W. R. Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

Early production records are practically nonexistent, although the early geological survey reports mention a number of mines as being in operation at the dates of the field surveys. Reports of the Bureau of Statistics began in 1878, and as usual, the tonnages reported were undoubtedly small. County histories gave some production figures, but not many. The use of the Indiana block coal in blast furnaces furnished a substantial market for a number of years, which ended about the close of the Civil War. Some coke was made from Indiana coal for several years in the eighteen-forties, as is described in the chapter on Coke. (Chapter 35.)

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

GROWTH of the United States to industrial supremacy in the world is mainly because of the rapid exploitation of natural resources. The easily found high grade mineral resources have been depleted and attention has turned to low-grade ores. Progress has been made from the comparatively crude mining and milling techniques, which sufficed for the rich deposits, to more complex technology for exploiting low-grade ores. In spite of this progress the defense program is pointing up the fact that the mining industry is caught short on ability to produce the needed mineral raw materials. The mining industry is digging itself out of business here in the United States.

Mr. Juvkam-Wold's article is a timely and much needed presentation of the method of depressurization to reduce ground- water inflow into mine shafts. The article is very informative and discusses the effects of depressurization upon shaft inflows adequately. However, the article omits a discussion of another important benefit of depressurization: the reduction of potential for artesian burst or, as it is also called, floor heave. Confined aquifer systems (artesian aquifers) can contain water under several hundred pounds per square inch (psi) of pressure. Efficient energy utilization in the electrolytic zinc process, relative to other zinc processes, is one of the reasons for its wide adoption in recent years, says John D. Siddle, zinc plant superintendent at the Bunker Hill Co., Kellogg, Idaho. Designers and operators of electrolytic zinc plants have pioneered process improvements, new equipment, and operating techniques to conserve energy. As energy costs increase it the future and competitive pressure mounts against less-efficient producers, these energy-saving improvements will he regarded as necessary for economic survival. Plant designers and operators should not lose sight of the savings in operating costs possible through intelligent utilization of all available forms of energy.

Coal was produced in this state, by white men, at an earlier date than in any state west of the Mississippi River, and for many years its production was larger than that of any state in that area. The coal immediately adjacent to St. Louis was mined commercially earlier than elsewhere because of a ready market which could be reached by teams. Generally the coal seams are more or less "spotty" in character, and in many places openings made in thick coal could only be mined for a few years. All of the data available from state survey reports, county histories and a few other sources are shown in Table 66.

Garth Crosby has written an excellent geologic description of the deposits surrounding the Gem stocks in the Coeur d'Alene district. The ore deposits in the area of the Gem stocks may hold the key to the age and mineralization history of the entire Coeur d'Alene district. A recent isotopic study of the Coeur d'Alene district in this laboratory illustrates that a classical geologic interpretation of these deposits, with its implications for the whole district, may lead to erroneous conclusions. For this reason it seems pertinent to submit a summary of these results and an interpretation of the mineralizing history of the Coeur d'Alene districts.

Percussion drilling with tungsten carbide insert button bits ranks among the most significant advances in both underground and surface drilling in medium and hard rock formations. Getting top performance and life from these upfront components is not particularly difficult if one pays attention to the basics in operation and maintenance. For some reason, a few of the essential operating and maintenance steps for getting the most from these tools seem to have gotten turned around; instead of operating at the near optimum levels, some miners, in following myths or misunderstandings about them, are shortchanging their optimal utilization. Extraction of uranium from ores is being accomplished by processes which, for the most part, subject the entire ore to acid or carbonate leaching. Ore deposits with a U3O8 content below 0.10 pct U3O8 are seldom considered suitable for treatment by leaching. A preliminary concentration that would enrich the uranium content of an ore by a simple, low cost process based on physical properties of the ore might result in some low grade deposits becoming commercial ores. In addition, the process might be employed in existing operations to reduce transportation and leaching costs and to increase capacity of existing leaching plants.

Separating oil from water may seem simple enough, but in fact, tremendous efforts have gone into this common process problem. The petroleum industry is constantly looking for better ways to separate the emulsion of oil and connate water that is pumped from the ground and its latest development, the electrostatic emulsion separator, may find an important offshoot application in hydrometallurgy. The patent-pending OSX coalescer, developed by C-E Natco, recovers entrained solvent from both raffinate and the pregnant strip liquor. It has already undergone successful testing at the Bluebird copper circuit in Arizona and is currently being prepared for testing at a uranium SX plant.

Untensioned, fully grouted, steel bars (dowels) up to 30 m long and 45 mm in diameter were used to reinforce rock slopes several hundred metres high, excavated for a hydroelectric project near Revelstoke, British Columbia. These dowels were successfully used to prevent surface rock from loosening, to prevent sliding on interconnected discontinuities and to prevent sliding of relatively intact rock on a thin shear zone. Because the interaction between rock slopes and dowels is not well understood, critical slopes were extensively monitored. Based on the experience from Revelstoke and elsewhere, it appears to be worthwhile, in most circumstances, to reconsider the need for tensioning rock anchors.
