In my opinion, the concentration of minerals by flotation is the most interesting problem in ore-dressing, and will command eventually far more consideration than it has at present. For many ores it furnishes a complete method of concentration absolutely independent of specific gravity, and thus simplifies the milling of many difficult combinations. Not having to recognize the influence of specific gravity, we are also able to dispense with some of the complications resulting from classifying-conditions. Where flotation cannot be used for a complete separation of the minerals from the gangue, it will be found, in nearly all cases, to save those portions which are generally lost by reason of their fine state of division. For this reason, it should be looked upon mainly as an aid to general concentration, although there are many ores so well adapted to flotation that more than 90 per cent. of the valuable metals can be recovered from them in one operation by this process. In presenting the results of my investigations in flotation, I have endeavored to theorize as little as possible. That side of the subject has been extensively discussed by others. My earliest work with flotation was done in 1895, when I used various oils, grease, soap, etc., with results that were remarkable. I did not realize then that with water alone equally good separations could be made. Up to 1906, my endeavors were confined to attempts to keep the concentrates on the tables well wetted and away from exposure to the air. In common with others, I observed that when there mas any obstruction in the wash-water on the table of sufficient size to divert the water to either side, the concentrates collected, and, on exposure to the air, would promptly float away. Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. The installation of the Gayley dry-air process appealed specially to the management of the Warwick Iron & Steel Go., for the reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, 011 a much lower fuel-consumption, while, at the same time, the summer months were marked by " messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. On the basis of our own experience, we argued that if the moisture could be kept low, and also uniform, the cost of installation would be more than justified. Bone-ash cupels have been used from time immemorial to absorb litharge, and accompanying oxides, in assaying. Doubtless, also, from the earliest days cupels have been most unjustly blamed for much poor assaying. It has long been known that the precious metals go with the litharge into the cupel. This occasions a loss of precious metals and reduces the results of the assay. There have been many investigations of cupels and the most diverse views have been expressed, the extremes being the statements of Lodge1 that every cupel has some effect upon the loss in assaying telluride ores and of the Campredons2 that coarse and fine and hard and soft cupels all give the same loss of silver when cupelling the same weights. The truth lies between these statements and much nearer the latter. In a vast majority of cases the influence of the cupel is not dominant and is outweighed by other conditions, particularly the temperature of the cupelling bead. At the Spokane meeting of the Institute I presented a paper on the Assay and Valuation of Gold Bullion,3 which recorded the results of many hundreds of assays made in the Mint service under everyday commercial conditions, which of necessity differ from scientific conditions. In following this matter up, for the purpose of increasing the accuracy of our commercial methods of bullion assays, the question of the absorption of gold by the cupel was found to be a most important one and was taken up for investigation. In a lesser degree, the silver absorption is important and interesting, but at resent it appears to be far more complicated and, while many figures showing silver absorption may be found through this paper, much further investigation is required to put the subject upon a satisfactory basis.

Foster Bain, Des Moines, Iowa (communication to the Secretary):* The zinc- and lead-deposits of the Mississippi valley, which it has been my fortune to study, give particularly good examples of many of the principles of ore-deposition formulated by Prof. Van Hise. Perhaps there is nowhere clearer evidence supporting his fundamental tenet., that ore-bodies are to be regarded as a result, and as merely one of the phases, of the work of underground waters. The facts regarding the mines of the upper Mississippi valley have been given in some detail for Wisconsin by Prof. Chamberlint and, more recently, for the mines west. of the Mississippi by the Iowa Geological Survey.‡ Fortunately, also, the processes of underground water-circulation have been studied in some detail in connection with the investigation of artesian waters throughout the region.$ In Missouri and Arkansas the mines and ore-bodies have been much studied ; but the general problems of the circulation of underground waters have been neglected. During the season just closed the writer has been engaged in a re-study for the United States Geological Survey of the zinc- and lead-deposits of the Ozark region, with special reference to those of the . AMONG the fellow prospectors of Black Jack Newman, locator of the claims that became the Miami mine, were J. D. Coplen and Bud Woodson. Woodson was in the district when the Bloody Tanks Indian massacre occurred, near the present town of Miami. He was a prospector long before Jack Newman worked in a mine, and for years he had done assessment work on some of the claims that Coplen acquired for his Inspiration company. Woodson recalls that a Scotch geologist from Morenci once visited his claims; and that the geologist tried to get the Phelps Dodge company interested in the property, but without success. Coplen interested some people in Kansas City in his claims that lay west of Newman's. He induced them to organize the Inspiration Mining Co., and by 1908 this company controlled 23 claims, which had been prospected in desultory fashion by a series of adits. One of these, near the Keystone property, encountered some lean copper-bearing rock, but later development failed to disclose any substantial quantity of ore at this particular point. Coplen, as general manager, in September, 1908, was negotiating with several exploration companies which at the time were on the lookout for low-grade copper properties. As a matter of fact, when J. Parke Channing visited Globe, in December, 1906, F. C. Alsdorf showed him the Inspiration claims as well as Newman's. Channing evinced little interest in an option on Inspiration because he could get so much better terms from Newman. He decided to concentrate his work on the Newman claims, with the idea that if he were successful in developing ore, he could later get Inspiration on terms at least equally good. Subsequently, the United States Smelting & Refining Co., which has since added "Mining" to its corporate name, took an option on Inspiration.

