DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with secondhand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and

I do not think too much emphasis can be placed upon creation of favorable climate for development of foreign mineral resources to feed the hungry maw of our industrialized nation. We have become dependent, not only upon the ten raw products indicated in Mr. Bancroft's article, but upon 71 mineral substances listed by DMPA as in short supply. Forty-four of these are metals, 9 are chemical minerals and 18 are nonmetallic minerals. Of this list only 8 are produced in any large quantity in the United States, and all are vital in peace-time industry. Even more, they are absolutely essential for defense. This represents our present needs. But if our consumption and requirements are projected over the next 25 years as is done by the President's Materials Policy Commission-The Paley Report-our future outlook becomes appalling. The divergence of consumption over production, even allowing for substitution and conservation, will widen in the future. This means our dependence upon foreign raw materials, mainly minerals, will grow. What are the chief foreign sources of minerals for our future needs? They are chiefly Latin America and the dominions and colonies of the Western European nations. The British Commonwealth countries contain in abundance those minerals which the U. S. lacks. Of 32 of the most critical minerals the Commonwealth is deficient in 7 and lacks only 1; whereas the U. S. is deficient in 18. Strikingly, our deficient minerals are abundant in the Commonwealth and several of their deficiencies are in excess in the U. S. Resources of the two nations complement each other. If Europe should be overrun by an unfriendly power that could control the destinies and resources of the European dominions and colonies, our industrial life would be placed in severe jeopardy. Therefore, I heartily endorse Mr. Bancroft's statements regarding the Point IV program, provided the program is wisely administered and implemented. It is from the underdeveloped countries, as pointed out by Mr. Bancroft, that most of our future mineral supplies will have to come. Many of the underdeveloped source countries are African colonies and dominions of Western European nations. Our present aid to Europe, therefore, is not, as many infer, a purely one-sided affair; it safeguards our future industrial development and security. Development aid directly to the underdeveloped countries through a well administered Point IV program, can do much, I believe, to safeguard our prosperity. I regard it as a wise investment for future U. S. mineral needs. Dr. Alan M. C. H. GIBBS,* Salt Lake City, Utah (written discussion?).-The development of the coke industry in Utah had a somewhat checkered career for the first 50 years of its existence. About 1851 the iron-ore deposits of the Iron Springs and Iron Mountain mining districts, Iron County, Utah, were discovered. Obtaining of iron for any purpose at the time involved its shipment from the Mississippi River to Utah, by ox-team. The result was that the pioneers endeavored to establish an iron-ore smelting plant at what was known as Iron City, near Iron Mountain, in Iron County. Bishop Taylor, who headed this enterprise, endeavored to obtain coal suitable for coking from the Cretaceous coal measures immediately east of Cedar City. A few small bee-hive coke ovens were built and lump coal was coked in these ovens; or, more properly speaking, the volatile matter of the lump coal was driven off, leaving a carbonized material that retained the lump shape, although it was extremely, friable. This coke was promptly found to be unsuitable for iron smelting, not only clue to its extreme weakness under smelting load, but also because of the fact that it carried about 5 per cent. sulfur. Bishop Taylor made a very thorough and exhaustive effort, covering a considerable period of years, to locate suitable coking coal in Southwestern Utah. His efforts failed, and in 1902 the iron-ore property acquired by him and associates was sold to the Colorado Fuel and Iron Co. It is of interest to note in this connection that the iron-ore deposits of Iron County at present are the largest known undeveloped iron-ore fields on the North American continent. It is safe to say that there is at least one hundred million tons of 55-per cent. ore actually in sight. In 1878, coal-mining operations were begun at Connellsville, in Huntington Canyon, Emery County. Ten 8-ft. bee-hive ovens-were constructed, and lump coal was carbonized for use in the Salt Lake valley smelters. The product was somewhat better than that obtained in Iron County, but was still of very inferior quality. It had to be hauled a distance of 140 miles by wagon to the two small smelters then operating in Salt Lake valley. These ovens operated only a very short time. The next move toward obtaining a coking coal was in 1889 when the Pleasant Valley Coal Co. began operations in the Castle Gate district. In 1890, eighty 8-ft. bee-hive ovens were constructed, and the product. was used until 1900 in all the smelters in Utah. During this period, 124 additional. ovens were constructed, making a total of 204 bee-hive ovens operating at Castle Gate.

Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

Duval Corporation, the owners of the Sierrita, Esperanza, and Mineral Park copper operations in Arizona, first acquired the mineral rights to their Battle Mountain, Lander County, Nevada, property in 1962. Development of the mine commenced in mid - 1965, and the copper operation began at the end of 1968. The ore, a mixture of chalcocite and chalcopyrite, was milled and floated at a rate of 3, 175 mtpd (3,500 stpd). Because of low copper grade and price, the plant was shut down after about ten years of operation. Attention was then turned to an adjacent low-grade precious metal ore body which contained 2.74 g Au and 3.4 g Ag per mt (0.08 oz Au and 0.10 oz Ag) and minor amounts of copper. Test work revealed recovery by Carbon-In- Pulp treatment would amount to approximately 2.8 mt (90,000 oz) each of gold and silver per year. A rapid engineering and construction schedule resulted in the world's largest, as of late 1980, Carbon-In- Pulp plant being put on-stream in January 1979, with a capacity of 2.720 mtpd (3,000 stpd). Fortunately, the original crushing and grinding plant with all its infra structure was available, and the only modification needed was the addition of a gravity circuit to remove coarse free gold ahead of Carbon- In-Pulp treatment. One of the four primary 500 mm (20 in.) cyclone underflows in the primary ball mill circuit is directed to a secondary ball mill where its product is again cycloned. The cyclone underflow is screened at 3,360 microns (6 mesh) with the undersize being treated on two Pan American 1.07 m by 2. 14 m (42 in. by 84 in.) jigs. Hutch product is further concentrated on two Wilfley tables, a magnetic separator, and on a third Wilfley table where approximately 930 g (30 oz) of gold are recovered each day for amalgamation, retorting, and smelting. Returning to the grinding circuit, the final cyclone overflow is sent to the original plant tailings thickener to obtain proper pulp density for Carbon-In-Pulp treatment. Thickener underflow, at about 40% solids, is then conditioned with air and lime in a series of two 8.5 m by 9.75 m (28 ft by 32 ft) 15O cone bottom Pachucas for oxidation of pyrrhotite. The pulp is then split into two streams for cyanidation for 48 hours in two lines of eight Pachucas of the same size. Pulp is transferred from tank to tank by auxiliary air lifts. Cyanided pulp is then sent to a series of six C. I. P. mechanically agitated tanks with one hour retention in each tank. Originally these

Production of oil within the state of Pennsylvania in 1940 was slightly more than the 1939 total, and this increase was due entirely to the new flush Music Mountain field south and west of the main Bradford pool. The influence and magnitude of Music Mountain production will be separately described, inasmuch as it is an important producing unit within the state. Production Bradford Field The production listed herein for Bradford field includes only the part of the field that is within the state of Pennsylvania. Approximately 4000 bbl. per day, or 10 per cent of the total Production of Bradford field comes from Cattaraugus County, New York, and should properly be attributed to production obtained within the New York state area, although locally and economically the Bradford field, situated both in New York State and Pennsylvania, is included as a single statistical unit. The 1940 average production in the Bradford field was 34,831 bbl. per day, as compared with a daily average in 1939 of 35,340 bbl., or a decrease from 1939 of 509 bbl. per day. The decrease in production from the Pennsylvania portion of the Bradford field would have been more pronounced if a portion of the crude from the Music Mountain field were not included with the statistics for Bradford field. The decline can be attributed largely to the fact that more properties of lower average recovery were being drilled in 1939 and 1940 than in previous years, and apparently a