On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

A tentative plan for the Colorado Meeting has been formulated as follows: One day will be spent at Denver, one day at Colorado Springs, one day at Cripple Creek, a trip by automobile to the top of Pike's Peak, one day at Pueblo, one day at Leadville. All the principal mines and mills of the districts mentioned will be visited, including the gold mines in Cripple Creek, the lead, zinc, and steel works. of Pueblo, the production of ferro-molybdenum by electric furnace at Leadville, etc. Special arrangements are being made for the social entertainment of ladies at all points; one evening at Colorado Springs will be devoted to a reception and dance, and the usual dinner will he given on another evening. TuRneR Valley, on the eastern edge of the foothills of Alberta, 35 miles southwest of Calgary, continues to be the major oil field in Canada. This field began production of gas and naphtha from the Mississipian (Madison) limestone in 1924, and until 1936 all wells were drilled for these products. At the end of 1938 there were 104 gas wells. In 1936 proof was found of a crude oil zone in the same horizon but lower on the west flank of the structure, which is a large fold cut off on the east side by an overthrust fault of great displacement. Since 1936 drilling has been done for the development of crude oil and at the end of 1938 there were 64 crude oil wells. On test through a 1-in. choke these flowed at the rate of 50,000 to 60,000 bbl. a day, but on production would not be expected to make this volume. The output has been prorated according to the capacity of the Prairie market. During the harvest season, when the demand for oil and oil products was at its maximum, the allowable production of Turner Valley was 28,363 bbl. per day. With the arrival of winter, this was cut to 11,500 bbl. per day but later was raised to 12,500 bbl. Production in 1937 from Turner Valley was 2,767,221 bbl., which was more than double that of the previous year. Production in 1938 was 6,691,075 bbl., which is considerably more than double that of 1937.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in, the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5° to vertical, and in the same mine the dip of the coal may vary from 30° to 50°. In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous- coking coal, the following being typical analyses: Lignite Sub Coking Coal bituminous Moisture 23.5 14.30 0.57 Volatile hydrocarbon 31.0 33.03 23.57 Fixed carbon 37.4 41.30 65.55 Ash 8.1 11.37 10.31 100.0. 100.00 100.00 Very little of the coal contains as much as 0.75 per cent. sulphur. The brown lignites occur mostly in Lewis and Thurston Counties, and, as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea.

NEARLY one hundred members of the Mining and Metallurgical Society of America and friends of Professor Peele met at dinner at the Aldine Club, New York, on the evening of April 26, to take part in the ceremonies attending the presentation of the Society's annual gold medal. This had been awarded to Professor Peele by the Society in recognition of his laborious and painstaking work as Editor-in-chief of the monu-mental "Mining Engi-neers' Handbook. Carl A. Meissner acted as toastmaster. W. Y. Westervelt, a student and lifelong asso-ciate of Professor Peele, then recounted some of his friend's early exploits, be-ginning with his mining adventures in the paternal cellar, whereby the neces-sity for adequate ventilation was indelibly impressed on his mind. Graduating from the Columbia School of Mines in 1883, Robert Peele for several years followed the typical mining career, as assayer and superinten-dentatan outlying Colorado mine; mill foreman and assistant superintendent of the Silver King, in Ari-zona; in charge of a mine at Fairplay, Colo.; and superintendent for the Ore-gon Gold Mines Co., at Cornucopia. At intervals during this experience, he spent parts of four years on two mineral investigations m in Peru, Bolivia, Colombia, and Dutch Guiana. He i was called to Columbia as Adjunct Professor of Mining in 1892, and became Professor in 1904. During his sabattical leave in 1903 he travelled around the world, r stopping at some of the most important mining cen-ters, and in 1910 he renewed his acquaintance with South Africa and South America.

THE activity of carbon in Fe-C-Cr liquid solutions has been measured by Richardson and Dennis,1 Fuwa and chipman,2 and Goto et aL3 Fuwa and Chipman2 have presented their data along with data of Richardson and Dennis1 and utilized an interaction parameter. However, the interaction parameter is only valid for dilute solutions of carbon, because, as indicated, the same interaction parameter does not apply to more concentrated solutions of carbon (i.e., the effect of chromium on the saturation of graphite in liquid iron). Ohtani4 has attempted to account for the effect of carbon concentration on the interaction parameter; however even his analysis does not apply to the saturation data. Also, the effect of temperature on interaction parameters must be taken into account. Therefore, in any process where the concentration of carbon and/or the temperature changes (such as solidification), the use of an interaction parameter is not adequate to know the activity of carbon. The purpose of this communication is to make use of the existing data on the effect of chromium on the activity of carbon in liquid iron solutions in such a way that the activity can be described as a function of both composition and temperature. The method is an extension of Rist and chipman's5 analysis for the binary Fe-C solutions. During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