Volcanic origin was among the first of the theories advanced to account for the occurrence of the salt domes of the Gulf coastal plain, northern Louisiana, and eastern Texas, and it is still being re-stated in various forms by the most recent contributors to our knowledge of the geology of such deposits. Argument has been largely by analogy and attention has repeatedly been called to the Mexican oil fields, particularly those of the Tampico-Tuxpam region, because of the occurrence of oil in close proximity to volcanic plugs in those fields, an occurrence supposed to have some resemblance to the common occurrence of oil in the salt domes of the United States. The author, having spent several months of the past year in a general study of salt domes and in a detailed study of certain domes in the United States, and having been acquainted for some time with the exploration of similar domes in the Isthmus of Tehuantepec region, Mexico, and with the general geology of the Tampico-Tuxpam region, Mexico, has reviewed the various theories of volcanic origin for salt domes which have been advanced to the present time. The purpose of this paper is to present such review and to discuss the supposed Mexican analogy. Review of Volcanic Theory R. Thomassyl who had visited the Five Islands of Louisiana between 1857 and 1859, in 1860 described them with some care, noting their distinct character, alignment, and similarity, and ascribing to them a volcanic origin. He regarded them as being akin to the mud lumps in the delta of the Mississippi and was impressed by their symmetry and by the ponds or lakes which occur on several of the islands and which he regarded

DuRing the past summer the writer was asked by the Illinois State Geological Survey to make a study of some of its economic geological problems with regard to the applicability of geophysical methods of prospecting to their solution. The following four problems were suggested for investigation: (1) the fluorspar area of Southern Illinois, (2) oil structures in the south central part of the state, (3) the lead and zinc-bearing area of northwestern Illinois, and (4) the water supply and gravel deposits of the glacial drift. The prime requirements were to find a means of obtaining a maximum of useful information with a fairly modest outlay of expenditure for technical staff and equipment. The method of procedure adopted was that of making a preliminary study of each of the problems named by means of available office data and published reports with supplementary field reconnaissance where necessary. Preliminary Studies Fluorspar.—The fluorspar deposits of southern Illinois as shown by Weller,1 Bastin2 and others are of two main types: (1) vein deposits along steeply dipping normal fault planes, and (2) "blanket" deposits occurring practically horizontally along a certain sedimentary horizon. The vein deposits are composed mostly of calcite and fluorspar in sheetlike veins of thicknesses, where mined, ranging from about 2 to 12 ft. The surrounding topography is in a mature state of development with a relief of about 100 ft. or more. Any geophysical prospecting for this ore would have to depend either upon the physical properties of the ore and associated minerals or upon the properties of the geologic structure containing them. Fluorspar has a density of 3.18, which is somewhat greater than 2.7, that of calcite. Its

THE Copperton mill in reality was a sort of proving ground. It was. designed to serve three purposes: (1) to verify the accuracy of the mine sampling by actually treating substantial tonnages of ore, (2) to demonstrate on a reasonably large scale the percentage of the copper in the ore that could be recovered, and (3) to permit the testing of various kinds of machines and devices for crushing and concentrating the ore, so as to guide the engineers in designing the proposed 6000-ton milling plant at Garfield. As a matter of fact, it contained a lot of second-hand equipment sent by MacNeill and Penrose from the works of the United States Reduction &Refining Co. in Colorado; and it was by no means a model installation. Probably it would have been even less efficient, except for the skillful work of George O. Bradley and-Frank-G, Janney, both of whom had worked with Jackling at Mercur. Bradley was a mechanical engineer employed to design the plant. Later he directed the design of the concentrator at Garfield and remained as consulting mechanical engineer to the company until 1915. Janney, who afterwards became manager of mills, a position that he retained until his death in 1916, was a skilled mechanic at the Golden Gate mill at Mercur when Jackling built the plant in 1897. His flair was making machinery do what it was intended to do. He was not an ore-dressing engineer in a technical sense; but Jackling him- self was a specialist in this respect as well as in designing and construction and Janney's mechanical aptitude made him a particularly valuable man in the Utah organization. John McDonald, another of Jackling's Mercur associates, was the first mine superintendent. With practically all of the available funds earmarked for construction of the Copperton

The Honor Roll includes the names of all members of the Institute Whom we know to have been on active military duty it the date of compilation, Mar. 5, 1919. Despite our efforts to have this list accurate and complete, some of our members who have been rendering military service are probably left off because of the fact that we have not been informed of their military connection. The list of men in military service has been compiled with great difficulty owing to the modesty of the members, who in their patriotism began their service but neglected to send us notice. In 1918, We published a separate Honor Roll of the Institute in which we included a list entitled "On active duty in other departments of the service" which contained the names of members who were rendering important emergency service to the Government other than in the Army. This list is entirely omitted this year because any list We might compile for this purpose would be entirely inadequate and must inevitably do injustice to a large number of our members who have been devoting great time and making many sacrifices for the benefit of the government along lines not within our ken. It is not too much to say that almost all our membership in this country has been, more or less directly, doing its uttermost for the successful prosecu¬tion of the war. The active work of many of these members we are Well aware of, as is also the rest of the civilized world. Faithful and wholehearted efforts on the part of many other members we have not been informed of, so that any list would be both incomplete and unsatisfactory.