subnormal amount of drilling occurred in 1938 and 1939, when about 2100 wells were drilled each year. The full effect of the 1940 drilling is not felt immediately and undoubtedly will affect the producing period of 1941. It appears probable that the water-flood area in the Bradford field has reached a definite peak unless some unusual economic condition should cause abnormal prices and an excessive rate of development such as occurred in 1936 and 1937. Virtually all of the production in the Bradford field was obtained by water-flooding methods, as natural or stripper wells are uneconomical and air and gas repressuring have not proved so efficient as water-flooding as a secondary recovery method. Central and Southern Pennsylvania Central and southern Pennsylvania produced a total of 4,604,763 bbl. of oil during the calendar year of 1940; that is, an increase over the 1939 total of 166,728 bbl. The daily average production was 12,581 bbl., or an increase over 1939 of 422 bbl. per day. Table I includes the total oil production for the state of Pennsylvania for the years 1937 to 1940, inclusive, and the daily average for each of these years. Natural gases under pressure form crystalline hydrates with water. Experimental data are reported on four-phase equilibrium for the methane-propane-water, methanc-pentane-water, and methane-hexane-water systems. Temperatures and pressures for equilibrium between gas, water-rich liquid, hydrocarbon-rich liquid, and hydrate were measured, as well as the percentages of methane and propane in the hydrate. The data indicate that natural gas hydrate behaves as a solid solution and that pentanes and heavier hydrocarbons do not enter into the solid phase. Vapor-solid equilibrium constants are presented that permit the approximation of the conditions for hydrate formation, from the composition of a gas. Introduction Natural gas hydrates have been the object of considerable research in recent years, because of the trouble they have caused in the natural-gas and natural-gasoline industries. Natural gas hydrates are white crystalline compounds of water and gas, which, under pressure, exist at temperatures considerably above the freezing point of water. Because of the relatively high temperatures at which the hydrates exist, they become a nuisance in high-pressure gas operations where water is present, since their formation causes partial or complete plugging of valves and pipes. From a practical standpoint, the trouble incident to hydrate formation has been solved by dehydration of the gas before it enters the plant or pipe line, or by other remedial measures. Extensive work on gas hydrates in the latter part of the nineteenth century, by Villardl and others, gave data on methane hydrate and on ethane hydrate. Schroeder summarized these theoretical studies2 Hammerschmidt3 introduced the information on gas hydrates to the gas industry and Dcaton and Frost4-6 gathered a considerable number of data on the behavior of natural gas hydrates. Recent papers7,8 have extended both the data and the theory of these hydrates. At present, data are available on tem-peraturcs and pressures of hydrate forma. tion for pure methane, ethane, propane, n-butane, methane-ethane mixtures, meth-ane-propane mixtures, methane-butane mixtures, and some Is natural gases, all- in the Presence of excess water. However, up to the Present time no method has been available for predicting the temperature at given pressures or the pressure at given at at which natural gases will form hydrates if hydrates with water. The fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena. from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. Experimental Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,2 and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: I. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. Discussion of Results Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether by design or by reason of excessive consumption.

