The manufacture of pig iron for conversion into steel by the Bessemer and open-hearth processes, is now one of the most important industries of the United States. It is necessary that iron intended for this purpose should be very pure, and especially must it be comparatively free from phosphorus. Great care must therefore he exercised in the selection of proper ores, flux, and fuel. Only such ores as are practically free from phosphorus can be used, and pure fuel is as much a necessity as pure ores; though hitherto iron men have paid comparatively little attention to this point. During the course of my work as chemist for the Second Geological Survey of Pennsylvania, I' had occasion to examine some of the bituminous coals of the State fix phosphorus, and the results obtained are so interesting that I venture to present them to the notice of the members of the Institute. The coals are arranged in geological order according to the different beds, and the table shows the percentage of phosphorus in the coal and also in the coke. The greatest number of specimens have been selected from the Pittsburgh bed, because it is the principal coal-bed of Southwestern Pennsylvania, and most of the mineral fuel which is mined along the Youghiogheny and Monongahela rivers, to be used in the coke ovens of the Connellsville region and in the blast furnaces and mills of Pittsburgh and its vicinity, and to be shipped to Western and Southern markets, comes from this bed. The attention of travellers, upon the desert bordering the Great Colorado of the West, is often arrested by broad stretches of pebble-covered plains, or mesas, glittering in the sunlight from the myriads of polished surfaces, giving, at a distance, the appearance of a sheet of water. It is not alone the well-rounded, polished surface of these pebbles which commands attention, but, in addition, their nearly black or darkbrown color; and, above all, their uniform distribution in a level sheet, covering the plain in a continuous layer or pavement like a vast mosaic without sand or soil. Hundreds of square miles along the lower Colorado, especially in Yuma county, Arizona, and on the borders of the Colorado Desert in California, are thus covered. It is evident that the former cxtent of such pebbly plains was much greater than now, for the continuity of the mesa is broken into by the numerous dry arroyos or " washes " formed during exceptional showers or deluging rains. In some places there is an underlying bed of pebbly conglomerate, a mixture of pebbles and sand; in others the pebbles rest on a sandy, earthy foundation. The rounded pebbles are distinctly alluvial in origin, and pertain to the ancient Colorado drainage system; but it is not comprehensible that such regular layers of polished pebbles could have been left by subsiding floods or river action. Attention was early directed by me to these remarkable plains, first examined in 1853, when exploring for the United States and seeking a practicable route for a railway to the Pacific coast.* The cut and polished surface of the pebbles

This excellent, concise paper by Dr. Iwasaki on the principles of selective flocculation for iron ores discusses many of the principles and problems which have occurred in our bench and pilot plant test-work. The use of sodium tripolyphosphate in combination with sodium silicate as a dispersant is very effective. However, this may cause a problem with the environmental groups as phosphorous is a nutrient. We have also established that the lower the Ca level in the pulp solutions the greater the dispersion. We have found that ores from the same geological strata, having the same general mineralogy and iron content will sometimes have widely different degrees of dispersion. There was-no difference in the gross mineralogy but the solubility of the Ca and SO ions was much less in the ores most easily dispersed. Research efforts should be directed towards a more practical means which would more easily enable one to predict the amount of dispersant required for the various ores. With regard to water quality we have found that waters having higher contents of SO4 and C1 ions hinder dispersion. This could be a method of controlling too much dispersion by the addition of sulfate or chloride ions. This would require further investigation. We have had no trouble with agitation speeds of up to 925 rpm in conditioning starch with the dispersed pulp prior to selective flocculation. We have found about 0.3Lb/LT of starch to be sufficient for selective flocculation on our ores. I TOLD you before that four things are necessary in addition to good judgment for one who wishes to practice the art of casting well. The first is to make the moulds and to have the furnace well made, the wood of a good kind, dry and seasoned, and the material disposed to melt. I have given you enlightenment on all these in detail, and on the last point as well, as you can see in the discussion on the alloys of metals where, among other things, I told you a good deal about those of copper. Therefore I wish to say but little about them in this chapter, but in order to follow the order promised you, I tell you that when you can, and if the labor or expense does not displease you, you should always alloy the whole quantity of the metals that you wish to put into one work and should make them into cakes of one kind. For, in addition to being more conveniently arranged in the furnace and mire easily handled, they all melt at one time and with much less work than they would if they were in pieces of different kinds. It is necessary to give corruption to copper, for if you decided to melt fine copper by itself in a reverberatory furnace your soul would burst before you had any honor therefrom. Then, if you wished to cast a fine thing from it, it would not succeed because it is dot fluid, on account of its viscosity; and if it should succeed, it would be all full of holes, like a

(communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with

The area producing Pennsylvania-grade crude oil declined sharply in 1943, with a daily average production in the entire area of 71,056 bbl. as against a daily average in 1942 of 77,786. The total decline in the Pennsylvania-grade area amounted to 2,456,311 bbl., and 1,g81,z71 bbl. of this occurrcd within the state of Pennsylvania. The principal decline occurred in the Bradford field, where it was caused primarily by a drastic reduction in well completions. All of the zones in the Pennsylvania-grade producing area showed a decline except the part of Ohio that produces that grade, where production increased very slightly over 1942. Table I shows the average daily production by months for the several districts of the area. Table z is a comparison of the production in the two districts within the state of Pennsylvania. It is interesting to note that the Bradford field produced approximately half the total quantity of Pennsylvania grade but accounted for nearly three-fourths of the decline in production from the previous year. It is believed that this decline is ocasioned by restrictive price ceilings and a lack of adequate manpower to drill the necessary wells to maintain production. Stocks of Pennsylvania Grade At the beginning of 1942, stocks of Pennsylvania-grade crude totaled 3,196,000 bbl. and at the beginning of 1943 they totaled 2,626,000 bbl. At the end of 1943 the stocks of Pennsylvania-grade crude had declined to 1,95z,000 bbl. AT the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance de¬mands. In the present preliminary report we shall merely sketch out the plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by fur¬nishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the informa¬tion requisite for an intelligent consideration of our subject, we pro¬pose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow¬-members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each ques¬tion to be answered as fully as possible, but we do not expect every one to answer them all. In an earlier paper the permeability character of Mo-0.5 pct Ti to hydrogen was described.' It was shown that this alloy is a more effective barrier to the passage of hydrogen than previously studied systems, i.e., copper,2 nickel,3 and several stainless steels.4 The permeability of Hastelloy B to hydrogen was investigated as a material having promising high-temperature structural properties which might have a low permeability to hydrogen. The general theory of permeation has been previously discussed,' and here only a summary of the more important results are given. It is found that except for very thin membranes, at low temperature, permeation of a gas through a metal barrier is determined by the rate of diffusion of the gas through the crystal lattice of the specimen, and that for hydrogen and the common diatomic gases, this passage involves dissociated particles as the diffusing species. The rate of permeation for hydrogen is therefore proportional to the square root of the pressure. It has also been found that the rate of permeation is inversely proportional to the thickness of the barrier. The apparatus used in this investigation was fundamentally the same as that employed in previous studies,' except that several simplifications result in the case of Hastelloy, since oxidation at the temperatures investigated is no longer a problem and welding of the specimen is relatively easy. This instrument, shown in Fig. 1, is not generally known, though it has been used in England, and found very practical, handy and useful in work not requiring a transit or theodolite. It is not only a good miner's dial, but a circumferentor as well; that is, it can measure horizontal angles like a theodolite. The magnetic bearings are conveniently read on the inward-beveled upper divided circle; while another circle, graduated on the base-plate, is used for reading the horizontal angles with a vernier. Two leveling spirit-bubbles are sunk in the same base-plate. The vertical divided semicircle is attached to the compact-box by two short axes, which permit the semicircle, with its plain sights, to be turned down to a horizontal position, and rest upon a pin, which relieves the axes from strain. This adjustment gives a clear view of the needle and vernier, and protects the instrument from injury, when carried through low mine-workings. A groove in the semicircle receives a sliding-bridge which carries the plain sights, and a vernier for reading vertical angles. A ball-and-socket-headed tripod is used; but sometimes the instrument is mounted on parallel-plates and level-ing-screws; and sometimes a telescope is attached, instead of the plain sights. The instrument is admirable for all such Mexican surveys as Mr. E. A. H. Tays describes ;l and saves so much time and labor as to be vastly superior to the less accurate hanging-compass called by him a " bully " instrument. If the hanging-compass was ever used in England, it has long since given way to more modern and superior instruments.

At a time when Congressional stiffening of health and safety regulations in the nation's coal mines seems all but an afterthought, when the problems confronting both mine operator and worker are being tossed about like a pigskin in an Australian- rules football match, what could be more appropriate to the times than to incorporate a discussion on these matters into the proceedings of an annual coal meeting. Integration of both technical and topical discussion provided the strength for this 28th Annual Meeting of the Central Appalachian Section of the AIME, convened at the The Greenbrier, White. Sulphur Springs. W. Va., Oct. 31-Nov. 1. Three technical sessions prepared for the occasion were served to those in attendance. First of these was held on Friday morning. Rendered excellent coverage, topics included Roof Structure Analysis at Blacksville No. I, presented by David Eyer, Christopher Coal Co.; Methane Monitors (evolution and evaluation of present day detection equipment); and Instantaneous Control Reaction to Mine Fires and Explosions, in which Elmer A. Fike illustrated the point quite vividly by showing a film on the potential of such control equipment. Indeed, the ability to snuff out a mine fire before it is allowed to spread even beyond its own igniting sparks speaks very well for itself. However, Fike hastened to point out that certain difficulties had to be overcome before these "fire watchers" could be implemented successfully in mines. These "bugs," inherent in virtually all coal mining environments, include ignition of sulfur pockets on mine facings and delivery of sparks on trolley rails, both of which may impede the accuracy of such control monitors.