ALTHOUGH it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satis-factory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It. must form in low concentrations a copious but not too persist-ent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting Dower and very little emulsifying power.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. The general lack of detailed geologic and topographic maps of this region, coupled with a considerable interest in some of its deposits, has spurred the North American Coal Corp. to develop a rapid, economical method of producing its own maps on which to base a quantitative evaluation of the coal reserves involved. The techniques the company employs in this mapping and evaluation program are simple photogeologic and photogrammetric procedures that can also be applied to other exploration and mining work. The air photos, in addition to being used for photogeologic interpretation, have been successfully applied to locating drainage cuts, haul roads, and road metal deposits as well as for various property studies and general mine and reclamation planning. The present discussion will deal primarily with North American's photogeological reconnaissance method of mapping and evaluating relatively flat- lying to shallow-dipping coal beds with limited topographic control and a minimum of core drilling. The field tools employed under this method include aerial photographs and pocket stereoscopes, engineering levels, aneroid barometers, portable transceiver radios and core drills. Field information developed on the photos is transferred to maps for measurement of reserves and overburden. To date this method has been used to map and analyze nearly 6 billion tons of Fort Union lignite and subbituminous coal.

The total production of oil in Peru in 1940 was 12,127,135 bbl., or about 10 per cent less than in 1939. Most of the reduction can be attributed to the fact that the export market under war conditions is much restricted and naturally is more than ordinarily competitive. Development and Exploration in Older Areas As evidenced by Table I, almost all production continued to come from the three established fields in coastal northwestern Peru. Zorritos Field.—Exploration in this small field, which was purchased by the Peruvian Government in 1939, continued with that in near-by areas in the adjoining National Reserve. Several wells were drilled, regarding which details are not as yet available. It is estimated that the production rate for a total of some 45 old and 15 new wells approximated zoo bbl. per day, or about 3 bbl. per well per day. Lobitos Fields.—The Lobitos area produced 2,435,504 bbl.; about 10 per cent less than the amount for 1939. La Brea-Pari9zas.—This property of International Petroleum Co. continued to account for nearly 80 per cent of Peru's production. During the year, drilling was stepped up to 139 wells, as compared with 73 wells completed in the previous year; 123 were producers and aggregated a total of 287,867 ft. Of this total, more than 85 per cent was drilled by rotary tools, which are steadily displacing other equipment. Although most of these wells were drilled in the proved or semiproved areas, eight

Mr. Raden has described the practical problems associated with fines in phosphate rock beneficiation. In this discussion, a colloid chemical viewpoint is given to the problem of separating phosphate values from phosphatic clay slurries. The phosphatic clays are predominantly colloids of a complex mixture of many minerals (1). The constituents are typically 25% apatite, 40-50% clays, and various amounts of wavellite, quartz, dolomite, fluorite, and other minerals. The clays are montmorillonite, attapulgite, and illite, with some kaolinite. The various mineral colloids in the slurry are heterogeneously coagulated in the as-produced state. Dispersion of the coagulated state is evident from the fact that dispersing agents (certain polyelectrolytes) cause a large reduction in the viscosity of the slurry (2). The as-produced slurry settles from 4 to 8% solids within a week, but thereafter settles much more slowly in the form of a sediment of flocs. The supernatant liquid is often clear because of the cooperative action of the mutual interaction of particles during settling. Mineral segregation during settling has not been observed for the same reason. The initial slow settling rates indicate that the coagulated assemblies are very small. Efforts to separate apatite from the other minerals would be complicated by the heterogeneous coagulation state. Somehow the apatite must be "liberated" from its association with the other minerals before it can be physically separated. One approach for liberating apatite is to disperse the entire suspension. Points out differences between the new, more liberal, law passed by the Colombian Congress and the law passed in 1919, gives a few facts about the pipe-line concession granted to a Canadian company, and tells of new drilling developments. PROBABLY the most important development in the Colombian oil situation during the past year was the passage by Congress of a new petroleum law, which went into effect Jan. 31, 1923. The principal points of interest in which this new law changes or improves the previous one are as follows: Law 120 of 1919 provided that one person or corporation could not acquire more than three exploitation zones. of 5000 ha. each, and royalties were based on a sliding scale, to wit: 6 per cent. royalty on lands 400 km., or more, from the ocean; 8 per cent. on lands 200 but not over 400 km. from the ocean, and 10 per cent. royalty on lands located less than 200 km. from the ocean. Rentals were fixed at 10 centavos per hectare for the first year; 20 centavos for the second year; 50 centavos, third year, and $1 (one peso) yearly thereafter. Under this law the term of the lease was fixed at 20 years and, at the discretion of the government, could be extended for 10 years additional. After the expiration of the lease and its corresponding extension, the machinery and other material placed upon the property would vest in the government. A bond of 20,000 pesos was also required of the lessee to guarantee faithful performance of his contract.