Flotation of sulphide minerals and native metals is no longer a practical difficulty. The underlying scientific principles of the method, although not explored in anything like complete detail, have been formulated with sufficient breadth so that the direction of attack on any specific case is clearly indicated. It has been known since the earliest days of flotation that certain of the nonsulphide nonmetal minerals—e.g., sulphur and graphite—would respond to flotation by oils as sulphides do; therefore they have been grouped with sulphides in many patents. But since the development of the chemical theory of collection,1,2,3 this similarity in action has been one of the facts cited in disproof of the theory by opponents of the hypothesis.4,5,6 Air levitation† of certain oxidized minerals, both metalliferous‡ and nonmetalliferous, and separation thereby from other oxidized minerals, is a recent development in practice, although the discovery of the method dates back 17 years7 This paper presents evidence that the principles underlying the air levita-tion of the nonsulphide nonmetal minerals are the same as those utilized in the flotation of the sulphides and native metals. It will be apparent immediately to anyone with knowledge of mineral concentration that separation of air-levitated minerals in water from minerals not so levitated is a simple matter of water-gravity concentration, the separating device employed depending solely upon the size of the particles treated and the buoyancy differences effected by the levita-tion. The usual separating means employed are: (1) a flotation machine for fine, slimy and for well aerated granular material; (2) shaking tables for granular less aerated material. Recent studies of creep have made it apparent that plastic deformation may occur in metals under stresses less than the elastic limit as determined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapselll said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was determined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instruments by A. W. Hanson4 on zinc and by Podaschewsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc. The diffusion of metal atoms into the crystal lattice of another metal and the assumption of regular positions to form a homogeneous alloy are some of the most fundamental phenomena of structural metallurgy. The mechanism of this process has been the subject of a great deal of study from many viewpoints, but the picture is still far from complete. It is generally believed that if one metal is to diffuse into another, the first must have some solubility in the second1. This means that the solvent must be able to accommodate the stranger atoms, either on points of its own lattice or in the interstices between, without losing its own crystal-lographic identity. It is also a general observation that cold-working is a distinct aid in the diffusion process, causing it to take place with greater rapidity at the same temperature or with the same speed at a lower temperature. There is considerable doubt, however, as to the real significance of the deformation in its effect on the diffusion mechanism. Several factors associated with the cold-working may be responsible for the increased diffusion rate. The plastic deformation causes a distortion of the solvent lattice, which may be an aid in the assimulation of atoms of another kind. There are many references2 in the literature that suggest that some distortion or "loosening" of the lattice is necessary for atomic migration and that diffusion cannot take place in the undis-torted lattice. On the other hand, it may be that the cold-working causes an increase in surface of contact between the two metals through fragmentation or provides a more intimate contact that is necessary for diffusion. With the advent of water-flooding into active commercial usage in half a dozen areas in the Mid-Continent, the process passes the experimental stage and joins other methods and processes now in use which have been found suitable in one oil field or another in securing a more profitable production than has existed heretofore. The use of the air-gas lift, acidization, pressure maintenance and repressuring have presented their problems in economics and engineering during their introduction and extended application. When a new field is discovered or attention is turned to an old producing area in which these methods have not been considered, it is to be expected that these problems again arise. While some information is available as to the results obtained by water-flooding in a few localities in the Mid-Continent, the extrapolation of the sand data on which the results are based, for even generalized use in other areas and fields in the region, is hazardous. It is precarious to assume that the same physical condition will obtain in a sand over more than small, special areas. This paper is concerned with a brief presentation of such data as are available to the authors on existing operations, a survey of the region and extent to which application of the method seems most likely to be made, an estimation of the crude reserve existing for such operations, suggestions as to the importance of core analysis in guarding against uncontrolled floods and its usefulness in predicting ultimate recoveries, and comment on some of the economic phases involved. These subjects, as concerned with water-flooding in the East (notably Bradford, Pennsylvania), have been discussed in detail in the literature and are generally well known. Especially is this true of discussions of the mechanical equipment and various lease layouts and development patterns for water-flooding.