The year 1944 marks the eightieth anniversary of the discovery of petroleum by drilling in New York State. It was in 1864 that a half dozen shallow wells were drilled at Limestone in Cattaraugus County, in a region that now forms the northern extension of the 82,000-acre Bradford pool. These early wells found oil, but not in paying quantities. They did, however, attract attention to the district and were a factor in the development of the still active Bradford pool of Pennsylvania and New York. During 1943, the production of petroleum in New York amounted to 5,029,000 bbl. This represents a decrease over the previous year, in which 5,421,000 bbl. was produced. The flush production for the New York fields occurred in the early eighties shortly after the discovery of oil in the Richburg pool of Allegany County. During the flush period, production was in excess of five million barrels annually. By 1887, however, the output had decreased to an amount only slightly more than two million barrels, and through the early years of the present century the annual total was often less than one million barrels. Flooding of the oil sands for increasing productioil was made legal in 1919, and in 1927 the output once more reached the two million mark. Two years later it had increased to over three million barrels. In Table r is shown production since 1935, in which year for the first time the output under flooding methods was in excess of four million barrels. From this table, it is evident that oil production in New 'I'ork is rather well stabilized, and since most of the oil is obtained by the flooding, or water-drive, method, with little or no prospect of discovery of new oil territory, rapid changes in yield from year to year are not to be expected. In thickness, the oil sands have a maximum of about 50 ft., and by means oi flooding may produce 10 to 12 thousand barrels an acre and proportional amounts for thinner sands. In some cases, floods have been developed in sands only 12 ft. thick. Under good flooding conditions a yield of 2000 bbl. an acre is about the lower limit at which oil can bc produced at the present price of $3.00 a barrel. The average cost for the physical development ol a lease, not including the cost ol the lease itself, is $5000 an acre. Since several months must intervene before the flood begins to act on the oil wells, and a year or more is required to bring thc wells to maximum daily production, it is evident that a considerable interval occurs before maximum returns are realized. The creep rate of polycrystalline tin was studied as a function of temperature and stress in constant stress experiments. The temperature was varied from room temperature to almost the melting point of tin. Activation energies were calculated from tests run at the same stress. It was found that on a log creep rate vs inverse temperature plot the experimental points did not fall on one straight line but on a line which changed its slope in the 90° to 160°C region. Two activation energies for the creep of tin can be calculated from the data: a value around 26,000 cal per mol at high temperatures and a value around 11,000 cal per mot at low temperatures. It is suggested that the discrepancies between the creep activation energies and those of self-diffusion can be accounted for if self-diffusion takes place predominately by Zener's ring mechanism rather than through vacancy or interstitial movement. SHERBY, Orr, and Dorn' and Dorn' have recently reviewed some of the data on high temperature creep of metals. -The data show that the activation energy of high temperature creep is approximately equal to the activation energy of self-diffusion. This same correlation has also been successfully made between the activation energy of grain boundary relaxation and that of self-diffusion.3,4 The metal tin does not fit into this simple picture. Its activation energies of self-diffusion differ appreciably from that of grain boundary relaxation and of creep. Fensham,5 from a precisely performed experiment, has determined that the activation energies of self-diffusion of tin are 10,500 and 5,900 cal per mol along the C and A axes, respectively. There are two energies because of the anisotropic nature of tin. Rotherham, Smith, and Greenough6 have shown that the grain boundary relaxation activation energy is 19,000 cal per mol (measurements made from room temperature to 100°C). Puttick and King7 found the same activation energy for grain boundary slip in bicrystals of tin (180° to 225°C region). Until recently, there was no high temperature large strain creep data on tin suitable for activation energy calculations. At rather small strains (up to 0.01), Tyte8 had made a series of measurements on tin from which activation energies can be calculated. In Fig. 1 are plotted some of his data on a log creep rate vs inverse temperature graph. It can be seen that Tyte's work indicates that at a relatively low temperature the activation energy is around 7,400 cal per mol but at higher temperatures the activation energy increases. Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Introduction Under the pressure of the wartime period, there was time only occasionaly to look ahead in anticipation of what the postwar era held for the petroleum industry. Perhaps the general expectation was that a rather pronounced decline in the level of industry petroleum operations would take place shortly after the end of the war, with the impact felt mainly on the economy of the United States- It is of interest now, nine months after V-J day, to take inventory of the near-term situation and see what significant forces are at work. The method of decrease in surface activity was used to determine the rates of diffusion of Co" into cobalt and into nickel. Since the absorption curves for cobalt radiation were quite complex under the conditions of these experiments, the effects of geometry and surface preparation on the diffusion results were investigated. The cobalt self-diffusion coefficients obey the equation DCoco = e-61100/RT cm2 per sec. For dilute cobalt diffusing in nickel, DConi, == 1.46 e-/R' cm2 er sec. AS part of the general program to measure the self-diffusion and dilute-solution diffusion rates of the iron-group metals, the diffusion coefficients of cobalt into cobalt and nickel have been measured using the radioactive isotope Co"'. Self-diffusion studies in iron have been previously reported by Birchenall and Mehl.' The technique of measurement used was the decrease in surface activity method described by Steigman, Shockley, and Nix.' It has been determined that scattering of the measured beta radiation by the specimen matrix is significantly influenced by the condition of the surface and the counting geometry. Accurate diffusion coefficients can be calculated from the activity data provided that the specimens have plane diffusion surfaces and that the absorption properties of the emitted radiation are determined under geometrical conditions duplicating with external absorbers the absorption and scattering in a thin film at the specimen surface as nearly as possible. The cobalt used in this research was originally in the form of hydrogen reduced rondels 99.9+ pct pure. The nickel had been prepared by the carbonyl process and was found by spectrographic analysis to contain 0.03 pct Fe, 0.04 pct Co and smaller traces of other metallic elements for a balance purity of 99.9+ pet Ni. Both materials were vacuum melted and cast in rectangular ingots. Specimens 7/8x7/8x1/4 in. were machined from these ingots. The specimens were then ground to 4-0 emery paper and annealed in hydrogen for at least a day at 1200°C. Some of the specimens were used in preliminary experimentation after which their diffusion faces were machined to remove the radioactive material from the previous diffusion experiments. After grinding, the specimens were polished using an electrolytic lapping technique described by Mazia." This lapping was continued until at least 0.005 in. was removed from the diffusion surface. The final surfaces were metallographically smooth except for a few fine scratches caused by the glass cloth. A large percentage of the area was undisturbed as determined by microscopic examination. The grain diameters of the diffusion specimens varied from 0.1 to 5 mm. There were no effects due to grain boundary diffusion in the experiments

Acid mine-water drainage is a serious problem with many mines in the Tri-State zinc and lead mining district. Particularly is this true when large volumes must be considercd in unwatering old mines that have refilled with water which has dissolved the products of oxidation and has become chalybeate in character. The experiences discussed in this paper have to do specifically with the unwatering of a comparatively small area west of the town of Baxter Springs, Kans., where the pumping job was complicated by water of this type and where the extremely high sulphate content particularly effected that phase of mine drainage having to do with stream pollution. Location, Geology and History The Baxter Springs area of the Tri-State mining field is situated just west of the town of Baxter Springs and is a northeasterly extension of the main mineralized zones of the Oklahoma part of the district (Fig I). The mining area is traversed with well defined shear zones which provide easy circulation of ground waters and the ore bodies are found along these shear zones as localized enrichments wherever the structural conditions are favorable (Fig 2). The ore-bearing strata is Mississippian with an overlain capping of shale of Penn- sylvanian age. This shale strata carries much pyrite and marcasite at its base and undoubtedly was a contributing factor to the subsequent high iron content of the water. The area originally contained a sulphide water which discharged as an artesian flow in springs within the town and gave Baxter Springs its name. These springs were famed for many years for their mineral water. This original sulphide water was first removed about 1917 and active mining was carried on west of the town during subsequent high metal price periods. Many small mines were opened, with each localized enrichment becoming a separate mine. During the depression mining ceased and all mines in the west Baxter area were allowed to flood. No serious effort was made to again unwater until higher prices caused from the demand for metal for World War II once more focused attention 011 this part of the field. Original Mining Results in Oxidation As plans for unwatering progressed, it soon developed that the mine-water pools had become strongly acid in character and carried large amounts of sulphates in solution. This occurred in the following way. When the original sulphide water was removed, shafts sunk, and mining carried on over a number of years, ferrous sulphate was formed by the spontaneous oxidation of the pyrite beds in contact with air admitted through churn-drill holes and mine openillgs. These products of oxidation can be seen today in the old mines of the district as crusts of crystalline sulphates

