventeen societies that the Institute send a delegate to Engineering Congress for the purpose of formulating a code for professional conduct was referred to the Engineering Council. Data about production are practically non-existent before 1860. The Census of 1840 reported a small amount, and a number of small mines were opened in the forties, all of the coal being used locally, or hauled to consumers in wagons. Tonnages shown in Table 72 are estimated from those for which authority is given. Railroads reported coal tonnages carried in the state in 1878 and subsequent years for years ending June 30th;, it is not stated that the tonnage originated in the state. Considering this fact, and the considerable amounts used locally, the tonnages given in Table 72 are certainly not larger than the actual amounts produced.

ELECTROREFINING Canadian 1,023,691 -Removal of bismuth from slime filtrate in the Betts process refining of lead. The filtrate is subjected to electrolysis in a cell having an anode of crude lead and a cathode of refined lead under operating conditions to preferentially deposit bismuth on the cathode. ALTHOUGH the actual output of about 89 million tons fell a little short of the hopes and more optimistic predictions of the beginning of 1943, the American iron and steel industry last year produced the record tonnage of its history. It was sufficient to catch up somewhat on the crucial needs for prosecution of the war though an excess of demand over available supply of steel still persists in most categories. It will be necessary during the coming year for the operators to continue to devote all of their efforts and ingenuity to obtaining the utmost tonnage both from existing units and from new facilities still to be brought into production.

The 112th Meeting of the Institute, and the Annual Business Meeting, will be held at the Headquarters of the Institute in New York City, Feb. 14 to 17, 1916. The Chairmen of several of the technical committees report that papers on subjects of timely interest in their respective branches have been promised. David H. Browne, who was appointed Chairman of the Committee on Arrangements, has organized his committee for active work. Members are urged to make their plans now to be present at this meeting to avail themselves of the pleasant opportunity for greeting old friends and making new ones among those engaged in the same profession.

It has been suggested that it would be a desirable feature in connection with the Chicago meeting of the, Institute in September to arrange for a return trip for the fuel men through the coal fields of Illinois, Ohio and Pennsylvania, stopping at various points and possibly touching also Kentucky. Perhaps the petroleum men would be interested in a similar trip and might join them stopping off at different points to visit these oil fields. If the members who would-be interested in such a trip will advise the Secretary before the first of June, indicating their desired stopping points, steps will be taken to perfect arrangements accordingly.

The southwestern Illinois communities of Belleville and Maryville lie within the greater metropolitan area surrounding St. Louis, Missouri. They also lie within that part of the Illinois coal basin where the Number 6 coalbed has been mined for more than a century. About half the coal was left as pillars to support the ground surface. Years later, however, damaging movements are affecting buildings, streets, and public utilities in some areas. They are generally believed to be related to abandoned mine workings. The threat of continued or increasing incidence of damage raises the need to explore other subsidence-control measures for protecting affected areas with high population density.

The writers are to be congratulated for their excellent paper on a subject dear to the hearts of manufacturers of cold rolled sheets. Gary Works produces rimmed steel ingots up to 53,000 pounds teemed 91 inches high in 31 x 84 inch molds. By the writers' definition, this puts us in the small mold category, and a comparison of their adopted melt shop practice with our established rimmed steel practice discloses not a dime's worth of difference between us. This should give comfort to the writers for we at Gary have- never encountered the frequency of white line rejections as described in their paper.