It is general practice to evaluate the strength properties of a particular metal from its stress-strain (s1 — el) curve obtained by means of a conventional tension test. Such a stress-strain curve, Fig I, illustrates two important properties of a metal, its ability to strain harden, and its ability to withstand a certain limiting stress, the "fracture stress," (s), and a certain limiting strain, the "ductility" (es), before it fails by separation. These two fracturing characteristics are the coordinates of the point of fracture in Fig I. In the case of a metal which necks in a tension test, both the fracture stress and the ductility (measured in a tension test) are dependent upon (I) the shape of the neck and (2) average values of the stresses and strains over the cross-section at the moment of fracture. However, for the pur. pose of this investigation, these average quantities, rather than the actual values, may be considered for reasons of simplicity. It appears that the conclusiom also hold true if the analysis were carried out for actual values of fracture stress and ductility at the locos of failure. In this paper, the effects of straining (at room temperature) by various methods on the above metal characteristics, which were determined by subsequent tension tests will be discussed. According to Our present knowledge, any such prestrainitlg results in a stress-strain curve (in subsequent testing by tension), Fig 2, the general shape, or flow characteristics, of which can be derived from the original stress-strain curve of the unstrained metal minus a certain portion exhausted by the initial straining. This phenomenon is called strain hardening, and may be measured by the magnitude of the cut-off, or the "effective strain,'' from which the new curve must start in order to coincide in its plastic branch with the original stress-strain curve.

Several years ago the writer was connected with the Mint and Assay Service of the Federal Government as Assistant Assayer at the Salt Lake Assay Office. At that time cyanide bars formed approximately half of the bullion purchased by that office. Disagreement in valuat,ion between the producer and the office was not infrequent and to a lesser extent between the Assay Office and the Mint, this latter issue being soon obviated, however, by adopting uniform methods of sampling the bars. A nice problem seemed to offer itself for research and the writer began a series of experiments which were soon terminated, however, by his going into other work, and which he regrets have not since been completed. The results attained may suggest lines of approach to this problem and are, therefore, offered in this article. Frederic P. Dewey, Assayer of the Mint Scrvice, U. 5. Treasury, has had abundant opportunity to study this phase of metallurgy, and has published several articles relative thereto.1 In the last article cited Dewey quotes analyses of cyanide bullion similar in content to that with which the writer worked, and which show some of the variations met with. In the discussion of these papers,2 comparison has been made in terms of copper bullion, but to the writer this seems of questionable value. Copper bullion may resemble silver bullion, but its similarity to gold bullion with little or no silver content is another thing. The freezing-point diagram of Roozeboom, reproduced on page 881 of the discussion cited, is for the gold-silver series as stated. Physical properties have been used for a long time in characterizing different kinds of coal, and such physical properties as friability and slacking have been included along with chemical properties in grouping coals according to the widely used system of classification adopted by the U. S. Geological Survey. Nevertheless, the usefulness of physical properties for classifying the different ranks or kinds of coal has been limited because it has not been possible to express these properties in definite form as numerical values. Because of the present wide interest in the formulation and adoption of a satisfactory system of coal classification, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the College of Mines of the University of Washington, has recently completed a study of the physical and chemical properties of approximately 100 different coals ranging in rank from lignite to anthracite. Purpose and Scope For this investigation samples were collected in approximately 45 mines and prospects in Washington and 23 mines in other states. The following studies, in addition to proximate and ultimate analyses, were made of the samples: Determination of (1) friability, (2) slacking or weathering characteristics, (3) yield of products by low-temperature carbonization in a laboratory retort, and (4) agglutinating value. Most of the coals examined were subjected to each of the tests enumerated, but with coal of some ranks this was unnecessary in some instances, and in others it was not feasible to do the work involved. A report which includes the analyses of the coals and the details of the methods of examination used in the investigation is being published by the Bureau of Mines.' The rapidly increasing use in coal mines