THE Institute assembled in the Court-House, on Tuesday evening, May 22d, and was called to order by Vice-President E. B. Coxe. After announcement by the Local Committee of the programme for excursions, the Secretary read the following annual report of the Council The Council, in presenting to the Institute its annual report, has to record a most eventful year in the history of the Institute. Three meetings, as usual, have been held, two in Philadelphia and one in New York. At the Philadelphia meetings in June and October, there were present many distinguished foreign engineers, some of whom contributed communications to the Institute, and took part in its discussions. Sixty-seven papers have, in all, been presented to the Institute, which will be published in the fifth volume of Transactions. There has been an accession to the membership of 1 honorary member, 11 foreign members, and 162 members and associates; -8 have resigned, 6 have died, and 30 have been dropped from the roll, after due notification, for non-payment of dues. The membership now comprises 5 honorary members, 60 foreign members, and 644 members and associates, in all 699. As worthy of especial mention in the work of the year are the Discussions on Technical Education in connection with the American Society of Civil Engineers, and the report of the-International Committee appointed by the Institute to consider the nomenclature of iron and steel. The Discussions on Technical Education have been published in a separate volume, and comprise a valuable and suggestive collection of the views of practical engineers and educators. The report of the International Committee, composed of Messrs. Akerman, of Sweden; Bell, of England; Tunner, of Austria; Gruner, of France; Wedding, of Prussia; and Holley and Egleston, of the United States, has received the careful attention of engineers and metallurgists of all countries, and has met . with very general acceptance. Of the work of the Centennial Committee in Philadelphia the members are generally familiar, from personal experience, and from the detailed report of the committee at the last meeting of the Institute. But the record of the service rendered by this committee would he incomplete without mention of the numerous letters of thanks and formal expressions of obligations received by the Institute from individuals, societies, and governments abroad. The wise and generous spirit in which the work of the committee was planned, and the laborious and self-sacrificing manner in which it was carried out, call for emphatic expressions of thanks from the Institute. The gifts of Centennial exhibits to the Institute, largely as testimonials for services rendered, has necessitated the appointment of a Museum Committee for

INTRODUCTION OVERGRINDING, or the breaking of ore particles into sizes smaller than required for liberation, is a first-magnitude problem in grinding for concentration processes. The conventional ball mill-classifier circuit used in commercial grinding produces mineral particles that are all ground to pass an upper size limit, while the proportion of very fine sizes, or slimes, is uncontrolled. Calculations based on measurements made in commercial plants which were grinding ore for flotation concentration indicate that about 90 pct of the energy used in grinding is consumed in useless overgrinding.1 In addition to accounting for the consumption of a large amount of energy, overgrinding is detrimental to the flotation process. Overground slime coats larger particles and inhibits selective action by the flotation reagents on particles which by themselves could be separated very well. A further difficulty is that extremely finely ground minerals do not respond satisfactorily to flotation-collecting reagents, and both selection and recovery decrease markedly with particles finer than 5 to 10 microns.2 Conventional classifier-ball mill circuits inherently tend to overgrind the valuable minerals more than the gangue minerals because most valuable minerals are of higher density and are softer and more friable than the gangue minerals. The remedy to this situation would seem to be a separating mechanism which would separate free valuable mineral particles regardless of size and density considerations and a mechanism which would operate in the grinding mill so that valuable mineral grains would be removed from the grinding machine as soon as they are freed. A consideration of these ideas led the authors to the conception of a simultaneous grinding and flotation mechanism. So far as the authors are aware, such a machine has never been tried, even on a laboratory scale. DEVELOPMENT OF APPARATUS AND EXPERIMENTAL METHOD Apparatus development went through several stages before a really workable machine was devised. Work was started with a large cast-iron mortar 7 ½ in. in diameter and 8 in. deep. A cast-iron disk was mounted on the end of a vertical shaft so that it fitted loosely into the bottom of the mortar. On top of the disk four radial cleats ¼ in. high were bolted to agitate the ball charge as the disk, or impeller, rotated. The vertical shaft was driven at 100 rpm by a mechanism improvised from an old coffeemill type of grinder. A hole was drilled into the bottom of the mortar through which compressed air was introduced for frothing. In operation, weighed charges of ore which had been crushed to pass an 8-mesh screen were placed in the bowl along with water and suitable reagents. The year 1944 marks the eightieth anniversary of the discovery of petroleum by drilling in New York State. It