THE LIFE and works of Alexander Agassiz, first president of the Calumet & Hecla Mining Co., were recalled to memory when a monument bearing his statue was unveiled in Agassiz Park, at Calumet, Mich., on Sept. 26, The statue is the work of Paul W. Bartlett, of New York, and was erected by George R. Agassiz, eldest son of Alexander Agassiz. We are indebted to Rodolphe L. Agassiz, now president of the Calumet & Hecla Consolidated, for the accompanying photograph of the statue. The principal address at the unveiling ceremony was delivered by Allen F. Rees, of Houghton, who said, in part: To the world at large Alexander Agassiz was preeminently the man of science. With all his devotion to the industrial life of this district, he found the time to devote to the con-tinuation of his work of scientific research which had been the life work of his fa-ther, Louis Agassiz. Not only did he acquire eminence for his scientific at-tainments and learn-ing, but he was recognized and hon-ored throughout the civilized world for his achievements and accomplishments in the realm of original research. His work in the fields of nat-ural science, in oceanography, in marine zoology, and in other similar lines of research, has added much to our knowledge of the world's mysteries. His life was one of accomplishment also in the industrial world. The union in one life of acknowledged achievement as a scientist and the accomplishment of great results in the prac-tical industrial world is a rare thing, and its possibility has never been exemplified in greater measure than in his life and its results.

The John Fritz Medal was awarded in January, 1916, to Dr. Elihu Thomson, "For -Achievements in Electrical Inventions, in Electrical Engineering, and in Industrial Development, and in Scientific Research." The medal will be presented to Dr. Thomson at a meeting, to be held in Boston on Friday evening, Dec. 8, 1916, in the Central Lecture Hall of the new buildings of the Massachusetts Institute of Technology. The program of the evening will include adresses by John J. Carty, Chairman of the Presentation Committee of the Board of Award, E. W. Rice, Jr., President, General Electric Co., and Dr. Richard C. Maclaurin, President, Massachusetts Institute of Technology. The presentation will be made by Dr. Charles Warren Hunt, Chairman of the Board at the time the award was made, and the ceremonies will conclude with the response of Dr. Thomson. The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement, and was provided for in a fund subscribed in memory of the great engineering pioneer, John Fritz. The award of the medal is made by a permanent board composed of four members from each of four American National Engineering Societies, namely, the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Mining Engineers and the American Institute of Electrical Engineers. THE submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safe-guard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immediate review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the ground. With the members of this cooperative committee, state geologists, regional geologists, consulting specialists, and geologists and engineers attached to many companies worked both independently and through sub-committees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnson, Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Moore, and David White, chairman.

With some difficulty we framed the picture of the village on the mountain getting in the railroad bridge and tunnel at the base. It was a charming scene of red-tile roofs on a green mountain in the golden autumn sunshine with the black hole of the railroad tunnel looking like something out of the movie, "The Train." We clicked the shutter, advanced the film and started back to our rented Audi. At which point there was a hail from the other side of the railroad bridge. A man in uniform was brandishing an object in the air which looked suspiciously like a rifle. We peered around. We were the only other persons in view. He must be yelling at us. He was now closing the distance at a brisk, determined gait but was still 100 yards away. The car was handy but the road was straight, paralleling the railroad tracks for some distance. We dismissed the idea of running for it. Who knows, he might shoot. When he came up we didn't have much of a conversation because it had taken us a week to learn three words of Yugoslavian-zhiveli, long life, huhvalla, thank you, and schlivavitza, the national drink (plum brandy). None of these seemed appropriate. We got the Idea that photographs of railroad tunnels and bridges were prohibited. The guard, for such he seemed to be, took the Audi plate number, administered a last scowling reprimand and stalked off. This incident was the only one in a 15-day visit to Yugoslavia which we would have associated with "Iron Curtain restrictions."

ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. In the Humble Oil & Refining Co. there is an Executive Development Program; maybe it might better be called a Program of Development for Executives.

The trend toward utilization of low grade iron ores means that more efficient methods must be developed for their concentration. The collecting ability of fatty acids derived from fish oils has been extensively investigated by Cooke.' Tuna oil, a byproduct of the tuna canning industry, is one of the lower priced fish oils. Utilization of tuna oil fatty acids as collectors in the flotation of iron ore might be economically feasible under certain market conditions, especially if their efficiency were high. Crude or unfractionated tuna oil fatty acids, and five fractions derived therefrom, were tested for their ability to concentrate a commercial specularite ore from northern Michigan. A commercial fatty acid derived from tall oil, and commonly used in nonsulfide flotation, was used as a reference. The crude fatty acids were obtained by simple saponification of tuna oil. Fractions A and B were obtained by acetone precipitation of the crude acids at -5O and -2S°C, respectively. Fraction C was obtained by a partial fractional distillation at 12S°C and at a pressure of 3y in a centrifugal molecular still in order to remove the shortest and longest chain fatty acids of tuna oil as well as oxidation products present in the original mixture. Fractions D and E were prepared by a chilling process in order to precipitate the unwanted saturated fatty acids. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6