of portable auxiliary fans, which are generally 'blowers" employed in connection with canvas tubing, raises questions concerning the hazards of such equipment, especially where the practices are opposed to established methods of ventilating face workings. Half a dozen or more coal-mine explosions and some fires have been attributed to the use of auxiliary fans; moreover, competent mining engineers have found many dangerous installations and methods of use-for example, intermittent running of the fans in gassy mines with consequent accumulations of firedamp at the faces. These facts have led the U. S. Bureau of Mines to issue this recommendation: "In the interest of safety, the Bureau of Mines, Department of Commerce, recommends that auxiliary fans or blowers should not be used in coal mines as a substitute for methods of regular and continuous coursing of the air to every face in the mine." The comparatively recent introduction of new types of mining machines, mechanical loaders, face conveyors, and slabbing machines has encouraged the trial of new systems of face mining, all of which have for their object the rapid advance of the faces. Although the latter has certain economic advantages, in gassy mines the rate at which gas is given off is generally found to increase in proportion to the speed of advance into new territory, which in turn increases the difficulties of efficient ventilation of the face workings. Some of the systems of advance mining being tried in connection with new mechanizing methods practically compel the use of blower fans and tubing, as single narrow places arc now driven 300 ft. or more without crosscuts. The diffusion of metal atoms into the crystal lattice of another metal and the assumption of regular positions to form a homogeneous alloy are some of the most fundamental phenomena of structural metallurgy. The mechanism of this process has been the subject of a great deal of study from many viewpoints, but the picture is still far from complete. It is generally believed that if one metal is to diffuse into another, the first must have some solubility in the second1. This means that the solvent must be able to accommodate the stranger atoms, either on points of its own lattice or in the interstices between, without losing its own crystal-lographic identity. It is also a general observation that cold-working is a distinct aid in the diffusion process, causing it to take place with greater rapidity at the same temperature or with the same speed at a lower temperature. There is considerable doubt, however, as to the real significance of the deformation in its effect on the diffusion mechanism. Several factors associated with the cold-working may be responsible for the increased diffusion rate. The plastic deformation causes a distortion of the solvent lattice, which may be an aid in the assimulation of atoms of another kind. There are many references2 in the literature that suggest that some distortion or "loosening" of the lattice is necessary for atomic migration and that diffusion cannot take place in the undis-torted lattice. On the other hand, it may be that the cold-working causes an increase in surface of contact between the two metals through fragmentation or provides a more intimate contact that is necessary for diffusion. With the advent of water-flooding into active commercial usage in half a dozen areas in the Mid-Continent, the process passes the experimental stage and joins other methods and processes now in use which have been found suitable in one oil field or another in securing a more profitable production than has existed heretofore. The use of the air-gas lift, acidization, pressure maintenance and repressuring have presented their problems in economics and engineering during their introduction and extended application. When a new field is discovered or attention is turned to an old producing area in which these methods have not been considered, it is to be expected that these problems again arise. While some information is available as to the results obtained by water-flooding in a few localities in the Mid-Continent, the extrapolation of the sand data on which the results are based, for even generalized use in other areas and fields in the region, is hazardous. It is precarious to assume that the same physical condition will obtain in a sand over more than small, special areas. This paper is concerned with a brief presentation of such data as are available to the authors on existing operations, a survey of the region and extent to which application of the method seems most likely to be made, an estimation of the crude reserve existing for such operations, suggestions as to the importance of core analysis in guarding against uncontrolled floods and its usefulness in predicting ultimate recoveries, and comment on some of the economic phases involved. These subjects, as concerned with water-flooding in the East (notably Bradford, Pennsylvania), have been discussed in detail in the literature and are generally well known. Especially is this true of discussions of the mechanical equipment and various lease layouts and development patterns for water-flooding.