GOODALE,* Butte, Mont.-I notice Mr. Newton refers very briefly to the carbonate ores of manganese, rhodochrosite, but he does not go into any special description of the treatment of that material. In some of the veins in Butte, Mont., there is a large amount of rhodo-chrosite, and a large tonnage of that material has been shipped to the East for making ferromanganese. At the works of the Anaconda company at Great Falls they treated several thousand tons of this manganese ore, running about 37 to 38 per cent. manganese, in electric furnaces, giving a product of about 78 per cent. of manganese. But just at that time the demand for ferromanganese from the West was discontinued and the material, about 1000 tons of 78 per cent. manganese, is on hand at the works at Great Falls. With the higher-grade manganese ore, running, we will say, 37 or 38 per cent., there are large bodies of ore perhaps 20 or 25 per cent., but containing too much silica to be valuable in their present condition. Some efforts have been made for water concentration of that material, but owing to. there being only a difference of about 1 in the specific gravity of the quartz gangue and the manganese mineral, water concentration has offered some difficulties, I have been told, however, that some very satisfactory experiments have been made with magnetic concentration of this material. I think it is a new idea that this manganese ore can be treated successfully by magnetic concentration.

In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

Discussion of the paper of FRANKLIN MOELLER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 343 to 354. K. A. PAULY, Schenectady, N. Y.-I read with interest Mr. Moeller's paper descriptive of the mechanical parts of the new electric hoist at the Granite Shaft of the North Butte Mining Co. and as the paper treats largely of the mechanical equipment I have little discussion to offer. There is, however, one question which I would like to ask and that is, why the discrepancy in hoisting cycles between the curves given in the paper read by Mr. Sykes for the American Institue of Electrical Engineers at San Francisco and those given in the paper under discussion? In Mr. Sykes' curves the acceleration period is shown to be 16 sec. for all depths from 2,000 to 4,000 ft. inclusive, while Mr. Moeller in Fig. 2 shows 25 sec. throughout the range and in Fig. 4 shows 35 sec. Launching a panel session isn't easy but after Associate Dean Howard Hartman from Pennsylvania State had made his statement, it was obvious that the balloon would go up. Hartman sees a crisis and gave its dimensions. Even with enrollments declining, there are not enough graduates being recruited by the mineral industry. Opportunities in the mining field are not attractive to youth in the face of competition from other disciplines. Nor will we be able to fill our ranks with good men from other engineering disciplines because they won't be attracted either. Salaries are too low. In 1966, mining engineers from Penn State averaged $660 per month starting. The average of all other engineers was $683 per month. The mining engineers ranked seventh out of nine disciplines. The bad image of the mineral field is created in part by industry which offers poor working conditions and inconsequential jobs and in part by the schools which have unimaginative curricula and poor teaching. Hartman called for immediate action and had his own set of solutions ready. "The gut of the problem is pay. Boost starting engineers $100 to $150 a month and older employees in commensurate manner. Compensate for poor working locations by better environment on the job." He did not fail to add that improvement of the public image of the mineral industry is needed. He called for elimination of all of the "schisms," or subdivisions of mineral industry curricula, and suggested a unified curriculum with a name such as "Geo-engineering."

The various methods of treating pulp in air-agitation tanks offer problems for experiment and study which are fascinating as well as practical. The usual method heretofore has been to fill each tank in turn, agitate the mixture the required period and then discharge the treated pulp into a storage-tank, from which it is drawn to the filter as required. A later method is to run the pulp from the tube-mill, classifier, thickener, or settler into the first of a set of tanks, and thence continuously or in series through the remaining tanks, finally drawing off the pulp to a continuous filter, or to a pulp-storage tank if the filter is of the intermittent type. It is this method which I propose to discuss here in a preliminary way, with the idea of going exhaustively into the examination of the results of a series of experiments in a later paper. It may be of interest to note that the design of a cyanide-plant has recently been completed in which the estimated cost of the agitation-tanks, storage-tanks, and pumps was 30 per cent. higher for the charge-agitation arrangement than for the series plan. The first question in studying the series method is, " What is the actual period of treatment undergone by the pulp ?" One first supposes that by chance some of the pulp may get through with little or no treatment, while other portions may stay in the tanks a needlessly long period.