was in 1864 that a half dozen shallow wells were drilled at Limestone in Cattaraugus County, in a region that now forms the northern extension of the 82,000-acre Bradford pool. These early wells found oil, but not in paying quantities. They did, however, attract attention to the district and were a factor in the development of the still active Bradford pool of Pennsylvania and New York. During 1943, the production of petroleum in New York amounted to 5,029,000 bbl. This represents a decrease over the previous year, in which 5,421,000 bbl. was produced. The flush production for the New York fields occurred in the early eighties shortly after the discovery of oil in the Richburg pool of Allegany County. During the flush period, production was in excess of five million barrels annually. By 1887, however, the output had decreased to an amount only slightly more than two million barrels, and through the early years of the present century the annual total was often less than one million barrels. Flooding of the oil sands for increasing productioil was made legal in 1919, and in 1927 the output once more reached the two million mark. Two years later it had increased to over three million barrels. In Table r is shown production since 1935, in which year for the first time the output under flooding methods was in excess of four million barrels. From this table, it is evident that oil production in New 'I'ork is rather well stabilized, and since most of the oil is obtained by the flooding, or water-drive, method, with little or no prospect of discovery of new oil territory, rapid changes in yield from year to year are not to be expected. In thickness, the oil sands have a maximum of about 50 ft., and by means oi flooding may produce 10 to 12 thousand barrels an acre and proportional amounts for thinner sands. In some cases, floods have been developed in sands only 12 ft. thick. Under good flooding conditions a yield of 2000 bbl. an acre is about the lower limit at which oil can bc produced at the present price of $3.00 a barrel. The average cost for the physical development ol a lease, not including the cost ol the lease itself, is $5000 an acre. Since several months must intervene before the flood begins to act on the oil wells, and a year or more is required to bring thc wells to maximum daily production, it is evident that a considerable interval occurs before maximum returns are realized. THE development of the modern high-speed vibrating screen, together with the increasing availability of long-lasting stainless-steel screen cloth for relatively fine-mesh separations, means that more screen circuits will be used in the future. It seems pertinent therefore to examine a few characteristics of screen-circuit products, and especially the points of difference as compared with products of classifier circuits. The most noticeable change that takes place when substituting screening for classification in a grinding circuit is a substantial drop in the circulating load, owing to the greater ease with which the "fines" leave the circuit. Where circulating loads of 500 to 600 per cent are considered fairly normal in classifier grinding circuits, the grinding circuit equipped with screens for equivalent work will have a circulating load of only 20 to 75 per cent. As a result, the products of screen circuits will show a minimum of overgrinding or sliming as compared with a classifier circuit. The desirability of this characteristic will naturally vary according to the metallurgical requirement in each case. Because screen separations make a sharper division according to particle size, the products of screen circuits can be expected to show greater crowding of particles near the point of separation. These changes in product characteristics are so important that other factors, both in the grinding and concentration processes must be adjusted if the operator is to take full advantage of the increased tonnages and higher efficiencies available to him through the use of the screen circuit. One factor that too often is overlooked when changing to screen circuits is the importance of adjusting the ball-mill or rod-mill charge, to compensate for: (I) increased tonnage of new feed, (2) decreased circulating load, or (3) more granular character of feed. These same factors should also be taken into consideration for their effect on the various types of concentration or flotation equipment that may follow the screen circuit. Over a period of years, this equipment has generally been designed and adjusted to the product of the classifier, therefore it seems obvious that some research on the adjustment and adaptation of concentrating and flotation equipment to screen-circuit products will be most profitable to the operators. To illustrate the points mentioned above, the results from three recent installations follow, with data on the comparative characteristics of screen and classifier circuits. A range of separation from 10 to 48 mesh has been chosen, using two general types of screening equipment and two types of classifiers. The first of the installations of which the results are to be examined is that of an iron-ore installation where eastern magnetite was being concentrated prior to sintering. THE fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. EXPERIMENTAL Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,' and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: 1. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. DISCUSSION OF RESULTS Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether
